In this article the author has made a theoretical analysis of law enforcement officials’ professional competence and has defined the meaning of professional competence of the police officer in the tactical-operational respond unit (TOR) of the National Police of Ukraine. Taking into consideration specific official tasks and professional activity the author describes the main abilities of the police unit (TOR). Among the structural components of professional competence of the police unit TOR: personal, active, social competence is separated. It is shown the intentional filling of structural ingredients of the professional competence of the police unit TOR. It is underlined that the actuality of the research of the development of police officers’ professional competence in this tactical-operational respond unit is connected with the increasing of citizens’ “close” looks at the police actions on the whole and a new-organized unit of the patrol police especially.    Social-economic and political changes which are taking place in the lives of modern Ukrainians are characterized by the considerable increase of their civil activity and are expressed by their participation in public events of the different types: political, economic, social, sports, cultural, gendered, religious, ecological and so on. Considering Ukrainians’ high political activity, the urgent necessity of security guaranteeing and holding the public order were formed by the National Police Bodies during public events with participation of a great number of people. That’s why on purpose of providing civil security and law-and-order guard of the public events in 2017 the new unit of patrol police of tactical-operational respond TOR was organized. The new challenges have arisen before the new-organized police unit [3, 6]: to minimize the risks which may appear during public events; to decrease tense in the crowd without demonstrating force; to prevent and to resist street criminality; to be on patrol in the city for the operational support of the patrol police crews in the case of calls with the higher degree of the risk; to react on the situations where there is a real threat of using the weapon or another threat to people’s life; to detain people who are hiding from justice or are wanted and can be dangerous. “We need the units of the civil guard with a new mentality, and absolutely a new approach”, said the assistant of the minister of MIA of Ukraine S. Yarovyi in his interview [3].    The fulfillment of the mentioned tasks demands from the policemen a high level of preparation and professional competence, which is expressed according to O. Tsylmak in the person’s possibility to use the set of acquired knowledge, skills and abilities in practical professional activity effectively [11]. The actuality of the research of the development of professional competence of a police officer in the tactical –operational respond unit is connected with the increasing of people’s “close” looks at the policemen in general and the new-organized patrol police unit in particular. The question of the policeman’s professional competence is a central one because nowadays in the communication with the policemen people use technical means of fixation (such as photo-, video-fixation), somebody to protect themselves against the police misconduct, somebody to show policemen “in not the most flattering light”.

As a result of the rapid development of intercultural communication and global transformations taking place in the world in the 90s of the XX century, it became necessary to create a new personality with a new set of qualities and competencies that are urgently needed for the rational functioning in a multicultural world. For the successful performance of professional duties is not enough to be a specialist who knows job, today. Modern Ukrainian society needs educated professionals who can think critically and make decisions independently in a situation that requires a choice, that is, to be dynamic, mobile, creative. That is, the main feature of professional activity is its development, which requires constant updating and improvement of skills. Each specialist should acquire new knowledge and improve their skills, and, consequently, improve their professional qualities. According to research, professionals who are not engaged in improving professional competence, there comes a time in life when they have internal dissatisfaction with their activities and they need to improve professional skills, or even change their professional orientation. Given the large variety of information technologies at all educational levels, it is not difficult to improve your professional level, and mobile learning is a way to solve a number of educational problems today. In this regard, the relevance of communicative education of future police officers is increasing. After all, the need to train a competent police officer capable of effective professional activity in a multi-ethnic environment is a priority in the training of future police officers in the parameters of European standards. The socio-cultural aspect in the professional training of future police officers is not only the formation of communicative competence, but also the space of interpersonal relations, in which a holistic culture of the individual is formed. The article presents an analysis of the diagnostic results of the formation of communicative competence of the future police officer. The results demonstrate the levels of formation of communicative competence of future police officers in cognitive, emotional and behavioural components.

