The article shows the role of international cooperation in the field of forensic expert activity. On development of forensic expert institutions of the Ministry of Justice of Ukraine and the expansion of the possibilities for forensic examinations have a positive effect their activity in the implementation of international contacts: the organization of joint international scientific and practical conferences, seminars, internship of specialists with the purpose of sharing work experience, training of forensic experts, familiarization with the organization of activities and advanced methods of conducting forensic examinations and expert studies, allows a specialist there constantly to be aware of the latest achievements of science and to use the experience of their colleagues from other countries. Currently, work is underway to conduct joint scientific developments, training of highly qualified scientific personnel, but this is not specified in Art. 24 of the Law about forensic science, and therefore we propose this article be amended as follows: "State specialized institutions that perform forensic examinations are entitled establish international scientific ties with the institutions of forensic science, criminalistics and so on other states for the purpose of joint research and development, exchange of scientific and methodological information and printed publications, use of common international information funds, data banks, training, retraining and advanced training of forensic experts, international conferences, symposia, seminars, joint publications in forensic science and criminalistics, training of highly qualified scientific personnel". In connection with the further development of international cooperation, it is desirable in the staffing of forensic institutions to provide for such a structural unit as the International Relations Department. In 2018, KhRIFE obtained the Accreditation Certificate for compliance with the requirements of the international standard ISO/IEC 17025. The collection of scientific proceedings "Theory and Practice of Forensic Science and Criminalistics" is included in the international scientometric database Index Copernicus. The development of international cooperation in the field of forensic science will contribute to enhancing the scientific and methodological potential of forensic expert institutions, developing new directions and types of forensic expert activity, and increasing the effectiveness of the fight against crime.

The application of forensic science and expertise is a necessary prerequisite for the investigation of crimes at the local and national level. Without the use of forensic science and expertise, an investigation within the framework of a criminal process becomes dead and unsubstantiated. But with the globalisation of world processes, the development of technologies, the speed of information transmission, the formation of crime outside the borders of one state and its entry into the international level has become an urgent problem, which has become a challenge in countering such crime and the need to steer forensic science and expertise towards assisting law enforcement activities. A special feature of countering the investigation of crimes was the creation of international cooperation between forensic specialists and expert witnesses even prior to the establishment of practical institutions that could counteract them in practice. Therewith, some representatives of such international unions and associations have taken serious steps in creating mechanisms for real counteraction to crimes at the international level (R.A. Reiss, G. Soderman, M.Sh. Bassiuni). Coverage of the problem of international cooperation in the investigation of crimes through the definition of the role of forensic science and expertise allowed focusing on the following blocks: 1) international associations of forensic specialists for combating crime in the historical context; 2) international criminal police organisations in combating crime; 3) international cooperation in the field of conducting forensic examinations; 4) the use of forensic and special knowledge in the activities of the International Criminal Court. Thus, a combination of theory and practice in the fight against crime is demonstrated. Historically, this is associated with the role of forensic science and expertise in recording traces of crimes, analysing them, and forming legal, forensic, and expert witness opinions. The purpose of the study is to establish the decisive role of forensic science and expertise in international cooperation in the investigation of crimes. For this, the authors turned to forensic science and expertise, historical processes that served to create substantial international organisations created to counter international crime

The article reveals the content of international research cooperation of science forensic institutions of Ukraine other countries across the world. One of the main areas of work of forensic science institutions of Ukraine is compliance with European standards for forensic examinations and forensic researches. Because of this current trend at the present stage is to expand participation of forensic science institutions in international cooperation, increase their role in the further development of theory and practice of forensic science and criminalistics. It is concluded that improvement of forensic activity in Ukraine and international cooperation in the field of expert support of justice is one of the leading activities of National Scientific Center «Hon. Prof. M. S. Bokarius Forensic Science Institute» of the Ministry of Justice of Ukraine. The international agreements/memoranda with the partner institutions of NSC « Hon.  Prof.  M. S. Bokarius FSI» are indicated, in which provisions the main strategic directions of research cooperation in the field of forensic science and criminalistics are determined. It is concluded that in-depth research of problematic aspects of forensic practice, use of the latest and most advanced technology in conducting forensic examinations and forensic researches is the guarantee for to improving efficiency of forensic science institutions of Ukraine and in the near future will open new horizons for forensic science  and criminalistics.

