The purpose of this study is to develop and measure various alternative liquidity assistance model policies that can provide solutions to the Grameen-based KSPPS liquidity problems. To describe the problems of Grameen-based KSPPS liquidity policies, the researcher uses the Analytic Network Process (ANP) methodology. ANP begins with the decomposition of problems through interviews and literature studies with the aim of exploring data sources and for the purposes of preparing the ANP model framework. The next step is followed by filling out a comparison questionnaire to get the choice of the most prioritized liquidity sources. The results of our research show that the revolving fund program and soft loans from the government are the source of liquidity with the main preference when it comes to the need for fund allocation. Meanwhile, when viewed from the variable consideration of the revolving fund program, it is the main priority. We also found that the crisis due to the Covid-19 pandemic greatly affected the liquidity problems of LKMS. Finally, this study also reveals that competition with PNM Mekar, which is a state-owned enterprise, was a major problem both before and after the Covid-19 crisis.

The objectives of this research: 1) what factors become a problem so that school cooperative still not become sharia based school cooperative? 2) How is the strategy to realize sharia cooperative in school? This research used a qualitative approach, i.e., Analytic Network Process (ANP). In applying the ANP method, the researcher does the following: 1) structuring the hierarchical complexity into the homogeneous clusters of the factors, 2) performing the measurements into the ratio scale at all the lowest levels of the hierarchy/ network, 3) synthesizing. Data used in this research is primary data collected from questionnaires and in depth interview with experts, the policy holder, students, and teacher coach. The results of the research show that 1) The factors that become the problem of difficulties in realizing sharia-based school cooperatives are less student participation, limited capital and infrastructure, knowledge of sharia co-operatives that are less good than students and teachers, and lack of coaching from the local cooperative office. 2) There are two strategies as a solution, i.e., an internal strategy which is the policy of school leadership to support the establishment of sharia-based school cooperatives; And external strategies that should be carried out by the government to support and develop sharia cooperatives including sharia-based school cooperatives.

In October 2015, The Saudi Council for Economic and Development Affairs unveiled an austerity plan in response to a drop in the price of oil to around US $26, which threw the country into an unexpected deficit of about $100 billion. Later on, an austerity plan evolved into the National Transformation Plan (NTP) 2020. The NTP focused on the key drivers for economic growth. Although only an outline of the NTP was released at the time, we speculate on what will be the best implementation policy. Knowing that the government is taking a developmental approach that is inclusive, transparent and accountable to all stakeholders in society, we opted to address this question as a multi criteria decision problem formulated in an Analytic Network Process (ANP) model. The ANP is a sound methodology for structuring the problem to find which policy to focus on to make the transformation as effective as possible, taking into account social and political factors in addition to economic ones. The ANP model showed that to make the transformation effective through blending socio-economic and political factors, policy-makers must give priority to management reform over privatization and fiscal reform policies.https://doi.org/10.13022/ijahp2017.v9.is1.483

The misuse of social media that causes defamation Decision: No 574 K / pid.sus / MA / 2018, is one of the many legal problems that have been ensnared due to the misuse of social media. The author uses three types of data sources, namely primary data sources of data obtained from laws and Supreme Court decisions. And secondary data data obtained from law books, law magazines and legal writings. And the last is tertiary legal material is complementary legal material obtained from dictionaries and the internet. and data analysis using qualitative data which is data in the form of words that talk about statutory regulations. The results of the research show that in the application of law enforcement of the ITE Law article 27 paragraph 1 in conjunction with article 45 paragraph 1 there is still a sense of injustice for the community, factors that must also be considered in imposing sanctions on victims of Baiq Nuril. and sociology of law and a strong conscience against actions or decisions in law enforcement. In this case, the government should have strict supervision of the use of information technology. This is aimed at preventing and overcoming efficiently and effectively the act of defamation through social media.

