Due to the global trend of digitalization, which influences all spheres of human activity, it is necessary to train highly qualified teachers who not only know how to use modern technologies, but also are capable of creating future technologies in everyday professional activities. Thus, it is necessary to develop professional skills (Hard skills) and personal qualities (Soft skills), which include cognitive, communicative, creative skills, as well as cooperation, emotional intelligence, decision-making skills, managerial skills, etc. The leading role in this process belongs to education, which should both adapt future educators to the needs of the system and modify modern digital technologies that follow integration of cognitive practices. This process should be based on humanistic ideals, universal and national values implemented into every new component in the general education system. This article draws attention to the necessity of a purposeful formation of value beliefs and a national code in the process of digital transformation of the education system, of identifying and presenting the risks of this process, as well as means to solve possible problems.

Тhis study was conducted to determine, outline the main characteristics of improvement of psychological-pedagogical basis of the concepts of «profile-oriented school», «profile-oriented school in foreign languages» at secondary pedagogical educational institutions and institutions of higher education. The author investigated, analyzed the leading role and conceptual impact of the profile-oriented direction of education in the training of future highly qualified professionals in the field of pedagogical education of foreign language. It was noted that profile teaching of a foreign language is a purposeful training of students for further educational and / or professional activities related to the use of a foreign language as an object of future (professional) activity or as a means of professional communication. Today, school profiling is one of the important directions of modernization of Ukrainian general education system. The author analyzed the following principles of specialized education in a specialized school of a foreign language, which, according to the author, play the greatest role: the principle of social balance; the principle of continuity and continuity; the principle of flexibility, the principle of variability; the principle of diagnostic and prognostic feasibility, the principle of differentiation; the principle of individualization. The model of profile-oriented studying in foreign language has not yet been implemented in the practice of the school in full. Teachers work to create a logistical, methodological and didactic base of the model. Work plans of circles, mini-textbooks, electronic manuals, other materials are developed. Therefore, the integration of profile – oriented studying will maximize the continuous studying of both students and teachers and achieve high performance. We understand that our observation is only part of the research program we have created for this issue. Further studies we see in the analysis of the practical-methodical system of profile-oriented studying of future teacher of foreign languages.

The relevance of the topic is due to the difficulties that the Russian higher education system is facing today. Higher education together with the education system as a whole constitutes the most important factor in the development of national production. The progress of higher education must meet the requirements of the modern market. The purpose of the article is to identify areas of improvement of the education system, corresponding to promising trends in the development of the labor market. Changes in the modern labor market are changing the role of higher education in the economy. It should create a solid foundation of knowledge and skills of graduates, which will allow them to adapt to the changing labor market and independently develop their careers. The system of higher education of the future should change qualitatively in comparison with the level existing in Russia. The constantly evolving skills required by employers in the modern labor market necessitate a qualitative improvement of university graduates. Highly qualified specialists in any profession of the future should possess not only “hard” skills, but also “soft” skills. The flexibility of the modern labor market requires the appropriate flexibility of the higher education system. Universities should make greater use of new educational technologies to achieve this goal.

Since gaining independence after the dissolution of the USSR, the education system in Kazakhstan has undergone significant reformations. Retention of highly qualified teachers is crucial for successful reforms. However, educational occupation that employs almost one million people, the majority of the workforce (26.5%) in the economy, is one of the lowest paying sectors. Low pay causes unpopularity of teaching profession among youth, aging and high feminization of the personnel, harms prestige, status and esteem of teachers and thus intensifies turnover and makes retention of qualified teachers a difficult task. This study proposes to use temporal, spatial and gender three-tiers payroll data to analyze prestige, status, and esteem of educational occupation in Kazakhstan. It argues that while improving a social package is important, fundamental reforms of the payment system in education are likely to be the most effective measure to improve the prestige and status of teachers.

