The article substantiates diversification as a tool to ensure sustainable development of rural areas in decentralization, which contributes to increasing incomes of the rural population, increasing gross agricultural and non-agricultural products, ensuring the competitiveness of rural areas, achieving economic, food and environmental safety, rational use, protection and reproduction of natural resources. In the process of researching the level of sustainable development of rural areas, monographic and graphic methods and scientific generalization were used. The study identified internal factors that affect the sustainable development of rural areas. Social factors include living conditions, the situation on the labor market, the state of social infrastructure. Economic factors should include the provision of agricultural land, the state of diversification of agricultural and non-agricultural activities, the amount of investment in economic development, the level and structure of household income in rural areas. Environmental factors include the level of air pollution, the situation with waste, the use of freshwater, the application of fertilizers to soils, the production and restoration of forests, the level of investment in environmental protection. External factors influencing the sustainable development of rural areas include the political situation in the country and the world; decentralization process; state programs to support rural development and agriculture; the level of supply and demand for goods and services produced in a particular area, etc. It is substantiated that diversification is a tool to ensure sustainable development and strengthen the competitive advantages of rural areas. It is stipulated that attracting investments in rural development and diversification of economic activity will contribute to job creation; income growth of rural residents; the revival of local crafts, customs and crafts, improvement of villages and change of consciousness of villagers. Further research should be carried out in the direction of calculating the integrated index of sustainable development of rural areas in Ukraine to identify regional disparities in the social, economic and environmental spheres of the functioning of these areas in the context of decentralization.

At the present stage in the domestic scientific environment, the problems of ensuring sustainable development of rural areas are insufficiently studied and require further study. The goal of sustainable development of rural areas is a balanced development of the economic, social and environmental spheres, aimed at ensuring a favorable life of the population. The article considers the economic aspects of the functioning of rural territories of Pavlodar region and provides a comprehensive assessment to solve the problems of socio-economic development of these territories in the current and long-term perspective. As a base of analysis and assessment used statistical data of the official website of the Committee on statistics of MNE of RK, and also empirical observation and informational resources of local Executive bodies region. Based on the results, which identified systemic problems of the rural economy that have a negative impact on the level and quality of life of the rural population. These include, first and foremost, the dominant raw material orientation of the rural economy, low labour productivity, due to the significant moral and physical deterioration of the production-technical base, including the excess of the lifespan of the majority of equipment, as well as the rate of fleet renewal machines relevant regulatory requirements, using a separate are subject obsolete resource-intensive technologies. It is shown positive dynamics of key indicators of agriculture, which developed in the first place, due to government regulation of agriculture and the creation of an enabling environment through the extension of the relevant package of measures of state support aimed at the development of this sector of the national economy. Recommendations aimed at activating the processes of rural economy diversification have been developed. Analysis of the state of domestic beekeeping shows that this market niche in the national economy is not sufficiently developed and this industry has a significant unrealized potential. Significant benefits of the development of the beekeeping industry are shown, which will have a positive impact on strengthening the export positions of non-resource orientation, increasing employment of the rural population, crop yields, solving the problems of degraded agricultural land, etc. The economic feasibility and effectiveness of investment projects in the field of beekeeping development, which simultaneously provide a significant social effect, are justified. For the transition of rural territories to a qualitatively new level of development, based on the conclusions made about the priorities of rural development, the authors justify strategic prospects for further development using the internal mechanism of their functioning, reserves of economic growth and taking into account the specifics and features of administrative-territorial units.

The purpose of the article is to assess the impact of existing legislative initiatives in the field of agricultural land turnover on the possibility of achieving the Sustainable Development Goals in Ukraine and the implementation of land management based on an inclusive model of sustainable rural development. Research methods. The following methods were used: dialectical methods of cognition of processes and phenomena; empirical method (based on a comprehensive assessment of the current state of regulation of land relations in agriculture); comparative analysis method; abstract-logical (theoretical generalizations and formulation of conclusions). Research results. Established in the process of analysis of laws and bills on land reform and regulation of market circulation of agricultural land, adopted and registered in the Verkhovna Rada of Ukraine during 2020 - the first half of 2021, their impact on the level of viability and competitiveness of individuals, farmers, family farms, small and medium-sized agricultural enterprises in the new legal and economic conditions. Scientific novelty. The influence of individual legislative initiatives in the field of agricultural land turnover on the possibility of achieving the Sustainable Development Goals in Ukraine and the introduction of land management based on an inclusive model of sustainable rural development has been determined. Practical significance. The calculation of the amount of the minimum tax liability (MTL) for each region of Ukraine, taking into account the normative monetary value of the arable land, was carried out and its impact on the economic situation of small and medium-sized agricultural producers was assessed. AbstractBased on the consensus that the rural cultural landscape with regional characteristics is conducive to promoting the sustainable development of rural areas, this study explores how to use multiple means to restore the countryside with insufficient or severely damaged landscape resources and rebuild the contemporary rural landscape with regional characteristics. Combining the design of practical cases, the article proposes the use of low-tech, low-interference vernacular technology, and the integration of artistic intervention methods can more effectively restore landscape characteristics and stimulate rural development vitality.

