The article focuses on the professional requirements for persons who carry out law enforcement activities. The questions of higher education in the specialty «law enforcement activities» are considered. The functional responsibilities and personal qualities of investigators of pre-trial investigation bodies and employees of operational units are analyzed. Generalizations are made regarding the working conditions of law enforcement officers. Conclusions are drawn regarding the lack of significant differences in the training of investigators and operational unit employees. The need for a mutual understanding of the essence of the work of the investigator and the operative officer is expressed. The problematic issues are identified that relate to the uncertainty of employment of graduates of the specialty «law enforcement activities», the experience of the position of an investigator to legal professions, as well as the lack of using the calculation of the norms of time spent for investigators of pre-trial investigation bodies and employees of operational units. The article suggests two ways out of the uncertain state of graduates of the specialty «law en-forcement activities»: 1) the classification of the specialty «law enforcement activities» as a legal education; 2) amending the legislation regarding the requirements of higher education for investigators of pre-trial investigation bodies - to provide for the possibility of having a higher education in the specialty «law» and «law enforcement activities». Work experience as an investigator should be counted as work experience in the field of law, regardless of the specialty received.

This article studies the importance of professional communication training for employees of internal affairs in the educational organization of the Ministry of internal affairs agencies of Russia. The research justified the necessity of developing communicative qualities, acquiring professional knowledge and communication skills of a law enforcement officer by the fact that law enforcement officers are the specialists of the «man-man» professional system. Professional communication of employees of internal affairs has its own characteristics, which are primarily related to interaction with different categories of citizens, including those citizens who violate the law and public order. It is important for the employee to be able to interact with citizens at a high professional level, and for this it is necessary to possess mental and pedagogical technologies. Training of an internal affairs officer in psychological and pedagogical technologies takes place in educational organization of the Ministry of internal affairs of Russia. However, in nowadays, due to the coronavirus educational organizations teach online and these circumstances have led to a negative tendency associated with the formation of personal qualities in employees that do not contribute to effective professional communication. This negative orientation is confirmed by the research conducted by the authors focused on the study of communicative qualities of employees of internal affairs agencies. The research involved employees studying in an educational organization of the Ministry of internal affairs of Russia. The research found an increasing negative tendency of development of such negative qualities as low self-esteem, uncertainty, social and communicative passivity of employees of internal affairs agencies. In conclusion the authors provided their views and perspectives on how to address those emerging issues.

The article is devoted to the development of the assessment approach diagnol (pairwise) compatibility of professions at particular risk. The assessment of interpersonal compatibility in the line of duty in groups (settlements, crews, outfits, etc.) necessary unity of ideas about the qualities of the ideal colleague (colleague). The technique of determining the relevant personal qualities are pairwise compatible soldiers. The metric basis of measurement amounted to the admission ranking list of 15 socially approved qualities. As a result of the empirical study 163 patients were statistically significant differences in the hierarchy as to the relevance of personality traits among military personnel of different degrees diagnol compatibility. The generated regression model assessing interpersonal compatibility, defined by its normative values and the algorithm works with the method. Testing of the proposed diagnostic approach, as well as the study of the type of distribution of the resulting indicator. The differential abilities of the algorithm of classification of diagnostic images of compatible and incompatible faces are estimated. The technique can be used to assess interpersonal compatibility, not only the military but law enforcement. The approach is aimed at improving the activities of the representatives of the professions at particular risk.

Police in-vehicle technologies especially mobile computer terminals (MCTs) are the major cause of motor vehicle crashes for law enforcement officers. Previous studies have found several usability issues with the design of MCT interfaces. The objective of this study was to develop an algorithm for classification of MCT interface usability based on a combination of officer performance, visual attention allocation, and subjective measures. It was found that speed deviation, secondary task completion time, off-road fixation frequency and glance duration are informative features that associate with MCT usability. The developed algorithm has the potential to be used in MCT design and development process to ensure efficient interaction in multi-tasking situations of driving and using the MCT.

