The article investigates the development of marketing of rural areas of the border region in which the main socio-economic and integration processes affecting the functioning of the rural economy are taking place. Priority attention is paid to actualization of marketing issues in the activities of local self-government bodies of rural communities of Ukraine in the context of the new challenges of European integration. The main components of the marketing system of the rural areas of the frontier region are outlined, which should be focused in the process of adaptation of the institutional environment of Ukraine to the institutional standards of the EU: social and economic potential of the rural territory, contractors (subjects of economic activity), markets (agrarian, financial, labor resources, etc.), intermediaries (public authorities and local self-government, educational institutions and scientific institutions, public organizations, etc.), competitors (rural areas of other regions gions, including neighboring border regions of the EU member states) and contact points (potential investors, media, political parties and movements, etc.). The specifics of the formation and development of the marketing system of the rural territories of the border region are investigated. In particular, based on the application of the cluster analysis method, four main types of rural areas in the Lviv Oblast (clusters) were identified, for each of them there is an own model of optimal development of the marketing system: a cluster of high investment attractiveness; satellite-transit cluster; agrarian cluster; conditional peripheral cluster. It was revealed that the main problems that restrict the development of marketing of rural areas in each of the four types of clusters mentioned above, as in the Lviv region, as well as in other border regions of the EU with the regions of Ukraine, are: low level of financial capacity of local self-government bodies of rural communities, The number is due to the small number of their population, small-scale agricultural production, which is carried out mainly in private peasant farms, as well as the presence of a number of socio-psychological problems caused by poverty of the rural population, its social apathy and pessimism. The key barriers to be addressed include: under-financing of the rural marketing sector as a whole and the lack of attention given to its development by the heads of local government bodies of rural communities; low quality of human and social capital of the village, generated by the outflow of skilled personnel in the city and abroad; the lack of modern marketing, transport and logistics and engineering infrastructure, which complicates the formation of a positive image of rural areas and the attraction of foreign capital and investment resources in their development; demotivation of business entities for the introduction of innovations and establishing mutually beneficial cooperation with territorial communities, which makes it impossible to effectively implement public-private partnership projects at the local level.

The article is devoted to understanding the role of marketing in the development of Ukrainian rural areas, which are neighbouring with countries of greater economic power – the EU member states. Such closeness to such neighbour is an opportunity and a threat at the same time, yet with proper preparations and properly implemented measures it could turn into bilateral benefit. Marketing of territories, agrarian marketing, diversification of rural economy, modern national and regional management approaches – that is what Ukrainian rural areas require in order to prepare them for closer integration with EU, for preserving and deepening of their development potential. In order to understand these issues the article elaborates them and the environment in which Ukrainian border rural areas are functioning. Based on this analysis the key priorities for diversification of the economy of border rural areas are offered, which would aid forming a complex system of support for the local rural communities in border regions of Ukraine.

Some parts of the rural areas of South Africa are receiving water services below the legislative standards stipulated in the Water Services Act (1997) of South Africa. This is because small-scale water infrastructures (SWI), including standpipes, handpumps and windmills, are failing to supply adequate water in rural communities for various activities that enhance their livelihoods. This is due to technical, community, institutional, and environmental factors. Literature indicates that these factors are complex in nature. However, research on their complex interactions has been limited. Therefore, the complex interactions of the factors causing SWI failure were investigated and analysed in this study. A qualitative research approach was employed to investigate the factors that cause failure of SWI. The network approach combined with graph theory and the community structure method were used to generate a theme and domain network that allowed for a systematic analysis and interpretation of the causes of SWI failure in the study area. The major causes of failure identified include: (i) the use of a top-down approach to implement water projects in rural communities without consultation, (ii) sharing of SWI in high numbers due to the limited number of SWI available/functional, resulting in overloading and increased breakdowns, and (iii) drying up of water sources due to poor siting leading to vandalism of SWI. Overall, the causes of SWI failure are as a result of the complex interactions of different categories of factors. The theme and domain network is a powerful tool that can be used represent and analyse the complex interactions. It is therefore imperative for interventions aiming to improve rural water supply to analyse the complex interactions of the causes of SWI failure to understand the underlying problems at a level of a system, in order to propose suitable solutions.

