In order to leave a livable world to future generations, the elimination of environmental pollution, which is one of the important dimensions of sustainability, increases its importance every day. Undoubtedly, among the factors that cause environmental pollution, the role of ships is quite high. The seas are also polluted by the routine operation of ships as well as marine accidents. Pollution arising from the routine operations of ships is caused by the discharge of pollutants such as ballast water, bilge water, sludge or garbage into the sea. In addition, emissions from ships and oil and fuel pollution caused by the routine operation of ships also play an important role in environmental pollution. In this study, the phenomena resulting from the routine operations of ships and causing environmental pollution were examined using the Analytical Hierarchy Process (AHP) method, which is one of the multi-criteria decision-making methods, and the perceptions of ship operators towards environmental pollution were tried to be determined.

Our country is surrounded by seas on three sides; it is in an attractive position in terms of tourism due to its suitable climate and many history and cultures. Especially the stagnant structure of the Aegean and the Mediterranean allows sea tourism in almost four seasons; it is one of the routes preferred especially by yacht ships. In this respect, a maritime traffic arises due to touring, sports and recreational ships and yachts, and these ships occasionally cause accidents. In the study, marine accidents in the Turkish Search and Rescue Area involving touring, sports and recreational vessels and yachts are statistically analyzed. In this context, frequency distributions are carried out first and the hypotheses are examined by Chi-Square independence analysis.

In recent years, maritime-related organizations and companies have moved to a risk-based approach. To determine the risks, it is necessary to understand comprehensively why accidents occur and how it develops. The most effective measures need to be identified to implement the accident prevention measures successfully. According to the results of scientific studies conducted in the past, 80% of human factors risks were effective in marine accidents. Nowadays, maritime technologies are the most effective method for reducing the risks of human factors. However, the use of electronic navigation devices has not eliminated accidents. In this study, the accident reports for collision and grounding due to the electronic navigation devices' risk was evaluated using Human Factors Analysis and Classification System (HFACS) method. As a result of the study, more than half of the visible (active) causes of accidents have been identified as operating failure factors in electronic navigation equipment. Recommendations to prevent the occurrence of accident factors have been made.

Considering the nature of marine accidents, even a single accident can result in significant damage to the environment and property, as well as loss of life. Therefore, the initial response should be rapid and accurate, and various decision support systems have been developed to achieve this. Research on simulating progressive flooding on board immediately after an accident is being actively conducted, but this requires high levels of computing power. In this study, a methodology for converting simulated ship motion data into a ship motion database is presented. The model of a training ship from the Korea Institute of Maritime and Fisheries Technology and KRISO in-house code SMTP was used for ship motion computations. The short-time Fourier transform was used to convert time-series motion data into a spectrogram motion database. A methodology for deriving a predicted location of the damage center is presented. The candidate locations of the damage centers were obtained by comparing the root mean square error values of the ship motion database from the simulation and real-time ship motion data. Finally, a probability function was suggested to confirm the predicted location of the damage center. Using 100 randomly selected test cases, our method showed 95% accuracy.

This study focuses on marine accident data regarding accidents that occurred between the years 1998-2010 for ships within the oil tanker category. Data in the study include accident reports, which are recorded in the Global Integrated Shipping Information System (GISIS) and country reports. Textual accident data in the GISIS database were tabulated, thus creating a systematic database. By using accident data from this database, a marine accidents map for oil tankers was developed via the ArcGIS 10 program, the areas with the highest accident incident rates were determined, and reasons for oil tanker accidents were revealed through the assessment of factors such as accident type, accident incident number, accident scope, ship tonnage, navigational sea area type, and accident’s impacts on the environment, economy and personnel. The study showed that very high risk areas for oil tanker marine accidents include the Singapore Strait and Oresund, and high risk areas are the Bristol Channel, Suez Channel, Strait of Hormuz, Great Belt, Piraeus, Hull, İstanbul Strait, and Amsterdam, respectively. The study also established that oil tanker accidents are related to ship tonnage and navigational sea area type.

The length between perpendiculars (LBP) of most fishing vessels is less than 100 m. Thus, they are not subject to the International Maritime Organization (IMO) maneuverability standards, affecting research on maneuverability. However, upon referencing the statistics of marine accidents related to vessel maneuvering, the number of marine accidents caused by fishing vessels is 3 to 5 times higher than that of merchant ships. Therefore, systematic and consistent research on the maneuverability characteristics of fishing vessels is surely required. In particular, a fishing vessel frequently enters and departs from the same port and often sails at high speed due to familiarity with the characteristics of the situation, which may cause maneuvering-related accidents. In this study, the maneuverability of a fishing vessel in shallow water was predicted using an empirical formula. The results of this study are expected to not only be of great help in conducting simulations when analyzing marine accidents involving fishing vessels, but will also provide unique parameters of fishing vessels that lead to developing autonomous vessels.

