This study aimed to analyze and describe the performance of village assistants in sustainable community empowerment activities in Lalonaha Village, Wolo District, Kolaka Regency. Qualitative descriptive research method. Data obtained through interviews, literature study, and observation. The data analysis stage uses the Miles and Huberman method, namely data collection, data presentation, data verification, and concluding. Based on the research results, village assistants' capability in its implementation has not optimally because there are still many priority programs that people should expect but have not implemented. Activities carried out by village assistants in terms of development implementation, development supervision, and village administration training carried out by village assistants in Lalonaha Village, Wolo District have been able to run well, it is just that the obstacles faced regarding the quality of work by village assistants have not been able to carry out proper coordination fully. Both between the Lalonaha Village Government and the village community. In the implementation stage of village facilitator activities to help village government activities have not been able to run well, this is because in every development activity and supervision of development programs carried out more by the village apparatus themselves. The independence of village assistants in improving community empowerment in the village Lalonaha has not gone well because the village government itself carries out almost all the implementation of village assistance activities.

Village Fund Budget (ADD) as a form of financing for Village Government programs. The research method used is descriptive analysis to get a clear description by examining secondary data. Secondary data is obtained through literature study of primary legal materials and secondary legal materials related to regional autonomy in villages in the management of Village Administration, particularly with regard to the performance of Village-Owned Enterprises based on UU Desa No 6 tahun 2014. The data obtained from this study were analyzed juridically normative with a statutory approach. The results showed the accountability of the village head in managing village finances. In exercising the power of village financial management, the village head authorizes part of his power to the Village apparatus. (2) The village head as the holder of the village financial management power as referred to in paragraph (1), has the authority to: a. establish policies regarding the implementation of APBDesa; b. determine PTPKD; c. determine the officer who collects village revenue; d. approve expenditures for activities stipulated in APBDesa; and e. take actions that result in spending at the expense of the Village Budget. The factors that become obstacles in Talagasari, namely the lack of information and lack of direction in the distribution of ADD, so that it contributes low to community empowerment.

