Application of multi-attribute group decision-making methods in urban road traffic safety evaluation with interval-valued intuitionistic fuzzy information

With the development of the social economy, the level of motorization has been greatly improved, and the traffic safety problem has been paid more and more attention. In recent years, China’s road traffic accident rate showed a trend of decline after rising first, suggests that the Chinese road traffic safety level is on the decline. Road traffic safety evaluation has a positive effect in found risk factors of road traffic safety in time and reduce the traffic accident rate, so the study of traffic safety evaluation method is imperative. And the urban road traffic safety evaluation is frequently viewed as the multi-attribute group decision-making (MAGDM) problem. Depending on the conventional VIKOR method and interval-valued intuitionistic fuzzy sets (IVIFSs), this paper designs a novel IVIF-VIKOR method to assess the urban road traffic safety. In addition, since subjective randomness frequently exists in determining criteria weights, the weights of criteria is [Z1] decided objectively by utilizing CRITIC method. Eventually, an application and some comparative analysis are given. The results show that the designed algorithms are useful for assessing the urban road traffic safety.

The article considers the results of research of accident rate heterogeneity in cities-administrative centers of subjects of Russian Federation (2015, 2016). Using methods of ranging, regression analysis and spatial differentiation these cities were classified into 5 classes on the basis of relative disadvantage in road traffic safety sphere. For each group of cities differentiated recommendations on financing regional road traffic safety programs were suggested.

The article presents the concept of implementing a network of average speed measurements in the West Pomeranian. The author focused on solutions of Intelligent Transport Systems to improve the safety of road transport. The first part of the article discusses the state of road traffic safety in the West Pomeranian. In the next part, the solutions of Intelligent Transport Systems used to record the speed of road vehicles and the method of data recording and processing were discussed. In the third part, the accident maps and the locations of the stored sectional speed measurements were analysed, on the basis of which the proposition of places for the implementation of the network of average speed measurements was created due to the high accident rate.

Bayes discriminant analysis theory (BDAT) is used to create an evaluation method to determine the condition of urban road traffic safety. The resulting Bayes discriminant model (BDM) is designed to strictly adhere to BDAT. Three indexes including death ratio per ten thousand vehicles, death ratio per hundred thousand bicycles and death ratio per hundred thousand citizens are selected as the factors in the analysis of urban road traffic safety. The grade of condition of urban road traffic safety is divided into three grades that are regarded as three normal populations in Bayes discriminant analysis. Bayes discriminant functions rigorously constructed through training a set of samples are employed to compute the Bayes function values of the evaluating samples, and the maximal function value is used to judge which population the evaluating sample belongs to. The optimality of the proposed model is verified by back-substitution method. The study shows that the prediction accuracy of the proposed model is 100% and could be used in practice.

This paper examines a new evaluation of urban road traffic safety based on a matter element analysis, avoiding the difficulties found in other traffic safety evaluations. The issue of urban road traffic safety has been investigated through the matter element analysis theory. The chief aim of the present work is to investigate the features of urban road traffic safety. Emphasis was placed on the construction of a criterion function by which traffic safety achieved a hierarchical system of objectives to be evaluated. The matter element analysis theory was used to create the comprehensive appraisal model of urban road traffic safety. The technique was used to employ a newly developed and versatile matter element analysis algorithm. The matter element matrix solves the uncertainty and incompatibility of the evaluated factors used to assess urban road traffic safety. The application results showed the superiority of the evaluation model and a didactic example was included to illustrate the computational procedure.

The object of this research is the system of socio-legal relations in the sphere of ensuring road traffic safety. The subject of this research is the legal norms that regulate the administrative-legal status of the driver of automated vehicle in the instance of committing offense that caused a road traffic accident. The goal of this article consists in the analysis of the normative framework that regulates operation of automated vehicle on the road, as well as the administrative-legal status of the driver of such vehicle. Analysis is conducted on the foreign experience, federal legislation, bylaws and departmental acts pertaining to consolidation of the the legal status of the driver of automated vehicle in the instance of committing offense that caused a road traffic accident. The novelty of this work is defined by practical and scientific relevance of the problems of the activity of law enforcement agencies in the area of ensuring road traffic safety, as well as the need for improving the legal framework that regulates the authority of the Russian police. The acquired results can be used in legislative activity of the government branches, activity of the law enforcement agencies, educational institutions, scientific research of the experts dealing with the problems of ensuring road traffic safety, improvement of the branches of Russian legal system.

