PUBLIC HEALTH ALERT! PERCEPTION OF STUDENTS OF FUNDAMENTAL AND MEDIUM EDUCATION ON LEPROSY IN HYPEREDEMIC AREA OF MARANHÃO, BRAZIL

Maranhão is one of the Brazilian states with the highest prevalence and new cases of leprosy, being therefore a hyperendemic state. Being a problem that can be aided with help of the educational mechanisms of health in classroom that become important to promote the participation of students in the knowledge process, discussion about the disease and contribute to its prevention and early diagnosis. In this context, the present study aimed to present the importance and the need to approach the themes related to health and daily life of students, as well as make a survey of the knowledge they bring to the classroom about leprosy theme. Two schools were analyzed, one from the state network and one from the private network, with application of questionnaires and subsequent lectures on the subject for clarification and doubts. The results obtained confirmed that students have low scientific knowledge about leprosy. In relation to the presence of the subject prejudice, we obtained relatively high indexes. Referring to advertising campaigns they were considered limited, for only revealing information about the initial symptoms of the disease, being able to treat aspects of prophylaxis, contagion, treatment and physical incapacities related directly to the disease.

<p>In elementary chemistry courses students often demonstrate difficulty with real understanding of Resonance Theory i.e. canonical structure vs. real molecule difference, so unanswered puerile questions during lecture made the subject boring. Particularly students unable to understand the difference between a real microscopic moiety and it’s proposed sketch or model at early stages of their learning. In such situations use of suitable analogy other than the subject area make the teaching more effective. Using an analogy from the daily life act as a powerful tool to explain curious questions efficiently to develop the interest of the students in subject. Sharing of personal experiences and analogies among scientific community is an effective way to spread scientific knowledge magnificently.<br></p>

The subject of the study is the inter-regional differences in the state of public health and the demographic situation in the Russian Federation regions. The theoretical aspect of the subject is determined by the development of priorities of the Russian healthcare development strategy aimed at alignment of regional differences in the levels of healthcare development in the Russian Federation regions. The empirical aspect of the subject is to identify interregional differences in the state of public health and the demographic situation in the Russian Federation regions by using the EM cluster analysis method (Expectation Maximization). The method was implemented in the integrated development environment RStudio. The official statistics from Rosstat for the period 2014–2018 were used as the initial dataset. The purpose of the study is justifying the regulation of inter-regional differences of the Russian Federation regions. As a result of clustering, nine homogeneous clusters of the Russian Federation regions were identified. The main characteristics of the formed clusters are determined. Among the priorities of the RF healthcare development strategy are as follows: implementation of a unified tariff policy in the system of compulsory medical insurance; ensuring the balance of territorial compulsory medical insurance programs within the framework of the basic programme of compulsory medical insurance through financial security based on a single per capita standard; development of telemedicine, providing prompt remote consultation of leading experts in the provision of medical care, regardless of the territorial location of the patient and the doctor; ensuring the implementation of distance education courses and continuing education programs for medical workers; rationalization of the distribution of resources and capacities of medical organizations based on a three-tier system of medical care; development of regional public health centres. The results of this study can be used to develop federal and territorial programs for socioeconomic development, formulate a strategy for the development of healthcare at macro- and meso- levels, and optimize decisions of regional authorities regarding population policy.

