In recent years, climate change, global warming, and environmental degradation these issues have intensified. Among them, carbon dioxide is a key factor in climate warming. Controlling carbon emissions by auditing them can make a big difference to the environment. Therefore, most countries have formulated corresponding policies to control carbon emissions and carry out the work of carbon audit. China has vigorously advocated the development of resource and environmental auditing these years. It is expected that carbon will reach its peak in 2030 and achieve its neutrality in 2060. And theoretical research and practical operation of carbon auditing has gradually aroused everyone’s attention. Based on this, article will study the theory of carbon audit up to now, combine with the actual operating conditions of various countries, sort out China’s carbon emissions, carbon accounting and carbon audit related systems. And the authors propose that the short-term work should increase the construction of carbon audit system, information collection platform construction and government-led operations, etc. And the long-term work should formulate carbon audit standards, cultivate its talent team, build its evaluation system and formation mechanism, etc.

According to indicators’ information repetition and subjectivity of the indicators’ weight set during the variable fuzzy comprehensive evaluation, Principal Component analysis can help solve the weight of the relative indicators and reduce comprehensive evaluation dimensions of the variable fussy comprehensive evaluation. This paper has made a comprehensive evaluation of the status quo of Yunnan’s low carbon economy development(2005-2009), which turns out to be more practical compared with the mere variable fussy theory analysis, thus, principal component-variable fuzzy evaluation is a kind of feasible way to analyze the regional low carbon development status.

In low carbon economy, carbon emissions permit has become a kind of resource; in the market economy system, new economic relations between enterprises have appeared, these characteristics make enterprise operation cost structure and profiting pattern changed. The paper reviews the previous literature on carbon footprint, production optimization theory individual enterprise and supply chain operation management with carbon emissions constraints. Then the paper put forward four worth further research directions: Carbon emission cost distribution and scientific measurement in supply chain; supply chain operation based on consumer behavior in Low Carbon Economy Era; optimizing the allocation of carbon emissions permit in supply chain; Dynamic Multi-period operation optimization of carbon efficient supply chain.

R&D investment plays a great role in achieving China’s low-carbon economy goals, which has a moderating effect on the relationship between income and carbon emissions. Furthermore, such a moderating effect may have spatial differences, given the possible spatial dependence of carbon emissions. Therefore, this paper explores the direct and spatial spillover moderating effects of R&D investment by adopting the panel spatial Durbin model and data of 30 provinces in China during 1998–2015. The empirical results firstly indicate that R&D investment moderates the positive impact of income on local carbon emissions for both the non-spatial and spatial model, and that more R&D investment can make carbon emissions reach the turning point earlier. Secondly, R&D investment in the local province increases the positive influence of local income on neighboring carbon emissions, which mainly results from the transfer effect of carbon emissions rather than the knowledge spillovers effect. The results are indicated to be robust by three types of robustness analyses. Finally, FDI and patents are the main constrained forces of local and neighboring carbon emissions; coal consumption is the main driver of local carbon emissions.

The low-carbon economy becomes a hot issue in every country after Copenhagen’s meeting, and Logistics enterprise is an important economic entity to achieve a low carbon economy, so how to effectively evaluate the effect of logistics enterprises and low-carbon benefits of emission reduction become a problem that really needed to solve. Therefore, it evaluated the effects of low-carbon benefits of logistics respectively from the economic benefits, logistics operational efficiency and CO2 emission reduction by AHP. Based on it, logistics enterprise evaluation model of low-carbon benefits was built in the way of fuzzy comprehensive evaluation, and finally verified the effectiveness of the evaluation system with a case.

This paper, using literature analysis, explores the development of low-carbon pilot cities in China and its research progress, including the enrichment of the connotations of low carbon and low-carbon city, the progress in building China’s low-carbon cities, the relevant research by Chinese and foreign scholars and its trends. The result shows that for the construction of low-carbon cities in China, domestic and foreign scholars have conducted in-depth research on the connotations of low-carbon economy and low-carbon city, low-carbon index, carbon discharges peak value, technological approaches, energy utilization, low-carbon society, policy instruments and evaluating system, but the research is still subject to several limitations. For example, judging from the evaluation system of low-carbon cities, the research assigned small weights to the non-technical indexes such as low-carbon policies, governance mechanism and performance appraisal system. Judging from the spatial scale of case studies, the studies on the relatively developed cities in eastern China outnumber those on the cities in western China, especially in the minority areas. In terms of the factors influencing the construction of low-carbon cities, inadequate attention has been paid to the related psychological factors, in particular those of ethnic minorities.

Due to the increase in global carbon dioxide emissions, climate change, rising sea levels and other issues have become increasingly prominent. In the three major industries, industrial emissions of carbon dioxide accounted for the largest proportion of the total emissions. Developing a low-carbon economy, especially with regard to industrial low-carbon economy, has become the only way for Chinese society to achieve sustainable development. Building a scientific evaluation system of a low-carbon economy is an essential way to assess the level of regional industrial low-carbon economy comprehensively and correctly. In this paper, we establish the Hebei low-carbon economy Evaluation System based on DSR model, according to the industrial carbon economic development in Hebei Province, using factor analysis to obtain the main factors affecting the low-carbon economy in Hebei Province, establishing extended model, then propose measures for Hebei industrial low-carbon economic development.

The rural residents' energy consumption and carbon emissions are generated by the impact factors of agricultural production LMDI decomposition. And it established the cointegration model of influence factors of the carbon in the empirical analysis. It seek a accord with the actual situation of rural low carbon economy development path.

Since the country put forward the construction of low carbon city, government and citizens begin to make energy saving, environmental protection, and low carbon consciousness into their daily life. Construct the overall evaluation system of urban low-carbon level helps accurate understanding and quantifying citys low-carbon level, thus promotes its construction and development. Based on the analysis of the connotation of low carbon city, this paper selects indicators from six aspects, which are low-carbon economy, low-carbon construction, low-carbon traffic, low-carbon life, low-carbon environment and low-carbon society, to construct the evaluation system of urban low-carbon level, and assess whether the city had done a good job on low carbon development.
