The article presents the results of a comparative analysis of equivalence of structural and content characteristics of individual terms used in combined transport contained in various official regulatory documents. Differences in definitions of individual terms in that subject area often impede effective integration of transport systems at interregional or international level. This study focuses on the analysis of characteristics of structural components of the objects of combined transport, which are contained in definitions of this term in a number of international agreements, national regulations and interstate standards. The results of the study have allowed to formulate proposals aimed at unification of structural and content characteristics of the object of the combined transport as well as recommendations for improving certain regulatory documents.

The current regulatory documents of the Russian Federation in the matt er of design of decentralized heat supply sources - independent boiling rooms and individual boilers - are analyzed. The knowledge economy consists in the creation of added value based on the use of knowledge not only due to manual production but especially due to the growing importance of education and the use of scientifi c knowledge in terms of the overall competitiveness of the country. The education of the population is thus a crucial factor determining the level of economic development and quality of life. The educational structure of the population aff ects the performance of the whole economy, as well as the performance of individual companies. Human development indicators, which are published in the UN Human Development Report, include education quality indicators. The paper aims to perform a comparative analysis of education quality indicators in the Czech Republic and an international comparison. Based on selected statistical results of comparative analysis, determine the order of states in the evaluation of the quality of education. Furthermore, using the results, compile a SWOT analysis of the quality of education in the Czech Republic, based on which the fundamental problems of Czech education will be defi ned and recommendations for improving the quality of education in the Czech Republic as one of the key determinants of the knowledge economy.

The subject of this article is the problem of detecting unknown signals in conditions of high a priori uncertainty, which can occur during the determination of unoccupied frequency channels in cognitive networks. It should be noted that various sources of radio emissions work on the air, which in turn complicates the solution of the problem of detection, since it is impossible to say what kind of signal will be received. Most existing algorithms require information about the signals for their operation. In practice, it is not possible to have such data on all sources of radio emission due to their diversity. The goal of the article is to study non-classical signal detection algorithms in conditions of high a priori uncertainty, when there is information only about noise, and signals are unknown.  The task: to conduct a comparative analysis of unknown signal detection algorithms based on a set of quality indicators and to determine the set of Pareto-optimal detection algorithms, as well as to identify the best algorithm for a set of quality indicators.  The method of statistical modeling of detection algorithms on samples of real signals and noise is performed. As a result, we obtained estimates of speed of work and quality of signal detection for a number of different variants of unknown signal detection algorithms. Possible variants of implementation of the detectors were summarized in the table. These variants were formed taking into account the dimension of the DPF sample and the number of implementations on which the decision is made. A comparative analysis of different types of detection algorithms is carried out taking into account the set of performance indicators and the quality of signal detection. It should be noted that the values of quality indicators of detection of unknown signals and performance indicators of the algorithms are related and contradictory. Conclusions. A multicriteria selection of a subset of Pareto-optimal variants is performed. Using the conditional preference criterion, the only preferred variant of the algorithm for detecting unknown signals is selected from the Pareto subset. The results of the research can be used in automated radio monitoring in cognitive radio networks

The article presents a theoretical and methodological comparative analysis of the module-competencybased approach for the educational process’designin universities in Latvia and Kazakhstan. The article is intended for a survey and analytical study of the diversification of methods, technologies in two post-Soviet countries with different educational paths. The study contains an analysis of the legal and regulatory documents for the specialties “Vocational Training”, “Design”, “Scenography”, as well as a comparative analysis of the pedagogical process organizationof the professional competence formationin Kazakhstan and Latvia. The purpose of the study is to analyze two types of educational process in universities that carry out activities within the framework of the Bologna system. The objective of the study is to identify the differences and similarities in the organization of the pedagogical process in both countries, and to determine their systems, structure and forms. The results of the study are shown in the development of conclusions for the educational process in universities of Kazakhstan.

Introduction. Currently, national standards and codes of practice contain deterministic values of the fire resistance of building structures of facilities of the Russian fuel and energy complex (FEC), while a probabilistic approach to determining their fire resistance is not specified in the Russian regulatory documents. The methodology of the probabilistic approach to the fire resistance of structures is detailed in API 2218 “Fireproofing Practices in Petroleum and Petrochemical Processing Plants”, developed by the American Petroleum Institute.Methods. A comparative analysis of the Russian regulatory documents on fire safety and API 2218 in terms of the established concepts of fireproofing and requirements for the fire resistance limits of building structures of oil and gas industry facilities, is carried out.Results. It was established that the Russian Federation has no regulatory documents establishing methods based on the probabilistic approach, including determination of the required fire resistance limits and points of application of fire-resistant coatings at facilities of the fuel and energy complex by analogy with international standard API 2218.Conclusion. Based on the analysis, it was concluded that approaches to the philosophy of the fire resistance of structures of buildings and structures of the fuel and energy complex in the documents under consideration are fundamentally different. In order to improve the Russian regulatory and technical framework, governing fire safety and fire resistance, it is proposed to consider the requirements of foreign documents that take into account proven international engineering and technical practices, in particular, the use of a probabilistic approach taking into account hydrocarbon fires.
