The goal of the article is the development of theoretical principles and practical recommendations concerning the improvement of bank crediting of agro-industrial complex (AIC) enterprises based on the use of Agricultural Guarantee Fund opportunities. The object of the research is a combination of theoretical, methodological and applied principles of forming and functioning of Agricultural Guarantee Fund in the process of bank crediting of AIC enterprises. The methodological basis of the study is based on the systematic approach to improving bank crediting of AIC enterprises and searching the ways of the guaranteed risk insurance in credit relations. In the research process, general scientific and special methods were used, namely: bibliographic method (the study of scientific works concerning risk insurance in bank crediting of agricultural enterprises); abstract-logical method; the methods of system generalization, analysis and synthesis. The article focuses on the risk insurance problems of bank crediting of AIC enterprises by creating Agricultural Guarantee Fund (AGF). The dynamics of insuring credit risks in Ukraine in recent years has been studied. The experience of EU countries as to creating and functioning AGF has been generalized; the main purpose of AGF is to reduce and allocate bank risk using the insurance technologies. The advantages of the fund have been substantiated; they will allow saving money due to the “leverage effect” with guarantee to get credit in sizes being significantly higher than the fund resources.

Formulation of the problem. One of the key objectives of the sustainable development of the agro-industrial complex of the Republic of Komi is the development of a conceptual framework to increase its competitiveness in a market economy. The purpose of the research is to develop the theoretical and methodological foundations of the competitiveness of the regional agro-industrial complex. The main practical task is the transfer of agricultural enterprises to a high-tech industrial and intellectual basis. The object of the research is the assessment of the competitiveness of the agro-industrial complex of the region, taking into account its sectoral and territorial features and integration motives. The methods used of the research: scientific abstraction, analysis and synthesis, systems approach, historical and logical method, observation, information technology. The hypothesis of the research is the possibility of ensuring the high competitiveness of the agro-industrial complex for the future through the solution of the strategic tasks of its operation. The statement of basic materials. The principles of increasing the competitiveness of the agro-industrial complex of the region are outlined in its main directions and tasks. Given the weak financial and economic state of small and medium-sized enterprises, it was proposed to create large integrated education with significant competitive advantages. Originality and practical significance of the research in the fact that competitiveness is seen as a key economic category capable of characterizing the positive and negative aspects of the life of the agro-industrial complex. Conclusions of the research are to ensure the expanded reproduction of the regional agro-industrial complex, the production and sale of more attractive goods to consumers, to achieve high competitiveness of the regional agro-industrial complex, to strengthen market positions in terms of quality and price characteristics of commercial products.

