The Article purpose is identification of shortcomings in training, retraining and advanced training of fingerprint experts as well as outline of scientific basis for improving this area of activity. The analysis of domestic scientists’ developments has made it possible to establish that in Ukraine there is no single unified regulatory legal act governing training, retraining and advanced training of a forensic expert, regardless of his institutional subordination. It is proved that current regulatory legal framework for professional training of forensic experts, in particular fingerprint experts, of the system of the Ministry of Justice of Ukraine is at the stage of formation and development and requires further reformation. It is necessary to highlight the section: Procedure for specialists’ training and internship in the Regulations on the Central Expert Qualification Commission under the Ministry of Justice of Ukraine and Certification of Forensic Experts, and to develop a separate regulatory legal act regarding the procedure for advanced training on its basis. Particular attention is drawn to the absence of guidelines on the organization of the education process while forensic expert training, negatively affecting the process of learning during on-site training (in forensic science institutions). Expediency of the development of guidelines on forensic experts’ training for each individual expert specialization is established, which are suggested to be added as separate R&D topics to research work plan of the Ministry of Justice of Ukraine. It is indicated that a detailed study of the introduction of such a component as mentoring into the system of forensic experts’ training is essential. It is stressed that development of the regulatory legal framework for training forensic experts abroad in corresponding forensic science institutions, and the coordination of this area of activity by the Ministry will have a positive impact not only on the quality of training but also on the acquisition of world experience with the subsequent possibility of improving methods for conducting fingerprint analyses.

Both the authors’ previous experience and the devoted literature highlight the particular role of teacher-student communication for the quality of graduates’ professional development and education. The research presented herein is based on a sociological survey conducted in a large university from north-west Romania, on more than 600 Economics Master’s students.The chief goal of our research is to determine efficient ways to improve the student training provided by the master programmes in Economics, by means of a better stimulation on the part of the teachers, a more efficient teacher – student communication, a better quality of the teaching materials employed and a greater relevance of the educational content for the particular area of specialisation pursued.After an initial review of the material resulted from the sociological survey, we continued to analyse the results in relation to the tiers of the communication process, the role of groups in the learning process and of the education process in the development of emotional intelligence.Within the current phase of our study, the underlying hypotheses are:(1) The training of Economics and Business Administration students provides them with opportunities of professional specialisation, while developing skills and abilities useful in everyday life.(2) The students’ training in Economics also entails an implicit educational process, which supports the development of their emotional intelligence.(3) Multiculturalism bears manifold benefits, both in terms of specialist professional training and on graduates’ attitudes and behaviour in the social life.This study allowed us to validate the hypotheses and to draw some interesting conclusions for the education of students enrolled in the university surveyed.

Purpose This study aims to discover the motive for the time-to-time Hellenic collective capitalists’ intervention in the total circulation of capital of public works throughout the relative legislative framework. Thus the study attempts an original correlation of statistical indicators of Hellenic Statistical Authority with the legislative texts. Design/methodology/approach The Hellenic truth is that the branch of public works presents a peculiarity as far as the volume and quality of statistical facts and figures are concerned. To overcome this obstacle, this study analyzed the change of time series, relating the procedure of total circulation of contracting capital involved in public works with the content of the relative legislative rules which were applied during the period of 1958-2004 and their preambles. In this way, the annual volume of the constructional product in general is directly related with the particular characteristics that define the procedure of total circulation of the contracting capital in general. Findings The directly relation between the annual volume of the constructional Product in general and the particular characteristics that define the procedure of total circulation of the contracting capital in general, leads us to conclusions which, related with the policy and practices adopted by the collective capitalist, confirm or even set off eventual failures of respective conclusions drawn according to the prevailing concept. Originality/value By introducing the technique, the aim of this research work is achieved without reproducing the method of study and the conclusions of other researchers.

In general, a comprehensive and well-designed local self-government will significantly improve community management in the Republic of Macedonia. The increased competences and strengthening of the political culture of the population will result in a more active participation of citizens in local processes. An increase in the professional level of the executive and administrative bodies along with improved communication with a civil society will have a positive impact on the quality of municipal management. Decentralized approaches to local development can be a sustainable way to preserve multiculturalism in an ethnically and culturally diverse country. The outcome of the process will depend on the level of public engagement, accountability of local leaders, and transparency of procedures. The paper presents the results of a study of changes in the salary schemes and working conditions of medical staff, their labor motivation and the compliance of these changes with the objectives of the so-called “effective”, performance-based, contract being introduced. The data from a set of surveys of employees at public medical facilities in 2009–2018 served as the empirical base of the study. It is shown that the introduction of the effective contract had changed the role of factors determining the salary of medical workers. Whereas earlier qualification had been the leading factor, afterwards it was the volume and quality of the work performed as well as the outcomes of a given medical institution or unit. Most doctors had increased the amount of work they do, and the secondary employment of medical staff had slightly been reduced. Survey data indicate quite a stable hierarchy of labor motives among medical workers, the leading ones being earning money, professional interest in work, and altruism. In 2018, the role of the guaranteed employment motive was elevated. Among the positive changes are an increase in the satisfaction of medical workers with the salary, conditions for advanced training, and rules of remuneration. The identified outcomes are generally consistent with the objectives of introducing the effective contract, and they allow one to argue that the new salary scheme has had a positive impact on the labor motivation of medical staff. However, the conclusion of an effective contract was noted by only half of respondents. For the rest, it all boiled down to an increase in salary. These results indicate serious failures in the administration of this reform.