The article deals with a brief historical excursion on the formation and development of forensic activity in Ukraine. In particular, the coverage of forensic expert activities in the press, starting with the establishment of the Cabinet of Scientific and Forensic Expertise at the Prosecutor’s Chamber of Justice of Kyiv in the years 1914-1915. The article based on archival materials, namely, newspapers and other constituent documents of the Cabinet of Scientific and Forensic Expertise, analyzes the public perception of the emergence of forensic science, its capabilities, and describes the main stages of forensic science. It was noted that the press of that time described the importance and significance of the appearance of a forensic examination, indicated the main types of research conducted, explained the features of the work of forensic experts. Also in the articles of newspapers and magazines of that time revealed the transformations that took place in expert institutions, the increase in the number of expert studies conducted, the increase in the number of forensic areas in which expertise was carried out, and were highlighted the increase in requirements for the qualifications of experts related to the challenges of time. The article also indicates that at crucial points in the history of Ukraine the development of forensic science and the expertise continued, moreover, the activities of experts became more active, especially during the Ukrainian People’s Republic as well as after the events of 1917. However, during the years of the Great Patriotic War, the press of that time very rarely wrote about forensic activities, very often were only comments on the theory and practice of criminalistics. Analysis of forensic science practice indicates that object range and number of performed construction and engineering researches are constantly increasing. Considering relevance of this kind of forensic science as for the investigation of criminal proceedings and for other types of legal proceedings, the basic provisions related to the theoretical base formation of forensic construction and engendering examinations in its classification aspect are considered. Currently, the lists of types of forensic examinations and forensic expert area of specializations are valid in Ukraine. According to these lists qualification of a forensic expert is assigned to experts of forensic science institutions the Ministry of Justice of Ukraine, as well as to specialists who do not work in state specialized institutions. These Lists are annexes to the Regulation: On Qualification Commissions and Certification of Forensic Experts approved by the No. 301/5 order of the Ministry of Justice of Ukraine dated 03.03.2015. According to the specified document, as separate types of forensic examinations, forensic construction engineering, forensic land lot evaluation forensic building evaluation, forensic building evaluation and forensic road examination on corresponding types of expert areas of specialization are recorded. The subject of forensic construction engineering examination and land lot evaluation should be considered factual data and circumstances of the case (production) established on the basis of specialized expertise in construction field having evidentiary value for any type of legal proceedings while research on relevant construction objects: real estate, building materials, structures and related technical documentation. Thus, technical content of construction engineering examinations and forensic land lot evaluations involves forensic construction engineering implementation by examining relevant engineering sites analyzing technical documentation within the subject and tasks of the specified categories of examinations by the relevant subject by applying the appropriate system of research methods. These features distinguish them in independent kinds of forensic science.

This article outlines general trends of international cooperation development in the field of forensic expert activity and positive experience for use in the practice of Ukrainian forensic science institutes activity. Also the main principles for international cooperation are universal and fixed in the Charter of the United Nations Organization and in the Declaration on the Principles of International Law, namely: principle of need for mutual cooperation between states, principle of sovereign equality of states; principle of faithful fulfillment of obligations according to requirements of international law; principle of respect of human rights and common freedoms are considered. Main attention is paid to the fact that results of the analysis of the state and dynamics of international cooperation in the field of forensic science demonstrate that currently main trends in various field have been formed, namely: organization of international forensic expert cooperation; scientific, methodological and technical support of forensic expert activity and provided them with a description. Author emphasis paid special attention to fact that the requirement for recognizing results of research at the international level is becoming relevant today. Consequently, any laboratory should meet requirements of international standards for the international recognition of the results of measuring activities. According to requirements of network of forensic institutes all laboratories of the European Community should be accredited according to international standard МСО 17025 (МСО 9001). Further strict adherence to this provision will allow the effective realization of cooperation elements while performing comprehensive many object examinations, increasing dynamics of methodological development through the differentiation of research results, organizing a wide exchange of information (in particular, information and reference arrays of samples) on a single methodological basis.Author concluded that introduction of international standards in activity of Ukrainian forensic science institutes is an urgent issue and the key to the recognition of Ukrainian forensic expert conclusions at the international level.

The article stipulates that national forensic examination can not exist in isolation, only within a single state, it is essential for forensic institutions to promote international cooperation in order to exchange experience, take into consideration modern achievements of science and technology, create specialized areas for expert research. It is stressed that forensic institutions of Ukraine have chosen the path of joining the communities of international forensic institutions, making it possible to improve staffing. The author noted that the purpose of the community of European forensic institutions is to promote: science and research in the field of forensic science; international cooperation in the field of forensic activities; quality of expert research and competence of forensic experts; education and training of forensic experts; developments in forensic science.  It is emphasized that the realization of integration of forensic activities, as a result, always aims at harmonizing and improving expert legislation, deepening the theoretical foundations of forensic science, developing of common guidelines for different types of examinations, obtaining international recognition of expert opinion in general, further developing of forensic science, improving professional skills of the staff of forensic institutions. It is proved that as a result of the analysis of foreign experience of forensic institutions staffing the following directions of its possible implementation in Ukraine were suggested, such as: development of the European model of ensuring maximum independence and competition of forensic experts; intensification and expansion of participation in the international network of forensic institutions; focus on the training of forensic experts from the «children’s university» on the basis of higher education institutions, which also provide for appropriate internship programs; practice of experts training according to corresponding program under the guidance of a mentor from among highly qualified forensic experts; application of the combined extraordinary certification of forensic experts in case of reasonable doubts as to the required level of professional training, etc.

