The purpose of the article is to characterize the organizational and structural aspects of the formation of economic efficiency of agricultural enterprises. Research methods. General scientific methods were used during the research - analysis and synthesis (to identify the links between the factors of formation of economic efficiency of agricultural enterprises, as well as to assess the status unifying effects of its formation); induction (for the implementation of theoretical conclusions about the patterns of causation of organizational and structural changes and the results of economic activity of enterprises); comparison (to compare the dynamics of changes in the structural composition of enterprises in the process of economic reform, as well as the financial efficiency of their activities); abstract-logical method (for structuring the factors and effects of the formation of economic efficiency of agricultural enterprises). Research results. The organizational and structural aspects of the formation of economic efficiency of agricultural enterprises as a representation of their system, as well as individual businesses are substantiated and disclosed. Scientific novelty. Based on the systematization of empirical data on the development of agricultural enterprises, it was identified modern features of the formation of economic efficiency, its organizational and structural aspects with estimates of the enterprises size and their regional specifics of efficiency. Practical significance. The obtained results have an applied, methodological orientation and provide an opportunity to justify management decisions in the development of agricultural enterprises depending on the size and taking into account the organizational form. Research of features of financial and legal incentives of investment activities in the regions. Methodological basis of the study raised issues were the following: general scientific methods of cognition generalization, analogy, analysis and synthesis, elaboration, comparison, logical method, etc. Conducted interdisciplinary analysis of literature and sources on stimulating investment activities, with particular emphasis given to the Institute financial and legal incentives. Formed the author's definition of the term ʼfinancial and legal stimulus of investment activity of regionsʼ. Studied types of financial and legal incentives of investment activities of the regions. Analyzed regional legislation and judicial practice on the subject of study places financial incentives in the legal field of regional legislation. Identified conflicts in the system of financial and legal incentives of investment activities of the regions. A proposal to optimize the preliminary control of the Prosecutor's offices of the legality of the investment legislation, in particular, the structure of which has different financial and legal incentives of investment activities in Russian regions.

Purpose. In the context of the development of digital technologies, the issue of the existence and legal regulation of digital of financial assets is being updated. In modern legal practice, there is no uniformity in the terminology of these relations, so it is especially important to consider the possibility of using different terms from digital currency to digital rights. The article analyzes various approaches to defining the concept of cryptocurrency offered by specialists working not only in the field of law, but also in economics, since it is important to consider the possibility of reflecting digital assets in accounting. In the course of the research, both General scientific and private scientific methods were used: scientific abstraction, system, logical, analysis and synthesis, comparative legal and formal legal. Conclusions are made that: 1) as a result of numerous discussions about the legal regulation of digital of financial assets, the state has decided on the terminology in these relations; 2) according to the author, the most successful term is the concept of “digital financial assets”, since the term “asset” is used in russian legislation, in particular investment and tax; 3) russian legal practice has used the experience of foreign countries when making changes to existing legislation, in particular in civil, expanding the list of objects of civil legal relations. Scientific and practical significance. This research allows us to critically understand the existing problems of cryptocurrency regulation, as well as contributes to the development of theoretical directions on this topic and the creation of educational materials dedicated to the digital economy.

The goal of the article is the development of theoretical principles and practical recommendations concerning the improvement of bank crediting of agro-industrial complex (AIC) enterprises based on the use of Agricultural Guarantee Fund opportunities. The object of the research is a combination of theoretical, methodological and applied principles of forming and functioning of Agricultural Guarantee Fund in the process of bank crediting of AIC enterprises. The methodological basis of the study is based on the systematic approach to improving bank crediting of AIC enterprises and searching the ways of the guaranteed risk insurance in credit relations. In the research process, general scientific and special methods were used, namely: bibliographic method (the study of scientific works concerning risk insurance in bank crediting of agricultural enterprises); abstract-logical method; the methods of system generalization, analysis and synthesis. The article focuses on the risk insurance problems of bank crediting of AIC enterprises by creating Agricultural Guarantee Fund (AGF). The dynamics of insuring credit risks in Ukraine in recent years has been studied. The experience of EU countries as to creating and functioning AGF has been generalized; the main purpose of AGF is to reduce and allocate bank risk using the insurance technologies. The advantages of the fund have been substantiated; they will allow saving money due to the “leverage effect” with guarantee to get credit in sizes being significantly higher than the fund resources.

