The purpose of the article is to reveal the essence of food security and analyze the development trends of the milk market in terms of providing the population with dairy products. Research methods. In the process of the study, dialectical methods of cognition, a systematic approach to the study of economic phenomena, monographic (with generalized domestic and foreign experience in determining the economic essence of food security), analysis and synthesis (when studying the levels of milk production and the physical and economic accessibility of the population to these products) were used , statistical groupings (when identifying the place of regions in the national volume of dairy production), economic and statistical (when processing mass statistical data), abstract logical (when substantiating theoretical generalizations and drawing conclusions). Research results. The theoretical aspects of food security as an economic category are substantiated, the essence of which is reduced as the ability of the state under various conditions to provide guarantees and meet the needs of the population for food products at a scientifically grounded level of consumption for effective demand. The analysis of the development of the milk market in the context of ensuring food security, in particular of such a segment as the consumption of milk in accordance with the scientifically grounded norm, is carried out and trends in the provision of milk to the regions of Ukraine are determined. Scientific novelty. The analysis of the level of dairy products consumption by the population of the regions of Ukraine made it possible to determine a certain level of imbalances in the production and formation of regional food stocks and to classify the regions of Ukraine by functions in the milk market according to the level of provision with their own production, which made it possible to substantiate the need for interregional exchange of industry products in order to improve the level consumption per capita and strengthening food security. Practical significance. The recommendations of the authors can be used by the Departments of agro-industrial development of regional state administrations in the development of food security programs, taking into account both the development of their own milk production and the exchange between regions. The purpose of the article is to assess the role of the modern dairy subcomplex of Ukraine in solving food supply and its importance for the national economy. Research methods. Based on the dialectical method of cognition and a systematic approach to the analysis of the role and significance of the dairy subcomplex, the following methods were used: analysis and synthesis - when assessing the dairy subcomplex in the context of its components and with the subsequent combination of these components into a system; empirical - in the complex assessment of the current state of the research object; abstract-logical - to summarize scientific research and substantiate conclusions; comparative assessment - when comparing the dairy subcomplex of Ukraine and the world; monographic - for the analysis of scientific achievements of Ukrainian and foreign scientists; graphic - illustrative representation of the calculation results. Research results. The concept of "dairy subcomplex" is generalized and a scheme of its production and economic relations is proposed. The advantages of the dairy subcomplex from the standpoint of milk producers and the dairy industry are characterized. The values of dairy products in Ukrainian food rations have been determined and factors influencing changes in consumption have been established. The main positions of the impact of the dairy subcomplex on the functioning of the national economy are highlighted. Scientific novelty. On the basis of a comprehensive assessment of the importance of milk and dairy products for Ukrainian consumers and the role of the dairy subcomplex for the national economy of Ukraine, the objective necessity and obvious priority of the industry among other sectors has been proved, which requires appropriate reflection in the development of state strategies for ensuring food security. Practical significance. The main provisions and conclusions are presented aimed at the factual confirmation of the important role of the dairy subcomplex in the formation of food security of the country and for strengthening the national economy, which can be used by government bodies in substantiating development strategies for the subcomplex in terms of characterizing its value and, accordingly, giving priority with the priority introduction of effective measures public policy. The purpose of the article is to explore the prospects for the development of grain production in the Kirovograd region. Research methods. The study used dialectical methods of cognition, a systematic approach to the study of economic phenomena, monographic (generalizing domestic and foreign experience in determining the economic essence of food security), analysis and synthesis (in studying the levels of production of cereals and legumes and the level of grain supply), statistical groups (in identifying the place of regions in the national production of cereals), economic and statistical (in the processing of mass statistics), abstract and logical (in substantiating theoretical generalizations and drawing conclusions). Research results. The potential of grain production development in Kirovohrad region is considered. The analysis is based on statistical data of the crop industry. Problems of industry development are revealed and ways of solutions are offered. Scientific novelty. Analysis of the level of crop production in the Kirovohrad region in terms of using the latest technologies and yield monitoring. Practical significance. Along with some positive changes in the region's grain production, obstacles to their development have been identified. Much has been written about the changing structure of dairy farming in Europe in the last decade, but comparatively little has been said about the processing sector. Yet the future market for milk largely depends on the success of the dairy trade in adapting to the new market environment. Accordingly, this paper concentrates on the pressures and strategic issues facing the milk processing sector in Europe. Certainly, in recent years it has had to cope with radical changes in both the production and consumption of dairy products. After several decades of uncontrolled expansion in milk production, the introduction of milk quotas by the European Community in 1984 was a rude shock. In general, the industry was still geared to an expanding milk market. Almost overnight, it was faced with the problem of excess processing capacity.