Registration of new print media at National Scientific Centre «Hon. Prof. M. S. Bokarius Forensic Science Institute» is not accidental. Existing publications of the Ministry of Justice of Ukraine: Official Bulletin of Ukraine, Bulletin of the Ministry of Justice of Ukraine, the official collection: Systematic Collection of Current Legislation of Ukraine, the official periodical Codes of Ukraine, Theory and practice of Forensic science and Criminalistics by National Scientific Centre «Hon. Prof. M. S. Bokarius Forensic Science Institute», Criminalistics and Forensics by Kyiv Scientific Research Institute of Forensic Expertise, Interdepartmental scientific and methodological collection of the State Scientific Research Forensic Center (SSRFC) of the Ministry of Internal Affairs of Ukraine and professional scientific and practical collection: Kryminalistychnyi visnyk “concise” purpose, aspect. The system clearly lacks a periodical with regular headings and which contains official publications on public, scientific, industrial and other issues, literary and artistic works, essays, illustrations, advertising, interviews, the historical heritage of the M. S. Bokarius, famous scientist and etc. According to the State Register, there are more than 12,000 certified forensic experts in the country. The position of a forensic expert is by its nature exceptional, as it has certain features. On the one hand, the work of the expert is to conduct with the use of their specific expertise (almost unlimited range of issues: science, technology, crafts, etc.) a scientifically sound study to establish the facts that have probative value in the investigation and trial of cases with another hand, a forensic expert acquires the status of a procedural person in the provision of the conclusion and thus in his professional activity combines the status of a specialist in the relevant field of knowledge, scientist and procedural subject. The purpose of the article is to carry out a scientific search for new research papers of the scientist and to study five issues of the Archives of Criminology and Forensic Sciences published in 1926-1927.

The system of forensic expert training in Ukraine has been considered in detail. Particular attention is devoted to the need to bring the training of state forensic experts and forensic experts who are not employees of state forensic science institution to uniform administrative and legal standards, as well as to existence of outdated norms on training forensic experts, and gaps in legislation that leads to insufficient meeting of the needs of law enforcement agencies and court in objective and high-quality forensic expert conclusions. Analysis of administrative legislation of Ukraine in terms of forensic expert training has allowed to formulate proposals to improve the activity. The focus is the need for further administrative and legal settlement of the issue of international cooperation of state specialised forensic science institution in terms of exchange of trainees with forensic science institutions of other states.

Introduction. The author provides data about coming into being of Uzbek and Azerbaijani scientific collaboration during the years of independent development of the two countries. The article deals with solid contractual basis in the scientific sphere, including the agreements between the Ministries of Public Education, Academies of Sciences, higher education institutions of the two countries, and with the collaboration in the field of the attestation of highly-qualified scientific and scientific-pedagogical personnel. Methods and materials. The given article also contains information about the direct co-operation of the two states in the sphere of natural, exact sciences and humanities, furthering close and fruitful interrelation of the two countries’ scientific circles, covering all the given sphere’s branches of partnership relations. Analysis. The article analyzes the process of multifaceted scientific cooperation between Uzbekistan and Azerbaijan, which occurs through the establishment of close contacts between scientists and research centers of the two countries, the implementation of joint research on pressing issues, mutual internships and scientific business trips, as well as the participation in international scientific conferences and symposiums. Close mutual contacts are also carried out in the form of the exchange of scientific personnel and work. Results. The multifaceted Uzbek-Azerbaijani scientific cooperation considered in the article is represented by the following factors: bilateral agreements and arrangements in the scientific field; direct development in the field of natural, exact sciences and humanities; implementation of mutual internships and scientific missions; exchange of scientific personnel and labor.

The article looks at the current state and development prospects of training forensic scientists in the Republic of Belarus. Presented is a system of retraining in expert specialties, organized on the basis of nationwide educational standards in accordance with a unified approach to the formation of forensic experts’ professional competencies. New fields of research are discussed, as well as the  organization of a unified system for developing, testing and implementing forensic techniques. Arguments are made in favor of distinguishing “forensic science activity” as an independent scientific specialty, since its absence obstructs the acceptance of candidate theses in this field of science. Introduction of the specialty 12.00.12 “Forensic Expert Activity” will promote the development of forensic expert research technologies and contribute to the implementation of specialized training of highly qualified scientific personnel in the Republic of Belarus. Problems with the organization of master’s degree programs are identified, and the need to create specialized dissertation councils for the specialty “forensic expert activity” with the involvement of foreign scientists is demonstrated.
