This article discusses the competition as the engine of economic development and, consequently, has an impact on all subjects of economic activities. In the modern science, regions are also considered as the participants in the competitive relations. Improving their competitiveness requires the development of the effective regional projects and programmes, based on successful monitoring and evaluation tools. Human resource management for the development of the regions and their competitive advantages is the strategic task of the regional policy. The role of the human resources in the process of forming the region’s competitiveness is quite high. In the modern post-industrial economy, the main criterion for the region’s competitiveness is the human resources as the key to the development of each territory. Analyzing the competitiveness of the territory, the assessment of the human resources is quite necessary component. At the same time, it is quite difficult to objectively assess the human resources, which are the main factor of the regional competitiveness is relevant. The purpose of the research is the comprehensive study of the modern approaches to the assessment of the human resources as the main factor of the regional competitiveness and the development of effective diagnostic tools in this direction.

In the new age and the conflict of competition between societies, the superiority of countries depends on the extent to which they benefit from modern science and knowledge, and ultimately the scientific effort and technology that generates creative and efficient human resources as the main factor Finding development. Higher education represents an important type of investment in human resources and contributes to sustainable development by providing and promoting the knowledge, skills and attitudes needed by learners. Higher education promotes knowledge and new research and scientific advances. And this new knowledge owes much to human creative thinking. Therefore, creativity is one of the most important and pervasive human activities. Higher education as a manifestation of the culture of any society has a great role in the dynamism and creativity of learners. Looking at the events of the last hundred years in Afghanistan, we will know that what should have been considered in the educational centers has not been observed. A severe blow has been dealt with the various economic, social, political and cultural sectors of Afghanistan. The purpose of this article is to introduce creativity in higher education and examine its role in sustainable development to raise the attitude of educators. Because the key to cultural education, which is the key to the development and progress of society, must be found in the hands of novice and innovative teachers who believe in different creative teaching patterns.

The "marketocentric" economic theory is now dominating in modern science (similar to Ptolemeus geocentric model of the Universe in the Middle Ages). But market economy is only one of different types of economic systems which became the main mode of resources allocation and motivation only in the end of the 19th century. Authors point to the necessity of the analysis of both pre-market and post-market relations. Transition towards the post-industrial neoeconomy requires "Copernical revolution" in economic theory, rejection of marketocentric orientation, which has become now not only less fruitful, but also dogmatically dangerous, leading to the conservation and reproduction of "market fundamentalism".

ABSTRACT The majority of the residents of Cinyurup village are beneng taro farmers and entrepreneurs of beneng taro chips, but the management is still simple and is not managed systematically and well-planned, so that it cannot provide maximum results. The aim of this training is to increase competitiveness for the small and medium entrepreneurs of taro chips into independent small industries. The method of implementation is through : seminars of material delivery, discussion, practice, mentoring, monitoring and evaluation. The results of this training show that not all small and medium industrial entrepreneurs are taro beneng chips those in Cinyurup village who have not implemented business management, have not processed distribution permits, halal certificates, produced product innovations and online marketing, due to limited funds and human resources. Key words: training, business management, competitiveness, UIKM   ABSTRAK Mayoritas penduduk warga kampung Cinyurup adalah petani talas beneng dan pelaku usaha keripik talas beneng, akan tetapi pengelolaannya masih sederhana dan tidak di kelola dengan sistematis dan terencana dengan baik, sehingga belum bisa memberikan hasil yang maksimal. Tujuan dari pelatihan ini untuk meningkatkan daya saing kepada para pelaku usaha industri kecil dan menengah keripik talas beneng menuju industri kecil yang mandiri. Metode pelaksanaan melalui : seminar penyampaian materi, diskusi, praktek, pendampingan, monitoring dan evaluasi. Hasil dari pelatihan ini menunjukan belum semua para pelaku usaha industri kecil dan menengah keripik talas beneng yang ada di kampung Cinyurup yang  belum menerapkan manajemen usaha, belum mengurus surat ijin edar, sertifikat halal, memproduksi inovasi produk dan pemasaran online, karena keterbatasan dana dan sumber daya manusia. Background Inequitable distribution of human resources in healthcare is one of the main obstacles to improve any health system. This study aimed to evaluate inequalities in the distribution of human resources in healthcare in South Khorasan Province, Iran. Methods We have investigated three types of health staff (i.e. nurses, general practitioners, and specialists) from 2013 to 2018. Data were collected from the annual reports of the Statistical Centre of Iran. The Gini coefficient and time trend regression were applied to measure the inequality. Results The distribution of specialists and general practitioners were the highest and lowest inequality, respectively. Inequalities in the distribution of nurses and specialists have decreased from 2013 to 2018, while the Gini coefficients of the general practitioners have increased from 0.31 to 0.38. According to the regression analysis, inequality in the distribution of nurses and specialists was decreasing over the time; however, the decline was only significant for specialists. While the coefficient B for general practitioners is positive, this indicates raised inequality, but the observed increase was not significant. Conclusions This study revealed that Iran, similar to several other low- and middle-income countries, is with faced the challenge of inequitable distribution of human resources in healthcare, which in turn indicates the necessity of reforms at national and regional levels to address inequalities in the distribution of healthcare human resources, particularly in South Khorasan Province. Hence, the main policy recommendation is to focus on continuous monitoring and evaluation of resource allocation in South Khorasan Province to reduce inequalities.

