Universities are expected to provide employable and quality graduates. The government of Sri Lanka provides education facilities to the nations and the total expenditure incurred from the General Treasury. However, a lack of financial resources is one of main constraints being faced by the State universities. These situations negatively affect the performance of the students. Even though, the financial and other constraints remain, universities would not reduce the expected service delivery. Thus, this paper argues that universities could perform in innovative ways in managing their educational programmes that would lead to improve the quality and the relevance of the output of the universities leading to more effective and efficient administration. Thus, this study examines the utility of innovation theory in university administration in Sri Lanka. The study attempts to answer two main research questions: Is innovation possible in the university Administration? And what are the main factors affecting on innovation in the university administration? Qualitative research approach with a purposive sample of 20 administrators from four universities from the Western Province was selected by using reputed snowballing technique. Descriptive analysis was undertaken. The study confirmed that innovation is possible and already happening within the university administration. Innovation in university administration means introducing and implementing systems of management by using new ideas to improve the efficiency and the effectiveness of the degree programs. The study presents several innovative practices initiated by the university administration which have created potential benefits to the degree programs. The administrators’ motivation to achieve is the significant determinant of the managerial innovation and supportive environment which is mainly the supports of the academic staff and the external environment are other significant determinants of managerial innovation in the administration of the selected universities in Sri Lanka.KeywordsManagerial Innovation, Public Sector, University Administration

This study aims to identify the factors preventing the state from responding in a manner that will avoid future conflict in post-civil war Sri Lanka. After the government ended the separatist struggle of the Liberation Tigers of Tamil Eelam (LTTE) by bringing the civil war to an end in May 2009, the protracted and destructive 30-year war presented an opportunity for both state and society to learn many useful lessons from the long war. These lessons could have enabled the government to reconstitute the state as an inclusive institution, one in which minorities could also participate to ensure just and equitable development for all Sri Lankans. This study uses a qualitative research approach that involves analysis of critical categories. Findings of this study offer some crucial insights about Sri Lanka’s ethnic politics, particularly, the various factors have influenced the state to avoid inclusive policies. The key factor is the dilemma of post-independent political culture or traditions amongst ruling elites resulted in the avoidance of inclusive policies. This study also reveals some other factors that contestations between different social forces within society, within the state, and between the state and society still prevail in Sri Lanka, hampering the institution of inclusive policies. Further, the paper highlights the failure of India and the International Community to pressurize the state of Sri Lanka to introduce inclusive mechanisms due to international power balance (China factor).

In the second half of the nineteenth century, the nature of the national policy of Russia is significantly changing. After the events of 1863 in Poland (the Second Polish uprising), the government of Alexander II gradually abandoned the dominant idea of ​​anathematizing, whose essence is expressed in the domination of the principle of serving the state, the greatness of the empire. The tsar-reformer deliberately changes the policy of etatamism into the policy of state ethnocentrism. The manifestation of such a change is a ban on teaching in Polish (1869) and the temporary closure of the University of Warsaw. At the end of the 60s, the state's policy towards a five million Russian Jewry was radically revised. The process of abolition of restrictions on travel, education, place of residence initiated by Nicholas I, was provided reverse.

As members of the secret Afrikaner organisation, the Broederbond, two of the apartheid-era rectors at the University of Fort Hare were responsible for leading an institution that was supposed to spearhead the modernisation of ethnically defined homelands and their transition to independent states, whilst disseminating apartheid values among the black students. Based on unsorted and unarchived documents located in the personal files of the apartheid-era rectors, which included secret correspondence and memoranda of clandestine meetings, this paper illustrates the attempted exercise of hegemony by the apartheid state through its linked network with the university administration during the period 1960 to 1990. This is achieved by demonstrating the interaction between the state, Broederbond rectors and the black students at Fort Hare, who were subjected to persuasion and coercion as dictated by the state’s apartheid vision of a racially defined and separated society.

The author investigates and analyzes the state Chernivtsi National University during the Romanian period in Bukovina’s history. During that period in the field of education was held a radical change in the direction of intensive Romanization. In period of rigid occupation regime in the province, the government of Romania laid its hopes on the University. The Chernivtsi National University had become a hotbed of Romanization ideas, to ongoing training for church and state apparatus, to educate students in the spirit of devotion Romania. From this Article, it is considered that the moderating effect of gender, for Facebook usage, and the academic performance of government university undergraduates in Sri Lanka. From 984 government university undergraduates were the respondents of this study, and the respondents were from the University of Peradeniya, University of Kelaniya, University of Colombo, and University of Sri Jayewardenepura. Gender is a moderate variable for the study. And there are 534 male undergraduate respondents, and 450 female respondents responded to the questionnaire. Using a multi - group analysis method identified the moderating effect on both male and female groups. According to the analysis results, proved that gender moderates the relationship between social media usage (Facebook) and the academic performance of the government university undergraduates in Sri Lanka.