The article deals with the problem of applying modern online platforms and digital technologies to teaching linguistics students in the US experience. It has been highlighted that nowadays it is imperative to discover new approaches to enhancing the quality of education process, in particular, professional training in linguistics, using prominent achievements of the leading countries, namely, the USA. The country is worldwide recognized as the main centre of linguistics and applies the most advanced and innovative technologies to teaching linguistics. Recent researches and publications on the topic have been analyzed. It has been found that digital learning is viewed in different contexts, may have different terms and interpretations, however most scholars agree it promotes digitality of the education process and sets innovative trends in the education of the future. It has been stated that future linguists should be able to effectively apply linguistic theories and methods for fulfilling standard professional tasks, in particular developing scientific and technical and special terminology, linguistic software, conducting research in the field of psycholinguistics, forensic linguistics, communicative linguistics, sociolinguistics, cognitive linguistics, applied linguistics, etc. Therefore, it has been specified that the US experience of professional training in linguistics aims to strengthen the education process with the use of innovative digital technologies so that future linguists may confidently implement the acquired knowledge and skills into professional activities. It has been found that content management systems are widely applied in professional training in linguistics, since they are aimed at making study time more flexible so that the students may efficiently organize their learning and successfully achieve learning goals. It has been clarified that online/distance learning, which includes videoconferencing software and massive open online courses, is actively implemented to eliminate geographic barriers and connect learners all over the world. It has been specified that modern linguistic multimedia laboratories play the leading role in making professional training in linguistics more digital. Based on the research findings, relevant conclusions have been drawn and optimal recommendations have been outlined how to enhance the quality of professional training in linguistics worldwide through applying modern online platforms and digital technologies.

The scientific article is devoted to the formation of the international qualification requirements list and general and specific standards for the foreign language teacher training in the European model of teacher education. The author highlights the state of research and analyzes the European requirements for the profession of teacher in general and foreign language teachers in particular, which provided an opportunity to explore key aspects of the profession and ways of its development in the nearest future. The topicality of the researched question,which consists of the introduction and observance of the international requirements in the course of foreign languages teacher training during formal pedagogical education, is defined. The publication also defines the concept of “professional foreign language teacher training”, as a result of which the compliance of teacher training programs and international requirements with standards which are implemented in the European educational area is analyzed.The article reviews the stages of creating an international qualifications framework, and the preconditions for its emergence, as well as clarifies which framework were the basis and the time of its adoption and implementation. The author reveals the features of the national qualifications framework of European countries, their purpose and function.The publication identifies the stages of creating a list of international requirements for the quality of specialist qualifications, describes their essence and features. The study revealed the structural components of the qualification framework, including knowledge, skills, and competencies. The structure of qualification requirements for the foreign language teacher profession is also exposed.In the process of reviewing the qualification framework, the requirements for professional training, which are specified in the educational standards of the countries and the concept of standard in teacher education, are revealed. There are four main goals of international standards for FL teacher training and their types. The list of standards for the future foreign language teacher training is defined, which are divided into three basic sections: professional values and qualities; professional knowledge; professional skills. As a result of the qualification requirements, the qualification framework study, international requirements and standards of foreign language teaching, a positive impact on the quality of foreign language teacher training in pedagogical education of the European educational area was revealed.Key words: qualification requirements, professional training standards, national qualification framework, professional foreign language teacher training, quality of formal pedagogical education, European educa-tional area. Наукова стаття присвячена питанню формування переліку міжнародних кваліфікаційних вимог та загальних і специфічних стандартів до підготовки вчителів іноземних мов у європейській моделі педагогічної освіти. Авторка висвітлює стан дослідження питання та здійснює аналіз загальноєвро-пейських вимог до професії педагога загалом та вчителя іноземних мов зокрема, який дав можливість дослідити ключові аспекти професії та шляхи її розвитку у найближчій перспективі. Визначено актуальність досліджуваного питання, яка полягає у впровадженні та дотриманні запропонованих міжнародних вимог у процесі підготовки вчителів іноземних мов протягом формальної педагогічної освіти. У публікації наведено визначення поняття «професійна підготовка вчителя іноземних мов», унаслідок чого аналізується відповідність програм підготовки вчителів міжнародним вимогам та стандартам, які впроваджені у європейському освітньому просторі.У статті здійснено огляд етапів створення міжнародної кваліфікаційної рамки та передумов її виникнення, а також з’ясовано, яка рамка було базовою, час її прийняття й запровадження. Авторка розкриває особливості національних кваліфікаційних рамок країн Європи, їх мету створення та функції.У публікації визначено етапи створення переліку міжнародних вимог до якості кваліфікацій фахівців, описано їхню сутність та особливості. У результаті дослідження виявлено структурні компоненти кваліфікаційної рамки, серед яких слід назвати знання, уміння, компетентності. Також наведено структуру кваліфікаційних вимог до професії вчителя іноземних мов.В процесі огляду кваліфікаційної рамки у питанні якості підготовки фахівців виокремлено вимоги до професійної підготовки, які зазначені в освітніх стандартах окремих країн, а також розкрито поняття стандарту у педагогічній освіті. Виокремлено чотири основних цілі укладання міжнародних стандартів для підготовки вчителів та їх види. Визначено перелік стандартів для підготовки майбутніх учителів іноземних мов, які поділяються на три базові секції, такі як професійні цінності та якості; професійні знання та вміння; професійні навички. У результаті дослідження кваліфікаційних вимог кваліфікаційної рамки, міжнародних вимог та стандартів навчання іноземних мов виявлено позитивний виплив на якість підготовки вчителів іноземних мов у педагогічній освіті Європейського освітнього простору.Ключові слова: кваліфікаційні вимоги, стандарти професійної підготовки, національна кваліфікаційна рамка, професійна підготовка вчителя іноземних мов, якість формальної педагогічної освіти, Європейський освітній простір.