Formulation of the problem. One of the key objectives of the sustainable development of the agro-industrial complex of the Republic of Komi is the development of a conceptual framework to increase its competitiveness in a market economy. The purpose of the research is to develop the theoretical and methodological foundations of the competitiveness of the regional agro-industrial complex. The main practical task is the transfer of agricultural enterprises to a high-tech industrial and intellectual basis. The object of the research is the assessment of the competitiveness of the agro-industrial complex of the region, taking into account its sectoral and territorial features and integration motives. The methods used of the research: scientific abstraction, analysis and synthesis, systems approach, historical and logical method, observation, information technology. The hypothesis of the research is the possibility of ensuring the high competitiveness of the agro-industrial complex for the future through the solution of the strategic tasks of its operation. The statement of basic materials. The principles of increasing the competitiveness of the agro-industrial complex of the region are outlined in its main directions and tasks. Given the weak financial and economic state of small and medium-sized enterprises, it was proposed to create large integrated education with significant competitive advantages. Originality and practical significance of the research in the fact that competitiveness is seen as a key economic category capable of characterizing the positive and negative aspects of the life of the agro-industrial complex. Conclusions of the research are to ensure the expanded reproduction of the regional agro-industrial complex, the production and sale of more attractive goods to consumers, to achieve high competitiveness of the regional agro-industrial complex, to strengthen market positions in terms of quality and price characteristics of commercial products.

The purpose of the article is to improve the methodological approaches and principles of accounting and analytical support to determine the need for capital investments for the renewal of fixed assets. Research methods. The methods of analysis and synthesis were used for development of model of the registration-analytical providing for determination of requirement in capital investments. An abstractly-logical method was used for generalization and forming of conclusions. Research results. The analysis of international standards is carried out and normatively legal acts in relation to the account of capital investments. Approaches are generalized in relation to the reflection of information about capital investments on the accounts of record-keeping and in the financial reporting. The algorithm of determination of requirement is worked out in capital investments. The analysis of normative legal acts for the presence of criteria of the boundary between period. Scientific novelty. The model of the registration-analytical providing offers for determination of requirement in the capital investments of agricultural enterprises on updating of the fixed productive assets taking into account their branch features. The methods of reflection are improved in an account and accounting of depreciation of object, got in the financial leasing and operations on the reinvestment of profit. Practical significance. The worked out model will allow representing correctly a requirement in capital investments, that will assist the increase of production capacities and planning of charges on updating of the fixed assets. The purpose of the article is to substantiate the feasibility of introducing various forms of associations of producers of medicinal crops the context of the strategic development of medicinal plant growing. Research methods. General scientific methods of empirical research were applied, such as comparative-historical and descriptive - to study the development trends of forms of management, primarily cluster, as well as to record the results of their implementation; a systematic approach - to assess the field of medicinal plant growing as a system and determine the dependencies between its elements; general logical methods of analysis and synthesis - to determine the stakeholders of the region and their opportunities for the development of medicinal plant growing in Ukraine; abstract-logical - for generalization and formation of conclusions. Research results. he relationship of the strategy for the development of medicinal plant growing in Ukraine with the directions of the National Economic Strategy-2030, especially with the vector of potential improvements in the spheres of health and education, is revealed. The main characteristic features of the forms of associations of producers as clusters and cooperatives are analyzed. It is proposed to use them as tools to create a profitable model for the development of medicinal plant growing. Scientific novelty. Theoretically, the feasibility of introducing various types of economic associations in the field of medicinal plant growing, primarily cluster and cooperative ones, as guarantors of the economic development of stakeholders has been confirmed. Practical significance. The introduction of various forms of associations of manufacturers is proposed to accelerate the implementation of the strategy for the development of the medicinal plant growing industry in Ukraine. The question of the purpose and functions of the participation of the prosecutor in the civil process is relevant, since the idea of them helps to increase the efficiency of his activities. This article is devoted to a comprehensive study of the possibility of applying foreign experience in the prosecutor's participation in institution development in Kazakhstan civil procedure. The article used both general scientific methods of cognition – logical, analysis, and synthesis – and private scientific methods – formal legal, system analysis. It analysed the various points of view on the issue of the legal status and functions of the participation of the prosecutor in the civil process. The scientific novelty is determined by the fact that functions describe the procedural status of the subjects of civil procedure, allowing the streamlining of the multilateral procedural activities of state bodies, officials and other persons involved in civil proceedings. The practical significance of the study is determined by the fact that its results can be used for in-depth research of the functions of the prosecutor in civil proceedings.

