The transition of the Russian economy to an innovative path of development, the most complete and rational use of the economic, scientific, technical and intellectual potential of each region will largely depend on the effectiveness of management at the regional level. In this regard, there is a need to develop a methodology for the formation and implementation of management technologies for innovative development of the region. Management technologies are understood as technologies that help to reduce production costs in different sources of their occurrence, as well as are carried out through decision-making at the regional level. Management technologies for innovative development of territories should ensure the concentration of resources in priority areas and create conditions for interregional cooperation, business, public institutions within the framework of innovative development.

The article analyzes trends in innovative development at the national, regional and municipal levels of the Russian economy. The situation of innovation stagnation in the country is revealed, which occurred despite the active innovation policy pursued by the Federal government. As a result of the study of statistical indicators, it was found that low innovation activity in the Russian economy is due to the fact that innovation growth is significantly slowing down at the regional level. The authors concluded that the sharp differentiation of innovative production volumes in the Russian regions is a consequence of the gap in the interaction of economic levels, as well as the weak involvement of municipalities in the innovation process. Within the framework of the study, a scheme of interaction between government authorities for the development of innovative activities at the municipal level has been developed.

The present article provides a detailed overview regarding the position of Spain and its Autonomous Communities in the European Territorial Cooperation (Interreg) programmes where the whole country (or some regions) are eligible. This analysis compares the presence (in terms of participation in projects funded by these programmes) of Spain, focusing on three main variables: the regional scope, that is the relative presence of each Autonomous Community, the thematic scope, in terms of the different thematic axes of the programme, and in terms of the institutional scope, in terms of the typology of participating institutions. To perform this analysis, a brand new data base has been generated, aggregating and treating data from eight different sources linked to the four programmes analysed: Interregs Europe, Atlantic, Mediterranean, and South West. Our study aims at providing a sound overview and relevant conclusions that can support, besides the academic approach, the decision-making process towards the definition of the next Interreg programming period 2021-2027, considering Spain as a key example.

The repot considers the current state of the Russian economy, analyzes the drawbacks of the functioning export-raw materials model of its development. The necessity of its changing on the basis of improving the investment climate on the regional level is noted. Corresponding measures on behalf of federal and regional authorities are formulated as well as the directions of innovation policy aimed at modernizing the Russian economy. The conclusion is made that private non-raw materials business should become the main agent of modernization in our country.

The study is aimed at determining the oscillators of crisis manifestations when the Russian economy tries to make transition to the path for accelerating technological development and forming an innovative economy. Short-term cycles were determined in the development of the Russian economy from 1995 to the first half of 2020 through the Fourier spectral analysis. Using the Granger test, causal relationships between the leading indicators of the economic crisis and the real GDP index in Russia were identified and substantiated. They reflect the influence of the key rate dynamics on the volume of lending, savings, investments, the yield on securities and the exchange rate; volumes of bank loans per the share of non-performing and bad loans and innovative development of the economy. Based on the constructed neural models of the oscillator influence on the level of real GDP in Russia, it was determined that the rapid growth of bank and mortgage lending, the devaluation of the ruble, a decreased volume of gross foreign investment and the level of innovative development predetermine crisis manifestations in the national economy. The lags of the influence of changes in the leading indicators of the economic crisis on the development of the economy were calculated. The results obtained can contribute to the effectiveness of the anti-crisis regulation strategy in Russia. They can serve as a basis for increasing the efficiency of long-term innovative development and creating appropriate conditions for increasing the scientific and technological potential of the country.

The article is devoted to the issues of increasing the efficiency of innovative activity of an industrial enterprise, which ensures the implementation of the formed portfolio of innovative projects. Innovative development of economic entities is possible if new requirements to the content, organization, forms and methods of management activity are met [1], which means that tools for monitoring the innovative development of an industrial enterprise, methods for assessing innovative opportunities and the effectiveness of managerial decision-making in innovation are needed [3]. To solve this problem, it is proposed to use the algorithm presented in the article for the formation of a portfolio of innovative projects of an industrial enterprise, including the developed methodology for their selection according to efficiency and feasibility indicators, the use of which in management practice makes it possible to make a reasonable assessment of the possibility of successful implementation of these projects and ensure an increase in the probability of achieving a positive result. The selection of innovative projects according to efficiency and feasibility indicators for PJSC "CADVI" was carried out and a portfolio of innovative projects for this enterprise was formed.