The article highlights the results of the study of psychological features of interpersonal interaction of district officers of the National Police of Ukraine. A district police officer, like every police officer, in the process of professional activity performs important law enforcement functions to ensure security, respect for rights and freedoms, on the basis of partnership and police care, so close contact with citizens and colleagues, so his communicative potential depends on the success of official tasks. The ability to communicate with people, establish psychological contact, overcome barriers to communication, listen, listen and hear, answer questions, influence, provide and obtain the necessary information, etc., determine not only the quality of work of a police officer in general, but also efficiency activities of the National Police of Ukraine in general. The presented study of interpersonal communication of police officers is based on the use of two recognized psychodiagnostic methods, namely the interrogation questionnaire for interpersonal interaction T. Leary and the abbreviated version of the questionnaire of the Big Five in the adaptation of O. John, L. Naumann, S. Soto. In general, the selected questionnaires allowed to determine the professional features of communication of district police officers in the vectors of extroversion and introversion, friendliness and aggression, dominance and dependence. The profile of a district police officer has been found to combine wall and hyposthenic characteristics, allowing them to combine stern, masculine traits and patterns of behavior in interpersonal relationships with milder, emotionally benevolent manifestations. Personal characteristics such as honesty, extroversion, moderate flexibility, openness to new experiences, low levels of neuroticism indicate that district police officers tend to have a mixed type of response in the process of interpersonal interaction. It has been proven that the use of questionnaires provides an objective and comprehensive description of the style of interpersonal behavior of police officers, which will improve the quality of professional selection of police officers, increase the efficiency of teamwork and increase public confidence in the police.

The article highlights the problem of the need to strengthen the legal protection of employees of the National Police of Ukraine, who are subjected to illegal encroachments on their honor and dignity while performing their official duties. It is proved that there are acts concerning insults of police officers and insults or slanders committed against ordinary people in the normative legal acts of the countries of Europe and the former CIS. As a rule, insulting or slandering a law enforcement officer is a crime, while other actions are administrative offenses. Such actions have a qualified composition, which is manifested in the public dissemination of such insults or slander. It is argued that punishment for insulting a police officer is applied only in cases related to the performance of their official duties. Otherwise, the case will be considered in the usual way; the corpus delicti of such a crime may be recognized as qualified if such slander or insult is disseminated through the media or through the Internet. The current state of legal regulation of legal liability for insult and defamation of police officers in the Republic of Belarus, Kazakhstan, Poland, Germany, France and Spain is analyzed. Based on the study, the propositions to the Law of Ukraine «On the National Police» are formulated that are aimed at regulating the professional guarantees of police activities. It is emphasized that interfering in the activities of a police officer, failure to comply with his legal requirements, obstruction of the exercise of his respective powers, insult or slander against a police officer related to his official activities, insult to the police, as well as any other illegal actions they must be held legally liable for the police officer. The position that the profile law should enshrine in law the state protection of life, health, honor, dignity of a police officer, his professional reputation, members of his family, as well as property belonging to him and his family members from illegal encroachments in connection with the performance of official duties.

The authors determined indicators of professional competence of civil servants under conditions of reforming the system of public administration. Scientific approaches to interpretation of the concepts of “governance” and “public administration” are generalized and the relationship of these terms is analyzed. The main markers of professional competence of civil servants in the public sphere are being considered. The results of the study found that a significant proportion of civil servants for various reasons does not deal with the systematic development of their professional resource, which is based on creativity. At the same time, a high level of tension in professional activity, specific difficulties in the public service system cause problems in personal and professional development of civil servants, complicating the process of disclosing this potential and, accordingly, obtaining a higher level of competence for the pursuit of professional activity. Among the effective areas of training of civil servants and raising their professional competence, the authors highlight (i) the development and justification of new criteria for evaluating the qualities, efficiency and effectiveness of management personnel in the field of civil service, (ii) stimulation of professional growth in the process of annual evaluation, and (iii) participation in open competitions. Accordingly, the development of further research is determined by the possibility of improving the theoretical and methodological foundations of studying the markers of professional competence of civil servants as applied aspects of the harmonization of the process of their professionalization taking into account the modern requirements of the new model of public administration.