The essence of forming the culture of pedagogical interaction of subjects of educational process of higher education institutions in the system of professional and ethical values is revealed. The main definitions of the process of forming a culture of pedagogical interaction are defined: "subject-object interaction", "subject-subject interaction", "pedagogical interaction", "culture of pedagogical interaction". The pedagogical interaction is highlighted as a process of cooperation on the basis of mutual assistance and mutual understanding in order to effectively solve educational problems, emotions, attitudes, positions in the educational process. The culture of pedagogical interaction is outlined as a system of professional and ethical values, which have become internal beliefs of personality, personal qualities, which regulate social and pedagogical relations and are manifested in behavior consistent with the requirements of the professional and ethical code. It is the systemic integrity of interconnected components: axiological, technological, creative and personal. The axiological component represents the culture of pedagogical interaction as a set of pedagogical values. The technology component includes methods and techniques that ensure its effectiveness, as well as the skills and professional interaction and communication. The creative component is manifested in the creation and realization of professional and ethical values and is characterized by autonomy, flexibility and variability of thinking and actions, ability to predict the consequences of social and pedagogical actions, readiness for creative cooperation. The personal component reveals the manifestation of a culture of interaction as a specific way of realizing the essential qualities of the individual. The content and structure of pedagogical interaction, psychological and pedagogical factors and conditions for forming the culture of pedagogical interaction of the subjects of the educational process of the institution of higher education are revealed.

The purpose of the study to summarize the experience of modern methods of organizing physical training of law enforcement officers and criteria for assessing physical fitness for joining the police. Results. The article considers topical issues related to the organization of physical training of cadets of higher education institutions of internal affairs bodies. Relevant areas for improving the process of psychophysical readiness are the use of priority sports, increasing the adaptation of freshmen to specific learning conditions, the use of pedagogical technologies, the introduction of new technologies for assessing the physical fitness of cadets and methods of physical training taking into account climatic and geographical conditions. Having conducted a detailed analysis of the state of organization of physical training of police cadets, the negative dynamics of physical training of cadets was established. In senior courses, the level of physical fitness decreases. The results of the scientific research confirm that the physical fitness of more than 40% of entrants is low, there is no motivation to improve their physical capabilities. Only 19.1% of respondents are satisfied with their physical shape. The experience of law enforcement shows that the underestimation of the importance of psychophysical readiness of personnel leads to injuries and wounds of law enforcement officers during the performance of official duties. The modern tendencies of improvement of physical training of police, and necessary conditions for development of professionally important physical qualities of militiamen are studied. A comparative analysis of Ukrainian and foreign experience of professional selection and evaluation criteria of physical fitness to law enforcement agencies. Conclusions. It was found that the priority issues that need to be addressed are the provision of favorable conditions for adaptation of freshmen to specific learning conditions, revision of criteria for assessing physical fitness, professional selection and the need to develop differentiated programs for psychophysical fitness of cadets.

The analysis of normative documents covering the peculiarities of selection of candidates for service in the National Police of Ukraine and assessment of their level of physical fitness is carried out. Requirements for the physical fitness of future law enforcement officers have been established. It was stated that the level of physical fitness of future law enforcement officers is determined during the selection of candidates for service in the police, and further - during the annual final inspection in the system of police training. The main goal is to establish a person's fitness for service in the police and the ability to tolerate physical activity without reducing the ability to work while performing official duties. It is determined that the study of the physical condition of higher education students will determine the effectiveness of training sessions and their focus on improving health. The purpose of the article: to determine the dynamics of the physical condition of future law enforcement officers at the stage of professional development. The level of physical condition was assessed by indicators of body weight, body length, age, heart rate, pressure and was determined by the formula of the physical condition index. Based on the research, the level and dynamics of indicators of physical condition of applicants for higher education institutions with specific learning conditions were determined. The study involved cadets of the 2016 enrollment (n = 121), who were trained at the National Academy of Internal Affairs (Kyiv, Ukraine). It was found that the level of physical condition of future law enforcement officers during the training was defined as "above average". There was a significant improvement in the value of the index of physical condition of applicants in the second year (p<0.01) and an insignificant deterioration in the fourth (p˃0.05). The processing of the obtained results showed an increase in the number of people with a level of physical condition "above average" and a decrease with "low". The results of research give grounds to state the effectiveness of physical training in the first, second and third courses and prove the need to improve the educational process by increasing the share of general physical training in the fourth year. We see prospects for further research in determining the dynamics of the physical condition of employees of practical units of the National Police of Ukraine.

Results of an empirical research of features of valuable (axiological) reliability of staff of bodies of internal affairs are presented in article. It is shown that the problem of reliability is staticized in the sphere of law-enforcement activity in connection with violations, mistakes and the crimes committed by staff of bodies of internal affairs at interaction with citizens. Within a research task comparison of indicators of the valuable sphere of the identity of the law enforcement officers who are at various stages of a professiogenez and the former police officers condemned for corruption and abuse of office is carried out. Significant differences in valuable orientation between groups of the acting employees and condemned by group in priorities of values of pragmatical orientation, experience of conflictness in realization of values, aspirations to implementation of values of egoistical and prestigious orientation are established. It is suggested that the high importance external (pragmatical), values in values of indicators of persons with the higher education of convicts can act as a marker of risks of reliability.