The sustainability transition of rural areas is a must due to rapid climate changes and biodiversity loss. Given the limited resources of rural communities, policy should facilitate a just sustainability transition of the EU rural areas. The analysis of EU development policies, past performance and the envisaged scope of reform, presented in this study point to a serious inconsistency between the declaration and implementation of relevant policies. Namely, the marginal role rural areas perform in common agricultural policy and cohesion policy; a result of the lack of a complex approach to rural development. The analysis was based on the concept of good governance and took a multi-level perspective. It advocates territorial justice as an approach that should be at the core of creating a comprehensive policy for rural areas in the EU, including their diversity and empowering local communities to choose the transition pathway that is most in line with their current situation and development capacity. This analysis fills a gap in research on the evolution of the rural development policy in the EU. This research can inform the reprioritization and intensification of efforts to create equitable policies for EU rural development.

Local authorities have to deal with a large part of practical work in promotion of the European integration project. Today, cities together with other actors are involved in the EU political process. This involvement leads to modification and enrichment of the European political space and increases the viability of supranational institutions. Cities extend the range of available channels for representation of citizens’ interests. Participation of cities in the decision-making improves the quality of these decisions and the legitimacy of supranational institutions, which is especially important in the context of the debate on the democratic deficit in the EU. Cities and other subnational actors can be active at the pan-European level and national levels. They use different "access points" at the European level, such as the Committee of the Regions, the European associations of cities, representations of local authorities in Brussels. The role of cities is especially evident in the Europe 2020, Cohesion Policy and the European Neighborhood Policy. European cities are involved in the elaboration of national reform programs. Cities and their associations can offer their assessments and visions of development to the Commission. Participating in the elaboration of national reform programs cities get a chance to influence the agenda of national development. This can indirectly affect the implementation of the Europe 2020 and dynamics of the European integration process as a whole. The participation of subnational actors – regions and municipalities – is important for realization of the Cohesion Policy objectives. Cities are particularly relevant for this policy, because they can become a ground for social conflicts and unrest. New tools, such as JESSICA and Integrated Territorial Investment, pay significant attention to local level politics in Europe. The European Neighborhood Policy has an important local dimension. There are such city-oriented programs as COMUS, The Covenant of Mayors, CIUDAD and projects of cross-border coordination. Examples show that cooperation between cities is successful, if it is based on the mutual interest in solving common problems. The Treaty of Lisbon has opened new opportunities to cities' participation. European institutions are now obliged to consult with the Committee of Regions on the issues that have a strong effect at the local and regional level. However, the involvement of cities into integration practices of the EU is still limited. This is due to both, the fundamental problem of the EU organizational design, and the lack of effective channels for representing urban interests at the European level.

Border regions are geographically presented with potential economic benefits. However, some of these areas have not been able to take advantage of their strategic geographic locality. This is also the case for border areas in Indonesia. There is a spectrum of perceptions by stakeholders on how border regions, particularly international borders, should be developed. This study sought to capture the perspectives of Indonesian stakeholders on border region development, and the extent of influence such perspectives have in the policy of border areas development with a case study in West Southeast Maluku The research was conducted using qualitative method with in-depth interviews as the primary collecting data technique. The results show that despite perceptions of stakeholders who view West Southeast Maluku as an area of insecurity, they also see the potential of the area to be developed as a gateway, area of opportunity, zone of contacts and zone of cooperation. However, the current policies and strategies of the development of border areas do not exemplify such perceptions, and the formulation of such policies is likely to be dominated by state-level stakeholders, despite the fact that local level stakeholders have a more comprehensive understanding of the needs of their areas.

