The article is devoted to the study of the method of assessing the competitiveness of an innovative enterprise. Despite a relatively in-depth study of the problem of ensuring competitiveness, there is still no single approach to its quantification. Problems of competitiveness assessment are complex and multifaceted. The success of competition in the market depends on the presence of competitive advantages or key competencies, which are formed by a set of components (value and price). The correct and objective assessment of the competitiveness of the subjects of innovative entrepreneurship allows management to make appropriate and correct decisions that are aimed at achieving strategic goals. At present, scientists are considering quite a few methods for assessing competitiveness, but there is no generally accepted methodology that would be recognized by both scientists and practitioners. Examining the methods and models of assessing the competitiveness of economic entities, the author concludes that all approaches are focused on multicriteria assessment of any one functional area, which describes the competitiveness of innovative entrepreneurs. Therefore, he considers it expedient to develop an author's approach to assessing the competitiveness of innovative entrepreneurs. The competitiveness of innovative entrepreneurship is formed through the successful transformation of resources into the final product with which the business entity is represented in the market. Thus, it is established that, first, the indicator of competitiveness is a measure or reflection of the effectiveness of the operation and development of the subject of innovative entrepreneurship. And, secondly, the actual indicator of competitiveness is an integrated assessment, incorporates a number of indicators that characterize the ability of the business entity to convert resources into results and maximize the effects. Competitiveness of innovative entrepreneurs can be seen as the ability or combination of their abilities aimed at achieving almost one goal – maximizing entrepreneurial benefits – through comprehensive actions based on organizational knowledge and key competencies aimed at improving and / or optimizing the functioning of subsystems management of functioning and development of subjects of innovative business. Given that the competitiveness of innovative entrepreneurs is considered by us as a multi-criteria category, which is formed under the influence of many external and internal factors, as well as environmental determinants, respectively, it should be assumed that the most important role in competitiveness is played by social, technological and economic aspects.

From the subject presented in the report it is evident that the pre-trial and the court bodies may, to some extent, be influenced both by the person of the accused and by his competence to participate in the criminal process. In this regard as an expert, the psychologist can offer invaluable assistance. Each expertise would assist all actors involved in the administration of justice on their objective assessment of the offenders, the understanding of their individual protection and the inherent self-justification during procedural actions. The involvement of psychologists in the criminal process is key to establishing the truth in the investigation, because every crime as an act has a subjective side, expressed in the psychic attitude of the perpetrator to the committed act. Establishing these psychological motives is a key point in the criminal process with a view to establishing the truth.Psychological protection stabilizes the personality in the critical conditions of counteraction, related to the elimination of the experiences of tension, anxiety, stress and frustration, leading to maximum mobilization of its resources and at the same time to their overpayment. Thus, the individual who is the subject of the process action is protected against the adverse external influences, but at the cost of a lot of effort and enormous loss of nervous-mental energy, which increases his own vulnerability instead of contributing to its reduction. The appearance and functioning of psychological protection can be significantly impeded by the interaction of the investigator with the accused. Even more complicated is the situation when it breaks the communication contact that may arise in the psychological alienation and self-isolation of the accused due to the desire to protect himself.Protective psychological dominance is a real psychic activity that investigators, investigators, investigators and judges need to take into account in order to effectively deal with their task and to overcome the resistance of the investigated persons and in a time to prove in a lawful and moral way their guilt and participation in the commitment of the crimes.

Laws governing adolescent sexuality are incoherent and chaotically enforced, and legal scholarship on the subject neither addresses nor remedies adolescents’ vulnerability in sexual encounters. To posit a meaningful relationship between the criminal law and adolescent sexual encounters, one must examine what we know about adolescent sexuality from both the academic literature and the adults who control the criminal justice response to such interactions. This article presents an in-depth study of In re John Z., a 2003 rape prosecution involving two seventeen-year-olds. Using this case, I explore the implications of the prosecution by interviewing a variety of experts and analyzing the contemporary literature on sexual norms among youth. I also relate a series of interviews conducted with the major players in the prosecution. Examining this case from a variety of perspectives permits a deeper understanding of how the law regulates adolescent sexual encounters and why it fails.

