Abstract - The development of Information Technology which has impacts on the ease of producing and accessing information has caused the rapid circulation of information in the community. However, the circulation of this information does not completely contain the truth. Hoax information is intentionally produced and spread to the public through various application platforms aimed to distorting the facts so that the information is believed to be the real truth. This condition can be seen from the ease people share the information they receive through their smart devices to a number of people closest to them or to groups or community wherr they participate in.            This research is a descriptive qualitative research. The data in this study was carried out by analyzing hoax news mapping data collected by the covid-19 handling task force through the covid19.go.id website obtained through the Indonesian Anti-Defamation Society (Mafindo). The news data and hoax information in the form of verbal and visual were analyzed with a qualitative content analysis approach to analyze how the hoax phenomenon during this pandemic was deliberately created and spread by the public.Furthermore, the results of the analysis are examined with the perspective of Jean Baudillard's simulacra and hyperreality.            The result shows that information as the main product of the information society is no longer dominated by information producers such as television and newspapers, but now anyone who has a device and is connected to the internet can produce information. The impact of this is that humans are trapped in false reality and dwell on duplication and superficiality. Keyword: information technology, hoax covid-19, simulacrum jean baudillard

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

Data portals are being created as part of open government strategies to increase transparency. But although the potential of the internet to increase transparency (as data disclosure) has been widely considered in the literature, there is no reported evidence of any of the released data actually being used by their ultimate recipients (citizens) for public accountability purposes. This descriptive research effort aims to find evidence of the impact of open government portals, asserting whether data is indeed being used and for what purposes. One contract portal was selected and Google Search was used to find portal references on the internet. A qualitative content analysis approach was adopted, whereby references were examined with respect to its main purpose and data usage. Evidence was found of contract data being used, among others, to identify possible situations of corruption, nepotism and misusage of public resources, support argumentation on public policy debates and, in general, to hold public officials accountable in the public sphere through ‘blame and shame' sanctions.

The eleventh issue of Ushus brings to you a wide variety of scholarly articles encompassing socio-economic and managerial issues. The first paper "Information technology and banking sector with reference to customer satisfaction" focuses on the impact of automation of the public sector banks as per the reflections of the bank officials and the customers. The crest of the article lies in the fact that the customers are being able to keep abreast with the exchange of automation in the modern banking practices and the survey brings out their perception towards it and throws some light on the effective ways to deal with this crisis. The study concludes with the analytical results that public sector bank customers have a positive inclination towards technological upgradation but the banks need to be more flexible in their work process and focus on marketing themselves in order to entrap a larger customer base. The paper titled "Administration of micro-credit by national bank" talks about the successful micro-finance initiatives taken by NABARD how aptly they had been implemented and evolved as a sustainable social movement over a decade now.

Raman and Marcus (2007) have studied the impact of Automation in Public sector Banks as per the reflections of bank customers and bank officials belong to Chennai region. Marcus (2006) studied the public sector banks with special reference to selected branches in Chennai city and the perception of customers due to inception of Information Technology in the banking sector. Customers vary in their perception on information technology. In reality, customers are not against for automation and IT inception. The main concern for them is the delay in transaction due to technical snag and the increased cost of operation due to automation. Most of the customers have accounts in the private sector banks and they are well informed about the new development and up gradation that is happening in those banks. The customers believe that crores of money is being spent by the banks in the name of developing software, training the staff in IT and in providing better ambience to keep abreast with the private banks, but the ultimate outcome of which is not noteworthy.The present study is based on the reflections of 674 bank customers of the public sector banks who have various types of bank accounts in the branches of Chennai city. Branches of public sector banks in Chennai city, consisting of 19 nationalized banks and State Bank of India with its 7 Associates were covered in the process. A wide range of customers through various domains of banking operations have been studied to identify their overall perception.

The researcher aimed to explore impact of information technology (IT) on assessing the quality of notifications based on standard No. 2420 in the public sector in Kuwait. He aimed to explore the impact of several variables - like: computers & software, communication systems, and IT users’ skills – on the quality of notifications based on standard No. 2420 in the public sector in Kuwait. The population consists from all the internal audit departments in ministries and public bodies in Kuwait. The researcher has chosen a conveyance sample consisting from 200 individuals. He distributed questionnaire forms to them. 167 questionnaire forms were retrieved. They are valid for statistical analysis. The researcher found that information technology (IT) has a significant impact on assessing the quality of notifications based on standard No. 2420 in the public sector in Kuwait.

The aim of the article is to find out the peculiarities of the embodiment of actual conceptual motives in the design of artistic ceramics. Concepts aimed at identifying the impact of scientific and technological progress and information technology on culture and art are studied on the example of the work of Ukrainian modern ceramist Yurii Musatov. Research methods. The following methods were used in the study: analysis, synthesis, comparison; systematic approach to the interpretation of artistic ideas, practical analysis of the design of modern art ceramics. The scientific novelty of the study is the interpretation of the design of Yurii Musatov’s products through the prism of new realities of the information society, its anthropological challenges, the problems of the existence of art in the system of world communication. Conclusions. The results of the study testify to the innovative nature of the work of ceramist Yurii Musatov. Among the creative works of Ukrainian ceramists he is distinguished by noble, intellectual and modern presentation of works, perfect mastery of technological and artistic means, complex constructive forms and conceptual content.

Government Policy on Matters of the Information SocietyWhile information technology has for a long time been utilized in public administration in Iceland, co-ordination and policy formulation only started in the mid-nineties. In 1996, the government made arrangements for a comprehensive policy formulation in this field, when the government formulated a specific policy on matters of the information society and established a provisional developmental project for this purpose under the direction of a special working group under the auspices of the Prime Minister's Office. While the project was to be completed within five years, from 1998 to 2002, it was decided at the beginning of this year to extend it to the end of the year 2003 while an appraisal of its implementation was carried out. Among the goals set in the governmental policy was that legislation, rules and the working methods of the public administration should be reviewed with a view to information technology, for the purpose of stimulating technological progress, and to make information accessible to the public irrespective of residence or economic resources. Furthermore, a special emphasis was put on the utilization of information technology in the dissemination of public information, and that all information systems used by government agencies should be structured so that they would provide information on laws, regulations, rights and obligations, and such matters, via a computer network, and also enable the public to go about their business, monitor the progress of important matters, and be provided with all such services which can be provided in this manner.

Today, in the age of the information society, the media play a powerful role in shaping and influencing public opinion. Accordingly, it is a social phenomenon, which affects the point of view of the society. Now all information can be found in text form on the Internet, especially with the help of social media resources. Implementation of such relevant information technology as content analysis is the best way to analyze such kind of data. This method studies documents in their social context and it is used when examining the thematic orientation of the media. At the same time, thanks to the development of methods of content analysis, now it is possible to automatically study the content of different texts, their effectiveness and assess the impact on society. This study analyses existing approaches, methods and tools for content analysis and justifies the relevance of exploring the use of a wide range of linguistic categories for qualitative content analysis. Conceptual possibilities of using this type of analysis in modern linguistic and social research are also considered. The article shows the use of qualitative content analysis methods, based on the use of machine learning approaches and the developed three-language dictionary of criminally colored terms, which is one of the main tools for examining the distribution of criminally significant information of web media news sites by geographical, time characteristics and categories of crime. In this study, we also offer the bases of the development of content analysis information technology of news web space of certain geographical regions that are analyzed in time dependence on the given topic, namely criminal picture of the region. The texts of news sites of Kazakhstan, Ukraine, Great Britain and the USA were assembled automatically using the developed software product. They are considered as an experimental corpus.
