The problem of formation of information and communicative competence of students-philologists on the basis of the basic provisions of the European educational policy also is the purpose of our research. Selection of basic (key, universal) competencies is one of the important tasks of updating the content of education. Information and communicative competence of the individual is characterized by its adaptability, free possession of verbal and nonverbal means of communication, attitude to cognitive activity, to the natural and social world, to himself.Thus, updating the content of general education is associated with the pedagogical problem of forming information and communication competence. To reveal the meaning of the concept of “information and communication competence” in the article we consider its components. After all, for our study, competence is important not only in terms of sound knowledge, but also the ability to optimally and independently respond to the emergence of non-standard situations in the process.In our opinion, information and communication competence, based on the studied sources, includes: holistic worldview and scientific worldview, which are based on understanding the unity of the basic information laws in nature and society, the possibility of their formal, mathematical description; ideas about information objects and their transformation in human practice, including with the help of information technology, hardware and software that implement these technologies; a set of general and professional knowledge and skills, social and ethical norms of human behavior in the information environment.Accordingly, we determine the characteristics of the designed educational environment, in the basis for the formation of information and communication competence of the individual. We consider this problem from the standpoint of the value-activity approach, as it allows to identify the conditions for the formation of information and communicative competence of the individual, the set of opportunities for student learning, for the manifestation and development of his abilities.Thus, communicative competence appears as a structural phenomenon that contains as components values, motives, attitudes, socio-psychological stereotypes, knowledge, skills, abilities, and the result and purpose of the educational environment is the formation of information and communicative competence, which carries “Supersubject”, general educational, general intellectual character.

Informatization and unprecedented advances in technology make it necessary to adapt the development of skills in the information society. At present, information and communication competence becomes an urgent need and a prerequisite for the success of future specialists, so it is necessary to increase the efficiency of work, to communicate, to access information and to receive services. Information and communicative competence of a future expert is a complex formed by the individual qualities that provide flexibility and willingness to change; efficiency of professional work in the conditions of informatization of a modern society in order to acquire information and communicative competence. Despite numerous studies of the problem connected with the formation of information and communication competence, the actual level of knowledge and skills of graduates of Russian schools in this area is quite low. Therefore the problem of the search tools to more effectively develop the information and communication competence of a future specialist is highly relevant. Today information educational environment becomes one of the main means of training meeting the requirements of a competence approach. These features are provided by the didactic specificity of methodological support of educational environment, by shifting the emphasis from educational activity of the teacher to the use of active and interactive teaching methods, active and independent cognitive activity of students; orientation in learning not only to the result of training, but also the process of development of new information and applying it to produce results; giving students the freedom of choice of means of implementation of the training task. Subject information and educational environment can be defined as an open educational system formed on the basis of information of educational resources, computer training facilities, modern means of communication, educational technology which is aimed at the formation of creative, intellectual and social development of the individual. As the theoretical research and practical experience show, the subject e-learning environment in combination with active and interactive teaching methods, individual and group creative tasks in the context of future professional activity of a specialist is one of the leading factors in the formation of its information and communication competence. The author describes in detail the stages of the electronic textbook development, as well as web quests in the teaching of philological sciences at the university, and enumerates a number of advantages of their use.

The ideas of the article are based on the high social significance of discussing the practices of inclusive interaction in various spheres of life and ensuring the variability of approaches to the integration of children with special educational needs into the general education system. On the basis of the environmental approach in education, presented in the works of domestic and foreign authors, the basic principles are outlined and the general difficulties of the functioning of inclusive practice at the present stage are identified. The strategy of applying the vector approach to the examination and modeling of the environment of inclusive interaction and designing ways to improve it for the organization of psychological and pedagogical support of the educational process in school is justified. On the basis of the generalized results of the survey of teachers who organize the education of children with disabilities in non-specialized classes, the features and the type of relations that are currently developing in the joint education of schoolchildren with different educational needs during their integration into a single educational space are characterized. Using the methodology of psychological and pedagogical expertise of the school environment, the typification of the most characteristic influences exerted at modern schools on a child with a developmental disorder is carried out. The emerging dominant modality of the educational environment, its orientation to the development of relationships between teachers and peers, based on the priority of stimulating the activity of the individual with different degrees of manifestation of its freedom or dependence, is revealed. The article describes potential capabilities of each of the diagnosed types of environment in terms of its resources for ensuring freedom of choice of activities, stimulating activity, developing students' independence, and forming their personal characteristics. The diagnosed priority of creative and career-oriented orientation allowed us to draw conclusions about the currently established approaches to the inclusion of children with deviant development in the environment of normotypic peers.