ABSTRAK   Pokok permasalah pada masalah kemiskinan di Indonesia khususnya kabupaten Bengkalis. Kemiskinan adalah masalah klasik dan terjadi hamper di seluruh Negara di dunia. baik itu kemiskinan absolut maupun kemiskinan relatif. Masalah tentang masyarakat  miskin ternyata sangat kompleks, sehingga meskipun sudah banyak program-program dalam upaya pengentasan kemiskinan, namun juga tak kunjung selesai.  Tujuan penelitian ini untuk mengetahui bagaimana manajemen pemberdayaan masyarakat di kabupaten bengkalis dan pemberdayaan masyarakat desa di kabupaten Bengkalis. Metode penelitian menggunakan pedekatan kualitatif studi kepustakaan,  jenis penelitian menggunakan studi literatur dengan mencari referensi teori yang relevan dengan kasus atau permasalahan yang ditemukan. Hasil penelitian ini menunjukkan bahwa manajemen pemberdayaan masyarakat di kabupaten bengkalis belum maksimal, hal ini terlihat dari lemahnya upaya pemerintah dalam upaya melinearisasi kebijakan hingga tingkat desa khususnya desa tradisional yang masih tertinggal, tentu butuh sentuhan-sentuhan khusus yang bisa di tuangkan ke dalam sebuah aturan/kebijakan. Dengan kata lain, factor administrasi dan organisasi sangat mempengaruhi keberhasilan dalam pencapaian tujuan. Pemberdayaan masyarakat desa di kabupaten bengkalis juga belum terlaksana dengan maksimal. Hal ini terlihat dari lemahnya upaya pemerintah dalam upaya menduplikasi strategi dari desa yang berhasil kepada desa-desa lainnya di kabupaten bengkalis. Dalam upaya pemberdayaan masyarakat desa di kabupaten bengkalis perlu menanamkan kesadaran kepada masyarakat yang menjadi sasaran pemberdayaan terhadap pentingnya pemberdayaan tersebut agar dalam pelaksanaan, masyarakat sasaran pemberdayaan dapat lebih partisipasif.   Kata Kunci: Manajemen, pemberdayaan, masyarakat.desa. Abstract: The main problem in the problem of poverty in Indonesia, especially Bengkalis Regency. Poverty is a classic problem and occurs in almost all countries in the world. both absolute poverty and relative poverty. The problem of the poor turns out to be very complex, so that even though there have been many programs in poverty alleviation efforts, it has also not been finished. The purpose of this study was to find out how the management of community empowerment in Bengkulu Regency and village community empowerment in Bengkalis Regency. The research method uses a qualitative approach to literature study, this type of research uses literature studies by looking for theoretical references relevant to the case or problem found. The results of this study indicate that the management of community empowerment in Bengkulu Regency is not yet maximal, this can be seen from the weak efforts of the government in an effort to line up policies at the village level, especially traditional villages that are still lagging, naturally requiring special touches that can be poured into a rule / Policy. In other words, administrative and organizational factors greatly influence success in achieving goals. Empowerment of rural communities in the Bengkulu district has also not been carried out to the maximum. This can be seen from the weak efforts of the government in an effort to duplicate the strategy of the successful village to other villages in the Regency of Bengkulu. In an effort to empower the village community in Bengkulu Regency it is necessary to instill awareness to the people who are the target of empowerment of the importance of empowerment so that in the implementation, the target community of empowerment can be more participatory. The Village Fund is a fund sourced from the State Revenue and Expenditure Budget that is designated for the Village that is transferred through Budget 21 of the District / City Expenditure and is used to finance the administration, and the empowerment of the community. (Law Number 6 Year 2014 Article 1 About the Village). The Village Fund is managed in an orderly manner, obedient to the provisions of legislation, efficient, economical, effective, transparent and accountable with due regard to the sense of justice and compliance and prioritizing the interests of the community. With the Village Fund, the village government is required to manage the village funds effectively and accountably. effective is the extent to which the target (quantity, quality and time) has been achieved by the village government in the utilization of village funds. This research is conducted to give an illustration of the extent of the impact of village funds in village development in Tunjungtirto Village Singosari Subdistrict and whether the village funds are used according to the program. The impact analysis focuses on the areas of development which includs the construction of basic facilities and infrastructure, the construction of basic social service facilities and infrastructure, the construction of economic facilities and infrastructure. Based on the program of the implementation of village funding during the last three years from 2015 to 2017, it can be explained that the impact of village funds on the development of Tunjungtirto village are: First, in the field of basic infrastructure facilities, an improvement of residential environment and transportation in the area Tunjungtirto has been made because a number of programs have been carried out for the development of physical facilities and infrastructure such as the construction and improvement of existing water drainage in the neighborhoods of each RT in the Tunjung Tirto Village area, the environmental supporting facilities of the Garbage Disposal Site (TPS). 2. Secondly in the field of social services infrastructure, has had a very good impact on the education needs of children and health of residents in the village Tunjungtirto with the program development activities and repairs of school buildings early childhood, Taman Pendidikan Alquran (TPQ), health posts in some RT and RW in the village Tunjungtirto. 3. The three impacts of the economic infrastructure, by providing facilities by building a community economic facility (Sareko) on the Karangploso highway to provide an ease of place to sell various results of economic activities based on the household. The conclusions of the research results are: 1. Village Fund Implementation in Tunjungtirto Village has been implemented for development activity program in accordance with development priority set by Permendes PDTT, 2. Determination of Program of development activity funded by Village Fund is done through participative process (buttom up) , transparent and accountable by implementing Deliberation of Village Development Plan (Musrenbangdes). 3. The Impact of Village Funds in the development of village development areas covering basic infrastructure, basic social service facilities, and economic infrastructure have a positive impact for the village community. 4. The impact of village funds on community empowerment is useful in mobilizing household-based economic activities in management, production and distribution. 5. Impact of Village Funds for Village Governments can give acceleration of village development in order to achieve the vision and mission of Tunjungtirto village government in RPJMDes.

BUMDesa activities are inseparable from community empowerment which aims to accommodate all community activities in the economic sector and as an alternative to poverty alleviation. The purpose of this study was to analyze the processes and factors supporting the empowerment of village communities carried out by BUMDesa Tirta Mandiri so that they get many achievements. This research method uses a qualitative descriptive research design. The research results show that the success of Ponggok Village is not obtained instantly but through a series of community empowerment processes. The role of the village government is very influential in the success of BUMDesa because it is not tired of conducting literacy studies by cooperating with academics and consultants. Various innovations were also developed to be able to compete and keep up with the times, therefore other village-level economic institutions such as Pokdarwis Wanua Tirta and UKM Nila Murni are collaborating with them to be more active in empowering the people of Ponggok Village.Keywords: BUMDesa, Community Empowerment, Ponggok Village

This study aims to analyze the application of the Village Fund Allocation (ADD) in an effort to increase development in the Limau Manis Village, Tanjung Morawa District, Deli Serdang Regency. Data collection methods used in this research are literature study and field study. Furthermore, the results of the study were analyzed through a qualitative descriptive analysis method in which to obtain a picture in understanding and explaining the application of village fund allocations in an effort to increase development in Desa Limau Manis. The data used in this study are primary data with the subject of research is the Limau Manis Village Office of Tanjung Morawa District. The results showed that the application of the Village Fund Allocation (ADD) in an effort to increase development in Limau Manis Village, Tanjung Morawa Sub-District, Deli Serdang District had been running but the allocation was not right on target, this can be seen from the realization of the allocation of village funds that were used for social purposes had less value the remainder is for village government income and other benefits.

