The analysis of modern tendencies of regional development of the Kyrgyz Republic is carried out. A comprehensive assessment of the effectiveness of regional development is presented and the ranking of regions is carried out according to the level of social and economic development. Factors and conditions of disproportions of regional development, imbalance of the structure of regional economies are revealed. The ineffectiveness of the existing system of management and regulation of regional development is determined due to the weak consideration of the special conditions and advantages of the regions of the country in the regional policy of the state. Methodological aspects of improving the strategic management of the regional development of the Kyrgyz Republic in the context of integration are substantiated. The directions and mechanisms for improving the strategic management of the regions are determined on the basis of the formation of priority zones for regional development, ensuring the outstripping growth of individual regions in order to achieve a balanced development of the national economy in the context of integration. Developed proposals to improve the competitiveness of the regional economy and their effective transformation into the Eurasian economic space.

- The article describes the different stages which marked the elaboration of the EEC regional policy starting from the preliminary studies in the Sixties to the formal inclusion of this domain in the Single European Act (1986). The creation of the European Regional Development Fund (1975) and its reforms are crucial events in the definition of the EEC regional policy which highlight the slow and difficult passage from a system redistributing money among Member States to the launch of new form of supranational territorial solidarity. The ERDF, that was initially linked to the need to rearrange the financial benefits of membership/accession to the EEC for some members States (in particular, Italy and Great Britain), was later rearranged in order to allow more autonomous policy choices at the Community level (Community programmes). The research findings discussed in this paper present ideas from the second stage of a project to evaluate the role of higher education institutions (HEIs) in regional economies. Using data developed through a learning region framework, the research schematically represents HEI linkages to the region . Possible linkage scenarios for each of six dimensions associated with embeddedness are presented. The findings suggest that this qualitative approach moves us closer to better capturing the complexity and role of HEI in regional development.

At the current stage of social development, diversification of regional development is one of the central tasks for improving its socioeconomic efficiency. Therefore, it seems relevant to find “growth points” of regional development in both economic and social aspects. The ethno-economic segment plays an important role in the system of regional economy with regards to formation of strategies for optimization of the regulatory impact upon the process of regional development. The development of ethnic economy may positively affect self-organization of the regional economy, increase rationalization in the use of ethnic, natural and other resources. The research uses the example of Krasnodar Krai as a polyethnic region with ethnic resources that can be used to augment competitiveness of the region. The goal of this article is to analyze the importance of ethnic resource in the development of Krasnodar Krai as a polyethnic region, as well as work out the organizational-economic mechanism for managing ethnic cluster in order to use the recreational, natural, and cultural-historical potential of the ethnoses of Krasnodar Krai most efficiently. The scientific novelty consists in the development of organizational-economic mechanism for managing ethnic cluster in economic space of the region, which has an effective managerial impact upon the subjects of ethno-economic activity of the region. The article employs the methods of monographic analysis and systemic analysis. In the course of research, the authors determined the characteristics of ethnic cluster as an economic category; revealed that multi-sectoral orientation of functionality of ethnic cluster in Krasnodar Krai indicates the need for the development of organizational-economic management mechanism; characterized the activity of the subjects of regulation of ethnic cluster considering the management hierarchy; worked out the organizational-economic mechanism for managing ethnic cluster.

In a modern regional economy in Ukraine, there is a need to improve the mechanisms of strategic management by the regional economic development in public administration. Problems of the economic regional development in Ukraine explains the need to pay attention to strategic management by the regional economic development in the sphere of public administration. The issue of strategic management by the regional economic development in the sphere of public administration has been covered in the scientific works. But despite active scientific researches the strategic management by the regional economic development public administration in Ukraine isn’t still studied properly. The strategic management by the regional economic development in public administration in Ukraine have been investigated. The normative legal base of strategic management by the regional economic development in public administration in Ukraine are generalized. The main components of normative legal base of strategic management by the regional economic development in public administration in Ukraine are The Constitution of Ukraine, laws of Ukraine, Codes of Ukraine, Acts of the Cabinet of Ministers of Ukraine and others. The features of strategic planning of regional economic development in the sphere of public administration in Ukraine are considered. In today’s conditions, the state of regional socio-economic and ecological development in Ukraine require the improvement of provision of strategic management by the regional economic development in public administration in Ukraine. The ways for improving the provision of strategic management by the regional economic development in public administration in Ukraine are determined.

