According to the Review of Maritime Transport published by the United Nations Conference on Trade and Development in 2018, 53.57% of total global seaborne trade volume was transported by bulk carriers in 2017. Bulk cargo shipment is one of the major modes of transportation in the international trade. Many bulk carrier marine accidents each year are caused by inappropriate cargo loading/unloading operation procedures. Therefore, the main purpose of this article is to establish a standard operating procedure for cargo handling and navigational safety management guidelines for bulk carriers. The standard operating procedure proposed in this article is developed based on loading/unloading theories, international rules and regulations, case studies, a literature review, expert opinions, and practical experience from some captains, as well as the author who has worked as a bulk carrier captain for more than 20 years. The developed standard operating procedure can be offered to bulk carrier captains, ship owners and charterers, and ship safety management companies for improving navigational safety and avoiding cargo damage.

IPTV system is meant to provide TV services through IP networks. IPTV is a next generation technology and is growing rapidly day by day across the globe. Providing TV services through IP networks reflects the audio-video service through the IP networks in IP format. TV packets are media and real-time packets in nature, therefore delivering these packets through the IP network is a big challenge. It needs to be done with utmost care and reliably for the timely delivery of these packets to ensure reliable packet transfer is a big issue in IPTV systems. Reliability, in such systems, depends on the failure rates of various components through which the packet passes. This chapter addresses the reliability issue in IPTV systems and suggests a possible solution to maximize it using Genetic Algorithms. The proposed model explores for the most reliable path among many available paths for the packet delivery. It helps in deciding the best available route passing through which reliability is maximized. Experimental results reveal the efficacy of the model.

Objective. Six neonatal intensive care units (NICUs) that are members of the Vermont Oxford National Evidence-Based Quality Improvement Collaborative for Neonatology collaborated to reduce infection rates. There were 7 centers in the original focus group, but 1 center left the collaborative after 1 year. The objective of this study was to develop strategies to decrease nosocomial infection rates in NICUs. Methods. The process included a comprehensive literature review, internal practice analyses, benchmark studies, and development of practical experience through rapid-cycle changes, subsequent analysis, and feedback. This process led to 3 summary statements on potentially better practices in handwashing, approach to nosocomial sepsis evaluations, and central venous catheter management. Results. These statements provide a basis for an evidence-based approach to lowering neonatal intensive care unit nosocomial infection rates. Conclusions. The 2-year process also led to changes in the culture and habits of the institutions involved, which should in turn have long-term effects on other aspects of quality improvement.

BACKGROUND UOJM recognizes that editor competency and preparedness directly impacts the quality of peer review, which holds the key to producing a great publication. We believe that success of our journal is based on a central goal of promoting physician competency in medical communication and developing leaders in medicine. In the age of evidence-based medicine, there are surprisingly few, if at all, opportunities for medical trainees to gain formal training in scientific writing and critical appraisal. Over the last two years, the UOJM has aimed to address these gaps and worked on developing a training program to equip participants with these important skills. Indeed, the merits of involvement in a peer reviewed journal at this stage of medical/research training have been recognized by its trainee participants, and have been reviewed extensively by Kevin Lee [1]. Following the success of the 2013 issue, UOJM made considerable strides to further improve the quality of content in the journal. In 2012-2013, 30 students participated as reviewers on the editorial board and received a practical experience in peer reviewed research. We conducted a year-end survey to identify issues and areas for improving the editor experience.

Effective research impact development is essential to address global challenges. This commentary highlights key issues facing research impact development as a nascent professional field of practice. We argue that those working on research impact should take a strategic, ‘evidence-based’ approach to maximize potential research benefits and minimize potential harms. We identify key features of evidence-based good practice in the context of research impact work. This includes integrating relevant research and theory into professional decision-making, drawing on a diversity of academic disciplines offering pertinent insights. Such an integration of scholarship and practice will improve the capacity of research impact work to make a positive difference for society. Moving the focus of research impact work to earlier stages in the research and innovation process through stakeholder engagement and anticipatory research can also boost its effectiveness. The research impact evidence base should be combined with the right kind of professional capacities and practical experience to enhance positive impact. Such capacities need to be developed through relevant education and training, for example, in participatory methods and social inclusion. Such training for research impact work needs to forge strong links between research impact scholarship and practice. Finally, there is a need for improvements in the evidence base for research impact to make it more practically useful.

The chapter “Regulating Emotions,” in School Mental Health Services for Adolescents, examines various aspects related to emotion regulation, including its identification, assessment, and intervention, according to evidence-based practice. Internalizing disorders represent an area of marked concern for youth, particularly during the developmental stage of adolescence. Particularly troublesome is empirical evidence that suggests an increasing prevalence rate of depression among youth. In the chapter, prevalence of disorders is examined, as well as different modalities by which psychopathology in the schools can be screened for and more formally evaluated. Various forms of cognitive-behavioral prevention and intervention are discussed and considered for appropriateness within a particular school context. Obstacles to implementation are considered and recommendations for a model of service delivery are offered.

AbstractIntroduction:Disaster is a collective responsibility requiring coordinated response from all parts of society. This theme focused on coordination and management issues in a diverse range of scenarios. Methods:Details of the methods used are provided in the preceding paper. The chairs moderated all presentations and produced a summary that was presented to an assembly of all of the delegates. Although the main points developed in Themes 1 and 4 were different from each other (as reported in the Results section), their implementation was similar. Therefore, the chairs of both groups presided over one workshop that resulted in the generation of a set of Action Plans that then were reported to the collective group of all delegates. Results:The main points developed during the presentations and discussions included: (1) the need for evidence-based assessments and planning, (2) the need for a shift in focus to health-sector readiness, (3) empowerment of survivors, (4) provision of relief for the caregivers, (5) address the incentives and disincentives to attain readiness, (6) engage in joint preparation, response, and training, (7) focus on prevention and mitigation of the damage from events, and (8) improve media relations. There exists a need for institutionalization of processes for learning from experiences obtained from disasters.Discussion:Action plans presented include: (1) creation of an Information and Data Clearinghouse on Disaster Management, (2) identification of incentives and disincentives for readiness and develop strategies and interventions, and (3) act on lessons learned from evidence-based research and practical experience. Conclusions:There is an urgent need to proactively establish coordination and management procedures in advance of any crisis. A number of important insights for improvement in coordination and management during disasters emerged.