The article is devoted to the study of the peculiarities of the protection of the honor and dignity of the National Police of Ukraine. The notion of honor and dignity of a police officer is considered and analyzed. The author revealed the meaning of the terms «dignity» and «honor» and provided a definition of honor and dignity of police officers within the independence of these terms and pointed out the main difference between these concepts. The article identifies the current state of national and international legislation on the protection of honor and dignity. The main characteristics and indicators of professional honor and decent behavior of a police officer are given. It is noted that the real protection of the honor and dignity of police officers in practice is virtually ignored and, according to current statistics, offenses against the honor and dignity of police officers are indicators of latent crime. The experience of European countries, namely Poland and France on the mechanism of protection of personal safety and security of police officers is considered. The main provisions of the draft Law of Ukraine «On Amendments to the Code of Administrative Offenses of Ukraine to protect the honor and dignity of employees of the National Police of Ukraine, members of public formations for the protection of public order and the state border and servicemen» № 5050. It has been found that the honor of the police officer is a directly external assessment of the police officer from the society or the relevant social group, which characterizes the moral appearance of the entire personnel of the bodies and units of the National Police of Ukraine. The dignity of the police officer is the internal self-esteem of police officers as a moral personality that is significant for the environment, for society, and determining the significance of the police as a professional based on its achievements, self-esteem. The protection of the honor and dignity of the police as a citizen of Ukraine is carried out on general grounds and does not guarantee a certain level of protection during the execution of police officers.

The focus is on the analysis of the organization of public events for multinational voters of the city. Addresses the issues of history and current state of the festival movement in the city.This article discusses new forms of education programs, created in close cooperation with diasporas of Moscow. Analyzes the use of modern technology media and Internet space, to create a vast field of information capable of creating a high level of tolerance and interaction between people of different nationalities. (International festival «Moscow – city of peace held since 2002, Educational program «Moscow – city of peace» tested in secondary and higher educational institutions of Moscow since 2006, the project «Multicultural informational portal» has passed approbation in the public chamber of Russia and received the approval of interested organizations.) In the framework of this article is the draft of multicultural information portal (web portal project has been tested in the Public Chamber of Russia and received the approval of the concerned organizations). Materials provided in the article by these projects are author's developments of the authors of this article.

The author has emphasized on the importance of strengthening the institutional capacity of local self-government agencies to address their challenges, including in the field of public safety, in particular by strengthening local security infrastructure. It has been stated that the urgent issue of the present time is to update the tools of interaction between the local population and the police to achieve a common goal – to ensure public order and safety at the regional level focused on the needs of citizens. It has been emphasized that it is currently important to use the positive foreign experience of organizing the work of the police agencies and units. On the basis of studying this experience it is advisable to implement pilot projects aimed at creating a safe environment for citizens, which should implement effective local security infrastructure. To this end, the project “Community Police Officer” was launched in 2019 as part of the reform of the National Police in Ukraine. Particular attention has been paid to the fact that the main purpose of the project “Community Police Officer” is to ensure close cooperation between police officers and amalgamated community, where police activities are primarily focused on the needs of the community. It has been argued that a characteristic feature of the project “Community Police Officer” is the focus on the introduction of a qualitatively and meaningfully new format of policing, where the needs of the community, local population should be in priority, which should be studied and ensured by keeping constant contacts between police officers and local population. The main innovations of this project have been analyzed. The powers of the community police officer and the district police officer have been differentiated. The key stages of the project “Community Police Officer” have been outlined. Specific features of training community police officers have been characterized, since it directly affects the effectiveness of their duties and the state of public order and safety within a particular amalgamated community. The peculiarities of evaluating the effectiveness of the community police officer’s work have been revealed. The author has emphasized on the importance of developing Regulations on the organization of community police officers’ work and developing an effective mechanism for elaborating the training programs for community police officers.

