Emerging Strategies in Mileage-Based User Fees

Inflation and improved fuel economy have undermined revenue from federal and state excise taxes on gasoline and diesel; this situation has made it challenging to maintain and expand the nation's road network. With more stringent federal fuel economy standards and the emergence of alternative fuels threatening to accelerate this problem in future years, policymakers have begun to explore mileage-based user fees as a long-term replacement for fuel taxes. Unaffected by fuel type or fuel economy, mileage fees would provide more sustainable revenue, and the system could be structured to promote more efficient use of the roads, offer value-added motorist services, and collect travel data to support better network planning and operations. Mileage fees will likely cost more to administer than will fuel taxes, however, and the concept faces acceptance challenges related to privacy protection and other concerns. These obstacles in turn have spurred great innovation. On the basis of recent studies, trials, and implementation efforts, this paper presents a review of promising mileage-fee design and implementation strategies intended to reduce system costs and foster greater public acceptance.

The article is devoted to the justification of the need to reduce the population density in the residential development of cities. The analysis of vulnerability of the urban population from threats of emergency situations of peace and war time, and also an assessment of provision of the city by a road network is given. Proposals have been formulated to reduce the vulnerability of the urban population in the long term and to eliminate traffic congestion and congestion — jams.

Diesel engines are being used extensively for fuel economy but due to gradual depletion of Petroleum resources and increase in exhaust emissions, there is an urgent need for suitable alternative fuels for the diesel engines. As our country is an agricultural country, if the alternate fuels are produced by our farmers it will be beneficial for the country and the farmers also. In recent studies, researchers studied various vegetable oils like canola oil, alovera oil, soya been oil, flaxseed oil and hone oil etc. Out of all flaxseed oil play an important role as an alternative fuel. But the properties of flaxseed oil are not suitable for the usage in the existing diesel engines without blending with diesel fuel. The performance of the engine depends on the combustion phenomenon and it further depends on the amount of heat retained in the combustion chamber. Hence the present work is planned accordingly to develop an insulated engine by coating the piston with TIO2material. So that more amount of heat will be retained in the combustion chamber which aids the combustion. Further the performance of flaxseedbiodiesel blend namely B10, B20, B30 and B40 are tested and the results are mentioned accordingly.

A grand challenge facing society is climate change caused mainly by rising CO2 concentration in Earth’s atmosphere. Terrestrial plants are linchpins in global carbon cycling, with a unique capability of capturing CO2 via photosynthesis and translocating captured carbon to stems, roots, and soils for long-term storage. However, many researchers postulate that existing land plants cannot meet the ambitious requirement for CO2 removal to mitigate climate change in the future due to low photosynthetic efficiency, limited carbon allocation for long-term storage, and low suitability for the bioeconomy. To address these limitations, there is an urgent need for genetic improvement of existing plants or construction of novel plant systems through biosystems design (or biodesign). Here, we summarize validated biological parts (e.g., protein-encoding genes and noncoding RNAs) for biological engineering of carbon dioxide removal (CDR) traits in terrestrial plants to accelerate land-based decarbonization in bioenergy plantations and agricultural settings and promote a vibrant bioeconomy. Specifically, we first summarize the framework of plant-based CDR (e.g., CO2 capture, translocation, storage, and conversion to value-added products). Then, we highlight some representative biological parts, with experimental evidence, in this framework. Finally, we discuss challenges and strategies for the identification and curation of biological parts for CDR engineering in plants.

Abstract Background: General practitioners (GPs) in developed countries widely prescribe benzodiazepines (BZDs) for their anxiolytic, hypnotic, and muscle-relaxant effects. Treatment duration, however, is rarely limited and this results in a significant number of chronic users. Long-term BZD use is associated with cognitive impairment, falls with hip fractures, traffic accidents, and increased mortality. The BENZORED IV trial was a hybrid type 1 trial conducted to evaluate the effectiveness and implementation of an intervention to reduce BZD prescription in primary care. The purpose of this qualitative study was to analyze facilitator and barriers to implement the intervention to primary care settings.Methods: Focus group meetings with GPs from the intervention arm of the BENZORED IV trial were held at primary healthcare centers in the three districts. For sampling purposes, the GPs were classified as high or low implementers according to the success of the intervention measured at 12 months. The Consolidated Framework for Implementation Research (CFIR) was used to conduct the meetings and to code, rate and analyze the dataResults: Three of the 41 CFIR constructs strongly distinguished between high and low implementers: The complexity in the intervention, the individual Stage of Change and the key stakeholder’s engagement. Seven constructs weakly discriminated between the two groups: the adaptability in the intervention, the external policy and incentives, the implementation climate, the relative priority, the self-efficacy and formally appointed implementation leader engaging. Fourteen constructs did not discriminate between the two groups, six had insufficient data for evaluation, and eleven had no data for evaluation.Conclusion: We identified constructs that could explain the variation in the implementation of the intervention, this information is relevant to design successful implementation strategies to implement the intervention.

