the article deals with the problem of the adaptation of innovations in agricultural production as an important aspect of the innovative development of the agrarian sector of the econ-omy. Based on the analysis of foreign experience ( The USA experience), the importance of creat-ing and using mechanisms of the innovation adaptation in agrarian sector to accelerate its innova-tive development is shown.

The article considers problems of innovative development in agricultural entrepreneurship. The presented comparative analysis of agriculture in the USA, European countries and Ukraine allows making conclusions on its anticipated innovativeness. The findings are based on the analysis of the following criteria: contribution of the agrarian sector to the GDP; focus on efficiency of agribusiness; value of export of agricultural products; types and rates of lending; tools for creating current assets; ways for supporting the agricultural sector. Special aspects of creating innovative models for agribusiness in Ukraine over the transition period are determined. It is stressed that American and European models cannot be implemented in their pure form in Ukraine. The point that Ukraine’s model of innovative development for agribusiness is oligarchic and corrupt is proven. The model is based on the mini- mum aid from the state. An innovative role of administering VAT is examined, which enables agricultural producers to accumulate 20 per cent of sold output on special accounts with the aim of buying new machinery, mechanization and technology. The special regime of taxation for agricultural producers, its advantages and disadvantages are considered. Further ways for improvement of administering VAT, aimed at maintaining its innovative essence are suggested.

The article studies and analyses the theoretical fundamentals of the formation of the mechanism of the innovative development of entrepreneurship. Today, the global economy is gradually globalizing. No country in the world can avoid its influence on certain spheres of public life. The process of “globalization” affects the development of innovative entrepreneurship. Today, the driving force of the functioning of innovative entrepreneurship in ensuring economic growth is its development and it is one of the main preconditions for the successful functioning of entrepreneurship in various spheres of the economy, an incentive for increasing the efficiency of production. Innovative entrepreneurship is a special innovative process of creating a new, a kind of management, aimed at finding new ideas and opportunities for the commercial use of innovations. Investment and sufficient funding are required for the development of innovative entrepreneurship. It is investigated that the formation of innovative development of entrepreneurship is constantly based on the search for new methods, the general scheme of formation, and the model of innovative development, is based on innovations, new technologies, which involves expanding the boundaries of innovation activity. Innovative entrepreneurship is a process of creating something new, a management process, based on finding new opportunities, an orientation towards innovation. This is associated with the willingness of the entrepreneur to assume the risk of project implementation or improvement of the existing, as well as economic, financial, moral, and social responsibility. Therefore, innovative entrepreneurship is defined as an economic process that leads to the creation of goods (products, services) and technologies, which are best by their properties, through the practical use of innovations. It is analysed that reformation of the economy is a prerequisite that will lead to increasing competitiveness and provide for the renewal of organizational structures in accordance with the best world trends of innovation activity, taking into account the peculiarities of market transformations in the country, and proposes effective measures to improve the efficiency of innovative entrepreneurship development. The level of development of innovative entrepreneurship determines the country’s place in the global space. The low technical level of many sectors of the economy in comparison with industrialized countries (EU, USA) can be overcome only due to the updating of the production base of most enterprises of the country. The development of innovative entrepreneurship in the EU and the USA has become quite successful thanks to individual initiative, creating conditions for the fulfilment of the individual interests of the entrepreneur. Ensuring material wealth, finding appropriate forms of self-expression should represent strong incentives for highly effective work. Therefore, innovative entrepreneurship is considered as the most important tool for the development and transformation of the economic system in terms of modern scientific and technological progress (STP). The use of new types of techniques, management methods, technologies, and organization of production will significantly expand the range, quality, and volume of production, and this will lead to the transformation and reform of the country’s economy. The purpose of the study. The main purpose of the paper is to substantiate and deepen the theoretical and methodological provisions regarding the formation of innovative development of entrepreneurship. The object of the study is the processes that form the innovative development of entrepreneurship. The subject-matter of the research is a set of theoretical fundamentals for improving the formation of innovative development of entrepreneurship. Research methods. The theoretical and methodological basis of the study was the modern theories of enterprise management, monographs, publications, and scientific and analytical developments of scientists on the issues of formation of innovative development of entrepreneurship, as well as abstract-logical and graphical methods of research.


In modern conditions to ensure sustainable economic growth of the country and increase the competitiveness of the national economy, it is necessary to ensure scientific and technological development. The purpose of the article is to study the state of scientific and technical development of the countries of the world in the context of developing recommendations for Ukraine. Method of research: graphical and statistical analysis of indicators of scientific and technical activity, index method for calculating the integral indicator of scientific and technical activity of the country. The work analyzed the dynamics of the main indicators characterizing the scientific and technical activity. In order to identify the leader among the countries in the scientific and technological development, the calculation of the integral indicator, which determines the place of the country in the overall ranking of countries, was calculated. According to the results of the calculation - the best result is demonstrated by the USA, and Ukraine is the last among the estimated countries. It is proved that the current state of scientific and technological activity in Ukraine does not correspond to its orientation towards sustainable and innovative development, which are declared in the relevant strategic documents. The USA's success in providing innovative development has been analyzed in order to develop recommendations for improving the scientific and technical state of Ukraine. It is determined that in the USA the promotion of scientific and technological activity is conditioned by the implementation in the country of a new model of the national innovation system is the model of a triple spiral. Conclusions: the study of the experience of scientific and technical activity of different countries of the world gives Ukraine the opportunity to formulate its own priorities for development in this sphere, which will ensure the formation of an innovative economy.

The article discusses and summarizes the modern theoretical and practical transformational aspects of startups. Authors` attention is paid to the analysis of approaches of determining the startup by foreign and domestic researchers, which take into account at least three criteria, and it is mentioned that either quantitative or qualitative parameters of most of these definitions should be clarified. The authors identify the key transformational aspects of modern startup activities, among which thre are the implementation of completely new innovative solutions and existing advanced innovative technologies in the field of artificial intelligence and big-date; creation of highly skilled jobs and priority of innovative development and growth over short-term profits; attracting grant and investment funds to implement a startup idea. An analysis of the geographical and sectoral development of startups is conducted: leading countries in the number of startups for several years are the USA, India and the UK; the largest share of startups is concentrated in the information and communication technology sector and services. Authors also highliged the key activities of startups in the EU and US markets – the creation and sale of intellectual property and the provision of various services oppositing to the development, creation and sale of physical items, as well as key ambitions of startups focused not on maximizing short-term profits but on business scaling and promising innovative development. The key obstacles to the startups effective and fast development are also identified: uncertainty and variability of the market environment, the difficulty of attracting external financing, the effectiveness of the system of regulation and support of business, knowledge and competence of staff, the markets size. The generalization of modern theoretical and practical transformational aspects of startups provides a basis for further theoretical and practical developments in this areas as the researches on the development of startups both within Ukraine and in the global arena today is extremely actual.
