To date, there is still a debatable issue regarding the introduction of international standards in the practice of internal audit. As the experience of foreign countries has shown, not all countries support the application of international standards, some are of the opinion that it is better to use national standards. One of such countries is Germany with its peculiarities of historical and methodological development of internal audit. The purpose of the research was to develop scientific and practical recommendations for improving the process of organizing internal audit on the example of the experience of Germany. The object of research. The article focuses on the study of the organization of internal audit in German enterprises. The methods used in the research are a systematic approach, comparison, methods of induction and deduction. The hypothesis of the research is that the quality of the organization of internal audit at the enterprise depends on the effectiveness of the developed methodological framework and regulatory regulation of audit in a particular country. The statement of basic materials. In the current economic environment, an important place belongs to the study of the role of internal audit and its place among other types of control procedures. The reliability of the results of internal audit depends on the efficiency of the enterprise, which in turn affects the efficiency of all social production. In international practice, internal audit has long been recognized. Germany is one of the developed European countries. Therefore, the issues of organization of internal control systems in German companies, risk management, construction of internal audit services, including the application of internal audit standards, based on the legislation of Germany and the EU. Originality and practical significance of the research lies in the development of an approach to the organization of internal audit, based on the peculiarities of the national legislation of a particular country. Conclusions and perspectives of further research. The results of the research confirm the possibility of applying the approach to the organization of internal audit, which is based on the peculiarities of national legislation in Ukraine. The prospect of further research will be a further analysis of the legal provisions of the organization of internal audit of European countries at enterprises of various organizational and legal forms.

The article deals with the need to document of an assurance engagement of internal auditors of the bank and the organization of this process by the internal audit department. The purpose of the research is to analyze the latest requirements for documenting the results of the internal audit work in accordance with the International Standards for the Professional Practice of Internal Auditing. The object of research – the documents of an assurance engagement of internal auditors. The methods used of the research: analysis and synthesis, induction, methods of scientific knowledge. The hypothesis of research: a professional judgment is formed on documented provides receiving audit evidence for individuals who use an assessment of the activities of the internal audit department for specific purposes. The statement of basic material: the results of the analysis identify the documents used by the internal auditor to substantiate the findings of the audit findings. On the basis of the organization of the documentation process, the documents that selected to the implementation of an assurance engagement of internal auditors at each stage of the internal audit are selected and grouped. The originality and practical significance of the research is to develop of documents that will improve the organization and execution of an assurance engagement of internal auditors and will provide an evidence base for the results in the audit report. Conclusions of the research. Established that the implementation of documentation provides receiving audit evidence for the development of recommendations for decrease of risk and risk management, improving the system of internal control of banking activities and promoting the improvement of governance.

Since 2013, there has been an active transformation of the regulatory framework related to the implementation of international standards of internal audit in Russian practice, which regulates the organization and implementation of internal financial control and internal financial audit in the general government sector. However, the regulatory framework is constantly undergoing changes that are associated with the need to take into account the specifics of the functioning of these organizations. Particular attention is paid to the development of the methodological foundations of internal financial control and audit on the basis of amendments made by the Federal Law of July 26.07.2019, 199-FZ to the Budget Code of the Russian Federation. In particular, internal financial control was removed from the budgetary powers of participants in the budget process. When these changes were implemented, a lot of questions arose, such as the exclusion of internal financial control as a separate budgetary authority means that this type of control can be omitted, journals and internal control cards are not kept.

