The objectives of this research: 1) what factors become a problem so that school cooperative still not become sharia based school cooperative? 2) How is the strategy to realize sharia cooperative in school? This research used a qualitative approach, i.e., Analytic Network Process (ANP). In applying the ANP method, the researcher does the following: 1) structuring the hierarchical complexity into the homogeneous clusters of the factors, 2) performing the measurements into the ratio scale at all the lowest levels of the hierarchy/ network, 3) synthesizing. Data used in this research is primary data collected from questionnaires and in depth interview with experts, the policy holder, students, and teacher coach. The results of the research show that 1) The factors that become the problem of difficulties in realizing sharia-based school cooperatives are less student participation, limited capital and infrastructure, knowledge of sharia co-operatives that are less good than students and teachers, and lack of coaching from the local cooperative office. 2) There are two strategies as a solution, i.e., an internal strategy which is the policy of school leadership to support the establishment of sharia-based school cooperatives; And external strategies that should be carried out by the government to support and develop sharia cooperatives including sharia-based school cooperatives.

The purpose of this study is to develop and measure various alternative liquidity assistance model policies that can provide solutions to the Grameen-based KSPPS liquidity problems. To describe the problems of Grameen-based KSPPS liquidity policies, the researcher uses the Analytic Network Process (ANP) methodology. ANP begins with the decomposition of problems through interviews and literature studies with the aim of exploring data sources and for the purposes of preparing the ANP model framework. The next step is followed by filling out a comparison questionnaire to get the choice of the most prioritized liquidity sources. The results of our research show that the revolving fund program and soft loans from the government are the source of liquidity with the main preference when it comes to the need for fund allocation. Meanwhile, when viewed from the variable consideration of the revolving fund program, it is the main priority. We also found that the crisis due to the Covid-19 pandemic greatly affected the liquidity problems of LKMS. Finally, this study also reveals that competition with PNM Mekar, which is a state-owned enterprise, was a major problem both before and after the Covid-19 crisis.

This study explore and analyze the problems of halal tourism’s development in Riau Province with an Analytic Network Process (ANP) approach. The method used is the Analytic Network Process (ANP) which is a qualitative and quantitative method approach. The type of data that will be used in this research is the primary data and the form of the subject (self-report data). The samples used as respondents in this study were those who were considered experts in the field of halal tourism, namely the government in this case the ministry of tourism, tourism practitioners, regulators or perpetrators industrial activist in the field of tourism, Halal Product Guarantee Agency business and academics took by purposive sampling. The variables of this research are regulation, literacy, human resources, infrastructure, government policies, certification, government commitment, and socio-culture. The findings shows that the internal problems faced in the development of Halal tourism in Riau province based on the order of priority were infrastructure problems, regulatory issues, human resource problems, and literacy problems. Other findings indicate that the external problems faced are based on priority order, including government commitment issues, government policy issues, certification issues, and socio-cultural problems. The Managerial implications for halal tourism stakeholders in Riau province, especially the local government to pay attention to issues of infrastructure development, particularly access to places of halal tourism and have a strong commitment in developing halal tourism in the province.

In this era, a lot of activities that can not be separated from the practice of cheating or fraud , no exception In the government . Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

SMEs contribute to economic growth, employment and thereby reduce poverty. Hence, they are considered as an engine of growth, especially in the developing countries like Namibia. The other reason is they aid promotion of entrepreneurship, innovative activities enhance competition, productivity and economic growth. Adopting a qualitative approach, this study investigated the influence of innovation on SME performance and how enhancing innovation adoption will boost SMEs performance in the Khomas Region, Namibia. Primary data was collected through open and closed-ended questionnaire, distributed to 20 SME owners by means of purposive sampling method and content analysis done. Findings reflect that innovation is an important element of every organization as it had major influence on performance. Besides, innovative enterprises showed better growth. The recommendations include that the Government of Namibia consider strong financial and mentor-ship support through strategic measures, like business incubators so as to augment and sustain SMEs positive performance.

The paper applied the concepts of Landscape health from the literature review with integration in depth-interview, using the Fuzzy Delphi, Fuzzy Analytic Network Process to develop the River Landscape Health Assessment Indicator System (RLHAIS). The assessment indicators system includes the indicator in 3 aspects, that is, physical and chemical environment indicators, landscape change indicators, ecological environment indicators, and 14 indexes, which were then applied to the RLHAIS to analyze the current landscape health for the Dong-shan River upstream in Yilan. The result showed that the score of Dong-shan River upstream: in 2009 was 0.70881, in 2010 was 0.66235, and in 2011 was 0.68694, implying that the healthy level nearly fell onto the "Degraded" state.

This study aims to determine the BMT’s reason for not continuing linkage with Islamic Bank. Whereas linkage program is a good strategy to achieve a more inclusive financial system. This study used a qualitative approach and single-case studies as the strategy. Primary data collection using in-depth interview, while secondary data obtained from the annual financial statements of BMT. The expalanation building was used as the technique of analysis by explaining the results of in-depth interviews, in order to know what is BMT’s reason for this case.The results showed that the linkage program that used mudaraba contract which the rate of return should be variable on the income of BMT, but in fact is still based on the amount of financing. Linkage contract which is not in accordance with mudaraba system contract caused BMT did not continue linkage with Islamic banks.