Summary. The article explores some of the problems of state regulation in the field of health care through the accumulation and application of a wide range of components of the methodological basis of jurisprudence. The basis of this scientific research is a system of principles of scientific knowledge, methodological approaches and methods of scientific research, which in an organic combination are able to ensure the comprehensiveness, objectivity and effectiveness of such research. The article uses a system of principles of scientific knowledge (objectivity, systematicity, professionalism, comprehensiveness, responsibility, publicity, etc.), which determine the ideas and provisions that form the basis of any scientific research, including the study of state law regulation of public health. In addition to the principles of scientific knowledge, a functional scientific approach was used in the work, which allows to reveal the problems of state-legal regulation of health care as an important direction of the functional purpose of the state in the field of public health, to determine the priorities of priority and criteria of effectiveness of state-legal regulation health, methods of its application and generalization of the obtained results, which will allow to conceptualize the idea of the value and priority of the state the general regulation of health care in general and its manifestation in the field of public health in particular. As a cognitive problem state regulation in the health care system was investigated using a system of appropriate methods, including: philosophical and philosophical methods that provide the study of these problems through the plane of the general understanding of the universe and its exceptional value (condition) of life security and human health; general scientific methods, which focus on the objectively conditioned nature of state regulation in the field of public health as a prerequisite for the effective implementation by the state of a function of public health, which is scientific and requires study at the level of various social sciences; special scientific methods that provide research into public health regulation as a phenomenon of public law nature. Within the framework of the conducted scientific research the normative basis of human rights protection in the field of health care was singled out. It has been found out that human rights and citizens' rights in the field of health care in Ukraine are protected by a number of normative legal acts, ratified international instruments, in particular, such as: the Constitution of Ukraine, which recognizes a person, his life and health, honor and dignity, integrity and security of the highest social value, the International Covenant on Economic, Social and Cultural Rights, the Convention on the Rights of Persons with Disabilities, the Convention on the Rights of the Child, the Convention for the Protection of Human Rights and Fundamental Freedoms, European Social Charter. In the article proved that the health of the individual and the population as a whole are of the highest individual and social value, the most important factor of state formation and security of the state, is a basic component of human capital and competitiveness of the country and is closely integrated with the economy, science and defense. The issue of public health is becoming a top priority worldwide, because we are all aware that health is an invaluable asset to every person, an important and necessary condition for a fulfilling life. At the same time, we must not focus solely on the health of the individual, but take into account the health of the individual nation and of society as a whole. In the course of the scientific research the relationship between the current challenges in the field of human health and the need for the states to re-evaluate the policy changes in the direction of solving the problems of reforming the health care system as a value that is of strategic importance for the sustainable development of society and related to urgent tasks of development of the modern state and pledges of favorable social-moral atmosphere and trust to the state. It has been found out that in the process of state-legal regulation in the field of health care it is possible to distinguish the following components: the system of state authorities and local self-government involved in the process of state regulation of relations (institutional component of state-law regulation in the field of health care) and the system of normative legal acts, which constitutes the legal basis of the process of state-legal regulation in the field of health care (the normative component of state-legal regulation in the field of health care). It is proposed to highlight the priority points of state regulation in the field of health care, in particular, the state should clearly define the health of the population as a priority condition for ensuring national security; An important step of the state in the field of health care is to choose the optimal model of the health care system that can take into account and realize the interests of all subjects; Priority direction of the state legal regulation in the field of health care should be a systematic normative basis, which stipulates both the regulation of the existing legal framework in the field of health care and creation of preconditions for ensuring its harmonization with the European legislation; public health regulation should focus on the priority of preserving the health of the population as an important prerequisite for the development and stability of human capital, and therefore the appropriate level of competitiveness of the state; strategic orientation of the state legal regulation in the field of health care is ensuring the effective protection of the environment, which is manifested in the implementation of the state proper ecological function, the combination of effective state regulation of defining areas of environmental safety of the population with the activities of environmental organizations and structures capable of producing new technology. The purpose of the study is to substantiate the transformation of approaches to the formation of the latest system of socio-economic factors of public health to combat the COVID-19 pandemic at the present stage. The features of the economic aspects of public health policy and possible directions of its modern transformation have been studied. The urgency of public perception of the need to implement reform processes in the healthcare system at the stage of countering the coronavirus pandemic has been substantiated. The main measures for reforming the state policy of the healthcare system in the European countries are analyzed. The main functions of state policy in relation to the processes of economic provision of the healthcare system in developed countries have been investigated. The subject of the study is the economic factors of public-government cooperation in reforming the healthcare system during the COVID-19 pandemic. Research methods. The methodological basis of the study was a systematic approach, which allowed to consider the control system and managed subsystems as a holistic complex of medical and social services to the population during the COVID-19 pandemic. To ensure the completeness of the coverage of the subject of research, its conditional structuring on an empirical and theoretical level was carried out, as well as various methods of scientific research were used. At the empirical level, methods of statistics and semantic analysis were used to reveal the specifics of the object of study, as well as to study the impact of socio-economic factors on policy development to combat COVID-19, study the scientific literature on the experience of medical care for patients with COVID-19 in foreign countries. Conclusions. Today, the state of the healthcare system is characterized by a stage of crisis, and the healthcare sector is not a high priority in the state budget policy, and, consequently, the issue of funding is becoming more acute. The transformation of the healthcare system should consist in the organization of the provision of medical care available to the population of the country on the basis of fundamental transformations of financing, with the involvement of financial resources other than state. It is the interaction and close cooperation between the state and business that can contribute to the development of new forms and models of social-government interaction to improve the quality of life in society. Attracting private business, small, medium, and large market participants will be able to bring new solutions to change the socio-economic factors of healthcare.

We report a case of a 33-year-old woman from Nepal who presented to a hospital with paraplegia. She was found to have pulmonary tuberculosis (TB) with lumbar spine involvement, and bilateral psoas abscesses. She had no initial symptoms attributable to pulmonary involvement. Her delayed presentation to the hospital led to complication of TB spine, which compromised the life of this woman working as a labourer. Early diagnosis and treatment of extrapulmonary TB is essential. Awareness regarding symptoms of different forms of extrapulmonary TB and making diagnostic modalities such as CT scan, MRI or biopsy readily available through insurance schemes are some important measures to minimise the problem so that complications like paraplegia as in our patient with spinal TB can potentially be avoided.

Приводится фрагмент автобиографии А.Ф.Яловенко, который наблюдал Е.И.Рерих и отмечал у нее наличие так называемой эпилептической ауры .The authors argue with their opponents (Prof. Vladimir Mendelevich and Dr. Joseph Zislin), paying attention to the debatable nature of the use of terminology inherent in various areas of scientific knowledge. In their earlier articles, the authors attempted to analyze published archival documents related to the activities of Helena Ivanovna Roerich and characterized the public reaction to the publication of these documents. The article that became the subject of this discussion generally aimed to clarify the fact of Natalia and Ivan Rokotovs existence rather than to assess the state of Helena Roerichs health, which was given in probabilistic form. The authors note that the published documents make it possible to clarify what formed Helena Roerichs mystical experience. The comparison of the texts of the contactee with both her personal characteristics (level of education, circle of interests) and the state of the philosophical and scientific thought at the time she received the teaching is of great importance. A fragment of the autobiography of A.F.Yalovenko, who observed Helena Roerich and noticed the presence of the so-called epileptic aura in her, is given.