The article considers the importance of information and communication technologies for the formation of health-preserving competence of preschool children. The authors propose a detailed analysis of the following concepts: “information and communication technologies”, “health-preserving competence”, “information environment”, “healthy lifestyle”. Based on this analysis, the importance of using information and communication technologies in the organization of the educational process in preschool educational institutions is discovered. The article highlights the possibilities of information and communication technologies for the formation of health-preserving competence of preschool children. The role of information and communication technologies in the organization of information and educational environment of preschool education is figured out. This article evolves the opinion that knowledge, skills, abilities, valuable orientations in the aspect of health-preserving competence should be considered within the information and communication competence as one of its components. The technologies that provide the formation of health-preserving competence of children are described. The following statement is determined: information and communication technologies are one of the priority conditions for health-saving usage of software and hardware in the educational process. The authors substantiate the importance of educational work among children, parents, teachers and administration of preschool institutions to increase their information and communication competence, to organize effective educational process and establish partnership with parents. It is emphasized that methodically correct usage of information and communication technologies contributes to the modernization of the process of health-preserving competence formation of preschool children. This article aims to analyse the problem of developing the readiness to use re- sources and services of the informational educational environment in work and study in students of pedagogical universities (future special educational needs (SEN) teachers). The urgency of creating technologies for practice-oriented train- ing of future SEN teachers (speech pathologists, teachers of individuals with hearing and visual impairments, teachers of children with mental retardation) is caused by the increasing requirements to the training of such specialists. The article presents results of an experimental study on the levels of information and communicative competence in first- and second-year students (N=114) of bachelor programmes in special education of children with disabilities. We used the following methods in our study: online questionnaires, pedagogical observation, practical tasks and tests within certain courses, and analysis of students’ works that were conducted using ICT (information and communication technologies). The criteria that we established for assessing the general user, pedagogical and subject components of ICT competence allowed us to determine its levels in bachelor students. The analysis of the data obtained in our study helped to identify the areas of concern and the necessary elements in the training of future special education teachers.

Currently, a new digital educational environment is being formed, changing not only the content, but also pedagogical technologies. There are also new requirements for the digital competence of all participants in the educational process. As a result, there is an increasing need for educational organizations for specialists who are able to organize and support the educational process using the resources of various educational platforms, e-learning, online games, digital textbooks, etc. The purpose of the article is to familiarize readers with the issues of introducing a digital educational environment in a modern general education school, which is used to solve various educational and organizational tasks. During studying the topic, the following methods of the empirical level were used: description, comparison, measurement. The analysis of regulatory documents and a survey among users of existing digital educational environments were also used. At the end, the modeling of the digital educational environment for a specific educational organization was carried out. The result of the study is a designed structure of the environment that reflects the interests of all participants in the educational process. The tools for creating each component of it are also considered. The possibilities of each tool are revealed for students and their parents, teachers and the administration of an educational organization. The composition and user group of the environment components are described. Special attention is paid to the advantages and disadvantages of implementing the environment when implementing mixed and distance learning within the individual training route of students at any stage. Since the openness of the environment should take into account social mechanisms – competition, cooperation, mutual learning and mutual evaluation. In addition, the specific features of the digital educational environment at different levels are reflected. The issues of high-quality content and openness of the digital educational environment are raised.