The subject of this research is the procedure for assessment of investment attractiveness of the Russian regions. A favorable investment situation is an important factor for investors in making their decisions, and this requires a transparent, information comprehensible and methodologically simple tool for assessment of investment attractiveness of a region. There is a need to develop criteria for assessment investment attractiveness of the Russian regions, which would allow determining the competitive advantages or underachievement of the specific regions and formulating recommendations based on the acquired results of assessment of investment attractiveness of the Russian regions. The author proposes a 6-stage assessment procedure of investment attractiveness of the Russian regions, which would calculate the final indexes of the integral assessment of investment attractiveness for each region under consideration, with the possibility of further comparison of the indexes and their ratings. Each index is calculated on the basis of 6 to 11 variables, and reflects corresponding subsystem of the factors of investment attractiveness of a region. The developed assessment procedure of investment attractiveness of the Russian regions can be valuable for the potential investors for the purpose of minimization of possible losses, as well as or public authorities for analyzing the development trends of a region and investors’ behavior.

Developed nations acknowledge sustainable development as a legal right for current and future generations. Although instances of domestic and international efforts are prevalent, there is a long way to go before accomplishing developmental ideals. A practical approach for realizing the vital goals of sustainable development is of the utmost importance. In effect, the construction sector requires extensive forward-looking studies for strategizing, building and granting a sustainable future. The inconsistency between the goals and activities of different sectors is a main impediment upon undertaking sustainable development’s goals; decision and lawmakers must consider the purpose and interests of the building industry on a micro and macro level. This paper is a brief review for understanding the concept of sustainable development and illustrates some of the international efforts, and highlights them for decision makers.  Using the ‘PESTLE’ analysis technique, external and internal factors influencing sustainability in the Iranian construction sector were identified. Interviews were conducted with experts using the ‘Snowball’ research method due to the lack of knowledgeable respondents in the subject area. 11 Practical steps needed in Iran were recommended and sorted by their importance to make this vision a reality. The results can be generalized to other disciplines as well.

In the context of digitalization, integration of innovative ideas into the business practices of modern economic entities, uncertainty and significant volatility of business conditions in general, it becomes necessary to implement changes in enterprises allowing them to adapt to external realities, achieve strategic goals and ensure sustainable development, etc. However, the lack of understanding and acceptance of changes by personnel may be a significant obstacle to this, which will lead to resistance and, under certain conditions, to serious conflicts, usually causing negative consequences for the company. The types of employees’ reaction to changes are determined and the causes of resistance are analyzed. It is established that strategic approaches to overcoming it include full awareness mass involvement of employees and active participation, incentives, coercion, making agreements, negotiations, personnel reshuffles and appointments, manipulation, etc. It is proposed to base the formulation of strategies to overcome resistance on the type of employees’ reaction to changes and the reasons for its occurrence. This allows to make the best management decision on the type of strategy and tools for its implementation in the enterprise to achieve the expected results. The main strategies for overcoming personnel resistance to change are as follows: development of professional competence of the personnel based on the involvement of key competencies; involvement of personnel in the change process; motivation to apply acquired skills, abilities; informing about the goals, objectives, content of the draft changes. It is concluded that a combined strategy will have the greatest positive effect in solving the problem of overcoming resistance; in its process, a synergy effect will be achieved. At the same time, it is necessary to consider the possibility of emerging contradictions and confrontations among different strategies within its limits due to their inconsistencies and incompliances, which will lead to increased employees’ resistance to change in the enterprise. The implementation of strategies involves the simultaneous use of a set of modern tools that should act in advance, be informative, explanatory, propagandistic, stimulating, etc.
