The article analyzes the peculiarities and tendencies of the development of the system of public administration of socio-economic processes in Ukraine. The authors paid special attention to the formation of measures aimed at implementing the principles of transparency and democracy in the activities of public administration bodies. The processes of globalization and the formation of an information society contributed to the development of these activities, which helped to improve the efficiency of public administration, and, consequently, the quality of life of society as a whole. Under public administration, the article refers to a set of functions of publiclaw formations implemented on the basis of the principles of transparency, legality, democracy, strategic partnership of power, population and business, ensuring sustainable feedback and involving in the process of managing the population in the form of institutionalized relations at the state, regional, municipal levels, in order to ensure sustainable socio-economic development of the territories and improve the quality of life. Consequently, for each public administration authority of a particular level (state, local), in accordance with the current legislation, the implementation of certain management functions is fixed. It is noted that the complexity and cumbersomeness of legislation in many respects complicates the control over its compliance and requires, for these purposes, a significant involvement of all kinds of resources by public administration bodies, which, in their constraints, is particularly critical. Implementation of the strategic partnership of government, population and business in the context of sustainable development, in our opinion, means the formation of new value systems for all participants in socio-economic relations in the context of the Global Reporting Initiative and combining their efforts in balancing economic, environmental and social processes based on socio-economic partnership of the population, government and business.

The notion of the state system of quality management of the sphere of life support is systematized. It is established that in reality in public administration in the field of life support there are only certain elements of the quality system, and there are also such reasons (factors) for slowing down the management of systems. The basic principles of the state system of management of quality of life support of the population of the cities of Ukraine are outlined.

A consistent approach to improving the quality of draft of normative legal acts contributes to the development of socio-economic relations in the country, reducing bureaucratic procedures and generally improves public administration. The quality of rule-making and its effectiveness largely determine the implementtion of a particular state policy task. Kazakhstan has created all conditions for the development of legislation and its improvement. Moreover, measures are being taken to introduce new information technologies to adjust existing legal norms. The article describes the existing system of state rulemaking, as well as the prospects for using new technologies.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. Background: Quality of life (QOL) is individuals’ perception of their position in life in the context of the culture and value systems in which they live and in relation to their goals, expectations, standards and concerns. It is an effective modern method of early identification of chronic incurable disease patients. This study was designed to determine the level and the possible contributory factors of quality of life in heterogeneous groups of cancer patients in Sri Lanka.Methods: This study was conducted at National Cancer Institute of Sri Lanka. WHOQOL-BREF questionnaire was used to assess QOL of cancer patients. Multivariate linear regression model was used to evaluate the associations of demographic variables, clinical characteristics, and social support status with the quality of life measures.Results: 167 of cancer patients were participated. The mean overall QOL score was 53.07±SD 12.68. Higher QOL was associated with patients who were married, higher educated, employed, had good family support and longer duration of illness. Significantly lower QOL was found in those who involved on radiotherapy treatments and feeling alone. Marital status, education status, comorbidity, family support and feeling alone were identified as predictors for QOL among the study group.Conclusions: The overall QOL score was considerably low in our study. Continuous family support and good education may significantly improve the QOL of cancer patients. Psychosocial and awareness programs to the family members and neighbours should be implemented to enhance the quality of life of cancer patients.

Music festivals' popularity has exploded, boosting revenues for host cities, artists, businesses, and a struggling recording industry. They also provide an environment very conducive for community development, for both locals and visitors alike. This research attempts to fill a literature gap by building on urban policy and arts policy theories to show how music festivals and music, in general, fit into the academic public administration discourse. These festivals have the potential to increase host cities' residents' quality of life and allow residents and visitors alike to experience new culture and showcase their own. However, a city that considers hosting a music festival cannot dive into the situation without careful considerations of significant challenges others have faced. Given these significant implications for cities for the better or worse, public administration scholars should examine this topic carefully and continue to monitor the new information about these festivals as it develops.

The article considers some aspects of the implementation of the audit system of public administration, taking into account the transformation processes of national socio-economic systems, taking into account the domestic realities of society. At present, Ukraine is on the path of transition to European integration processes, including in the system of reorganization of public power. An effective mechanism for controlling and monitoring the implementation of management functions is the introduction of public administration audit. However, for Ukraine such processes are new and require adjustment of regulatory and legal support, organizational structures, financial support and managerial transformations in the public sector system in order to implement an effective public audit system. The article considers the theoretical aspects of public audit, which define it as a management process of high public importance. In addition, public administration audit is defined as a type of professional activity that requires taking into account not only the general principles of auditing, but also the specifics of public administration: publicity, high social significance, political and economic lobbying processes. Objects of public audit are considered, their characteristic is given. As a result of the analysis, the priority of conducting a public audit is determined in the system of planning, formation and distribution of budget funds at different levels. A model of public audit of budget processes has been developed and described, which provides not only control of expenditures, but also their rationalization by improving management mechanisms. Problematic aspects of the implementation of public audit in practice will be the subject of further research. The audit will contribute to the rationalization of the use of budget funds, the establishment of an effective set of management processes.

The article examines the prerequisites and features of the SMART-economy. This new phenomenon is still insufficiently studied in the scientific literature. Different approaches and separate definitions of SMART-economy in the scientific literature are systematized. An understanding of SMART-economy in a narrow (as part of SMART-city) and broad sense (as a set of economic relations) is proposed. The main processes that determine the emergence of SMART-economy as an ecosystem are identified and disclosed. Digitalization (spread of ICT), institutionalization (penetration of ICT into public administration), urbanization (unprecedented growth of urban population and large cities), greening (increasing attention to environmental issues) and socialization (increasing the importance of solving social problems of the population) all contribute to the emergence of new quality of ecosystems. Based on the data, the trend of increasing the share of urban population in recent years is revealed, the data on the population of the largest cities in the world are given. The increasing in urban population highlights the problems of using ICT to solve the problems of greening, socialization, institutionalization in large cities.

The current atmosphere ruling in the society,the quality of created and contemporary relations among people are in principle simultaneously relatively faitfully projected into the relations inside the family, into the collective. Its approximate reflection is present, therefore, in the living working collective. Deformed social relations are deforming, what is clear, also the environment of economic relations. The atmosphere in the working place is immediately influencing the movement of social relations, from the atmosphere unreeled from the state of the society.However, the most dangerous for the society and its existence is the creation of such a situation and the social atmosphere that are directly determined and channeled by non legal and unrightful practices of concret individuals and groups which are typical for the so called social underworld.It is unavoidably necessary also to proceed to the revision of documents concerning the attained education in the interest of the optimal run of the state and its economics that are shoved by managers in all grades and levels of the state and its public administration management. Such a procedure in the private sector should be activated in the facultative base. It would be necessary to eliminate and to remove - on the basis of the exactly achieve results - from management processes and influence such persons that are not shoving the achieved declared education by the trustworthy way. It will be also necessary to analyze their justification and ways of their selection into the management functions together with the determination of the concrete personal responsibility for the contingent unstandard way in the selection process. After the moral and material social damages counting up it will be inevitably necessary to require the compensation from persons and institutions that caused the mentioned damagers.Means accumulated in such a way will be able to use for the development of public estates.