The article considers the essential features of rural development as a multi-vector process, which not only involves economic growth in rural areas, but also requires its adaptation to human behavior, social and political structure of rural communities and their involvement in development processes. It also reflects systemic positive changes in rural areas, which are initiated "from bottom" and supported "from top". In this concept of rural development, inclusiveness is inherent. The authors show that the development of the concept of "inclusive rural development" took place in the process of enrichment and specification of the theoretical concepts of sustainable development, inclusive growth and inclusive development in relation to the rural sector of society. This concept denotes a development whose result consists in the creation of proper conditions for the rural population for such purposes as: the use of land and other local resources in the economic activities; adequate distribution of the results of economic growth in the agriculture and other sectors of the rural economy; and participation in social and public life for the consolidation of communities and observance of human rights. Such development leads to the reduction of poverty, overcoming the economic, social and political exclusion of people residing in rural areas. It is pointed out that ensuring the inclusive development is a function of the state regulation of national economy. To implement it in Ukraine, it is necessary to ensure, first of all, the implementation, in the regulatory and legal framework, of the global goals of sustainable development and the objectives for their achievement. That could be realized by adopting the Law on the Strategy for Sustainable Development until 2030, and, in the part of inclusive rural development, also the Law on the Basic Principles of the State Agrarian Policy and State Policy of Rural Development.

Sustainable development is a new concept in development economics that needs not to be limited to towns and cities in developing economies like Nigeria. This study therefore examined the strategies for promoting sustainable development in Nasarawa State. The study was guided by cross-section survey design. A sample size of 400 respondents was selected from three rural areas in the State using simple random sampling techniques. A structured questionnaire designed by the researchers was used as instrument for data collection. The instrument was validated by experts and its reliability was ascertained using the Cronbach Alpha Coefficient technique. Descriptive statistics, principally, simple percentages, mean and standard deviation were used for data analysis.The findings revealed that agricultural development and social services provisions have been the major rural development strategies adopted in the State that have been implemented in the State. The results also showed that less attention has been given to human capital development, political inclusion, infrastructural development and industrial growth. It was found that radio and television, farmers and traders association and collaboration with traditional councils are ways of creating awareness on sustainable rural development. However, exclusion of rural dwellers at the planning stage and absence of rural needs assessment were found to be the major challenges to sustainable rural development. The study revealed that employing contractors of projects from communities where projects are sited and the need to plan based rural realities can enhance rural dwellers involvement in sustainable rural development decisions. The study concluded that strategies for sustainable rural development in Nasarawa State have not been effectively designed and implemented because the emphasis has always been on agriculture. The study recommended that Government should always embark on rural development needs assessment, sustainable rural development should emphasis the bottom-top approach, greater investment in human capital and rural entrepreneurial initiatives.

Sustainable agricultural development is a concept of rural and agricultural development programming that combines production goals with environmental requirements. The sustainable development of sustainable agriculture is aimed at harmonizing social, economic and environmental goals. The principle of sustainable development is the axiological basis of the European Union’s activity and is nowadays the motive for legal and agricultural regulations. In Polish law, the principle of sustainable development is contained in Art. 5 of the Constitution of the Republic of Poland of April 2, 1997 and is considered a systemic principle. The definition of sustainable development is included in Art. 3 point 50 of the Environmental Protection Law. In the provisions of the Act of February 20, 2015 on supporting rural areas with the participation of the European Agricultural Fund for Rural Development under the Rural Development Program for 2014-2020, we do not find a direct reference to the principle of sustainable development. The aim of the article is to highlight the legal basis of the principle of sustainable development and to answer the question whether the Rural Development Program implements the principle of sustainable development?