E-government has provided the state-run sector with numerous opportunities to offer a variety of services through websites to citizens and the private sector. These websites have been launched in order to provide easy access to government services, boost the efficacy of the government-run sector and reduce operational costs. Given the point that many of these websites have gradually been developed and have scarcely been standardized to meet the requirements of site visitors, it is necessary to develop models for quality assessment of such websites. In this study, an information systems quality assessment (ISQA) based method along with fuzzy analytic network process (ANP) has been exploited to assess the quality of governmental websites. In order to validate the proposed model, it is applied to portals in six Iranian free trade zones. Finally, the assessment results are discussed.

The study explored both the development policy of regional industry and the aerotropolis as an empirical object. In planning an aerotropolis, governments should account for both regional and industrial characteristics to establish appropriate policies for promoting industrial development that maximizes the benefits of invested resources. In this study, a composite multicriteria decision-making method was used to filter the optimal aerotropolis industry evaluation index through the fuzzy Delphi method. Subsequently, the decision-making trial and evaluation laboratory–based analytic network process was used to obtain the influence relations and weights between the indexes to establish an optimal industry plan. Satisfaction evaluation was then used to calculate the performance values of the programs and discover the optimal industries for the city to provide the government with a policy reference. This study found that the technical environment, product and industry networks, and basic environment were the most important aspects of the Taoyuan Aerotropolis. Aviation linkage and logistics services had the highest performance among industries, identifying them as the most suitable supplementary developments to the aviation industry.

Small and Medium Enterprise (SME) is one of the significant roles in national economic development. It is seemly followed by the rise of employment absorbent and equity in income distribution. The capital constraint and the impedance of banking financial access have become the main problem to the Small and Medium entrepreneurs. The objectives of this research are to identify the main factors as problems of Small and Medium Enterprises in having access to the financial institutions, and also to find out the solutions of the research problems. This research uses qualitative approach i.e. Analytic Network Process (ANP). Through applying this method, it is expected to help the researchers in making measurement and synthesis of some factors regarding on the topic analyzed as well as finding the solution for problems faced by the SMEs. The resources of the data is derived from questionnaires and in-depth interview with experts, practitioners, SMEs and regulators which then analyzed by the structure and hierarchy into homogen clusters of the SMEs problems and solutions, measuring into ratio scale and building synthesis. As the result, it becomes clear what factors impeding the financial access of the SMEs to banks. The results of this research show that the difficulties of SMEs in accessing financial support in Islamic financial institutions are internal problems of Islamic banking i.e. lack of financial assistance given to the SMEs, the functions of Islamic banking as business partners for SMEs is not optimal. Whereas the external problems in the SMEs are the disability in meeting the financial requirements asked by Islamic banking that are collateral and business history. The internal solutions are Islamic banking must give business mentoring to SMEs that have received financial supports to minimalize the bad credits level. The external solution is the government must also socialize Islamic financial mechanism to SMEs as part of education efforts.

Sukuk Negara is one of the sharia-based financing instruments issued by the government to meet the budget deficit. This study aims to identify priority issues in the development of Sukuk Negara to enhance the role of Sukuk Negara in supporting government infrastructure financing. From the results of data management using the Analytic Network Process (ANP) method, it is known that several priority problems include the issuance of Sukuk Negara financing limited to central government projects, the lack of quality and quantity of Islamic finance human resources compared to conventional finance, and the low interest in public investment in Islamic financial instruments. The priority of the solution is the need to make regulations that allow Sukuk Negara to finance PPP project financing schemes, increase innovation and quality of sukuk products so that they are able to achieve the set targets, and foster public investment interest. Thus, the strategy in supporting the government's infrastructure development is to increase the proportion of SBSN issuance, increase socialization and communication to the public, and diversify underlying assets.