Federal special education and accountability policies requires that educators individualize instruction for students with disabilities, while simultaneously ensuring that the vast majority of these students meet age-based grade-level standards and assessment targets. In this paper, we examine this dynamic interplay between policies through analysis of policy documents and interviews that reveal how a sample of educators grapple with their simultaneous implementation. We found that educators made sense of some facets of the policies as complementary and others as contradictory. NCLB and IDEA offered consistent and specific guidelines defining “highly qualified” teachers and educators reported a clear and accurate understanding of these policy demands. On an issue where there was no specific guidance from NCLB–the placement of special education students–educators interpreted the law as promoting the inclusion of more students in general education courses, often to an extent that contradicted the guidance offered by IDEA. With respect to fundamental issues of teaching and learning, NCLB and IDEA represent contradictory theories of action and educators perceived conflict and expressed concerns about unintended consequences for students. Based on our empirical findings, we conclude with a set of theoretical propositions regarding how the alignment of policy messages influences educators’ interpretation of policies, which in turn may have implications for how they enact policies.

The article describes the system of education in the republic of Turkmenistan, the stages of its reform undertaken in the past decade and problems arising from the changes in the first years of the country´s independence. Particular attention is paid to such issues as decreased time of training, unsatisfactory volumes of subjects, teachers dismissal as a consequence, the transition from five to two-year training in higher education institutions, bringing students to harvest cotton during the school year, weak material and technical base of educational institutions, lack of equipment, lack of complete sets of textbooks, etc. The article presents the main indicators of the state and development of the education system at the moment. Considered in detail are the system of primary, secondary and higher education, their specific features. Particular attention is paid to the importance of establishing private universities in the country as a necessary element of competition in the education market and to attract highly qualified teachers from Turkmenistan and from abroad. The author identifies the need to analyze the structure of demand for labor, in order to plan the number of graduates of vocational education institutions in accordance with the needs of the labor market. The author highlights the essence of the reforms in education in the country at the present stage. The article stresses the need for further modernization of the contemporary system of education in Turkmenistan to ensure all segments of the economy are supplied with highly qualified specialists and, as a result, successful integration into the system of international economic relations is taking place.

Abstract The idea of the conceptualization of adult education has been postulated in the article including its significant differences. The leading distinguishing feature is the personality of pedagogical staff that works with adults. It has been substantiated the dependence of the functions which are performed by pedagogical staff in the adult education system, on the main characteristics of the society. It has been shown the content of the integral-role position of a pedagogue-andragogue which has 3 elements: subject and content, project and technological, organization and diagnostic. The professional activity of a pedagogue-andragogue has been analyzed as the specialist who professionally organizes and conducts adult training and learning, helps create individual programs of training. At the same time, in his/her activity he/she combines different social functions as well. The most typical are to provide the help in renovating the motivation towards learning and professional activity, to combine the content both andragogical and professional activity of his/her learners, to share the methods of supervising adult self-learning.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

The priorities and problems of the implementation of the national project “Education” at the level of a comprehensive school in the region are investigated. The factors of the origin of conflict zones and types of conflicts based on the analysis of contradictions of the opinions of scientists are revealed. The role of unity and struggle of opposites as a phenomenon of overcoming conflicts is determined. Based on the author’s monitoring of the education management system in the Mari El Republic, the positive and negative dynamics of the number of educational organizations studying in them and in the system of additional education over the past five years, the enrollment of students in specialized education, as well as the dynamics of participants in the regional and final stage of the All-Russian Olympiad of schoolchildren were revealed. Particular attention is paid to the study of the state of modernization of the regional system of general education in the framework of the national project, highlighting such priorities as computerization, replenishment of the school library stock, improving the quality of education and developing the personnel potential of the industry. According to the authors, the resolution of such problems as the creation of effective mechanisms for financing educational services in organizations with a weak social infrastructure, the availability of high-quality education, the low attractiveness of working conditions and the level of salaries of teachers, and others remain incomplete. To eliminate them, it is necessary to apply such measures as the further development of innovative forms of the education system, the strengthening of interdepartmental bodies and organizations to increase the educational needs of the population, the creation of a specialized financing system for the modernization of educational institutions, as well as the increase in the level of professionalism of teachers. Their actualization at the present stage contributes to the reduction of conflict zones in the education system.