Implementation of the decisions made in the course of management of economic and socio-political development of the state causes the adequate financial flows forming the budgetary sphere of the state. The trouble in this sphere does not allow to provide the necessary level of economic growth, hampers reforming of the economy, makes negative impact on commercial and foreign economic activity, interferes with improvement of monetary and credit, tax, insurance and other spheres of the financial system of the Russian Federation. The offenses connected with corruption and theft of budget funds committed by officials at various levels significantly undermine the authority of the government, cause a growth of discontent of society and impact the social and economic situation in the country. The practice of identifying the offenses connected with theft of public funds and property shows that practically all spheres of the public sector of economy are, to a greater or lesser extent, subject to the risks of such crimes commitment. In this regard, a research of methods and ways of assessment of corruption theft amount in the public sector of the economy is an important and hot topic. The main types of public funds theft have been analyzed, including theft of budget funds allocated in the form of grants for targeted measures; theft by overcharging the prices of goods and services used for the state needs; the acquisition of inventory for personal use of the heads of public companies at the expense of the company, etc. The dynamics of the amount of budget crimes in the Ryazan region has been analyzed. It was inferred that corruption crimes in the public sector of the Ryazan region include fraud, abuse of power, abuse of authority, illegal participation in business, as well as taking bribes. A set of measures for preventing the above crimes has been proposed.

Labour plays a very important role in the industrial production of the country. The human resource managers are concerned with the management of people at work. It is necessary to secure the co-operation of labour force in order to increase the production and earn higher profits. The co-operation of labour force is possible only when they are fully satisfied with their employer and the working conditions on the job. In the past, industrialists and the employers believed that their only duty towards their employees was to pay them satisfactory wages and salaries. But in due course of time, in addition to providing monetary benefits, human treatment given to employees started to play a very important role in seeking their co-operation. Labour or employee welfare activities benefit not only the workers but also the management in the form of greater industrial efficiency. The welfare activities pay a good dividend in the long run, because they contribute a lot towards the health and efficiency of the workers and towards a high morale. On the other hand, social security has come up as a dynamic concept which is considered in all advanced countries of the world as an indispensable chapter of the national programme. Social security is that security which the society furnishes through appropriate organisation against certain risks or certain contingencies to which its members are exposed. These risks are essentially contingencies against which the individual cannot afford by his small means and by his ability or foresight alone. As the name stands for general well- being of the people it is the duty of the state to promote social security which may provide the citizens with benefits designed to prevent or cure disease, to support him when he is not able to earn and to restore him to gainful activity. The state as an employer has provided for certain measures for the welfare and social security of the labourers, who contribute towards the economic development of a country and in this regard, the government has to see towards the proper implementation of such measures to maintain a harmonious industrial relation on the one side and on the other hand towards the upliftment of the members of the society. Thus, there arise the vital needs for the detailed assessments of the measures so provided, its quality of implementation so far and the level of satisfaction of the same among the different class of employees. The present study acts as a working paper with an objective to gather the opinion of the organized workforce in the Central Public Sector Enterprises with regards to their acceptance and satisfaction level of the various ‘Employees welfare and Social Security’ measures by the employers. However, the present study is restricted to two enterprises only and is undertaken with the following objectives: To analyze the opinions of the employees in respect of the labour welfare measures & social security benefits. To analyze the level of satisfaction or otherwise of the workers in respect of social security measures.

Abstract Background and Purpose: Many organisations are using the e-payment system; however, its effectiveness has not been determined particularly in the Nigeria context. The University of Ilorin as educational organisation started using e-payment system in 2010 and up till now there has been limited or no study conducted to examine whether or not workers are satisfied with the new payment system together with other related ones they are familiar with. It is in the light of this that this study examined users’ satisfaction with the e-payment system at the University of Ilorin, Nigeria. Design/Methodology/Approach: A sample of 260 academic and non-academic staff was taken from six out 12 faculties that made up the university. Using a survey research approach data was collected with a modified questionnaire. Five research questions were developed to guide the study. Results: The results revealed that, respondents (93.5%) were adequately satisfied, satisfied and moderately satisfied, while, only (6.5%) of the respondents were less satisfied and dissatisfied. Perceived speed was identified as the characteristics users mostly satisfied with, followed by system security, traceability, and convenience. Moreover, there is significant correlation among the entire e-payment characteristics/factors (perceived speed, security, anonymity, traceability, perceived ease of payment, and convenience); and that all the six factors jointly predict users’ satisfaction with the e-payment system. In order of magnitude of the prediction/contribution to e-payment, users’ satisfaction, perceived speed made the most significant prediction/contribution. Conclusion: Based on the findings, the study concluded a considerable percentage of the respondents (93.5%) are satisfied with the e-payment system at the University of Ilorin, Nigeria. In lieu of this therefore, there is need to improve the e-payment system so that all and sundry could be satisfied.

The last few decades have witnessed substantial efforts to reinvent the state worldwide. The Russian state is no exception to this global trend. At the outset of a new millennium, the need for renewal of the post‐Soviet model of the state has been acknowledged, and an up‐to‐date reform package has been promoted by the central government. This has encompassed the reconstruction of public sector accounting. Given the paucity of consistent research efforts on the topic, this article seeks to describe and analyze, and by so doing, contribute to knowledge about Russian public sector accounting in times of change. To tackle the general purpose, two levels are incorporated in this study to link reform initiatives for the government as a whole with those endeavours to implement them in one state‐sponsored university of Russian tertiary education. The major questions to be addressed are of whether, why, and how changes at the central government level have penetrated down to the university and extended to its accounting system. The evidence gathered in this paper reveals that a new Russian public sector ideology has markedly been affected by overseas developments in the shape of large international organizations. However, no compelling evidence has been documented in this research as unveiling that changes at the macro‐level have penetrated down to the university to any significant extent. This study concludes that launching a new version of accounting by the Russian state can be regarded as more of a symbol of legitimacy for the university rather than of an actual financial management tool.
