The researcher aimed to explore impact of information technology (IT) on assessing the quality of notifications based on standard No. 2420 in the public sector in Kuwait. He aimed to explore the impact of several variables - like: computers & software, communication systems, and IT users’ skills – on the quality of notifications based on standard No. 2420 in the public sector in Kuwait. The population consists from all the internal audit departments in ministries and public bodies in Kuwait. The researcher has chosen a conveyance sample consisting from 200 individuals. He distributed questionnaire forms to them. 167 questionnaire forms were retrieved. They are valid for statistical analysis. The researcher found that information technology (IT) has a significant impact on assessing the quality of notifications based on standard No. 2420 in the public sector in Kuwait.

While a growing literature within the study of subjective well-being demonstrates the impact of socio-political factors on subjective well-being, scholars have conspicuously failed to consider the role of the size and scope of government as determinants of well-being. Where such studies exist, the focus is largely on the advanced industrial democracies of the Organization for Economic Co-Operation and Development. In this study, we examine the size of the public sector as a determinant of cross-national variation in life satisfaction across a worldwide sample. Our findings strongly suggest that as the public sector grows, subjective well-being increases as well, conditional on the extent of quality of government. Using cross-sectional data on 84 countries, we show this relationship has an independent and separable impact from other economic and political factors.

The public sector in Jordan is confronting many problems; reports show that citizens are not contented with the number and quality of current services. Consequently; persistent initiatives to uphold the sector performance took place at all levels, relying on the inventive employees and leadership to achieve the intended improvement. So this study seeks to test the impact of strategic leadership (charismatic, visionary, change agent and servant) on building entrepreneurial orientation (proactiveness, innovativeness and risk taking) in Jordanian public sector employees.A random sample was selected of 500 employees working at health, education, agriculture and other service governmental organizations. To obtain the required results multiple regression was calculated using (21) SPSS version.It was found that the charismatic, change agent, servant styles positively influence employees proaciveness, with no influence on the other two entrepreneurship dimensions. While visionary style has no significant influence on all entrepreneurship dimensions. However the public sector reform is achievable, through comprehensive strategies, successful implementation, and effective continuous control. Innovative departments need to be established and financed away from bureaucratic environments.

The eleventh issue of Ushus brings to you a wide variety of scholarly articles encompassing socio-economic and managerial issues. The first paper "Information technology and banking sector with reference to customer satisfaction" focuses on the impact of automation of the public sector banks as per the reflections of the bank officials and the customers. The crest of the article lies in the fact that the customers are being able to keep abreast with the exchange of automation in the modern banking practices and the survey brings out their perception towards it and throws some light on the effective ways to deal with this crisis. The study concludes with the analytical results that public sector bank customers have a positive inclination towards technological upgradation but the banks need to be more flexible in their work process and focus on marketing themselves in order to entrap a larger customer base. The paper titled "Administration of micro-credit by national bank" talks about the successful micro-finance initiatives taken by NABARD how aptly they had been implemented and evolved as a sustainable social movement over a decade now.

Raman and Marcus (2007) have studied the impact of Automation in Public sector Banks as per the reflections of bank customers and bank officials belong to Chennai region. Marcus (2006) studied the public sector banks with special reference to selected branches in Chennai city and the perception of customers due to inception of Information Technology in the banking sector. Customers vary in their perception on information technology. In reality, customers are not against for automation and IT inception. The main concern for them is the delay in transaction due to technical snag and the increased cost of operation due to automation. Most of the customers have accounts in the private sector banks and they are well informed about the new development and up gradation that is happening in those banks. The customers believe that crores of money is being spent by the banks in the name of developing software, training the staff in IT and in providing better ambience to keep abreast with the private banks, but the ultimate outcome of which is not noteworthy.The present study is based on the reflections of 674 bank customers of the public sector banks who have various types of bank accounts in the branches of Chennai city. Branches of public sector banks in Chennai city, consisting of 19 nationalized banks and State Bank of India with its 7 Associates were covered in the process. A wide range of customers through various domains of banking operations have been studied to identify their overall perception.

Digital technologies are being actively introduced into our life and economy that it is often impossible to track all innovations and the resulting effect of their appearance; the population quickly adapts and gets used to them. Similar trends are observed in the public sector. Visitors to clinics, museums, Multifunctional Public Services Centers, and other institutions easily use an electronic system that puts a queue to a specialist, use various services and gadgets. Due to digitalization, remote work is gaining more popularity, especially among young people, pensioners and women. The remote work market plays a very important role in the modern economy. As an extremely complex distribution mechanism, it ensures the connection of workers to remote workplaces. Thus, it affects both productivity and growth rates, as well as many other parameters of the economy as a whole. Digitalization is becoming such an important factor in increasing labor productivity and improving the quality of life that the changes taking place in the market are considered as the onset of a new stage of economic development. Currently, the development of digitalization is primarily associated with the introduction of digital communication technologies, the platform for which is the Internet and mobile devices. Information technologies are being integrated into all spheres of economic activity. In this regard, the nature of labor, as well as labor functions are undergoing dramatic changes, the proportion of work performed remotely or using specialized software is increasing. In this regard, the work intensity (provision of services) requires attention, which directly depends on the updating of the methodology of labor rationing. Within the framework of this article, the methodological foundations of labor rationing in the public sector are analyzed, considering the impact of digitalization and automation processes on labor rationing.

