The paper topicality is related with functioning in territory of the country ofnumerous objects of economic activities on which there are the sources and factors of danger that, in its turn, acutely increases the danger of emergencies or disasters outcomes which can lead to the threat of the human life and activity, deterioration of the environment condition and to immeasurable material harm. One of the constituent of risk reduction of emergency situations on these objects is the analysis of their structure and characteristics of functioning for the purpose of revealing potential sources of danger which may initiate outcome of emergency situations under certain circumstances. The basic criterion is the presence on object of a certain quantity of the dangerous substances whose excess means creation of the danger to its normal functioning and to the environment. Correspondence or excess of real indicators on one and more values as to as threshold indicators is the basis to start carrying out ofsystem researches on evaluation of the object danger degree. Thus, identification procedure consists in the following: on the basis ofspecial calculations from total amount of objects where dangerous substances are manufactured, used, processed or transported, one distinguishes those which represent special danger. Besides, one not only calculates the mass of poisonous and toxic substances but also how much close is the object located to the places where simultaneously can be more than 20 persons, transport highways of national value, nature protection zones, kindergartens, hospitals and so forth. If this distance is less the normative, the danger accordingly increases. Results of the performed researches will allow to develop corresponding measures to prevent emergency situations, minimize their occurrence risk and to be prepared to respond to them on the objects of economic activities on the determined category according to the technogenic danger.

Definition of damage caused through land clogging constitutes a significant share in the total amount of environmental offenses that are considered by courts in Ukraine and their investigations are the most difficult in this category. Majority of losses from land clogging are determined as significant amounts considered according to the Criminal Code of Ukraine as grave or especially grave consequences of environmental legislation violations. From the point of view of legal mechanism, the definition of damage caused through clogging of land resources is based on the branch Methodology for determining the amount of damage caused through pollution and clogging land resources by means of violation of environmental legislation, approved by order of the Ministry of Ecology and Natural Resources No 171 from 27.10.1997 (as amended). Failure to comply with legislation on the protection and rational use of land resources resulting in land clogging is determined according to this Methodology. This Methodology is applied in case of violations revealed during the state supervision (control) of economic activities to comply with environmental (land) legislation by economic entities (according to the Law of Ukraine "On the Main Principles of State Supervision (Control) in the Area of Commercial Activity"). Employees of the State Ecological Inspectorate of Ukraine use the Methodology in particular to calculate the amount of compensation for damage caused to the state as a result of land clogging. Analysis of an expert practice of using the Methodology demonstrates its low arbitrage effect, since a significant part of the claims brought forward to debtors for compensation of damages or charges are not satisfied by the judicial authorities. Comprehensive methodology developed at KhRIFE makes possible to obtain correct from a legal point of view, complete, objective, scientifically, technically and economically justified answers to questions related to the calculation of the damage caused through land clogging. The aim of this work is to analyze the sources and factors of danger, their structure and the nature of functioning, which under certain circumstances can initiate or cause the threat of emergency situations, as well as the study of the main stages in determining the compliance with the category of industrial hazard of business objects. The relevance of the work is due to the fact that on the territory of Ukraine there is a significant number of objects on which hazardous chemical and biological substances, as well as other hazardous sources and hazard factors, are used in carrying out economic activities in technological processes. Such objects are located mainly in areas with a high concentration of the population, which in turn sharply increases the level of threat to human life and health, worsen the state of the environment and, in the event of accidents or catastrophes, can lead to large material losses. One of the tasks in conducting complex forensic examinations and expert studies is to establish the belonging of a business entity to a certain category of technological safety. For this, it is necessary to analyze their structure and the nature of their functioning in order to establish the fact of the presence or absence of sources of danger, which under certain circumstances can initiate or cause a real threat of emergency situations. In this paper, we consider an algorithm for solving problems of establishing the availability of sources and hazards, determining their ability to initiate an emergency, and further determining the category of industrial hazard to which economic activity belongs. The classification of emergencies by the nature of origin, the extent of distribution, the size of human losses, and material losses is determined. The state, regional, local, object levels of emergency are considered. The main stages are given in determining the compliance with the category of industrial hazard of economic activity objects, which will allow systematizing the research process when performing complex fire engineering, engineering environmental examinations.

The article discusses the process of management by result and management by situation. A characteristic is given with the establishment of common and distinctive features in their application. The analysis of the concepts of «management». The problems of management within the enterprise are identified and proposals are made for improving the main stages of the enterprise management process, namely: in the field of planning, in the implementation of the plan and in the field of control. In the field of planning, it is necessary: to reduce the rigidity of plans, to reduce the schematic of plans, to strengthen the concreteness, to approach the practice; considering several strategic options; forecasting various factors of the situation; increased focus on key goals; communicating common goals to each employee; creating a stimulating atmosphere. In the sphere of implementation of the plans, it is necessary to: increase attention to the issues of people management; effective use of powers; taking into account the physical and social status of the leader. In the area of control it is necessary: discussion of the achieved results; improvement of the priming system; increase in management efficiency. Attention is drawn to the key results through which the success of the situation management is predicted. Among them are: a creative and individual approach to planning, drawing up a calendar of the use of time, the willingness to use internal and external factors of influence on the position of the enterprise, possession of effective styles, methods, management techniques, creative improvement of work. The definition of an enterprise is proposed. An enterprise is an independent entity that is engaged in economic activities, has the rights of a legal entity, carries out production, research, commercial activities with the aim of making a profit. The factors that create the general foundations of the enterprise's activity are studied in detail: the general nature of the commercial activity of the enterprise, the general economic condition of the enterprise, the interconnected groups of the enterprise. Proposals are given for improving the management process at domestic enterprises, using foreign experience.