The purpose of the article is to identify problematic aspects of accounting for non-current assets and to suggest their solutions using information technology and documentation. Research methods. The methodological basis of the study is a systematic approach to the study of the processes of reflection of non-current assets in the accounting of budgetary institutions. The epistemological method is used to clarify and deepen the meaning of the concept of "non-current assets". Analysis, synthesis, induction, deduction, abstraction, idealization and generalization, as general scientific methods of cognition, are used to develop the basic principles of the theory, methodology and organization of accounting for non-current assets. Bibliographic and bibliometric types of analysis provided identification of trends in the theory and methodology of accounting, as well as problematic aspects of non-current assets. The method of formalization made it possible to make suggestions on how to solve the problematic aspects of accounting for non-current assets. Research results. Identifying of problematic aspects in the accounting for non-current assets of budgetary institutions allowed to offer options for their solution, which will deepen the informativeness of accounting and reporting data and ensure their accuracy, reliability and comparability. Improving the accounting aspects of the reflection of non-current assets will also help increase the effectiveness of internal control (including inventory), and thus their management in budgetary institutions. Scientific novelty. Theoretical and practical provisions for accounting for non-current assets of budgetary institutions are improved. Ways to improve the accounting and internal control of non-current assets for the needs of management in budgetary institutions are proposed. Practical significance. In order to bring the national accounting system in line with international standards and in accordance with the needs of management, it is proposed to improve the reflection in the accounting of non-current assets of budgetary institutions through the use of information technology and documentation. This study aims to understand the features of an effective audit committee and its role in strengthening financial reporting. A questionnaire based survey was circulated to public listed companies on the Amman Stock Exchange (Banking, insurance, and financial institutions). The study was aimed at internal audit managers and finance managers. Out of 156 questionnaires, we received 110 back which represents a 71% response rate. The study results show that the research respondents have a good level of education and experience. In addition, there is a relationship between internal controls, international standards on auditing, institute of internal audit; Jordan securities commission requirements, external audit, understanding of audit committee functions, and financial reporting. Furthermore, the internal control, international standard on auditing and institute of internal audit, Jordan securities commission requirements, External audit, understanding of audit committee functions can explain a significant amount of the variability in financial reporting. Finally, the research results also show that age and gender make a difference for our respondents when they evaluate financial reporting. The study like other cross sectional studies is not free of limitations. Managerial implications and new avenues of future research are supplied. Future research also can borrow the research model and apply a longitudinal study to solve the cross sectional study problems.

The top management's decision-making in an agricultural enterprise should be based on valid information gathered within the enterprise itself. Collecting timely business information is done daily by all sectors of the enterprise. Merely improving the security of information gathering and the safety of all parts of the enterprise is a task performed by trained internal control and internal audit personnel in the company, appointed by top management. In performing their duties on a regular basis, internal auditors should apply procedures and methodologies that are consistent with International Standards on the Professional Practice of Internal Auditing in their work. The aim of the paper is to emphasize the importance of implementing the adopted methodology of work of internal auditors in agricultural companies. The author points out those standards that are in line with best audit practice should be applied in internal audit work. The contribution of the study authors is to emphasize the importance of applying the internal audit profession in the regular operation of agricultural enterprises, which is in line with the general objective of improving the regular business operation.

The main legal forms of control and supervision over the preservation and effective use of state property by participants in economic relations, which are considered as one of the elements of the legal regime of state property, are studied. According to the results of the study, the following main legal forms of control and supervision over the preservation and effective use of state property by participants in economic relations are identified: a) control by authorized bodies over compliance with the contract concluded with the head of the state enterprise; head of the preservation and effective use of state property; b) control by the State Property Fund of Ukraine over the use of leased integral property complexes of state enterprises and leased state property; c) accounting and financial reporting of business entities, as well as control and supervision over their condition and reliability; d) audit of financial statements; e) state financial audit; f) internal control and internal audit in the budget process. It is noted that the current legislation does not make a clear distinction between the functions of control and supervision, especially in cases where it concerns the powers of authorized public authorities, which in accordance with Part 2 of Art. 19 of the Constitution of Ukraine are obliged to act only on the basis, within the powers and in the manner prescribed by the Constitution and laws of Ukraine.

This study aimed to investigate the impact of the implementation of internal audit characteristics on the effectiveness of the internal control system in banks in Yemen. To achieve the objective of this study, a questionnaire was designed as a tool for collecting the data from the study community which consisted of (18) banks in Yemen, (14) of which, in Sana'a city, were taken as a sample. The sample consisted of 190 employees selected from the internal auditors, internal audit committees and finance managers. The SPSS was used to analyze 155 questionnaires that were valid for analysis. The results of the study revealed that there is a statistically significant positive impact on the implementation of all standards of internal audit characteristics on the effectiveness of the internal control system. In the light of the findings, the study recommends that the Yemeni banks should adopt procedures to enhance the effectiveness of the internal control system, including providing sufficient authority for the internal audit activity The team of internal audit should have absolute independence and continuous training in line with international standards and developments; in addition, conducting a periodic and continuous evaluation of the internal audit activity is recommended to enhance the effectiveness of the internal control system.