The purpose of the article is to characterize the organizational and structural aspects of the formation of economic efficiency of agricultural enterprises. Research methods. General scientific methods were used during the research - analysis and synthesis (to identify the links between the factors of formation of economic efficiency of agricultural enterprises, as well as to assess the status unifying effects of its formation); induction (for the implementation of theoretical conclusions about the patterns of causation of organizational and structural changes and the results of economic activity of enterprises); comparison (to compare the dynamics of changes in the structural composition of enterprises in the process of economic reform, as well as the financial efficiency of their activities); abstract-logical method (for structuring the factors and effects of the formation of economic efficiency of agricultural enterprises). Research results. The organizational and structural aspects of the formation of economic efficiency of agricultural enterprises as a representation of their system, as well as individual businesses are substantiated and disclosed. Scientific novelty. Based on the systematization of empirical data on the development of agricultural enterprises, it was identified modern features of the formation of economic efficiency, its organizational and structural aspects with estimates of the enterprises size and their regional specifics of efficiency. Practical significance. The obtained results have an applied, methodological orientation and provide an opportunity to justify management decisions in the development of agricultural enterprises depending on the size and taking into account the organizational form. Purpose. The aim of the article is substantiation of theoretical and methodological principles and development of practical recommendations for the formation and implementation of innovative technologies in the production of agricultural enterprises. Methodology of research. General-scientific and special research methods are used in the process of research, in particular methods: dialectics and scientific abstraction – in determining the essence of the innovative model of development of the agricultural sector of the economy; economic and statistical – when analysing the current state of implementation of innovative technologies in the agricultural sector of Ukraine; monographic – used in presenting the results of the study. Findings. Theoretical bases of formation of innovative mechanisms and their introduction in agrarian sector are covered. Theoretical and methodological approaches to the management of innovative technologies in the production of agricultural enterprises have been formed. Organizational and economic measures for the introduction of innovative technologies in the production of agricultural enterprises are substantiated. Originality. The mechanism of introduction of innovative technologies in agricultural production in the conditions of unfavourable investment environment in Ukraine is improved, which in contrast to the existing mechanisms provides integration of state instruments of support and regulation of the industry and implementation of state and regional programs at the expense of state and local budgets. In the paper it is offered to allocate production-technological, organizational-administrative, selection genetic, economic and social-ecological mechanisms of integration of innovation in various subsystems of agricultural sector. The production and technological mechanism is a priority in providing state support for the development of animal husbandry and processing of agricultural products. Practical value. Scientific developments will allow to form in Ukraine an effectively functioning agro-industrial complex with optimal financing based on the introduction of innovative technologies in the production of agricultural enterprises. It is established that the stable development of the Ukrainian economy is connected not only with the need to deepen market reforms, but also with the urgent needs for a substantial renovation of fixed assets on an innovative basis. The subject of the study is the theoretical and methodological aspects of the assessing the effectiveness of the use of fixed assets of the enterprise. The subject of the study is the theoretical and methodological aspects of assessing the effectiveness of the use of fixed assets of the enterprise. In the course of the research, the main general scientific and special methods of the research were used, such as: the method of analysis, the scientific abstraction method and the generalization method – when determining the directions the conceptual framework improvement; the systems approach method in order to determine the essence of the process of the fixed assets reproduction; the grouping method – to improve the classification of factors that influence the process of fixed assets reproduction of the enterprise; the methods of analysis and synthesis – to assess the effectiveness of methods of financing the fixed assets reproduction of the enterprise; the graphic method – for the visual image of research results etc. The efficiency of using fixed assets of the enterprise is investigated, and the directions of its increase are substantiated. The factors influencing the process of fixed assets reproduction of the agricultural enterprises are systematized in particular: reducing the number of inactive equipment, decommissioning inefficient and quickly involving unidentified equipment, improving the quality of repair equipment of fixed assets and modernizing existing equipment, as well as economic incentives for the rational use of fixed assets funds. It has been established that the assessment of the movement of fixed assets is based on the coefficients of retirement, receipt and updating of fixed assets, which to some extent depend on the species, technological and other types of structures of fixed assets of the enterprise. As a result of the study, it was found that one of the main factors in the development and functioning of agricultural enterprises in a market economy is the study of the level of influence of the security of fixed assets on the efficiency of managing agricultural enterprises. The necessity of substantiation of the efficiency of the leasing and credit sources use for the fixed assets reproduction of the enterprise is determined.

Research of features of financial and legal incentives of investment activities in the regions. Methodological basis of the study raised issues were the following: general scientific methods of cognition generalization, analogy, analysis and synthesis, elaboration, comparison, logical method, etc. Conducted interdisciplinary analysis of literature and sources on stimulating investment activities, with particular emphasis given to the Institute financial and legal incentives. Formed the author's definition of the term ʼfinancial and legal stimulus of investment activity of regionsʼ. Studied types of financial and legal incentives of investment activities of the regions. Analyzed regional legislation and judicial practice on the subject of study places financial incentives in the legal field of regional legislation. Identified conflicts in the system of financial and legal incentives of investment activities of the regions. A proposal to optimize the preliminary control of the Prosecutor's offices of the legality of the investment legislation, in particular, the structure of which has different financial and legal incentives of investment activities in Russian regions.

Subject of research: model of increasing the competitiveness of the national economy. The purpose of the study: develop a model for increasing the competitiveness of the national economy based on a neocluster approach. Research objectives: to develop the concept of a neocluster; to build a logical scheme for the formation of the competitiveness of the national economy on the basis of a neocluster approach. Methodology and research methods. General scientific and special methods of cognition: analysis and synthesis, induction and deduction, a systematic approach were used to conduct the research. A neocluster concept has been developed, which includes the concept of a neocluster, distinctive features, and a structural diagram of a neocluster. A model for increasing the competitiveness of the economy of a country / region has been built on the basis of a neocluster approach and a mechanism for increasing the country's competitiveness has been substantiated. The causal relationships between the sources of competitiveness are identified: (elements of Industry 4.0), directions and factors of increasing competitiveness. The developed theoretical foundations of the neocluster and the logical model for increasing the competitiveness of the national economy based on the neocluster approach can serve as a theoretical and methodological basis for the formation of a neocluster policy.