<p><em>The presence of Islamic insurance is an alternative, in order to avoid conventional insurance which is considered to have elements of usury, maytsir, gharar and zholim. In the era of economic disruption, Islamic insurance players and customers are waiting for the direction of strategic policies from the government as regulator and facilitator. The formulation of a sharia insurance development strategy policy begins with analyzing the obstacles to developing sharia insurance in Indonesia. These constraints mean that the number of sharia insurance customers in Indonesia is not maximal. These obstacles include the lack of socialization and promotion, inadequate use of technology, lack of product and service development, lack of knowledge, and the existence of conventional insurance. Based on these constraints, strategies for developing sharia insurance in Indonesia that can be carried out include maximizing socialization and promotion, maximizing the use of technology, developing products and services, increasing literacy, and market penetration. This research is aimed at analyzing the constraints and development strategies of Islamic insurance using a mathematical method, namely the Analytic Network Process (ANP) method, so that policy recommendations are supported by scientific studies. Furthermore, in this study the ANP method was adopted in a survey design involving a number of respondents. The heterogeneity of the assessments of a number of respondents is expected to provide a more rational alternative. The results of the analysis using the ANP method are priority constraints in order to get more attention and priority strategies that can be used to formulate policies to make them more focused.</em></p>

Abstract. Green Sukuk-Based Project on Sustainable Waste Management in Indonesia. Most of the problems that occur in waste management are related to financing. This study proposes Green Sukuk to be used by the government as a diversification of funding for municipal waste management. This paper argues that Green Sukuk can potentially be an Islamic finance instrument for financing municipal substantial waste management project carried out by the Ministry of Environment and Forestry. Further, there will be costs and benefits obtained by the government as the implications of this financing. Hence, this paper attempts to find the best alternative of Sukuk strategy to be implemented in the financing of municipal waste management using Analytic Network Process (ANP) with a network of Benefit, Opportunity, Cost, Risk (BOCR) analysis. Keywords: Sustainable waste management; Green Sukuk; ANP-BOCR Abstrak. Proyek Berbasis Sukuk Hijau untuk Pengelolaan Sampah Berkelanjutan di Indonesia. Sebagian besar masalah yang terjadi dalam pengelolaan limbah adalah pembiayaan. Oleh karena itu, untuk mengatasi masalah ini, pemerintah dapat menggunakan Sukuk hijau sebagai diversifikasi pendanaan untuk pengelolaan limbah kota. Penelitian ini menunjukkan bahwa Sukuk Hijau berpotensi menjadi instrumen keuangan Islam untuk membiayai proyek pengelolaan limbah padat kota yang dilakukan oleh Kementerian Lingkungan Hidup dan Kehutanan. Lebih lanjut, pemerintah memiliki potensi dan peluang untuk mengimplementasikan sistem pembiayaan ini; namun juga menghadapi potensi beban dan kerugian sebagai implikasi dari pembiayaan ini. Oleh karena itu, penelitian ini berupaya menemukan strategi alternatif berupa produk Sukuk terbaik untuk diimplementasikan dalam pembiayaan pengelolaan limbah kota, dengan menggunakan Analytic Network Process (ANP) dan jaringan Analisis Manfaat, Peluang, Biaya, Risiko (BOCR). With the release of the United Nations (UN) Sustainable Development Goals (SDGs) program, the Government of Indonesia (BAPPENAS) is committed to realizing Sustainable Development Goals (SDG) in Indonesia. The essence of the spirit of Islam in solving poverty is the inclusive nature that must be attached to the development of Islamic finance and related to issues of poverty alleviation as a basic responsibility in achieving the goals of Shari’ah (al maqashid Shari’ah). In realizing Sustainable Development Goals (SDGs), it will require Zakat Organizational Programs. The purpose of this study is to measure the priority scale of the 7 Grand Programs of BAZNAS on 17 Goals of Sustainable Development Goals (SDGs). This research uses Analytical Network Process (ANP) method, wherein the process performs pairwise comparison and uses super matrix calculations to measure the interrelationship between the elements. The results of the measurements by Analytical Network Process (ANP) and statistics show some of the priority conclusions which include Pillars of Environmental Development (W= 0.47783), Partnership for All Development Objectives (W= 0.00486) and Zakat Community Development (W=0.07367).