Professional drivers constitute an important group of drivers who shoulder the responsibility of safely transporting passengers and cargo. Bus drivers and taxi drivers are an important part of the urban public transport system, and their driving safety affects road traffic safety. Therefore, the purpose of this paper is to explore the differences between bus drivers and taxi drivers in their driving behaviors and driving skills and to predict their traffic accident involvement based on these behaviors and skills. We conducted a field survey of 274 bus drivers and 178 taxi drivers in Hefei, China. The results revealed significant differences between bus drivers and taxi drivers in terms of violations, lack of concentration and technical driving skills. Aggression and violations had significant predictive effects on bus drivers’ traffic accident involvement, and memory lapses and a lack of safety consciousness had significant predictive effects on taxi drivers’ accident involvement.

The traffic accident is a major hazard in modern society. Automotive anti-collision system is an advanced security technology based on intelligent transportation system. Researchers worldwide have carried out relevant studies which are helpful to improve the road traffic safety and reduce the rate of traffic accident. In this paper, first functions of each part of the system are modelled to form the model of the whole part. According to the characteristics of automotive dynamics system and the characteristics of actuator structure, dynamics model of automatic anti-collision system are developed to simulate the complex process of the vehicle mobility. Some functions of the developed system are verified by simulation using Matlab. The system shows good control on the vehicle speed and safety stopping distance.

Introduction. Undesirable consequences of fast increase of the vehicle fleet are an increase in the level of accident rate and the number of deaths and injuries in traffic accidents (hereinafter accidents). The positive experience of other countries shows that objectives indicators for reducing the number of traffic accident victims by implementing reasonable measures to eliminate the dominant causes of accidents is the most effective way to achieve the desired result in improving traffic safety. Problem statement. Considering the enormous economic lost caused by traffic accidents, improving of traffic safety has been a priority in the policies of many countries around the world in recent decades. In this regard, the international community pays considerable attention to the development of targeted programs and implementation of traffic safety measures directed at preventing the road traffic injuries. In particular, on March 2, 2010, the UN General Assembly adopted Resolution No. 64/255 «Improving Traffic Safety Worldwide», which proclaimed the 2011–2020 «Decade of Traffic Safety Actions» to reduce deaths from injuries sustained as a result of traffic accident — by 50%. Ukraine, through which seven international transport corridors run [1], did not stay away from solving the common problem and joined in 2011 to the UN initiative regarding reducing the death rate due to traffic accidents by at least 30 % [2]. For evaluation of the achieved result, it is important to analyze the accident statistics and determine whether the planned results were achieved through the implementation of planned measures to improve traffic safety. Purpose. The article considers the dynamics of accident rate and the number of traffic accidents victims in Ukraine for the period 2011–2020, as well as analyzes the main causes of traffic accidents on the public roads, including roads of state importance, to evaluate the outcome of the Decade of Traffic Safety Actions and providing the recommendations for further decreasing of mortality on domestic roads. Materials and methods. The study used the method of statistical processing of data on the number of accidents and their victims in Ukraine and the method of systematic analysis of risk factors that contributed to the accidents. Results. It is determined that the total number of fatalities in traffic accidents for the period 2011–2020 decreased in Ukraine by 27.8 %, and on the public roads — by 44.0 %. However, considering that since 2014 there are no data on traffic accidents in Autonomous Republic of Crimea and partly in Donetsk and Luhansk regions, the indicator of decreasing of deaths per 100 traffic accidents and the result shows more modest achievements: in Ukraine it was possible to reduce deaths by 100 traffic accidents per 100 14 %, and on the public roads — only 5.4 %. Conclusions. Accident rate analysis provides an information basis for understanding the scale of the problem of traffic injuries, evaluating the results of implemented measures to improve traffic safety, the dynamics of positive or negative developments, and allows to plan reasonably the measures to improve road conditions to reduce mortality on roads.