The aim of the work was to find an answer to the question of how the changes in the milk production sector in Poland, following the marketization of the economy, influenced the country’s food security in the context of food self-sufficiency. The paper uses cow milk balances developed by the Central Statistical Office and data concerning the distribution of domestic milk production from the Institute of Agricultural and Food Economics National Research Institute. The study used a comparative analysis over time, indicators as well as descriptive and graphic methods. The indicators used concerned milk market output, food self-sufficiency and the milk balance structure. During the first few years of transformation, there was a sharp drop in domestic milk production. Since 2004, there has been, with minor exceptions, a systematic increase in production with a previous general fall in production volume. These processes were accompanied by changes resulting from the transformation of the economy in the milk production sector. These were associated with a drastic reduction, since 1990, of the number of farms involved in milk production and the decline in the number of dairy cows, albeit with a simultaneous increase in milk yield. The milk market output index increased. In 2015, resource in the milk balance returned to the level of 1991, i.e. over 14.5 bln liters. In 2017, this figure amounted to 15 bln liters. Domestic milk production is the main source of resource, though the volume of imports is significantly increasing. Despite dynamic growth of exports, milk is mainly used for domestic consumption. From 1990 onwards, Poland has significantly improved its self-sufficiency in milk production. Changes in milk production have significantly influenced food security in the country.

<p><strong>English</strong><br />The milk consumption trend in Indonesia has been growing since 1969, which is thought to be basis for developing existing dairy industry. The paper attempts to review the present picture of dairy industry in Indonesia. The study is based on the secondary data and information obtained from relevant sources. The paper concludes that the dairy industry is heavily regulated. The fluid milk production is characterized by small-size operations on one hand, and the processing side is dominated by quite a few large scale corporations on the other hand. The fresh milk market is relatively more competitive than the dairy products market. Some dairy products are produced under oligopolistic or even monopolistic factories. Although the fresh milk production is organized under co-operative system, its role is weak relative to the factories' role. The role of co-operative will further dwindle when the GATT/WTO agreement becomes in effect. Both price and income elasticities of dairy products seem to be elastic. Thus, as income per capita improves, the demand for dairy products are expected to increase. This will lead to higher growth of imports. To maintain consumers' satisfaction, trade and investment policies in milk factories needs to be relaxed to stimulate fair competition.</p><p> </p><p><strong>Indonesian</strong><br />Konsumsi susu di Indonesia cenderung meningkat sejak tahun 1969, yang menjadi dasar pengembangan industri persusuan saat ini. Makalah ini merupakan tinjauan dari dari gambaran keadaan industri persusuan di Indonesia. Penelitian ini didasarkan pada data sekunder dan informasi yang dikumpulkan dari lembaga instansi dan sumber-sumber terkait dengan persusuan nasional. Makalah menyimpulkan bahwa industri persusuan sarat dengan perlindungan pemerintah. Bidang budidaya dan produksi susu segar dicirikan oleh usaha skala kecil yang jumlahnya banyak sementara bidang pengolahan (IPS) dikuasai oleh perusahaan besar yang jumlahnya sangat sedikit. Pasar susu segar lebih bersaing daripada pasar produk susu. Bahkan beberapa produk diproduksi oleh perusahaan yang oligopolistik atau bahkan monopolistik. Walaupun produksi susu segar diorganisasikan dalam bentuk koperasi, peranannya sangat lemah dibandingkan dengan peranan IPS. Peranan koperasi ini akan semakin melemah nanti, manakala aturan-aturan GATT/WTO akan diterapakan di kemudian hari. Nilai elastisitas permintaan harga dan pendapatan produk susu akan meningkat pula. Hal ini akan menyebabkan peningkatan impor produk susu. Untuk memelihara kepuasan konsumen di dalam negeri, maka beberap kebijakan perdagangan dan investasi dalam pengolahan susu perlu dilonggarkan agar tercipta persaingan yang sehat.</p>

Prevailing trends on regional food market and economic performance data of enterprise entities show up the need to determine the most pressing factors of further development of the dairy farming field in the Republic of Karelia. Due to reduction of regional dairy market capacity and rising competition, it is necessary to search for new solutions geared to improvement of efficiency of business activities. Assessment of the impact of market factors on the production level of dairy products in the region was carried out using multiple regression analysis. A correlation analysis was used to determine strength of relationship between indicators that hypothetically influence the development of the regional dairy product market. The milk production volume in the region has been found to have a direct linkage to consumption (r=0,82) and income level (r=-0,88), consumer price (r=-0,84), expenses for food (r=-0,86) as well as retail sales volume (r=-0,85). The quantity of imported dairy products reliably tied to consumption level (r=0,88). One of possible options for solution to the problem of milk production reduction in the region is a new approach in the implementation of state support to the economic sector – shifting the focus of financing from production to distribution promoting the growth of consumer demand for dairy products.