The successful development of organizational culture contributes to the improvement of the efficiency of financial and economic activities of enterprises in the sphere of hotel business, the level of competitiveness and investment attractiveness. Therefore, in the current conditions of enterprises operation, the problems of transformation of their organizational culture are becoming increasingly relevant. The article is aimed at empirical exploration of features of the organizational culture of hotel services enterprises. To achieve this aim, the following general scientific research methods were used: analysis and synthesis, expert survey, generalization, systematization, structural-logical method. The article presents the results of the carried out expert survey in order to identify modern problems, barriers, features, trends and ways of development of organizational culture of enterprises in the sphere of hotel services in Ukraine. An evaluation of the efficiency of development of organizational culture of enterprises was made. Calculations show that the surveyed hotel services enterprises have an average level of organizational culture development (0.664), since the integral indicator is in the range of 0.5–0.75. As result of the research, it is determined that the basis of the organizational culture of Ukrainian enterprises in the sphere of hotel business is formed by such key principles as leadership of managers, application of a client-oriented approach, involvement and concern of staff, introduction of digital technologies and information systems.

The purpose is to determine the features of the formation and development of local budgets in terms of administrative-territorial reform. Methods used in the research process: monographic, historical, system-structural analysis and synthesis, statistical-economic and other research methods. Results. Peculiarities of formation and development of local budgets are revealed and their content and structure are determined. The most significant problems in the field of local budget formation in Ukraine are pointed out. The assessment and analysis of the effectiveness of the formation and directions of development of local budgets for the period 2018-2019 are carried out. Formation and development of local budgets in terms of administrative-territorial reform and decentralization of power should be carried out in stages, purposefully and consistently. They should be based on the results of monitoring the main indicators and indicators of the financial and economic situation. This will avoid mistakes, irrational costs, so these issues remain quite controversial. The formation of local budgets and the efficient use of their financial resources are the priorities of administrative-territorial reform and decentralization of power in Ukraine. They should become tools that will create such conditions for transformation, where each territory (community) will be an independent and full-fledged owner of resources for development and growth. Independent local budgets must fully satisfy the functions and powers of local authorities. Therefore, the financial decentralization of the united territorial communities is an important lever in establishing them as independent and financially independent economic entities of the country and its regions. Practical meaning: local governments, city and district councils, institutions of higher education. Prospects for further research. Their prospects in the conditions of decentralization of power and other measures of administrative-territorial reform are substantiated.

Formulation of the problem. Effective management of the competitiveness of the agro-industrial complex of the Komi Republic is a way to improve the main parameters of economic activity. The purpose of the study is to improve the mechanism for managing the competitiveness of agro-industrial enterprises. The subject is the deployment of a scientific approach to solving key tasks and goals for stable development of the agro-industrial complex of the region. Research methods. The paper uses analysis and synthesis, complex-system approach, scientific abstraction, historical and logical methods, methods of operations research, generalization, and observations. The hypothesis of the study is that progressive principles can improve the efficiency of managing the competitiveness of the agro-industrial complex. Presentation of the main material. The focus is put on increasing financial resources and ensuring regular modernization of agricultural enterprises in the region, the formation of innovative marketing. The originality and practical significance lie in the correct combination of production and market areas, solution of their problems in a single context, but with different degrees of detail. Conclusions. The main conclusion is that the applied system-integrated approach to managing the competitiveness of the agro-industrial complex requires a combination of multidimensional tasks.

The article discusses the problems of increasing the multiplier effect of the agro-industrial complex of the Komi Republic as a result of investment, as well as ways to accelerate the economic growth of its spheres and individual enterprises. The problems of motivation to increase capital investments in order to increase production and competitiveness of marketable products remain without due attention. The aim of the study is to substantiate the transition of the agro-industrial complex of the Komi Republic to an innovative and investment path of development, to more active methods of using advanced technologies and resource provision of investments, increasing the share of the intellectual component in their composition. The subject of the study is to determine the level of the multiplier effect of the agro-industrial complex of the Komi Republic as a method for assessing its effectiveness and competitiveness. Research methods — quantitative assessment of the effectiveness of total costs, scientific abstraction, analysis and synthesis, systems approach, historical and logical method, statistical observations. The article reveals the main trends of the multiplier effect in the agro-industrial complex of the Komi Republic. It is proposed to increase the multiplier effect of the agro-industrial complex for business entities to focus on the tasks of coordinating the flows of available investment resources.
