The theoretical foundations of the functioning of critical infrastructure, which focuses on critical analysis of the content of the concepts of critical infrastructure and critical infrastructure security are revealed in the article. The definition of a number of concepts in the field of critical infrastructure and its safety, which should be used in the relevant legal documents, is proposed and substantiated. The key factors to consider when organizing the security of critical infrastructure are suggested and grounded. It is determined that for the proper organization of the safety of critical infrastructure, the availability of official relevant legal documents and organizational structure is crucial, within which they should be divided into groups with clear content characteristics. Since, the structure of the security system of critical infrastructure facilities in Ukraine, the scope of security powers and responsibilities of their owners and the state will depend on their content. An expert assessment of the feasibility of standardization of basic security concepts and the organization of the security system of critical infrastructure is conducted. It is found that the formation of public-private partnership in the field of critical infrastructure security is important to increase the efficiency of this system. It has been established that security activity in the field of critical infrastructure is a rather complex process, which, in addition to security mechanisms, will include coordination, as well as activities that require appropriate management. All these factors require appropriate specialists, whose training and retraining should begin in higher education institutions that have educational and safety technologies, some experience with the involvement of practitioners. It is determined that the certification and maintenance of registers should be an important and obligatory element in the organization of security of critical infrastructure facilities.

The correlation between the development of a regional economy and the degree of infrastructural development of a country or its territory is a common practice. Considering this, the paper is aimed at studying the impact of water infrastructure on the economic security of regional socio-economic systems in order to develop a water security system for them. A variety of threats against key waterworks can seriously undermine the national economy and water security of regions and cities. Thus, the study analyzes the process of transformation of water infrastructure in the context of ensuring the economic security of regional socio-economic systems. It offers the definition of such categories as “water infrastructure” and “water security of a regional socio-economic system” to formulate a relevant economic policy in Ukraine based on world experience. The study proves the need to attribute water infrastructure to the critical infrastructure sectors of Ukraine and its regions, based on the best world practices in managing water resources and protecting the water infrastructure itself from technogenic, physical, and cyber-physical threats. According to the study results, conceptual bases for ensuring the economic security of regional socio-economic systems are developed, which differ in view of the water security system of the regional socio-economic system, giving priority to the engineering and technical infrastructure of a region.

Terrorism, as a social and legal phenomenon, is one of the most dangerous challenges both for the Russian Federation and the global community. It is acquiring more and more diverse forms and its scale is threatening. Russian legislators describe terrorism as an ideology of violence and a practice of influencing the decision-making of bodies of power at different levels or of international organizations through the intimidation of people and (or) other forms of illegal violent acts. The article is devoted to the criminological description of the causes and conditions of terrorist activities. The authors note that the emergence of terrorism has certain historical prerequisites. The causes and conditions of terrorist activities are connected with both internal and external (political, economic, religious, psychological) factors, including those common for all countries. The key factors that produce terrorism at present are, according to the authors, the severe character and complexity of various social and political contradictions. Another factor, or rather the consequence of the first one, is wars and armed conflicts. It is noted that one of the reasons for the persistence of modern terrorism (both its ideology and infrastructure) are gaps in international and national legislations. Besides, there are contradictions between states in their assessment of terrorists and their definition of terrorism. According to the authors, the absence of the concept «terrorism» in corresponding international legal documents is one of the reasons for the existing situation and for its escalation as the number of terrorist acts increases. The authors stress that the subjective reason for terrorist activities is the motivation of its subjects. It is a subjective reflection of the possible complex of objective causes and existing contradictions. The authors conclude that the «multifaceted character» of terrorism makes it possible to single out comprehensive causes and conditions of terrorist activities, however, the researchers present its typical manifestations.

To prevent runway incursions, we should have the corresponding systematic prevent ideas. Based on the definition of runway incursions and classification of relevant criteria, it analyzed the runway incursion system, put forward the closed-loop management ideas to prevent runway incursions, and found the main contradictions of preventing runway incursions using the gray relational analysis. With the example of runway incursion dates of U.S.A, by means of Grey Relational Analysis of different severities and different factors for runway incursions, it have shown that the key factors leading to the class AB and class CD runway incursions are Vehicle/Pedestrian Deviations and Pilot Deviations respectively. Meanwhile, it proposed integrated prevention measures of runway incursions.