Major aim of the paper is to explain how Keynesian multiplier model can be used to estimate the effect of expenditure changes on regional economy especially regional income and employment. Among many factors, marginal propensity to consume locally produced goods plays a crucial role in determining regional multiplier effects. A critical feature of the regional multiplier is an extent to which expenditure injections leak out of a region and special attention has therefore been paid to identifying the nature of this leakage. Regional multiplier analysis has undoubtedly proved to be of a substantial value not only for defining and operating regional policy but also in providing an explanation of how regional economies actually function. It nevertheless has its weaknesses, the primary one being that it does not provide detailed information of economic effects of the expenditure injections. As a response to this criticism, regional econometric models which provide far greater details have been developed.

The  establishment  of  the  Russian  Federation  as  a  sovereign,  democratic,  federal  state caused a surge of interest in searching ways of transition from a formal model of federal relations of the Soviet type to a real model of such relations. The journal Federalism was created 25 years ago to provide a platform for everyone willing express their opinion on this  issue.  Discussions  on  its  pages  continue  to  this  day,  despite  the  fact  that  the  model of  national  statehood  implemented  in  the  country  is  far  from  real-federal.  However,  the fact  that  the  discussion  continues  shows  that  the  problem  of  the  development  of  federal relations and regional policy in a country with such a highly complex socio-economic and ethnocultural space is relevant. In this introduction to the readers, the author do not set the task of a detailed presentation of the position on current problems and prospects of Russian federalism. The aim is to show that regional economies require operational management, which cannot always be carried out from the Center. And therefore, the limitation of the powers of the authorities and administrations of the constituent entities of the Federation in this area accompanied by the impossibility of effective control over what is happening from the Center, inevitably makes large business a key figure in this management. This, given the preservation of the “wild” nature of the domestic market, may become an obstacle to strengthening the unity of the country’s economic space.

The results of analyzing the approaches, concepts, programs, as well as the practices of strategic management of regional development, existing in Russia and abroad, are presented. Based on the revealed trends and taking into consideration the factors of global instability in the world, a complex of scientific provisions is worded with regard to forming of a relevant management strategy for social and economic development of regions in modern-day Russia. The suggested approach includes 10 provisions. 1. The strategy of the region social and economic development should be considered as an integral structure of subsystems taking into account the whole range of its natural, economic and social components, which constitute a unified territorial complex with multiple intricate internal and external relations. 2. It is necessary to analyze the social and economic status of the region in the totality of the fields of its production-and-economic activities; and compare the relevant set of indicators, provided by the state and regional statistics, to the available data obtained as a result of monitoring the functioning of the industrial enterprises. 3. The strategic priorities in the social and economic development of industrial enterprises in the Russian Federation entity should be formed through a system of supporting the making of managerial decisions on the region’s development, which would include the earlier mentioned methods, models and program complexes of the information-and-analytical system. 4. Russian Federation entities should elaborate the strategies of their social and economic development in compliance with the Forecast of the Science and Technology Development in the Russian Federation for the Period till 2030. 5. Since Russian Federation entities, in their essence, are integral formations with a unified wide range of natural, economic and social components, and are interested in proportionate and well-balanced development of those, it means that in order to ensure the strategic industrial and economic priorities of these regions, it is necessary to perform a complex analysis of the supporting infrastructure subsystems (engineering and technical facilities and communications, resources of all kinds, etc.) for the industrial enterprises being developed. 6. The concepts and programs of the social and economic development of regions should not only be properly elaborated and informationally tied to relevant federal programs. 7. No matter the scale of the regional development plans and the ambitions within those, as formed by the regional departments of state authorities, all of that can only be fulfilled by the population of those entities. 8. The strategy of social and economic development of any region, as a rule, comprises the programs for development of the secondary and higher professional education, the forming of which should be based on the forecasts of the demographic increase of population, development of industrial enterprises and organizations located on the region’s territories, etc. 9. It is impossible to fulfill the strategies of the development of Russian Federation entities without such an important component as public healthcare. 10. Various social programs and social protection of the population in general should be one of the crucial aspects when forming the strategies of development of Russian Federation entities