We discuss the problem of adaptation and disadaptation enrolled in the new educational environment in the context of the requirements of the new federal educational standards. We present a new approach to the problem, based on the differentiation of the causes and indicators of students disadaptation. We test hypotheses of the importance of the students’ components of personal competence for the success of adaptation in the new educational environment: individual-psychological, motivational-value, activity and communicative. On the basis of the approach of B.F. Lomov, we defined the criteria and indicators for adaptation / disadaptation of students: information and communication (school performance), regulatory and communicative (behavior), affective communication (emotional well-being). On a sample of first-graders (n = 81), using multiple regression analysis, we reveal the psychological factors of students’ disadaptation. It is shown that the dominant factor of students’ disadaptation is immature communicative skills. We grounded and empirically approbated the content of psychological support of first-graders, based on the idea of the development of creative abilities of students in the game and cognitive activity.

The ongoing processes in society related to globalization, improvement of information and communication flows contribute to the expansion of contacts between people, developing a corporate culture, social and communicative competence of staff. Communicative competence is a qualitative characteristic of the individual, responsible for realizing the need for social recognition, self-actualization, and therefore contributing to the development of successful socialization. The concept can include a set of knowledge and skills that ensure the effective functioning of the communication process. This concept is a component of a competent approach in working with the organization's personnel. Today, it is impossible to imagine a specialist without communicative knowledge, skills and skills. The communicative competence of personnel gets an important role in modern conditions of development of economy where major factors is knowledge, abilities, skills of personnel. It is important to note that the formed communication competence is especially necessary for managers. It is the main tool for managing tasks. The results of the personnel's work can be considered through the results of the production, economic and other activities of the organization or subdivisions, as well as through the socio-economic working conditions of employees subordinate to it. The formed communication competence will help to achieve the goals set for the organization, increase efficiency and ensure the growth of the company, which directly affects the stability of personnel and customer loyalty. In order to analyze the peculiarities of the formation of comunicative competence of the personnel of the organization, the authors attempted to conduct this study.

The article presents an analysis of approaches to the definition of the concepts of "information interaction", "interactive information cooperation" in socio-cultural information and educational environment, understood as a set of conditions that contribute to the emergence and development of information educational interaction between subjects of educational process and means of ICT, functioning of organizational structures of pedagogical influence for the development of content, the development of cognitive activity of a student. The article describes the features of the process of information interaction in socio-cultural information and educational environment in the preparation of students; interaction in this case includes an interactive information resource using interactive means of information and communication technologies. The structure of socio-cultural information and educational environment as a form of interrelated information interaction between the subjects of educational process with an interactive information resource is proposed. Information interaction is carried out by the subjects of the educational process (the student, the teacher, the means of education functioning on the basis of information and communication technologies) and is provided by psychological and pedagogical influence.

Introduction. Today, in the conditions of lockdown when staff have to work remotely, the problem of staff's information and communication competence has gained special importance. Aim: to determine the features of future translators' training at the classical university. Results. The article deals with the development and verification of the author's program for the formation of information and communication competence of Master's students in the field of education at the Vinnytsia State Pedagogical University named after Mykhailo Kotsubynsky. The author analyzes the features and methods of studying information and communication competence of students of Master's program in education, the levels of the research component of their information and communication competence, and different definitions of cloud technologies, as well as proposes various tasks to study students' information and communication competence. The article presents the author's training program for the formation of information and communication competence of students of Master's program in education and compares the indicators of students' information and communication competence before and after the training program. Conclusion. The author's training program for the formation of information and communicative competence of Master' students in education has been proved to be effective: the high and sufficient levels of the research component of Master's students' information and communicative competence have grown statistically significantly.

Today, information and communication technologies have become an essential condition of modern education, as it has become possible. it helps to increase cognitive interest, develop skills of independent work, search, analyze objects and phenomena, discover sources of information, foster responsibility for obtaining new knowledge and develop the information culture of the individual. This article discusses potential technologies for developing critical thinking using video in high school. In particular, the article deals with the following issues: strategies and technologies of training with video material for the formation of critical thinking (VCTD); also, special attention is paid to the bloom taxonomy as a means of teaching critical thinking.