Introduction. Under decentralization, there is a gradual transfer of powers and resources to local governments. In this case, one of the most urgent problem for rural areas, is the organization of rational land management from the position of financial support improving through the disposing of lands, and using available lands for community needs. Methods. General and special methods – monographic and abstract-logical, methods of generalization, comparison and analysis have been applied for data processing. Results. During the decentralization reform, it was found that 488 rural united territorial communities were formed, covering almost half the area of all UTCs created. In addition, nearly 800 village councils joint to the city-based UTCs. The ways of the redistribution of powers on the UTC land resources management are established at the expense of acquiring their own powers, obtaining delegated ones, as well as acquiring the rights of other institutions. Emphasis is placed on the benefits of managing land resources of rural communities at the local level. It has been determined that the applicable law restrict communal land use of UTC. At the same time, the importance of agricultural land outside the settlement transfer to the disposal of communities is emphasized. The importance of the land payment in the structure of local budget revenues is analyzed in detail, the key problems and contradictions that accompany the process of land management powers reallocation are identified. Suggestions are made to improve the rural communities land resources management through their inventory, accounting and monitoring, revision of rental rates for communal property, strengthening control over compliance with the terms of land use agreements, use of free lands in the interests of communities. Discussion. Further studies in this area are going to be aimed at developing a comprehensive mechanism for ensuring effective management of land resources in rural areas after the completion of decentralization. The paper follows the different moments of translation when LEADER, the EU development programme for rural areas, is put into practice on the local level. Drawing on ethnographic data gathered during several field observations and semistructured interviews from two LEADER regions in Germany, we analyse how the interpretive repertoire of LEADER’s bottom-up approach is actualised, appropriated and negotiated by different actors when translated into local contexts of participative rural development. Drawing on Stuart Hall’s theoretical distinction of different positions of ‘decoding’, the article demonstrates how the ‘bottom-up frame’ is interpreted and adapted strategically from a ‘dominant-hegemonic’, ‘negotiated’ and ‘oppositional’ position.

Abstract Objective: Rural Long-term Care (LTC) providers face unique challenges when planning, preparing for, and responding to disasters. We sought to better understand challenges and identify best practices for LTC in rural areas. Methods: Case studies including key informant interviews and site visits were conducted with LTC staff and emergency planning, preparedness, and response partners in three rural communities. Themes were identified across sites using inductive coding. Results: Communication across disaster phases continues to be a challenge for LTC providers in rural communities for all disaster types. Communication challenges limit LTC providers’ ability to address patient needs during emergencies and limit the resilience of providers and patients to future disasters. Limited coordination among local leadership and LTC providers prevents dissemination of information, resources, and services, and slows response and recovery time. Including LTC providers as stakeholders in planning and exercises may improve communication and coordination. Conclusion: More than two decades into efforts to increase preparedness of health care systems to all hazards, rural LTC facilities still face challenges related to communication and coordination. Agencies at the federal, state, and local level should include input from rural LTC stakeholders to address gaps in communication and coordination and increase their disaster resilience.

ABSTRACTSierra Leone has recently emerged from a long period of political instability and civil war, and is ranked among the world's poorest countries. Thousands of displaced people are in the process of returning to their villages to rebuild their mainly farming-based livelihoods, and many are growing food crops for the first time in a decade. With pressure on food production increasing in rural areas, the inland valley swamps have been identified by the government as a vital resource for sustaining rural livelihoods and achieving food security through the production of rice and other commodities. However, previous government policies directed at enhanced wetland production have largely failed to achieve their goals, and have been criticised for neglecting the institutional challenges of development. Drawing on recent fieldwork carried out in two rural communities in the Eastern Province, this paper considers how institutional arrangements function in Sierra Leone's swamp wetlands, and explores how stresses associated with a post-conflict environment are shaping land-use decisions and mediating access to resources in new ways. The findings of the enquiry have implications for Sierra Leone's recently adopted commitment to decentralisation, a move that has, in theory, seen the state strengthen its position at the local level, and will allegedly create new spaces for increased interaction between state agencies, traditional leaders and communities. Two institutional challenges are examined – access to land and access to labour – that must be addressed if decentralised reforms to resource management are to be effective for wetland rice production. The analysis concludes by considering one recent initiative at the forefront of efforts to decentralise the Ministry of Agriculture, the ‘Agricultural Business Unit’ (ABU) initiative, to elucidate some of the challenges faced in post-conflict wetland rehabilitation.

After the political changes in 1990-ies in Hungary and in East-Central Europe the process of forming cross-border regional cooperations reached a new period. The border regions of the different national states join to encourage co-operation. The most remarkably connected system in our region is the Carpathian Euroregion. This paper deals with one of the most successful initiatives started between Hungary and Romania. The most outstanding co-operation of the past few years exists between the settlements of the former Bihar County which territory today belongs to two countries. The aims of the paper are to research the development of the border region; to reveal the factors of the cooperation and to observe the possibilities for the development. To obtain the goals desktop research, cluster analysis and data analysis were used, as statistic methods. The results emphasize that the development and renewal of the cross-border co-operations were supported by historical factors and good practices adapted from Western Europe. Although economic backwardness or the administrative problems are against the cooperation, historical economic connections facilitate the common work in the Hungarian-Romanian border region.
