There are considered institutional aspects of the vocational rehabilitation atfour levels: international, national, regional and local. The study of the views ofdomestic researchers in theoretical and methodological terms has shown problems of the employment ofpersons with disabilities at the regional level to be insufficiently studied up until now. In this connection there were investigated main directions of vocational rehabilitation and integration of disabled people into society thanks to efforts of the Government of the Mari El Republic, Main Bureau of Social and Medical and Expertise of the Republic of Mari El of the Ministry of Labor and Social Protection of the Russian Federation, Department of Labor and Employment ofpopulation of the Republic of Mari El. There is given an estimation of the management and vocational rehabilitation of persons with disabilities in the competitive mesoeconomic labour market. On the basis of monitoring and sociological research of two categories of respondents there were identified priorities, issues andfactors, determined the employment of the disabled persons as a specific population group. The dynamics of active forms of the employment and ranging opinions of respondents allowed to prove the positive role of vocational rehabilitation to expedite the integration processes of disabled persons in society: decline in the number of cases of disability among working age persons surveyedfirstly, reducing the percentage of the gain in the severity ofdisability, the increase in the proportion of the complete rehabilitation among the adult population, the decline in the proportion ofpersons with disabilities among the unemployed people owing to such forms as the organization of specialized job fairs, quotas and creation of work places, referral of disabled persons about self employment. Nevertheless, bearing in mind the persistence of revealed problems, there are proposed author measures on the improvement of the efficacy of the impact of vocational rehabilitation ofpersons with disabilities to accelerate their integration into society, taking into account vectorness, including governing bodies, employers and people with disabilities.

The article describes the problem of social rehabilitation of disabled people. Due to the increase in the number of people with disabilities and disabled people around the world, as well as in our country, the issue of social rehabilitation of these persons remains relevant. Today, persons with disabilities are among the most vulnerable categories of the population. Most of them don’t have a family and don’t want to participate in public life. All this suggests that persons with disabilities in our society are a discriminated and segregated minority. That is why the state, providing social protection for the disabled, is called upon to create the necessary conditions for their individual development of creative and productive capacities and abilities. The authors analyzed the experience of the organization of social rehabilitation of persons with disabilities in Kazakhstan, concretized the update of its content.

Ireland’s constitution adopts a dualist approach to international law. It is in a unique position as a state which has not ratified the Convention on the Rights of Persons with Disabilities (CRPD), but one which is obliged to adhere to the provisions of the CRPD in EU law, by virtue of the EU’s conclusion of the CRPD in 2010. To date, the CRPD has been referenced in a number of cases before the Irish courts in the context of employment equality law and mental health law. This chapter examines the extent of the impact that the CRPD can have on the judgments of domestic courts on disability rights in advance of the state’s ratification of the Convention.

Chapter 3 sets out the key theories with which the book engages: food insecurity and the human right to food. Following on from a conceptualisation and definition of food insecurity, the right to food is introduced. Emphasis is placed on normative element of ‘adequacy and sustainability of food availability and access’ and on the state’s obligation to ‘respect, protect and fulfil the right to food’. Theories of ‘othering’ and ‘agency’ are employed to assess the social acceptability of emergency food systems as a means of acquiring food, and the power of providers to make sufficient food available through these systems and of potential recipients to access it. Theories of ‘care’ and ‘social protection’ are employed to explore the ways in which charitable providers are in practice taking responsibility for the duty to respect, protect and fulfil the right to food and how shifts in welfare policy are affecting need for this provision.

The number of the elderly in the overall population is increasing, which poses a need to seek an adequate model of organizing social care of the elderly. Most of them get social safety through the social welfare system. A functional and sustainable social welfare system requires application of efficient management and technique models based on the theoretical premises of contemporary management. The role and the importance of old people's protection in a social welfare system is becoming a topic of great importance both for theoreticians and the practitioners in the social sector area. This research analyzes the management functions and the roles of managers in running social protection of the elderly in the example of the social welfare system in the Republic of Srpska. A decentralized system, such as the one existing in the Republic of Srpska, brings along a number of organizational problems which points out to a need to apply the theoretical bases of managerial processes. The results obtained via empirical analyses indicate a number of deficiencies and obstacles in the implementation of social protection of the elderly in the social welfare system of the Republic of Srpska which are result of the insufficient and inconsistent application of the basic managerial elements. The obstacles emerging from this analysis indicate that there are chances and opportunities to improve the system and enhance the development of new forms of protection by applying managerial theories. .

Summary the article has analyzed the existing scientific and methodological approaches to assessing the level of social security of the state. It was revealed that they differ because: scientists include various components that form social security; they use various indicators and calculation methods; have various aspects of both generalization and practical direction. It was revealed that most often the components of social security include: safety of life, health, social protection and aspects of social and labor relations. The methods that are most often used in calculating the level of social security were considered. It was proved that in assessment, the selection of indicators that pose a threat, is the difficult task. It was revealed that there is no legally approved methodology for assessing the social security of the state. The use of various social security assessment methodologies was analyzed. Emphasis was placed on the selection of indicators used in these techniques. It was concluded that for assessing the social security of the state, an integral indicator is used most often. At the same time, scientists prefer their own set of indicators. The author’s definition of «social security» was presented, which allowed the formation of four components of the state’s social security (life, poverty, health and education). It was established that the choice of indicators for assessing the social security of the state should cover a retrospective period and should be based on both reporting and calculated data. A hierarchical model of an integral indicator of state social security was proposed. There was defined a set of indicators for each of proposed component. The following algorithm has been proposed for assessing the integral indicator of state social security: the formation of the components of social security and the definition of indicative indicators for each of the components; formation of a database; determination of an integral indicator; determining the influence of each component on the change in the integral indicator; interpretation of indicators; determining the sustainability of hazardous trends.

The article analyses the main sources of financial provision for the social protection of persons with disabilities in Ukraine, including their own resources, budget resources at all levels and resources of enterprises of all forms of ownership; social trust funds, funds of charitable and social organizations and other sources. It is justified that socially oriented objects of expenditure are growing and account for a significant share in the structure of expenditure of the state budget. An analysis of the expenditure of local budgets on the social protection of persons with disabilities showed that expenditure in this area has been increasing since 2015, owing to the reform of decentralization. An evaluation of the activities of civil society organizations of persons with disabilities showed a decrease in the number of persons with disabilities who are employed and in the proportion of expenditures allocated to the social needs of persons with disabilities. Measures to improve the social protection and welfare of persons with disabilities in Ukraine are also financed from social welfare funds. Analysis of the provision of medical and social services by the Social Insurance Fund of Ukraine shows an increase in the number of persons with disabilities as a result of an industrial accident and an increase in the cost of medical and social services. It has been established that financial provision for the social protection of persons with disabilities from charitable organizations is provided in most cases in the form of targeted charitable assistance. The structure of the recipients of charitable assistance by category showed that the proportion of people with special needs among the recipients of charitable assistance was about 10 per cent. On the basis of the study, a number of problems affecting the well-being of persons with disabilities have been identified. Priorities have been set for the development of financial provision for the social protection of persons with disabilities. These include improving the targeting of social assistance, development of locally funded social protection programs, enhancing the social and labour integration of persons with disabilities, gender mainstreaming in the financial provision of social protection for persons with disabilities.
