Because the methodology for studying the socio-economic development of cross-border territories is still poorly developed in the Ukrainian science, this study aims to highlight its theoretical essence and justify the need for statistical monitoring and identification of practical problems related with its applications at personal, institutional and regional level.   Given the global market competition, the socio-economic development of cross-border territories is impossible without creating favorable financial, institutional and infrastructure environment. The socio-economic development of cross-border territories is determined by a set of indicators reflecting the capabilities of territories located on both sides of the border to produce a certain output of goods and services using the available human and material resources.    The importance of cross-border statistics grows with the expansion of cross-border cooperation. Cross-border statistics refers to the generalized information on the socio-economic development of cross-border territories; it has to support the CBC-related operation of central and local administration bodies and private entities in border regions, aimed at expanding business partnerships and meeting public needs on border territories. The source of data for cross-border statistics is the statistics of border regions. The analysis shows that trial decisions used now in the Ukrainian statistics system for testing border region statistics, such as statistics of tourism, including travels abroad, are not capable to meet information needs of the regional development policy, foreign trade statistics and statistics of internal and external migration. The statistics of cross-border regions has to face the following challenges:  improve the comparability of statistical indicators by harmonizing statistical surveys’ methodology, terminology, definitions and classifications; expand and improve printing and publishing activities; develop analytical work; introduce and develop cross-border surveys; construct on-line cross-border database.

The article includes the results of a study assessing the level of socio-economic development of the border regions of Kyrgyzstan. Under the conditions of market reforms, the economy of the border region primarily depends on the activities of small and medium-sized businesses. Those who are engaged in small and mediumsized businesses in the border area can expect to receive loans from banks in the form of deductions of their own funds. This sector of the economy is characterized by a higher share of working capital compared to large types of businesses.

The article considers the process of creation and features of activities of various types of transborder formations peculiar for the European Union. Today the cooperation within Euroregions becomes more and more widespread practice both in the EU and among the regions of countries-participants of the Union and those ones neighbouring to the EU, including Ukraine. The problem of modernization of the EU regional policy in the context of the intensification of globalization processes is touched upon. The influence of global factors and changes in the EU regional policy on the transformation of Ukrainian regional policy is determined. In the context of the development of the regional policy of Ukraine, problems of economic development and well-being of citizens in Ukrainian regions are identified; development directions for the cooperation of Ukraine and the EU in this area are established. The purpose of the article is to consider issues of cross-border economy, cross-border region, classify them, define features of Euroregion and, based on the analysis conducted, consider imperatives and problems related to the development and introduction of the Danube Strategy and identify the place and opportunities of Ukraine in this association. The macro-regional approach to solving the tasks of the integration policy of the European Union chosen by the European Union Committee allows uniting the territories according to the principle of their mutual supplementation, reducing the barriers of national borders and creating new opportunities for cross-border regions. The Danube Strategy, despite the common principles and methodologies for the formation of Euroregions, has obvious features. Firstly, the region is characterized by deep imbalances both between countries and within countries themselves. Secondly, the Strategy is an example of a multidisciplinary approach to territorial planning in the region and has a pronounced ecological character, and environmental problems are solved in the search for a compromise with the tasks of socio-economic development. Thirdly, being the internal strategy of the European Union, however, has a significant external dimension, the incorporation of which can be quite a challenge. There are four main directions for the regional development in the Danube Strategy (so-called “pillars”: association, ecology, well-being, strengthening). For each direction, priority areas are designated that are supervised by the coordinating countries. Conceptually, the EUSDR is a continuation of the Europe-2020 strategic document of the EU and proclaims the achievement of the region of “smart, sustainable and inclusive development” as its main objectives. At the same time, a kind of paradox is that the Danube strategy aimed at levelling social, economic, institutional gaps in the region generates them by the very principles of its existence. It is hard to imagine that unequal countries, getting too different funding, will be able to equalize their capabilities at the finish. The strategy will help realize the EU’s obvious desire to transform the Danube into an internal transport artery with a highly developed infrastructure and improved cargo traffic, which will allow connecting the North Sea with the Black and Azov seas, placing the transportation of resources of Caspian region and Asia under control of European structures. The creation and activity of cross-border regions make a significant contribution both to the strengthening of political and economic integration within the EU and to the development of cooperation between the member countries of the Union and neighbouring states.

In the article, a comparative interregional and cross-border assessment of socio-economic development of the Transcarpathian region is conducted. The results of the study are based on an analysis of the level and dynamics of such key indicators of economic and social development of the region as GRP per capita, employment rate, unemployment rate, average monthly salary, etc. According to the results of interregional comparisons, the low level of efficiency of the economy but the positive dynamics of some indicators of the labor market of the Transcarpathian region was revealed. In particular, among the regions of Ukraine in 2013-2017, the region was 22nd in terms of GRP per capita and 19th in terms of employment. At the same time, by unemployment, it rose from 15th in 2013 to 10th in 2018, and the average monthly wage ranged from 20th to 7th, respectively. Cross-border comparisons showed a significant lag behind the Transcarpathian region from the neighboring regions of Poland, Slovakia, Romania and Hungary for all considered socio-economic indicators. Thus, in particular, according to the indicator of GRP per capita, this lag compared to the Kosice region (Slovakia) in 2017 was 11.4 times. The average monthly salary in Transcarpathian region is 4 times lower than in the neighboring Kosice and Presov regions of Slovakia and the Podkarpackie voivodship of Poland. The positive dynamics in the direction of reducing the above-mentioned gaps in the level of socio-economic development of the analyzed regions in 2017-2018 are revealed. In addition, a regional peculiarity has been identified – the Transcarpathian region and the regions it borders, lag substantially behind the countries they belong to by the level of socio-economic development. As a result, the conclusion is drawn that the results of the conducted inter-regional and transboundary assessment of the socio-economic development of the Transcarpathian region will facilitate the development of inter-regional and interstate programs and strategies for the development of the Carpathian transboundary region to eliminate the identified imbalances.