The complex interaction between glioblastoma and its microenvironment has been recognized for decades. Among various immune profiles, the major population is tumor-associated macrophage, with microglia as its localized homolog. The present definition of such myeloid cells is based on a series of cell markers. These good sentinel cells experience significant changes, facilitating glioblastoma development and protecting it from therapeutic treatments. Huge, complicated mechanisms are involved during the overall processes. A lot of effort has been dedicated to crack the mysterious codes in macrophage/microglia recruiting, activating, reprogramming, and functioning. We have made our path. With more and more key factors identified, a lot of new therapeutic methods could be explored to break the ominous loop, to enhance tumor sensitivity to treatments, and to improve the prognosis of glioblastoma patients. However, it might be a synergistic system rather than a series of clear, stepwise events. There are still significant challenges before the light of truth can shine onto the field. Here, we summarize recent advances in this field, reviewing the path we have been on and where we are now.

The field of cults, and that of destructive or coercive cults in particular, has received little attention from the perspective of criminal law doctrine. Supporters of such groups often claim to be victims of a violation related to freedom of will. In this article, I consider various methodologies and manipulation techniques used by such groups and suggest that comparative law, criminal definitions, and regulatory problems provide the basis for a more comprehensive understanding of criminal phenomenology that includes these concerns: the loss of freedom through coercive persuasion, and thus being the victim of a crime, or through becoming an instrument for the commission of crimes ordered by third parties. Research shows that the conventional definition of crime against freedom of will and physical injury is inadequate. I posit that a new approach to legal doctrine and criminal classification is required to fight against new crime phenomenology. I propose a criminal classification aimed at considering coercive persuasion as a crime, and a definition for the criminalization of certain organizations that engage in willful misconduct or reckless conduct.

The presence of crisis tendencies in the issues of establishing and changing the boundaries of the territories of territorial communities and settlements has been stated. It was emphasized that the Cabinet of Ministers of Ukraine has adopted 24 orders on the definition of administrative centers and approval of the territories of territorial communities. As a result, 1,469 territorial communities have been established in the country (including 31 territorial communities in the uncontrolled territory within the Donetsk and Luhansk oblasts). Such situations lead to the fact that a significant number of administrative-territorial units do not have established boundaries, which in turn makes it impossible to achieve the development goals of territorial communities and settlements. At the same time, the boundaries of most territories of territorial communities and settlements are not established, and when changing boundaries there are issues that require a better system of legal documents that would regulate scientifically sound establishment (change) of boundaries affecting community regulation of environmental and economically acceptable use lands. A number of changes to the legal documents are proposed, such as: preliminary registration in the SCC of project boundaries of territorial communities and settlements, obligations for certified land surveying engineers to verify the intention to establish (change) boundaries. It is proposed to establish (change) the boundaries taking into account the principles of "public administration", namely: the principle of self-organization of civil society and the principle of feedback.

Systems and applications aligned with new paradigms such as cloud computing and internet of the things are becoming more complex and interconnected, expanding the areas in which they are susceptible to attacks. Their security can be addressed by using model-driven engineering (MDE). In this context, specific IoT or cloud computing metamodels emerged to support the systematic development of software. In general, they are specified through semiformal metamodels in MOF style. This article shows the theoretical foundations of a method for automatically constructing secure metamodels in the context of realizations of MDE such as MDA. The formal metamodeling language Nereus and systems of transformation rules to bridge the gap between formal specifications and MOF are described. The main contribution of this article is the definition of a system of transformation rules called NEREUStoMOF for transforming automatically formal metamodeling specifications in Nereus to semiformal-MOF metamodels annotated in OCL.

Metal cutting is a complex process in which several mechanisms are at work simultaneously. The mathematical modelling allows carrying out research into the optimization of machining conditions. This work examines the simulation of chip formation during the process of cutting. The studies demonstrated that the chip formation process, taking into account the plastic deformation and destruction of metal in the local zone, is most appropriately represented by a rheological model in the form of a series connection of elasticductile- plastic relaxing medium of Ishlinskiy (reflecting the process of primary deformation of metal from the cut off layer) and the medium of Voigt with two elastic-dissipative elements (representing the process of deformation and frictions from the convergent shaving). The attained complex rheological model served as the basis for constructing a representative dynamic model for the chip formation process. The key factors that govern the chip formation have been taken into account, such as tool vibration frequency and amplitude, depth of cut, feed rate.