The article addresses the issues of ensuring safe operation of mining equipment in surface mining. It describes the main factors and situations that pose a high risk to human life and health. The most dangerous incidents are shown to be related to limited visibility and blind spots for operators of mining equipment, which can result in collisions and personnel run over. The main technologies and specific solutions used to design collision avoidance systems are described and their general comparison is provided. A particular focus is placed on monitoring the health of employees at their workplace by means of portable personal devices that promptly inform the dispatcher of emergency situations. General technical requirements are formulated for designing of the system to prevent equipment collisions and personnel run over in surface mining operations. The paper emphasizes the importance of introducing a multifunctional safety system in surface mines in order to minimise the possibility of incidents and accidents throughout the entire production cycle.

The article summarizes the main approaches in the definition of business valuation the economic entity. In the process of business valuation, taking into account the risks of financial and economic activities necessary to obtain information on what stage the owner implements the business will receive income. The most difficult task is the impossibility of accurate prediction in determining the level of income and the determination of a discount rate capitalization of future incomes due to the instability of the economy, both in the country and around the world.

AbstractThe present article focuses on the function of mythic journeys with regard to the problem of death and the transience of human life in two selected Mesopotamian literary sources: the Gilgamesh-Epic IX–XI and the Descent of Ishtar to the Underworld. The selected texts are analysed and compared from the perspective of a functionalist definition of religious symbol systems, with particular attention to the transformation involved in travelling through different cosmic regions. The structure of the journey, the characterisation of the different regions visited by the protagonist, and the changes provoked by the mythic travel evince similarities and differences in the strategies employed to produce a religious orientation dealing with the ineluctable limits of life.

Abstract Can one speak philosophically of a justified limitation of freedom? Hegel’s logically founded definition of free will and his understanding of right and duty can contribute to a clarification of the concept of freedom. Important is a precise differentiation between freedom and caprice (Willkür) – the latter being a necessary but one-sided element of the free will. In caprice, the will is not yet in the form of reason. Rational rights and duties are not a restriction of freedom. Insofar as individual rights can collide (e. g. in emergency situations), there can be a temporary and proportionate restriction of certain rights in favour of higher rights, such as the right to life. Dictatorships are instances of capricious rule which restrict freedom; the rationally designed state, by contrast, restricts only caprice. What is tobe defined are the duties and the rights of the state and the duties and the rights of the citizens.

This work aims to show that the sacrificial status of the victims of acts of terrorism, such as the 2004 Madrid train bombings (“11-M”) and ETA (Basque Homeland and Liberty) attacks in Spain, is determined by how it is interpreted by the communities affected and the manner in which it is ritually elaborated a posteriori by society and institutionalised by the state. We also explore the way in which the sacralisation of the victim is used in socially and politically divided societies to establish the limits of the pure and the impure in defining the “Us”, which is a subject of dispute. To demonstrate this, we first describe two traumatic events of particular social and political significance (the case of Miguel Ángel Blanco and the 2004 Madrid train bombings). Secondly, we analyse different manifestations of the institutional discourse regarding victims in Spain, examining their representation in legislation, in public demonstrations by associations of victims of terrorism and in commemorative “performances” staged in Spain. We conclude that in societies such as Spain’s, where there exists a polarisation of the definition of the “Us”, the success of cultural and institutional performances oriented towards reparation of the terrorist trauma is precarious. Consequently, the validity of the post-sacrificial narrative centring on the sacred value of human life is ephemeral and thus fails to displace sacrificial narratives in which particularist definitions of the sacred Us predominate.

For the past two decades, the medical profession and society have debated the definition of death. Some reasonable consensus has been reached on this issue, in theory and in practice. In the last few years, however, a far more important debate has been evolving — the definition of human personhood. Human personhood has been discussed extensively in the past with respect to the abortion question and other issues concerning the beginning of life. More recently, however, the definition of personhood has been raised with respect to termination of treatment decisions at the end of life and, in particular, on the appropriate care of patients in a persistent vegetative state.Our major premise is that consciousness is the most critical moral, legal, and constitutional standard, not for human life itself, but for human personhood. There is nothing highly original in our approach to this particular issue; others have advanced similar arguments in recent years.

This paper discusses the implementation of digital technologies in the production sector and business processes of agricultural enterprises in Russia. Implementation of digitalization into the economic entities’ business activity is necessary in order not only to increase the speed of their functioning several times, but also to open up new, broader opportunities for their development in the future. Currently, in the Russian Federation, the main leaders in the development of digital technologies are, first of all, IT companies, as well as organizations operating in the field of media, finance and insurance. The level of digitalization in the real sector of the economy is significantly lower, while the agricultural sector is in last place for this indicator. This article reflects the prerequisites for the development of the digital economy in the world, which include the automation of production technologies and business processes, as well as penetration into the social sphere of the countries of the global Internet and mobile communications. The author considered a number of interpretations of the concept of “digital economy”, of which, in her opinion, the most rational version of the definition of the term under consideration was selected. Within the framework of the study, the prerequisites for the effective implementation of innovative technologies in the economic and social spheres of enterprises’ activities were determined, and the main factors and conditions for the developing digital system of a particular country were established. In the presented work, the author identified a number of modern key problems that significantly impede the introduction of digital technologies in the production and economic activities of economic entities of Russia, especially in the field of agriculture. At the same time, quite popular and widespread advanced technologies are indicated, which are currently being successfully implemented in promising agricultural organizations of the country. With regard to the branches of agriculture in Russia, namely crop and livestock breeding, the most expedient areas for the introduction of advanced digital technologies into the business processes of agricultural enterprises are presented.
