Minangkabau International Airport has one apron and one hangar. Apron has 7 parking stands with number of parking stand are 1, 2, 3, 4, 5, 6A, and 7. Parking stands 1 and 7 are dedicated to light aircraft. Parking stand 2 is devoted to International flights. The existence of parking 1 and 7 is less than optimal because the type of light aircraft rarely operates. If there is a peak hour the number of aircraft that will be parked in the apron is less able to be served based on the available parking stand so that the aircraft is often held at the alpha taxiway, this affects the passenger's time value and the cost value for the airline. The purpose of this research is to analyze the optimum apron capacity at Minangkabau International Airport, Padang. The research method is done through parking stand analysis on traffic arrangement in movement area through description of parking index analysis, parking duration, and parking accumulation at peak hour compared to available apron capacity and determined slot time. Optimization of aircraft parking (apron) Minangkabau international airport in Padang can be done with the reduction of parking booth from 7 to 6 with the dimensions of medium aircraft, and emphasize the airline operators to remain consistent on the slot time set or propose revision of slot time at spare tim

AbstractRoma-related development and policy discourse often represents the Roma development ‘subjects’ as disempowered victims. Against the pervasiveness of such narratives, a close look at the local level conflicts arising during the implementation of a World Bank development project in destitute Roma communities from Romania lays bare the strategies of unassisted social mobility in which a group of Roma engage. Not large or well-defined enough to be constituted into a real ‘class’ in sociological terms, this strategic group is made up of Roma civil servants (mediators, local experts, Romani language teachers) who negotiate their engagement in development projects on their own terms and use the material and immaterial resources that projects offer to enact their own upward social mobility. Often, though, this comes at the cost of a growing socio-economic gap between themselves and the most destitute parts of Roma communities, which complicates their involvement in development projects. The article underlines the necessity of taking into account both the strategies of unassisted social mobility of Roma development brokers, and the internal power imbalances that the development apparatus inevitably ends up producing in Roma communities.

Abstract The construction industry is one of the most important activities that contributes towards the economic growth of any nation. However, the sector has been experiencing problems of cost and time overruns, particularly the problems are significant for the lowest-bid awarded construction projects in the developing countries where inappropriate planning is reported to be one of the major causes. Thus, the paper aims at developing an integrated scheduling approach for construction projects during the planning phase from a project owner’s perspective. The proposed approach integrates cost estimation and schedule in light of practical activity precedence and mathematical cost optimization using different project commencement dates. The study has shown that cost and time optimization model could yield impractical results unless double precedence relations (start-to-start plus finish-to-finish) are imposed between some activities such as trench excavation and pipe laying. It has also demonstrated that the cost and time budgeted during the planning phase would substantially deviate from actual if the planned construction start date slips from the plan, particularly for short period projects. The proposed approach demonstrated in the paper can sufficiently allow planning engineers to develop a comprehensive construction schedule so that the cost and time overruns in the lowest-bid awarded construction projects can be reduced. The paper provides empirical insights into how a robust construction schedule is developed from an owner’s perspective. Cost-time optimization and risk analysis results obtained from manual computation might reduce the reasonable accuracy of the desired cost and schedule integration unless each activity is assigned its own calendar.

Innovative activity of domestic organizations continues to remain low: from 2014 to 2016, there was a reduction in the cost of technological innovations, organizations prefer to import foreign equipment in order to increase the innovation component of the products sold. The way out of the situation is to conduct joint research and development projects, according to the results of which Russian organizations will have the rights to advanced development, acquire competitive competences, which will later allow our country to reduce the technological gap. The article analyzes the current state of research and development, innovation activity, the level of development of digital technologies in our country, which allows to outline the range of problems that hinder the effective implementation of joint research and development projects.

Abstract The rapid development of the high frequency power conversion techniques makes great demands on the methods that can reduce the execution time of the program effectively. This paper is aiming at reducing the execution time of the program in several aspects such as sampling, complex expressions, and so on. As one of the most widely applied methods, reducing the execution time of the program at the cost of the memory space is adopted in this paper. Furthermore, in order to confirm the feasibility and superiority of programs that are proposed in this paper, they are compared with other programs that can realize the same function in terms of the execution time.

This study aimed to optimize the cost and time of implementation of development projects in residential homes Citraland located in the town of Palu subdistrict villages Mantikulore Tondo. Completion of construction of residential houses has been delayed time of completion of the construction. This leads to greater costs incurred in development projects. Therefore, to solve these problems is necessary to analyze the optimization of project time to determine how long a project is completed. Optimization of costs and project execution time is calculated using the Critical Path Method (CPM). The method is based on the results obtained, namely the normal completion time of the project for 69 weeks with a total cost of Rp. 297,887,212.00. Aftertime optimization through crashing eachthe implementation of the activities of the development to 48 weeks with a total cost of Rp. 350,261,175.00. The probability of completion of project design development using methods Program Evolution and Review Technique (PERT) is great opportunity to complete the project work for 48 weeks amounted to 93.19%

The project acceleration by the Crash Program is one of the ways that is often used to make time and cost efficiency on an ongoing project. Acceleration of project completion time will affect the efficiency of equipment and labor productivity. In the case study of the Surabaya Outer East Ring Road Project Construction Segment 1, a project that has the potential to be accelerated is discussed in order to obtain efficiency values in terms of time and cost, Project acceleration by means of the Crash Program using the Precedence Diagram Method (PDM) method to determine the value of efficiency. This project uses resources, in this research the software used is Microsoft Project 2016. The research method used is to design network planning, find the critical path for each job, determine the work that has the potential to be accelerated, calculate the crash cost in additional working hours. and work shifts, calculating direct costs and indirect costs for each activity that changes due to changes in the duration of implementation, calculating the cost slope. Application of the Crash Program in the work of Asphalt Concrete Surface Layers (AC) thick 5 cm in the project will have an impact on increasing the time efficiency previously planned from 180 working days to 175 working days and efficiency with the difference in project costs of Rp. 18.313.935,8 with a ratio of 0,997 between the PDM method compared to the cost of the contract value calculated using the crashing project method.
