The article focuses on the main trends in the development of modern Russian education. The authors reveal some of its sore points, show the possibilities to overcome them. Some positive examples of the leading universities of the country confirm the high importance of modern University centers of learning, science and culture in the formation of a competence-oriented national educational cluster of innovative type. The authors come to a conclusion that Russian universities, taking into account the existing motivation and the targeted state support provided for them, are able to become quite competitive, to join the ranks of the world top universities, to be attractive not only for Russian but also foreign students. The authors make the case for the the competitiveness growth of the leading universities, argue that the increase of their competitive advantages can become one of the drivers of the development of Russian higher education and the country’s economy as a whole.

The emergence of an increasing number of foreign students in Russian universities indicates the importance of the Russian higher education system in the world community. At the same time, a new problem emerged on the agenda — how to train foreigners from abroad with high quality, taking into account their different readiness in mastering the Russian language and different subject training. The article describes the problems that foreign students face when studying informatics at a pedagogical university. The combined profiles, including “Informatics”, of the Faculty of Physics and Mathematics of Mordovian State Pedagogical Institute named after M. E. Evsevjev were the experimental research site. On the example of the “Theoretical Foundations of Informatics” discipline, the ways of teaching informatics are shown. Examples of assignments, including tasks for independent work, for teaching foreign students to informatics at the specified university are given.

The relations between Russia and Africa today go to a new level. This was successfully demonstrated by the first Russia-Africa Summit. The «soft power» that is capable of creating an atmosphere of trust and mutual understanding and supporting the further development of political, economic, and cultural relations between the Russian and African peoples is of great importance for the further advancement of Russia’s interests, which is considered in this article. Currently, the «soft power» of Russia in Africa is represented by the activities of the Russian centers of science and culture, the «Russkiy Mir» Foundation, schools at the Russian Embassies in African countries, the education of Africans in Russian universities and more. However, the author concludes that Russia does not fully use «soft power» on the continent. It is necessary to increase the number of Africans studying the Russian language, to more actively promote Russian education, to involve compatriots and graduates of Soviet / Russian universities to joint projects, which will undoubtedly contribute to the further development of mutually beneficial Russian-African ties.

This article is devoted to the issues of higher education programs internationalization in Russia as a necessary and timely process. In the context of globalization the world’s processes high adaptability of the graduate will contribute to his successful career. This quality in combination with the presence of the necessary competencies graduate with a set of descriptors today especially in demand in the labor market. Implementation of joint training programs with the use of various forms of internationalization, starting with short courses and specialized programs to double degree programs, creates for students in Russian universities the opportunity to develop the necessary competencies in view modern trends in economics, sociology, politics, culture, not only domestically, but also in the world. Consideration the questions of the adaptability of existing programs, their importance for the Russian higher education of the experience increases the relevance of the article the problems encountered in the process of practical implementation of internationalized programs training in Russia.

Advance in the world academic rankings remains one of the priorities of development of the Russian higher education determined by the President and the Government of the Russian Federation.As an axiom authors adopted the provision that the academic ratings are the tool of assessment of level of competitiveness of the national universities, and a rating position of the university – a peculiar integrated indicator of its competitiveness. Authors offered hierarchy of levels of competitiveness of subjects of the higher education system. The results of the analysis of dynamics and the current position of the Russian universities in the world academic rankings (on the example of the rating of QS), analysis of participation in the rating of the QS universities of the countries of EEU and also analysis of perception of a rating position of the university by potential customers and consumers of educational services are given in the article. By an empirical way it is proved that ones the interest of target audience in a rating position of the university as to an indicator of its competitiveness and as to criterion for selection of higher education institution grows. Methodological basis of the research conducted by authors of article were the principles of scientific knowledge: logical and historical. Methods of the structural, comparative and statistical analysis are applied.

The attractiveness of the University in the world market of educational services is an indicator of its success, which is estimated by a set of criteria including the number of foreign students studying there. For Russian universities, the number of international students is one of the key indicators of internationalization. The authors pay special attention to the criterion of internationalization of higher education in the world ranking of universities. The article provides data related to measures to attract young foreigners to study in higher education institutions of the Russian Federation, including the Volgograd State Technical University. Today, an interest in engineering professions among foreign applicants has increased markedly. The effectiveness of the learning process among foreign students, their achievement levels strongly depend on the success of their adaptation to the new socio-cultural environment. The article addresses the problems of language adaptation of foreign students who came from the former Soviet republics, mainly on the example of students from Turkmenistan.

In the face of increasing cross-country competition, the strategic role of higher education and science is steadily increasing. Russia largely copies Western standards in the field of science and education, having nothing to do with the development of these standards. As a result, the Russian Federation is on the periphery of the world intellectual development. The situation is exacerbated by changes in Russian higher education. In the 21st century, the higher education of Russia is characterized by the division of universities into federal and regional, which affects funding, the level of autonomy in the conduct of educational and scientific activities and other characteristics. The “nomenclature” approach to highereducation institutions of the Russian Federation turns many regional universities into noncompetitive. Probably, the lack of conditions for equal inter-university competition dramatically reduces the interest for private business investment in both federal and regional universities. The article analyzes, in application to the Russian Federation, three models of the development of modern higher education, common in the world. It is concluded that the numerous deformations of modern Russian society are transferred to higher education. Therefore, education reforms are impossible without major changes in society and without taking into account the fact that modern Russian universities reproduce the diversity of socio-economic relations.

The presented study analyzes the possibility of Project 5-100 implementing, initiated by the Decree of the President of Russia. It is aimed at increasing the competitiveness of leading Russian universities in relation to the world's leading scientific and educational centers and solving a number of other important tasks in the development of education and science in Russia. The main rankings evaluating higher educational institutions have been studied, among them the most authoritative universities in the world have been identified. A list of Russian higher education institutions that are assessed or have a chance to be included in these ratings has also been established. It was revealed that as of 2020, the only Russian university that consistently occupies a worthy place in one of the generally recognized world rankings is the Lomonosov Moscow State University. At the same time, the authors have made a quantitative assessment of the likelihood of inclusion of Russian higher educational institutions in the world university rankings. It has also been established which of the world rankings domestic universities can reach high places as quickly and successfully as possible. As a result, the objectives of Project 5-100 seem to be the most attainable within the framework of this rating. To solve such an important task, it was proposed to analyze in detail the methodology for giving marks to higher educational institutions present in it. In addition, it has been proven that it is necessary to develop measures to improve the assessment of domestic universities in a number of world research and educational centers.

The Russian universities have to be demand among potential foreign applicants in the context of tightening competition in the global higher education market for resources, personnel and students. The possibility of attraction talented young people from other countries appears through the implementation of the education export in the context of the knowledge economy and global competition. In addition, interaction with foreign students contributes to the academic development of universities, knowledge diplomacy and international cooperation. The experience of the National Research University of Information Technologies, Mechanics and Optics and the Peoples’ Friendship University of Russia in the field of increasing and applying indicators for assessing international competitiveness has been analysed. The correlation and regression analysis of the dependence of the number of foreign students studying in Russia on the number of Russian universities in the world university rankings has been carried out. The assessment of changes in the work of universities to attract foreign students during the COVID-19 pandemic has been performed.