Problem setting. Ukraine has chosen a course for European integration. The existing legal order in Ukraine is being reformed in accordance with European standards in order to improve the quality of legislation and, subsequently, the living standards of the population. The system of punishment is no exception. As it is not possible to get rid of crime completely, it is possible to improve the mechanisms that realize the main purpose of punishment, and through which crime will be reduced. The fight against crime in Europe is more effective than the experience of post-Soviet countries, so it can be argued that the adaptation of national legislation to European can be a positive phenomenon for Ukraine. Analysis of recent researches and publications. Various aspects of the problem of implementation of international standards in domestic practice in the field of serving sentences, in particular regarding imprisonment, were dealt with by a number of scientists, in particular Pripolova L.I., Golovkin B.M., Kushnir Ya.O., Smirnova A.V., Popko V.V., Ptashinsky O.V., Stepaniuk А.N., Farenyuk S.Ya. and others. Target of research. The aim of the article is to highlight the most important points in the modern national system of punishments, which contain shortcomings at the same time with the possibility of reforming them in accordance with European legislation. Article’s main body. According to Article 51 of the Criminal Code of Ukraine in Ukraine there are 12 types of punishment. They are divided into basic and additional. Once a sentence has been imposed, it is not so important to classify it into basic and additional, so criminal executive law divides all sentences into isolation and non-isolation. Criminal and criminal-executive law of Ukraine is a national system of punishments, which includes the concept of punishment, types, limits of punishment and the order of their serving. This system is the result of many changes in Soviet legislation, following the experience of European countries, as Ukraine has chosen a course of European integration since the beginning of its independence. But it is not enough to simply bring the system of legislation of Ukraine in line with European norms, because it is the implementation of these norms that is important, which can create an obstacle in the reform of the penitentiary system. Therefore, the adaptation of national legislation to European legislation in the field of execution and serving sentences should meet the needs of the Ukrainian penitentiary system while eliminating the most significant shortcomings of this system. Conclusions and prospects for the development. Based on the analysis, it can be argued that it is appropriate to change the national system of punishment in accordance with international norms and practices of European countries. Emphasis is placed on gradual, comprehensive reform, which will ensure the formation of a quality mechanism for the implementation of all purposes of punishment. Changes are needed in general, starting with the terminology of certain not quite accurate concepts used by the legislator, ending with the mechanism of implementation of norms and maximum improvement of conditions of serving a sentence. A detailed examination of the shortcomings of some types of punishment confirms that Ukrainian legislation in certain institutions needs new legal regulation. This applies primarily to fines and imprisonment, as these punishments are the leading and, according to many scholars and legal practitioners, the most effective for punishment, and later correction of the person.

The article proposes a new development concept of topographic mapping in Ukraine. The goal. It is based on the implementation of a new system model that responds to the geoinformation approach to topographic mapping in the development of National Spatial Data Infrastructure (NSDI) and provides the creation of geospatial data sets in the form of databases and knowledge bases based on existing standards and specifications: series of International Standards ISO 19100 “Geographic information/Geomatics”, Open Geospatial Consortium (OGS), INSPIRE, National Standards of Ukraine (DSTU), Complex of Standards Organization of Ukraine (SOU) “Topographic database”. Methods. The basis for the research is the analysis of the possibilities of applying the theory of databases and knowledge bases International Standards and specifications. Scientific novelty and practical significance. It provides a high intellectual level of Core Reference and profile geospatial data, which is capable to provide geoinformation analysis and modeling in modern GIS. In addition, the implementation the infrastructure approach to topographic production and the creation and development of a permanent topographic monitoring system will ensure the publication of geospatial data in real time, almost simultaneously with changes in the terrain, which guarantees the maintenance of the single digital topographic basis and, accordingly, Core Reference Datasets for NSDI.