Information technology plays a significant role enabling organisations to achieve their objectives. Accordingly, the governance mechanisms over the organisation’s IT resources must be in place and operating effectively if the organization is to achieve its objectives. The concern with IT governance is not only evident in the private sector but also in the public sector. This study attempts to examine empirically the individual IT governance mechanisms that influence the overall effectiveness of IT governance in Australian public sector organisations. Using sample data from auditors who currently work in Australian public sector organisations, this study examined the influence of four proposed individual IT governance mechanisms on the overall effectiveness of IT governance. This study found significant positive relationships between the existence of an IT strategy committee and corporate (organisational) communication systems, and the overall level of effective IT governance within Australian public sector organisations.

Information technology provides effectiveness of functioning and better productivity in the operations of an organization and public sector is not an exception. In the public sector of Oman, the use of information technology has made a specific role that has added to the quality and quantity of performance that has enriched the productivity of the public sector of Oman. The study here evaluates the impact of IT to the overall performance of executive secretaries in the public sector of Oman. There are different stages that are adopted by the researcher in order to attain the objectives. The study adopts data collection from 100 executive secretaries that are chosen from five of the public sectors to provide opinion regarding the topic of study. The research has presented a detailed literature review of the topic that clarifies the subject on which the topic is based and a critical evaluation of the gathered literature is also provided through the study. The study here adopts a descriptive research that is conducted through survey which is done through the prepared questionnaire distributed to the selected respondents. The opinion is presented through data analysis and the results are presented through the structure of chart and tables for easy identification of the opinion, views and suggestions from the participants that have added to the attainment of the objective. The main findings of this study suggest that the executive secretaries ought to be trained in IT skills and motivated to improve their innovation and their work performance. Besides the online IT training, this study recommended the improvement of the automation in the daily tasks of the executive secretaries in Oman.

The purpose of this article is to analyze the processes of transformation of public administration systems through the use of innovative technologies to meet the needs of modern society and reduce the monopoly on management by the state authorities. From the standpoint of the inevitable impact dictated by current socio-economic conditions, the transformation processes are analyzed from the standpoint of economic expediency.The issues of the impact of innovative processes in the field of information technology on the traditional processes of public administration are considered. The prerequisites leading to the need for public administration transformation are described, and the main concepts and directions of this transformation are indicated.As a proposed innovative transformation technology, tools for digitalization of public administration are described, aimed at improving the quality of services provided, harmonizing relationships between public administration entities, as well as aimed at optimizing and redistributing powers from state to municipal authorities.

Abstract This study investigates the impact of Information Technology (IT) on human resource functions of the United Arab Emirates (UAE) public sector organisations. This paper presents the results of a survey of human resources directors (HRDs) in the public sector organisations in the UAE. It is an initial attempt to provide a case study of information and services provided by IT, primarily Web-based self-service, in the human resource function. HRDs was asked about their perceptions on the effectiveness of human resources information systems (HRIS) for their organisations. The results were positive and showed that the scope of HRIS is broad, with almost 28% and 30% of employees contacting HR through email and the Web, respectively. In terms of the perception of HRDs of the impact of HRIS, operational impacts such as the automation of record-keeping, alleviation of administrative burdens, and improving HR efficiency are significant.Concerningthe relational aspect, respondents were clear about HRIS roles such as a reduction in response time and improved service quality but they doubted that HRIS enhances the organisation’s ability to attract top talent, improves awareness or relationships between HR and employees. About transformational aspects such as re-engineering HRM, broadening its scope, improving the quality of services, and retaining knowledge areessential to HRDs. The most critical success factors of HRIS was improved data accuracy and improved HRM services, and inadequate funding and budgeting were fairly rated number one barrier factor to HRIS. <p>The subject of governance has become a pertinent issue for business, government, politics, and the general public. In both the private and the public sectors, there is an increasing demand for good governance in terms of accountability and transparency, and internal audit function within organizations has an important role to play in the achievement of these objectives. This study therefore assessed the effects of internal audit function (IAF) on good governance in the public sector in Nigeria. Primary data was obtained through the administration of structured questionnaire to purposively selected respondents comprising Head of Internal Audit, Director of Finance and Supplies, and Head of Local Government Administration, in 33 public sector organizations in Oyo State, Southwestern Nigeria. A total of 99 respondents participated in the study. IAF was measured by independence of internal audit system, scope of work, professional competence, examination process, and management support, while quality of service, management of public resources measured good governance. Data obtained was analysed using correlation analysis and multiple regression technique. The results showed that the effectiveness of IAF in Nigerian public sector organisations was moderate since internal audit system in the public organisations was not absolutely independent and professional competence was limited due to the challenge of insufficient funds to successfully carry out its duties. Moreover, the study revealed that IAF had significant and positive effect on the quality of service delivery and management of resources in the public organisations. The study concluded that internal Audit function is a veritable tool for promoting good governance in the Nigerian Public Sector. This study therefore recommended that there should be legal mandate in public sector organisations that allows government information to be publicly published and special funds should be made available to internal auditors as it would enhance effectiveness of internal audit function and boost good governance in the organisations.</p>