EU border regions continue to face economic and social disadvantages compared to other regions in the same country. Since 1990, the European Commission has been implementing extensive territorial cooperation programs to support EU border regions in solving regional problems and building social cohesion. This study offers a contribution for decreasing the economic and social disadvantages of EU border regions by investigating the complementarity between institutional EU cross-border cooperation and social entrepreneurship. We argue that both concepts build upon similar drivers and characteristics with the aim of creating impact and bringing about change. We test and improve our initially literature-based framework to provide a better insight into how institutional and entrepreneurial processes could benefit from each other. We conduct interviews with experts operating at different governance levels and in various EU countries and border regions. The complementarity between both concepts is confirmed considering a differentiation between governance levels and fields of expertise. The results show that complementarity between the concepts mainly exists in terms of taking advantage of opportunities for a certain effect. The commercial activities of social enterprises are seen as effective, but it is necessary for social enterprises to establish sustainable EU cross-border cooperation and to improve regional social and economic development.

The objective of the elaboration is to identify challenges and threats to the socio-economic development of rural peripheries resulting from the specificity of the demographic processes taking place in these areas. Detailed research (2004-2016) covered border communes of Podkarpacie. The peripherality stem from their cross-border location and position in relation to regional and national development centers (distances – availability). It was found that the surveyed areas face large demographic challenges resulting from small and declining population (low population density index) that results from both historic reasons, migration processes as well as negative natural growth index. These processes affect the unfavorable age structure of the population with the whole “package” of problems that accompany the aging population jeopardizing the development of the surveyed entities, limiting the possibility of full use of their endogenous potential. Demography is becoming a barrier to the peripheral development of the border regions.

Cooperation is the key to a better Europe. European Union supports territorial cooperation between border-regions, especially in the border settlements. Border regions, towns and districts promote cooperation as a tool for growth and change through policy development and strategic orientation within territorial cooperation and beyond regional development. Regional disparities in Slovakia are actually the highest among EU countries and the Cohesion policy tries to balance with European standards. The aim of the study is to analyze the impact of projects on disparity and economic growth in border areas mainly in the context of Slovak indicators. The comparative study also hypothesis whether the cross-border region in Hungary and Slovakia behave differently in terms of absorption in the 2007-2013 programming period. Besides, as for methodology, it was used various types such as statistical data, convergence analysis by disparities, comparative studies, absorptions maps of CBC projects, cohesion analysis of the region. Finally, it is focusing on future prognosis and possible trend of the current 2014-2020 period.

The present paper is aimed both at analyzing how Amartya Sen’s economic and moral thought is influenced by Adam Smith’s works and at offering a perspective on global market which could be investigated through quantitative analyses. In order to achievethis purpose, the authors provide a potential definition of globalization which arises not from empirical evidences but from the analysis of the links existing betwee Adam Smith’s thought and Amartya Sen’s one. Globalization is here considered firstas a global division of labour, second as a global market where the products generated by the division of labour are exchanged, and third as a complex socio-economic phenomenon which generates positive outcomes under two conditions: on one hand, every agent has to respect the rules coming from a common ethic, and, on the otherhand, countries and International Organizations have to guarantee that every agent respects national and international laws. Therefore, the perspective on globalization here presented shows how global market could be a potential instrument to promote socio-economic development.

Introduction. Solving the problem of public debt management is one of the key factors of economic stability in the country. The budget capacity of the state and the stability of its national currency largely depend on the nature of the debt problem settlement. The need to address these issues requires finding ways to improve the mechanism of public debt management and servicing in Ukraine. The purpose of the article is to study the public debt dynamics of Ukraine and model the nature of its impact on key socio-economic indicators in modern conditions. Results. The dynamics and structure of the state and state-guaranteed debt of Ukraine for the period 2013-2019 are analyzed. The negative dynamics of the growth of the total amount of debt during 2014-2018 is determined. In 2019, the total amount of debt in hryvnia decreased due to the reduction of external and guaranteed debt, but in dollar terms increased, which threatens the financial stability of the country. Using the software product EViews 10 based on the Granger causality test, the system of causal relationships between the dynamics of public debt (index) and indicators of socio-economic development: GDP growth rate, industrial production index, real income index, employment index, the index of exports of goods and services, the index of imports of goods and services has been researched. On the basis of the established causal relations the autoregressive influence models of the public debt dynamics on indicators of social and economic development are constructed, on which the error does not exceed 5%. Conclusions. According to the results of the constructed models, the negative impact of public debt on the main socio-economic indicators is determined, which is confirmed by the negative values of the elasticity indexes of socio-economic indicators. The built models serve as a preventive tool of public debt management, with the help of which it is possible to promptly respond to threats to socio-economic development by monitoring the level of public debt dynamics.