Knowledge and skills concentrated in human capital are increasingly important factors of economic development. However, there is a lack of a methodology for determining, which skills are necessary for the efficient industrial development. To this end, we examine skill requirements of regional employers potentially leading to an increase in economic indicators. Skills in demand were compared with predicted indicators based on a se mantic content analysis of vacancy databases in various regions of the Russian Federation. It was revealed that the list of demanded competencies depends not on a geographical aspect but on a specific profession. An analysis of the obtained data demonstrated that the growth in demand for highly qualified employees in the Russian Federation is correlated with an increase in gross value added of relevant industries. A linear correlation between gross value added per employee and the need for skilled specialists was demonstrated on the example of the transport sector. The proposed methodology can be used by educational organisations for targeted training of specialists, as well as by employers and experts for forecasting medium- and long-term socio-economic development of Russian regions.

In today’s competitive world, value and wealth creation for shareholders are among the most important goals of businesses. For the sake of achieving his goals, the investor needs some instruments in order to measure the potential value of each investment opportunity. It is clear that these instruments are not capable of predicting the exact future, they just provide some piece of information and advice that help the investor in the decisions he makes. Among these criteria, the most common types are Return on Investment (ROI) and Earnings per Share (EPS). Despite the numerous applications of these instruments, theoretically, they are not related with shareholders’ value or wealth creation. In recent years, the modern evaluation techniques based on economic theories such as Economic Value Added (EVA), Market Value Added (MVA) and Shareholder Value Added (SVA) replace the accounting data-based criteria and have widely drawn the attentions. These criteria follow the performance assessment with regard to the changes in the value and alongside maximizing the long term shareholder returns. In this research paper, one of the most important criteria; i.e. Shareholder Value Added (SVA), is investigated from several viewpoints.

Research background: rural tourism is an economic and environmental activity that fits harmoniously into the concept of sustainable and inclusive development. In Ukraine, it is called rural green tourism, but in practice not all aspects of it can meet the Sustainable Development Goals 2030. Purpose of the article: to analyze the relationship between the structures of the rural tourism goals and the SDGs, to demonstrate the evolution, possibilities of the development on the example of Ukraine’s rural tourism, especially in the framework of the European Green Deal. Methods: factor analysis – when studying the structure of the rural tourism goals and the factors that affect it, as well as when comparing it with the structure of other sustainable activities; elements of graph theory – in the graphical analysis of the Sustainable Development Goals decomposition in their projection into the plane of rural tourism. Findings & Value added: the structure of the rural green tourism goals in Ukraine have been harmonized with the Sustainable Development Goals 2030. Sustainability factors have been identified that allow the tourism and recreation sphere in the medium and long term perspective not only to form a competitive market for relevant services, but also to serve as an important component of the inclusive development. Factors of tourism sphere transformation due to the coronavirus pandemic are taken into consideration. The concept of the phased programming in sphere of rural tourism in Ukraine within the framework of the European Green Deal 2030 and 2050 has been improved.

The article examines the importance of the existing potential of the agrarian sector of the Ukrainian economy, the use of which is insufficient, given the results of its functioning in the system of economic relations. The basic preconditions, which complicate the processes of effective realization of the potential of the domestic agrarian sector in the system of providing economic security, are determined. Particular attention is paid to the problematic issues that form the destabilizing impacts on the development of the potential of the agrarian sector. It is noted that the incompleteness of agrarian reform and long-term transformation processes in the agrarian sector of the economy, the absence of a rationally organized market of agricultural land in Ukraine, the lack of development of vertically-integrated structures of the formation of value added connecting chains, complicate the processes of effective realization of the potential of the domestic agrarian sector. It is argued that in order to increase the economic, social and environmental efficiency of the functioning of the agrarian sector and the realization of its potential, it is expedient to adhere to certain strategic priorities that will ensure the strengthening of economic security. The article proposes a comprehensive implementation of the measures and the expected effect of the implementation of priority directions of development of the potential of the agrarian sector in the system of ensuring economic security of Ukraine.

This study investigates the impact of economic growth on three main development sectors, household final consumption expenditure, and trade openness towards the growth of final energy consumption in Indonesia using annual data for the period 1972-2016. We applied autoregressive distributed lag (ARDL) procedures which consist of stationarity test, cointegration test, as well as estimation the short-term and long-term relationships. The cointegration test revealed existence cointegration<br />relationship among the variables in the model. In the short-term and long-term model, our results indicated that the growth of value-added in agriculture sector and industry sector, household final consumption expenditures, and trade openness in the short-term and long-term have a significant effect toward final energy consumption in Indonesia, while the growth of value-added in the service sector only given a short-term effect toward final energy consumption in Indonesia. Based on these<br />results, it can be concluded that sustainable economic development in Indonesia needs to be accompanied by the development of new and renewable energy in order to fulfil domestic energy supply which is predicted to continue to increase rapidly in the future.<br />Keyword : final energi consumption, economic development, household final consumption expenditure, trade openness, autoregressive distributed lag modeling<br />JEL Classification : D1, E21, F14, O13, Q43.