Purpose. A study of the current state of the fight against cyber terrorism and cyber extremism in the context of the development of new technologies, when modern achievements of scientific and technological progress are actively used in the area under consideration in order to develop new approaches to solving the question posed. Methodology: the article is based on a reasonable combination of the general scientific dialectical method with legal positivism. Social connections and phenomena, and their interaction with scientific categories are considered in dialectical unity. Consideration of a separate document is based on comparative legal positivism. The work uses scientific methods of analysis and synthesis, induction and deduction. Conclusions. 1. Today there is no comprehensive approach to organizing the fight against cyber terrorism and cyber extremism. 2. At present, terrorism and extremism are actively using in their activities modern capabilities of electronic and information-telecommunication systems and technologies. 3. The current global geopolitical situation in the world does not allow the creation of an effective international system for combating and countering terrorism and extremism, especially in the use of modern electronic and telecommunication technologies. Scientific and practical significance. The article presents some of the author’s positions on how, in the absence of effective legal means of organizing the interaction of law enforcement structures of states, it is possible to consolidate one’s efforts to minimize the spread of cybercrime in the world and, in particular, such most dangerous manifestations of it as cyber terrorism and cyber extremism.

Define the specifics of flat animation as an innovative means of visualizing information in the field of motion design. Methodology. General scientific methods of research are used: analysis and synthesis, systematization and generalization, for studying of flat animation and its specifics in motion design, determination of features of its design and composite decisions, formation of research conclusions. The method of comparative analysis of types of modern animation is applied. Results. The features of the use of flat animation in various fields of application are considered, compositional methods and tools that are used to implement a variety of design decisions are analyzed, specific graphic image methods are identified and the basic elements inherent in modern animation products are identified. Scientific novelty. The most effective methods of visualization of information in motion-design are determined, the role of flat animation in motion-design is shown, its means of expression and their influence on the readability of information are analyzed. Practical significance. Investigated and systematized the techniques and means of composite solutions flat animation for mobile applications. Features that distinguish flat animation from other animated products are defined. For the first time, a paper calendar with mobile interactivity has been developed and implemented. This opens up the possibility of creating innovative printing calendars.

The paper is focused on the problem of IT-crime development in Russia against the background of a significant increase in its indicators. Analysis of the current state of IT crime, identification of its causes and growth factors, problems of countering this type of crime. The study was carried out using general scientific methods (analysis and synthesis, observation, logical method, content analysis of the media), private scientific methods: questioning and survey, as well as the method of criminal statistics. The study made it possible to identify the features of the restructuring of modern crime and its factors; correlate the problem of the development of IT crime, including with the shortcomings of the functioning of the penal system revealed in the media; analyze and substantiate the proposed methods of combating IT crime. Substantiated a group of factors that currently have a significant impact on the development of IT crime; the revealed problem of the development of IT-criminality in places of deprivation of liberty is analyzed: the reasons and methods of counteraction. The conclusion is made about the inexpediency of methods of technical intervention in universal access to communication services in local territorial areas that require significant budgetary investments. According to the study, the key role in normalizing the situation in the penitentiary system still belongs to the staff of institutions, and the creation of the most effective ways to stimulate law-abiding behavior.