В работе содержится обзор отказов главных силовых установок на судах торгового и рыболовного флота, осуществляющих деятельность в дальневосточных морях с целью установления основных факторов, способствующих возникновению аварии. Решение таких задач, как анализ актов расследования экспертами морских происшествий с отказами судовых технических средств, в первую очередь главных двигателей, применительно к соблюдению судомеханиками обязательных нормативных требований, позволяет эффективнее выявлять проблемы безопасности мореплавания. Нормативно-правовая дисциплина судовой технической службы относится к недостаточно исследованным факторам, влияющим на поломки судовой техники. Ретроспективный анализ ошибочных действий или бездействия судового персонала необходим для выработки мер по снижению аварийности. Одним из перспективных подходов представляется индексация аварий, гармонизированная с действующей в морской отрасли системой кодов. The paper provides an overview of the failures of the main power plants on ships of the merchant and fishing fleets operating in the Far Eastern seas in order to establish the main factors contributing to the occurrence of the accident. The solution of such problems as the analysis of acts of investigation by experts of marine accidents with failures of ship technical equipment, primarily of the main engines, in relation to the observance of mandatory regulatory requirements by ship mechanics, makes it possible to more effectively identify problems of safety of navigation. The regulatory and legal discipline of the ship's technical service is one of the insufficiently studied factors affecting the breakdown of ship equipment. Retrospective analysis of erroneous actions or inaction of shipboard personnel is necessary to develop measures to reduce accidents. One of the promising approaches is the indexing of accidents, harmonized with the current code system in the maritime industry.

Авторы настоящей работы поставили целью исследование качества эргатического звена, входящего в состав такой сложной эргатехнической системы, какой является судовая энергетическая установка современного морского судна. Для достижения требуемого результата проведен обзор поломок и отказов главных силовых установок на транспортных и рыбодобывающих судах, осуществляющих деятельность в морях Дальневосточного федерального округа. Информационные базы надзорных органов содержат экспертные заключения о морских авариях с указанием их причин и предпосылок. Анализ ошибок, допущенных судовой технической службой при эксплуатации и обслуживании дизелей и послуживших причиной поломки, позволяет выработать меры по повышению надежности «человеческого фактора». На основе фактических данных установлена взаимосвязь дисфункции эргатического элемента и аварийных последствий. Достоверность выводов обусловлена значительным объемом исходных данных, составленных группами независимых экспертов. The authors of this work set the purpose of researching the ergatic element’s quality, as a part of ergotechnical system, such as a modern ship power plant. To achieve the desired result, a review of breakdowns and failures of the main power plants on transport and fishing vessels operating in the seas of the Far Eastern Federal District was made. The information databases of the supervisory authorities contain expert opinions on marine accidents with an analysis of their causes and background. Analysis of errors made by the ship's technical service during the operation and maintenance of diesel engines and which caused the breakdown, allows us to take measures to improve the reliability of the "human factor". The relationship between the dysfunction of the ergatic element and emergency consequences has been established is based on actual data. The reliability of the conclusions is due to a significant amount of initial data compiled by groups of independent experts.

Vessel traffic volume and vessel traffic service (VTS) operator workloads are increasing with the expansion of global maritime trade, contributing to marine accidents by causing difficulties in providing timely services. Therefore, it is essential to have sufficient VTS operators considering the vessel traffic volume and near-miss cases. However, no quantitative method for determining the optimal number of workstations, which is necessary for calculating the VTS operator staffing level, has yet been proposed. This paper proposes a new, microscopic approach for calculating the number of workstations from vessel trajectories and voice recording communication data between VTS operators and navigators. The vessel trajectory data are preprocessed to interpolate different intervals. The proposed method consists of three modules: Information services, navigational assistance services, and traffic organization service. The developed model was applied to the Yeosu VTS in Korea. Another workstation should be added to the current workstation based on the proposed method. The results showed that even without annual statistical data, a reasonable VTS operator staffing level could be calculated. The proposed approach helps prevent vessel accidents by providing timely services even if the vessel traffic is congested if VTS operators are deployed to a sufficient number of workstations.