Competitiveness together with innovation are printed on all components of a tourist destination, from the tourist product to the elements of attraction, infrastructure, entertainment, human resources, image and character, not forgetting the price that can launch or restrict it on a dynamic tourist market where quality overtakes in recent years and meets dynamic tourist demand. This article aims to analyze the two imperative components in the sustainable functionality of a tourist destination, inseparable binomial, competitiveness and innovation as the only viable ways of halting the decline in the lifecycle of a tourist destination Oltenia. The article also attempts to apply for the Oltenia region the criteria for denominate a tourist destination in the optics of regional competitiveness and more, a tourist destination which is unfortunately currently not competitive, although it has the necessary parameters for identifying competitiveness (natural and cultural resources, customs and traditions, unique local products, tourist identity, etc.). Through specific geographical methods (diagnosis, prospective, documentary, graphical representation, and also Butler's TALC model) the article sets out a complex theoretical and methodological framework, with factual determinations in promoting the destination Oltenia as a destination of excellence in Romania (The Danube Gorge may be considered as the region's visiting card, being thus awarded the title of "European Destination of Excellence" in 2008).

Community service has been carried out in RW 12 Kel. Merjosari Malang to increase the potential and participation of the community in health environment. The increase in the number of Covid-19 patients in Malang Raya, about 3,378 people, presents that the Covid-19 virus has increased drastically both number of patients confirmed positive and patients who died. The problems faced by partners are not understanding the Covid-19 disease, weak resources, limited funds, and difficulty accessing information. The method is socialization by conducting discussions, optimizing citizen resources, monitoring and evaluation. The result is conducting discussions, developing resources, providing training, providing counseling and assistance. Citizen involvement is to provide a place to install spraying equipment, maintain spraying facilities, provide a place to conduct training, provide human resources ready to be trained voluntarily. Citizens' anxiety and restlessness were slightly reduced by increased community understanding. Citizens give a positive assessment of service. This is proven by the percentage of residents giving a positive rating on average 95.68%, consisting of 95.33% giving a positive response, and 4.67% giving a negative response.

The article substantiates the provisions and practical recommendations for assessing the innovation of staff, human resource management systems in enterprises. The peculiarities of innovative staff development are determined and the degree of influence of human resources innovation on staff competitiveness is assessed. It is substantiated that competitiveness is one of the most important categories of market economy. Significant for the competitiveness of the enterprise together with technologies and methods of production organization are the availability of professional staff, level of motivation, working conditions and various factors that ensure the level of employee competitiveness. The necessity of personnel development as a factor in increasing the efficiency of the enterprise is substantiated. An analysis of existing approaches to determining the competitiveness of staff. The influence of modern global trends is noted. With the need for the transition of Ukraine's economy to a post-industrial model of development, its digitization and robotization, there is a need for new approaches to the formation of knowledge, skills, competencies of personnel. In particular, in the use of the competency approach, which is directly related to changes in the nature and content of work, as well as changes in education and training. Conditions must be created for the integration of education and training in accordance with the needs of the labor market, as well as for ensuring the mobility of staff in several dimensions: vertical (career development), horizontal (industry change) and spatial (territorial relocation). The main advantages of the competency approach are integration potential and flexibility. The key characteristics and features of human resources management as a factor in supporting the growth of innovative development of the enterprise are summarized.

The impact study assessment aims to evaluate policies and monitor the achievement of targets and the results of a development program such as DMP. The output obtained is information that is an evaluation of how the policy was planned, initiated, and implemented. Participatory monitoring and evaluation analyze the outcome and impact of the DMP Program. PPA seeks to answer the question of whether or not the policy or program is working properly. A participatory approach may improve the outcomes in the form of a new policy model for the future. The output of the PPA process from this study is the agricultural policy formulated in terms of practical ways of approaching poverty problems from a local perspective. The success of alternative policy options applied by local government such as physical, human resources, and institution development at the grassroots level should be adopted at the national level. It should represent the best example of a case of successful program implementation at the grassroots level which can then be used in formulating national policies and strategies.
