FEATURES OF FINANCING OF REPRODUCTION PROCESS ON THE LEVEL OF REGIONAL AIC IN TERMS OF IMPORT SUBSTITUTION

The crisis of 2008 once more highlighted the problems of Russia economic security, of judicious combination of domestic production and imports, of protecting the interests of Russian producers. At this point, import performs quite important functions in the domestic reproduction process. It brings into the local market competition, prevents monopolization, covers the demand for the missing goods, forms a modern model of consumption, etc. However, the import’s excess significantly inhibits the process of import substitution. The lack of consistency in dealing with the import reduces its positive implications.

The subject of research is the consequences of the impact of sanctions on a regional economy through the agricultural sector because the imposition of sanctions and the import substitution policy in agriculture have influenced all stages of the reproduction process, being an extra stimulus to the development of the sector. The paper examines the agricultural sector in the light of the import substitution policy and the effects of the first and second orders of sanctions. The purpose of research was to analyze the economic relationships of the largest agro-industrial holdings that are built along the value-added chain and influence the development of the region. The paper concludes that despite the sanctions, the industry is on the rise. However, due to second-order factors (high loan interest, long payback periods, etc.), the dynamic development trend may exhaust itself. Therefore, the state should continue to support the agriculture that has an indirect effect on the socio-economic level of regional development.

The employment of a country’s population depends on many factors and conditions, the main ones being the availability of labor resources, possessing a combination of physical and spiritual (intellectual) abilities allowing work, and the creation of a sufficient number of jobs in all spheres of activity of the national economy. Most of all, the solution to the problem of employment in our country depends on the state of the industrial sphere of activity of all sectors of the national economy (industry, agriculture, etc.), as well as on the required volume of domestic production, the level of supply and demand for it within the country and foreign markets. Therefore, the development of import substitution by our own production of products (production, industrial, equipment, etc.) will contribute to the formation of an expanded reproduction process in organizations and, accordingly, to provide employment for the working population. The article substantiates the theoretical provisions, criteria and factors for the development of import substitution and employment growth. The prerequisites for the success of import substitution, as well as the trends in Russia's export and import capacity of Russia's GDP, the parameters of import dependence and overall foreign economic dependence of Russia, its barriers to the development of import substitution and measures to overcome these barriers are identified.

Subject: the subject of the study are low-power generator sets with a power of up to 30 kW.Materials and methods: in this paper, the main domestic legislative documents regulating the requirements for products. An assessment is made of the current state of Russian engine building.Results: the detailed analysis of the modern domestic market of power generating units with a capacity of up to 30 kW is made, the main problems in the field of domestic production of  electric power generators in the range up to 30 kW are revealed, and the prospects for import substitution of gasoline and diesel engines are noted.Conclusions: almost complete absence of the market of domestic low-power generating sets is established, insufficient measures taken to support domestic producers are noted, measures are  proposed for the development of domestic production of power units in the range of up to 30 kW.

The article examines the state of production capacity of Russian industry. It is shown that in spite of certain positive shifts, the rate of technological modernization in recent years has been insufficient for marked progressive changes in the capacity structure and quality. In contrast to the industrial growth after the crisis of 1998 that took place in the presence of significant reserves of capacity, the current level of idle capacity is much lower. The lack of mass input of modern and high-tech industries objectively limits the possibilities of import substitution and economic growth.

Economic sanctions against Russia form a completely new context for public and private efforts to cope with crisis trends in Russian economy. With limited access to global goods, capital, and technology markets, it can at best minimize costs of the crisis but not come back to the normal growth path. Strategies to find new trade partners and sources of capital outside the group of countries that have introduced economic sanctions against Russia are welcome, but their potential is rather limited. Under these circumstances, crisis management should be centered neither on the alleged ‘Russia’s pivot to the East’ nor on the wide-scale import substitution but on normalization of economic relations with key country partners, regaining currency stability, and structural reforms aimed at moving national economy away from commodity specialization.

The paper analyzes the possibilities of improving the Russian policy of import substitution using the potential of the EAEU. A concrete analysis was carried out for the branches of the agro-industrial complex, where the greatest success was achieved in import substitution. There is a need for smart selective import substitution, the most important direction of which is the export-oriented one. This will improve the competitiveness of Russia and the EAEU as a whole in the global economy and will also promote the deepening of mutual ties of the EAEU countries. The main ways of solving this problem are shown.

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.