The purpose of the article is to systematize the impact factors of quarantine measures related to COVID-19 on the agrarian sector and food security and assess their socio-economic consequences. Research methods. The methodological basis of the research is a systematic approach to the study of the studied phenomena and processes and dialectical method of cognition, that which allow to comprehensively consider the processes, related to the impact of the COVID-19 pandemic and quarantine restrictive measures on the agrarian sector and food security of the country. When generalizing the theoretical and methodological aspects of the study, systematizing the factors of impact, the techniques of the abstract-logical method, analysis and synthesis, induction and deduction, analogy and comparison were used. In order to assess the trends in the development of the agrarian sector in analytical studies, economic and statistical methods were used (comparative analysis, relative values, trend analysis etc.). Research results. The impact factors of quarantine measures related to COVID-19 pandemic on the agrarian sector with the selection of ten groups of stimulants and disincentives, exogenous and endogenous effects have been identified and systematized. This made it possible to determine the synergistic effect of their interaction. The socio-economic consequences of the spread of the COVID-19 pandemic and restrictive measures on the domestic agrarian sector and food security were assessed in the following areas: production of agri-food products, its sales in domestic and foreign markets, investments, efficiency of economic activity, rural labor market, employment in the agrarian sector. Scientific novelty. Theoretical and methodological provisions, scientific-methodical and practical approaches to systematization of impact factors of quarantine measures and the spread of COVID-19 pandemic on agrarian sector, food security and assessing the degree of their influence on the socio-economic development of the industry are substantiated. Practical significance. The principal thesis and conclusions set out in the article have been brought to the level of practical recommendations, the implementation of which will allow to substantiate management decisions in the implementation of effective state policy for the development and support of the agrarian sector, ensuring the adaptability of national producers to restrictive quarantine measures in the context of COVID-19 pandemic spread. Introduction. An increase of the Earth population leads to the necessity to increase food production. To ensure world food security, it is necessary to increase food production compared to the current time by 70%. The solution to this global problem is possible due to the modernization of the economy using digital technologies and artificial intelligence. Despite the fact that Kazakhstan, at present, has significant potential in food production, even its own needs are not fully provided. The article discusses the possibility of digitalization of the agricultural market of Kazakhstan in order to increase the volume of milk production and processing, increasing the competitiveness of dairy products, realization of the export potential and ensuring food security of the country. Aim and tasks. The aim of the study is to justify the need for the adoption of digital technologies in the agricultural market of Kazakhstan. Results. The article discusses the concept of the term "digitalization of the economy" in the world and its spheres of application. Practical examples of digitalization in countries with a developed economic system and the need for their usage in order to transfer to the digital structure of the agricultural market are given. The volumes of milk production in Kazakhstan over the past 3 years are analyzed. The reasons for the incomplete plant capacities of milk processing enterprises and the low level of marketability of dairy farming in Kazakhstan are identified. The rationale is given, that the use of digital technologies and other positive effects associated with their use will contribute to the improvement of the quality of milk. Conclusions. According to the results of the study, the constraints on the development of the dairy industry in Kazakhstan were identified and it was found that most of them can be solved using digital technologies. The solution of these problems is possible with the aid of creation of information platforms and technological re-equipment, conditioned upon organizational, legal and financial support of the state. It was substantiated that the integrated use of digital technologies in the agricultural market of Kazakhstan along the entire product distribution chain from raw milk to sales to the final consumer will help to reduce costs, improve the quality of milk and dairy products, labor productivity, as well as to transform the workforce of the industry.

Purpose. The purpose of the work is to analyze the application of the second and third parts of Article 3692 of the Criminal Code of Ukraine to officials in the context, that defines them by the Criminal Code of Ukraine in the note to Article 364 of the Criminal Code of Ukraine. Methodology. The methodology includes a comprehensive analysis and synthesis of the available scientific and theoretical material and the formulation of relevant conclusions and recommendations. In the course of the study, the following methods of scientific knowledge were used: terminological, logical-semantic, system-structural, logical-normative. Results: in the course of research the cause of criminalization of such act as "abuse of power" is considered, the subject of the specified criminal act which has the features of "an official" in the context, that defines it by the note to Article 364 of the Criminal Code of Ukraine is analyzed and the main ways of committing criminal acts, that are provided for in this article of the Criminal Code of Ukraine are identified. Originality. The study found, that one of the key conditions for the opportunity to influence officials, that are authorized to perform government or local self-government functions, is the position held by the official and the related opportunities. Therefore, taking into account the opinion of the scientists, that the subject of crimes, that are provided for by the second and third parts of Article 3692 is special, the peculiarities of which is the cumulative feature, that denotes, that such person is not endowed with the status of an official, well-founded need to specify the criminal legislation of Ukraine in terms of the application the second and third parts of Article 3692 of the Criminal code of Ukraine concerning officials in the context, that defines them by the criminal legislation of Ukraine in the note to Article 364 of the Criminal Code of Ukraine. Practical significance. The research results can be used in lawmaking in the improvement of anti-corruption legislation.
