The special attention is spared toorganization of work of young people through competitive activity, that became important direction of public policy of the almost entire industrially developed countries. Successfulrealization of scientific and technical and innovative politics in Ukraine is impossiblewithout activation of creative individuality and invention, that it is directly relatedto development of both higher and professional education.Successful implementation of scientific, technical and innovation policy in Ukraine isimpossible without the activation of creative individuality and invention, which is directlyrelated to the development of both higher and professional education. The materialand technical base of many (especially technical) higher education institutions today isoutdated, in need of updating, as well as teaching methods. The system of branch institutesof advanced training has also been destroyed, enterprises do not have the funds forin-house training, the motivation for inventive activity has decreased.It is important to maintain a positive experience. The organization of youth creativitythrough competitive activities has become an important area of public policy in almostall industrialized countries. One of the main directions of the invention is the state programsfor the development of technical creativity of youth. Ministries and departments,corporations and firms take part in the implementation of such programs. The WIPOconducted a study aimed at generalizing progressive forms and methods of state stimulationof inventive activity in industrialized countries.The Ukraine, unlike industrialized countries, does not have such a long tradition inholding such competitions. But what has already been done is valuable to society. It remainsto multiply this experience.

The transition of the Russian economy to an innovative path of development, the most complete and rational use of the economic, scientific, technical and intellectual potential of each region will largely depend on the effectiveness of management at the regional level. In this regard, there is a need to develop a methodology for the formation and implementation of management technologies for innovative development of the region. Management technologies are understood as technologies that help to reduce production costs in different sources of their occurrence, as well as are carried out through decision-making at the regional level. Management technologies for innovative development of territories should ensure the concentration of resources in priority areas and create conditions for interregional cooperation, business, public institutions within the framework of innovative development.

The regional characteristics of construction industry in the Russian regions and the reform of its economic mechanism are structured in the article. The author considers the existing problems in the construction sector and proposes basic solutions. In particular, the author defines the introduction of modern innovative technologies as a factor producing the growth in this area. Events developed by the author are not only a mechanism of testing of innovative building projects, but can realize scientific, technical and intellectual potential in the production process to get new or improved market production.

El profesor agropecuario en el ejercicio de su profesión, despliega múltiples acciones de su actividad profesional pedagógica en los diferentes contextos de actuación, lo cual exige de una adecuada actualización científico-técnica en la especialidad que enseña, a partir de su encargo social. Esta investigación responde a la necesidad de contribuir al mejoramiento de uno de los problemas actuales de este subsistema: la superación profesional técnica de los profesores agropecuarios de la Educación Técnica y Profesional. En el estudio exploratorio, se constataron debilidades en el proceso de superación profesional técnica que se desarrolla en los centros politécnicos de Pinar del Río y que repercuten en el tratamiento adecuado de esta problemática. La utilización de los métodos de investigación científica: teóricos, empíricos y estadístico-matemáticos, permitieron elaborar una concepción pedagógica fundamentada desde la Educación Avanzada, la Educación de Posgrado y la pedagogía de la Educación Técnica y Profesional. La misma abarca tres componentes que en su dinámica permiten concebir un proceso en correspondencia con las exigencias del subsistema y la agricultura cubana actual. La valoración por criterio de expertos de la concepción pedagógica, su implementación en la práctica educativa y los progresos constatados en los indicadores evaluados, garantizan la validez científica, teórica y práctica de la propuesta. Palabras Clave: superación profesional técnica, profesor agropecuario, educación técnica y profesional ABSTRACT   The agriculture teacher, in the daily activities of his profession, carries out multiple pedagogical actions in different contexts, which demand an appropriate scientific-technical upgrading in the specialty that he is teaching because of his social compromise.This research responds to the need of contributing to the improvement of one of problems in this sub-system:  the technical professional upgrading of agriculture teachers in Technical and Professional Education.  In the exploratory study, weaknesses were verified in the process of professional upgrading developed at polytechnic schools in Pinar Del Río, and that they affect the adequate treatment of the problem.  The utilization of scientific research methods :  theoretical, empirical, statistical-mathematical, made it possible to build up a pedagogical concept  with foundations in Advanced Education, Graduate Education and pedagogy of Technical and Professional Education.  These cover three components that allow the conception of a process in correspondence with the demands of the subsystem and the current Cuban agriculture.    Assessment, by expert criteria on pedagogical conception, its implementation on educational practice, and proven progress of the assessed indicators, guarantee the scientific, theoretical and practical validation of the proposal.   Keywords: technical professional upgrading, agriculture teacher, technical and professional education     Recibido: septiembre de 2015Aprobado: noviembre de 2015

The contemporary approaches to the development of territories are considered in the article. It is noted that the integrated European approach to the development of territories is increasingly being applied in Ukraine. The essence of integrated development, the stages of development of the Integrated Development Strategy (Concept Strategy), emphasized that understanding of the role and functions of government and local self-government in the development and implementation of integrated development of territories should be perceived not only as the current management task, but also as social responsibility to the community and society. The key aspects of socially responsible behavior of authorities and local self-government in ensuring integrated development of territories are determined. It is noted that the perception of the fulfillment of its functions as social responsibility will allow to effectively plan and implement the development plans of the territories, compete for investments and the best jobs; use the local resource of the territory to create competitive advantages of the region, provide motivation and the ability of "key players" to use competitive advantages and to cooperate effectively; create and maintain institutions that promote the use of intellectual potential, ongoing modernization and innovation in the region; to ensure the willingness and ability of key institutions to adapt to the challenges of the global economy.