The authors have studied the problems of theoretical principles and methodical tools of carrying out professional research at the National Police of Ukraine, in particular, the issue of developing a job description of community police officers. It has been demonstrated that job descriptions represent a complete description of the specifics of a particular profession, they reveal the content of professional work, as well as the requirements that a profession brings to a person; this is a document that provides a comprehensive, systematic and comprehensive description of the objective characteristics of the profession and the totality of its requirements to individual and psychological features of a man. An important part of the job description is a psychic profile containing a complete description of the actual psychological characteristics and professionally important personal qualities of specialists. Theoretical bases and structure of the experimental process of professional research have been provided; the possibilities of using some of its methods and means for the development of a modern professional profile of community police officers have been revealed. It has been emphasized that scientifically substantiated professional research of professional police activity will create favorable conditions for increasing the efficiency of professional selection of personnel and appointment of police officers, will promote more efficient use of personnel potential of police units, enable improvement of training, retraining and professional development of police officers, rationalization of working conditions, reduction of morbidity, etc. Based on a broad pilot study involving police officers from 25 regions of the state, the authors have established a list of the main professional qualities of community police officer, have defined qualitative and quantitative psychological and psycho-physiological indicators recommended for professional activity, the authors have also established psychological and psycho-physiological contraindications to the professional activity of community police officers.

In the article, the author proposes the structure of the reflexive-acmeological approach to the development of professional interests from the position of acmeology in the practical activities of the heads of public authorities and heads of the public service, which includes several aspects: educational and educational, professional and creative.The importance of professional education and assessment in the context of the topic of the article has been clarified and expanded, a two-factor model (cycle) of the formation of the professional interests of public servants (acmeological approach) has been proposed, and the tasks of personnel management in the field of public administration have been clarified as a cyclic use of stimulating and activating reserves of professional interests in the form of directions of activity.It is recommended to use specific acmeological approaches in the diagnosis (assessment) of the professional interests of public servants for heads of public authorities and public service leaders: problem; situational and systemic genetic.Professional education as a practical activity of leaders provides for the development of such qualities as: proper subjectivity – the formation of the life position of a «doer», «leader»; professional learning ability, education, and therefore – professional competence; tolerance as an understanding of the values of another person, as an acknowledgment of dissent; functional literacy. The components of the professional activity of the head of a public authority or the head of the public service are: mobility of professional skills; social determination of activity; integrity and completeness of work; subjective autonomy; feedback.Specific components of the professional activity of the head of a public authority or the head of a public service, which have a competence-based nature, as well as appropriate techniques are proposed.

Modern conditions for the modernization of higher education in Ukraine have led to the need to introduce innovative approaches to the implementation of the concept of future specialists training, taking into account European standards. Higher education is crucial for socio-economic and cultural development of society. The need for training of a competent police officer, who is capable of effective professional activity in a multinational environment, is a priority approach in the training of future police officers in the parameters of European standards. The socio-cultural aspect in the training of future police officers is not only the formation of ethno-cultural competence, but also the space of interpersonal relationships in which a holistic culture of personality is formed. The competent paradigm of professional training of the future police officers, as a subject of personal and professional growth, which is capable of expanding and updating the subject areas of their professional activity, becomes of special significance in this context. In this article, we draw our attention to the peculiarities and possibilities of forming the personality of a future police officer by means of mobile resources. In particular, the classification of modern mobile devices for using in the education al processes defined. The importance of the aim of modern professional education – the formation of high level of intelligence of the future specialists, the development and consolidation of complex abilities to solve problems in conditions of constant changes and new requirements of the external environment are revealed. It has been established that the use of mobile resources contributes to increase of interest during classroom hours and the optimal organization of their independent non-auditing work, which will enable the training of specialists of a new type.