Climate problems, the state of the environment, the Covid-19 crisis are the main problems of today that directly affect agricultural production and as a consequence the sustainable development of rural areas. The article analyzes the factors of reorientation of agricultural production to organic production. Emphasis is placed on preserving local agricultural traditions and scientifically sound approaches to organic production to ensure sustainable development of rural areas. Using Forsight research, the relationship between balanced rural development and organic production is predicted. The basic strategies of competition have been identified with the help of the five Porter forces, in order to develop a strategy for successful entry into organic markets and maintaining supply chains during the Covid-19 period. Emphasis is placed on high requirements for agricultural products and compliance with environmental standards in their production, which may be an obstacle to further exports of Ukrainian organic products to the EU market. The relationship between the dynamics of organic production and a set of measures and determinants that determine the natural resources and production and technical conditions of rural development is substantiated using the SMART-method. It is argued that organic production is a resource basis for the development of strategies to increase the production of agricultural products, finished food products and sustainable development of rural areas. The importance of organic production during the COVID-19 crisis is outlined. It is proved that there is practically no alternative to the development of agriculture under the organic scenario in the system of sustainable development of rural areas in the long run.

The sustainability of rural areas is facing numerous challenges in China. The Chinese government has chosen the construction of smart villages as an important strategy to realize the sustainable development of rural areas. In this paper, we define a smart village as a rural development model that fully utilizes the solutions provided by the information and communication technology (ICT) to promote the sustainable development of the village on the basis of clarifying the characteristics and needs of rural development. Combined with general system theory, we propose a theoretical framework of the smart village system. Based on the theoretical framework of the smart village system, we analyzed the smart village strategic planning and smart village practice in China. The results of the study showed that the construction and development of smart villages in disadvantaged rural areas is the correct choice for sustainable rural development according to the current situation in China. The Chinese government’s role in promoting smart village construction has been to promote the smart village system’s strategic subsystem to enhance smart rural areas’ development through a unified overall plan and related supporting policies. The top-down smart village construction model currently adopted by China is determined by China’s political and economic system, which is mainly reflected in the centralization of power and the public economy’s dominance.

To solve the decline of rural development, an effective development mode is indispensable. Rural tourism is a key approach in poverty alleviation and rural revitalization in China. The comparative analysis of the 50 most beautiful villages as awarded by the Ministry of Agriculture of China shows that the rural tourism development mode with the integration of production, village and scenery realizes the sustainable development of rural areas. To examine this further, this study takes Qinggangshu Village as a case study and constructs a systematic rural tourism-based sustainable development model called Aims, Measures, Demands (AMD). The results show that Qinggangshu Village has changed from a single farming village to a mature tourism village due to the Beautiful Village Project’s support. In this process, the production, village and scenery have made great change by promoting rural tourism development. Land consolidation and land asset activation is at the core of rural transformation and development, which can drive the reorganization and flow of labor and capital and can also make rebuilt villages more comfortable living spaces. Furthermore, a good landscape environment can stimulate development and competition. This study could be used as an example of attaining sustainable development for other rural areas.

The sustainable development of rural areas is an obvious and fundamental goal of the state policy of the Russian Federation. Improving the quality of life in each village, regardless of its distance from the regional center, is the main task of the regions. The article contains a termological analysis of the definition of “sustainable development of rural areas”. It was concluded that the dominant opinion of the authors on this concept is associated with a process that provides for the needs of residents of rural areas and increases their standard of living. The definition of a “mechanism for sustainable rural development” is given, which, through the methods and tools, implements the possibilities of natural, labor, material and financial resources for the effective development of rural economy. Sustainable and harmonious development of rural areas is possible only through the use of state support measures. The economic, environmental, social and demographic situation of rural areas, as well as their individuality, determine the need for continuous improvement of the mechanism of rural development through its methods and tools. The implementation of state support measures plays a significant role not only for rural residents, but also for leaders of agricultural organizations themselves. A decent and comfortable life in the village contributes to the consolidation of personnel. The importance of these aspects being recognized, the program “Integrated rural development” began to be implemented in 2020, which includes a sufficiently wide range of tools to support villages and rural residents. The program is aimed at reducing the gap in the quality of life between the rural and urban population, creating comfortable living conditions, reducing the outflow of residents from rural areas. As a result of the analysis, the potential and opportunities for the sustainable development of rural territories of Volgograd region were confirmed. These are the creation of conditions for providing villagers with comfortable housing, the development of various types of infrastructures, and the improvement of rural areas. The key directions of the mechanism for sustainable development of rural territories are identified: diversification of activities of the rural population, expansion of the possibilities of financial support for the development of rural territories through the public-private partnership involvement, improvement of preferential lending mechanisms, strengthening of grant support for rural communities for the improvement of rural territories.