This study examined the harmonization of five religions (Islam, Catholicism, Protestantism, Hinduism, and Buddhism) that are adhered to by the people of Mojorejo Village, Batu, East Java. This village has an important role, as it becomes the first area in Batu, East Java – that implement and develop the concept of religious pluralism and harmonization in one village area thus it has been awarded as “A Village that is Aware of Religious Harmony” from the government of Batu. Therefore, this study aimed to understand the constructs of religious harmony that have been successfully established in Mojorejo Village, Batu, East Java. The theory underlying this study is Nurcholis Madjid’s theory of humanist pluralism. This study used a qualitative approach to produce descriptive data in the form of oral, written, and observable behavior. Through three data collection methods (observation, in-depth interview, a study of documents), this study concludes that the religious harmony construct of the Mojorejo Village community is established from a pattern of accustoming mutual respect among villagers which is carried out both naturally and sustainably. This continuity manifests through cooperation in three ways: religious, social, and cultural cooperation so that it can lead to the emerge of perspectives, ideas, and a social environment capable of maintaining and preserving religious plurality in harmony. Therefore, the application of religious harmony in Mojorejo Village, Batu, East Java can be used as an alternative solution for other areas in locating and facilitating religious plurality so that it remains harmonious amid a pluralistic community.

The development of the Chinese city site area as a tourism potential in the city of Medan is very important considering the city of Medan does not yet have natural tourism objects that are well managed. The type of study used in this research is descriptive with a qualitative approach where research is carried out to create a tourism development using the Collaborative Management (Co-Management) method. To obtain data and to deepen the implementation of collaborative management, in-depth interviews were conducted with key informants and questionnaires so that the data needed in this study was complete. Data obtained in the field, both secondary data and primary data will be compiled, presented and analyzed with a qualitative approach in the form of exposure which will then be analyzed in accordance with the research problem undertaken. The results of research conducted show that the community has been involved in the development of tourism in the Chinese city site area. But the community is still walking alone in the development of tourism. With the concept of collaborative management, it will certainly be in developing tourism that is more focused and more targeted as desired. From this research it can be concluded that the area of the Chinese city site has a huge opportunity to be developed into the tourism sector that can provide benefits for both the government, the community and the parties involved in developing tourism.

This paper aims to discuss the impact of state intervention on social capital of fishermen community in small islands. The research was conducted in Barrang Lompo Island, Makassar. The data was collected through in-depth interview and limited observation from twelve informants determined by snowball sampling. Questionnaires were also spread to about 40 respondents. The data was then analyzed qualitatively to explain researchs data and facts. The results of the research show that state intervention for the last ten years on small islands communities has impact on various aspects such as the diminishing loyalty and trust among locals to the government. Therefore, the intervention reduce the communitys participation, individually and collectively, in development activities. The situation, in turn, could affect the diminishing political capacity of the locals and government in the implementation of development in the islands. The state intervention, however, strengthened social solidarity, local value practices and the enthusiasm to understand religious values which in turn could tighten the internal bond of a community. This bond can become a potential strength to build communities in small islands.Tulisan ini bertujuan untuk mendiskusikan dampak intervensi negara pada kapital sosial komunitas nelayan di pulau-pulau kecil. Penelitian ini dilakukan di Pulau Barrang Lompo, Makassar. Pengumpulan data dilakukan melalui wawancara mendalam dan observasi terbatas dari dua belas informan ditentukan oleh snowball sampling. Kuesioner juga menyebar ke 40 responden. Data tersebut kemudian dianalisis secara kualitatif untuk menjelaskan data penelitian dan fakta. Hasil penelitian menunjukkan bahwa intervensi negara selama sepuluh tahun terakhir pada masyarakat pulau-pulau kecil memiliki dampak pada berbagai aspek seperti, mengurangi loyalitas dan kepercayaan di antara penduduk setempat kepada pemerintah. Oleh karena itu, partisipasi mereka, secara individu dan kolektif, dalam kegiatan pembangunan kurang. Ini akan berakibat pada berkurangnya kapasitas politik penduduk setempat dan kapasitas pemerintah dalam pelaksanaan pembangunan pulau. Kendati demikian intervensi negara juga memperkuat solidaritas sosial, praktek nilai lokal dan semangat untuk memahami nilai-nilai agama yang pada gilirannya dapat memperkuat ikatan internal masyarakat. Ikatan ini selanjutnya dapat menjadi kekuatan potensial untuk membangun masyarakat di pulau-pulau kecil.

In October 2015, The Saudi Council for Economic and Development Affairs unveiled an austerity plan in response to a drop in the price of oil to around US $26, which threw the country into an unexpected deficit of about $100 billion. Later on, an austerity plan evolved into the National Transformation Plan (NTP) 2020. The NTP focused on the key drivers for economic growth. Although only an outline of the NTP was released at the time, we speculate on what will be the best implementation policy. Knowing that the government is taking a developmental approach that is inclusive, transparent and accountable to all stakeholders in society, we opted to address this question as a multi criteria decision problem formulated in an Analytic Network Process (ANP) model. The ANP is a sound methodology for structuring the problem to find which policy to focus on to make the transformation as effective as possible, taking into account social and political factors in addition to economic ones. The ANP model showed that to make the transformation effective through blending socio-economic and political factors, policy-makers must give priority to management reform over privatization and fiscal reform policies.https://doi.org/10.13022/ijahp2017.v9.is1.483