The study addresses recent criticisms of forensic science, specifically those pointing to a lack of sound scientific basis behind examination methods. Conclusions are based on the analysis of documents published in the United States, as well as forensic expert practices in Russia. Analysis demonstrates both methodological and legal issues with the application of specialized knowledge in the expert form. The use of Karl Popper’s principle to support the scientific status of forensic methods is demonstrated to lack justification, and is therefore debatable.

The article stipulates that national forensic examination can not exist in isolation, only within a single state, it is essential for forensic institutions to promote international cooperation in order to exchange experience, take into consideration modern achievements of science and technology, create specialized areas for expert research. It is stressed that forensic institutions of Ukraine have chosen the path of joining the communities of international forensic institutions, making it possible to improve staffing. The author noted that the purpose of the community of European forensic institutions is to promote: science and research in the field of forensic science; international cooperation in the field of forensic activities; quality of expert research and competence of forensic experts; education and training of forensic experts; developments in forensic science.  It is emphasized that the realization of integration of forensic activities, as a result, always aims at harmonizing and improving expert legislation, deepening the theoretical foundations of forensic science, developing of common guidelines for different types of examinations, obtaining international recognition of expert opinion in general, further developing of forensic science, improving professional skills of the staff of forensic institutions. It is proved that as a result of the analysis of foreign experience of forensic institutions staffing the following directions of its possible implementation in Ukraine were suggested, such as: development of the European model of ensuring maximum independence and competition of forensic experts; intensification and expansion of participation in the international network of forensic institutions; focus on the training of forensic experts from the «children’s university» on the basis of higher education institutions, which also provide for appropriate internship programs; practice of experts training according to corresponding program under the guidance of a mentor from among highly qualified forensic experts; application of the combined extraordinary certification of forensic experts in case of reasonable doubts as to the required level of professional training, etc.

Among the key goals of the National Project "Healthcare" is provision of State (municipal) medical organizations with qualified medical personnel. Achievement of this goal largely depends on the quality of medical personnel training. At the same time, noticeable changes have been taking place in the medical education system in recent years: they concern regulatory and legal framework of medical and educational activities, technical equipment and conditions of economic activity of universities, etc. The changing socio-economic context has an impact on both university applicants, their motivation, and those who train future doctors. The article presents an analysis of the results of the study "Development of the human resources potential of the Moscow healthcare" carried out in 2019 under the auspices of the Moscow Healthcare Department, which addressed both the quantitative aspects of the staffing of medical organizations subordinated to the city, and the quality of medical personnel issues concerning professional training. Information on the quality of graduates from medical universities and the factors determining it was obtained through a series of in-depth structured interviews with experts, who were representatives of the capital's medical universities and chief doctors of medical institutions. In the course of the survey, experts expressed their opinion about all factors affecting the quality of medical education: the level of training and motivation of applicants; characteristics of the teaching staff; organization of the educational process, etc. Analysis of the expert opinions testifies to ambiguity of the situation in medical education. The positive aspects include the growing interest in obtaining the profession of a doctor and the demand for knowledge, as well as some improvement in the remuneration of university workers, which has a positive effect on the filling of pedagogical vacancies and the social well-being of teachers. At the same time, practically in each of the components of the quality of medical specialists training — in methodological support, technical equipment, the possibility of obtaining practical skills by future doctors — there have been found problems that require solution.