The village is a residential area where most of the population makes a living in agriculture. Most of Indonesia's population are residents who live in rural areas. The village government can use village funds as a source of financing for village household needs in order to improve the welfare of the village community. This study aims to analyze the effectiveness of village fund management on the welfare of village communities in Kedungringin Village, Suruh District, Semarang Regency. Data collection methods used are through observation and literature study, then analyzed using descriptive qualitative data analysis methods. The results of the study were the management of village funds based on indicators of goal achievement, timeliness, benefits, and results in accordance with community expectations. As well as village funds also play a role in developing the economy of the village community so that it can improve the welfare of the village community through the existence of development and community empowerment programs.

The orderly administration of the village becomes the authority of the Sintang District Village Empowerment and Village Administration Office which aims to achieve good and effective village government performance in its administration system. The research method used is a qualitative descriptive approach, data analysis techniques are qualitative, the tools used are Observation Guide, Interview Guidelines and documentation. The subjects of the study were 5 people, namely the Head of the Sintang District Village Community Empowerment and Village Empowerment Office, Sintang District Village Empowerment and Community Empowerment Office Secretary, Sintang District Village Empowerment and Community Empowerment Office Administration Staff, the Administrative Staff of the Sintang District Village Community Empowerment and Government Administration Office. This research aims to analyze the implementation of the budget of the village Fund in the field of community empowerment in Wowonii Island.This research uses qualitative descriptive approach. The subject specified in purposive that describe the representation of topology village (the region of mainland coast, and inland). The technique of data collection was done through interviews, the study document, Focus Group Discussions and observations. The technique of data analysis performed with the interactive approach in the form of model reduction data, display data, verification and conclusion.The results of showing the budget of the village during the time brackets 4 (four) years have contributed to the village and community in the County Wowonii Island. Although the budget of the fund of the village in the field of development and the empowerment of the community very small but their impact is very beneficial for community interests. The village administration system functions as a guard, guide, mobilizer and service. Village communities need services to meet needs that cannot be fulfilled by themselves. This study aims to determine public perceptions of the performance of the village government of Bomo Blimbingsari Banyuwangi in providing services to community members. This type of research is a qualitative descriptive with a phenomological approach. The subjects in this study consisted of the village administration and members of the Bomo village community. Data collection is done by observation techniques, interview techniques, and documentation techniques. Data analysis technique used is interactive analysis techniques including data collection, data reduction, data presentation, then drawing conclusions. The results of this study indicate that community perceptions of the performance of the village government of Bomo, Blimbingsari Banyuwangi sub-district in providing services to residents 76 percent of people consider that it is good enough and satisfying. This is evidenced by friendly, fast, and timely services, while 24 percent consider it less satisfactory because they must go back and forth in completing the file. The types of services provided are 1) Death Certificate; 2) SKCK Cover Letter; 3) Birth Certificate; 4) Certificate of Disability (SKTM); 5) Family Card Cover Letter; 6) Certificate of Change of Name; 7) Electricity Installation Certificate, Capable of Disadvantaged Communities; 8) Certificate of Moving House Address and Coming Certificate; 9) Certificate of Marriage (SKUN); 10) Letter of Establishment; 11) KTP Cover Letter

 The purpose of this study was to determine the use of village funds in community empowerment programs in 8 villages, which were chosen deliberately (purposive sampling) from 19 villages in Sonder District. This research lasted for 2 months from October to November 2018. The data used in this study are primary data and secondary data. Primary data is data obtained from interviews with 4 respondents per village selected based on accidental sampling so that the total number of respondents from 8 villages is 32 community members. The interview was intended to find out the opinion of the community about the use of village funds. Secondary data in this study is data obtained from the APBDES document (Village Budget and Revenue). Data analysis method in this research uses descriptive method. The results showed the use of village funds in Sonder Subdistrict for physical programs amounted to 14 types of activities and for empowerment programs amounted to 15 types of activities. Therefore the total activities amounted to 29 activities. The opinion of the community who stated agreed on the openness of the village government to the village funds amounted to 68.75% and 31.25% of the community stated disagree. The community stated that they agreed to use the village funds for development programs amounted to 75%  and 25% of the community disagreed. The opinion of the community that stated that the development program was approriate amounted to 78.12% and 22.88% of the community stated that it was not appropriate. *eprm*
