The main macroeconomic preconditions of formation and development of economic potential of machine – building enterprises of Ukraine are considered in the article. The level of economic potential of machine-building enterprises is characterized on the basis of research of a share of the processing industry in GDP of the country. The dynamics of the index of industrial production of Ukraine for 2013-2020 is studied. The positive dynamics of the number of business entities of the machine-building industry for 2013-2019 has been established. The dynamics of the volumes of manufactured products of machine-building enterprises is analyzed and its interrelation with the growth of the number of economic entities in the branch is established. The main trends of global machine-building markets, which reflect the economic potential of enterprises in the industry, are considered. The potential of the industry development in the form of the production base, the possibility of its renewal and modernization to create products based on domestic research and development are installed. Global and national economic shifts pose fundamentally new challenges to the management of machine-building enterprises, the solution of which requires a comprehensive diagnosis of the conditions of their operation. The dynamism and complexity of market processes that accompany the activities of machine-building enterprises require a systematic approach to the analysis of external and internal environment, analysis of changes in the dynamics of indicators and the establishment of priorities for economic development. The need to intensify the formation and development of economic potential of machine-building enterprises of Ukraine is also due to the importance of the transition to the sixth technological mode, the signs of which can be seen in a number of developed countries. Despite the positive dynamics of some key performance indicators of Ukrainian machine-building enterprises, a number of key issues remain unresolved and require the development of new management practices in partnership between government and business in order to increase the competitiveness of this key industry sector of Ukraine.

Topicality. In the conditions of ambiguity of the situation that has developed over the past years in the economy, each enterprise needs to focus on developing measures to minimize the impact of adverse factors of the external and internal environment, which can be achieved through system monitoring of changes in the situation, as well as the effective management of economic activity Actual increase of the economic potential of the machine-building industry, which will provide good management, will create conditions for timely response to threats and hazards, strengthen the system of economic security of enterprises in accordance with changing environmental conditions. Aim and tasks. The goal of the paper is to investigate and identify the problems of building up economic potential, their impact on the economic safety of the machine-building enterprise, in particular, and on the industry as a whole. In this regard, the task of carrying out a comprehensive analysis of the main indicators of economic capacity building at the enterprises of the machine-building industry, which will be able to identify the main problems and threats to the industry, identify the strengths and opportunities to understand the main problems of building capacity of the machine-building complex to ensure economic security. Research results. The share of industrial innovation and active enterprises according to the types of implemented innovations has been analyzed. The development of economic potential of machine-building enterprises has been researched. The main problems and threats have been outlined for ensuring economic security and development of the industry. It has been established that the investigated branch has a number of strengths and opportunities, which, taking into account the condition of limiting the impact of weaknesses and threats, gives grounds for specific strategies for the development of machine-building enterprises. In the circumstances in the industry there is practically no development potential. Leading companies are working out the development programs that include expansion of production facilities, updating of production equipment, development of scientific base, increasing of consumer properties of released products and also of the one being produced. It must be admitted that this is the only possible way out of the crisis and the transition to the development of the industry. However, the implementation of these programs is complicated by the lack of adequate funding, as most enterprises carry out technological innovations mainly at their own expense. Conclusions. The main problems of increasing the economic potential of machine-building enterprises are as follows: relative non-competitiveness of products in comparison with products of developed countries; unpopularity of products of the domestic machine-building complex in world markets and the absence of world brands; imperfection of investment activity in most enterprises: insignificant level of implementation of development of scientific and technological progress in comparison with potential opportunities in the production of innovative products; significant level of depreciation of fixed assets, a significant lag of the state of fixed assets from the technological level of developed countries; use of outdated technological developments.


The article determines that the machine-building enterprises of the Kharkiv region, which in recent years have undergone structural changes, have been affected by the development of information technology at enterprises, dramatically changing the conditions of enterprises. This forces enterprises to look for effective development strategies aimed not only at implementing their social functions, but also at increasing the degree of their independence and economic independence. Despite the significant scientific achievements of strategy theory and modeling of management processes, it should be noted that some of their important aspects remain underdeveloped. Thus, most theories of strategy go beyond its understanding as a means of maintaining competitive advantage, leaving uncertain questions about the activities of the monopolist. Accordingly, there is no holistic scientific concept of the strategy of development of machine-building enterprises. Kharkiv region is one of the leaders in domestic machine building, Kharkiv region enterprises account for 11.5% of the volume of machine building products of Ukraine, which brought the region to the 2nd position among the regions (after Zaporizhia region). In January-November 2020, machine-building enterprises sold products worth UAH 17.4 billion, which is 11.2% of industrial sales. With this in mind, state-owned machine-building enterprises will have to build their own management strategy taking into account the modern requirements of socio-economic development. It is believed that the underdeveloped system of corporate governance is one of the main reasons for the low efficiency of public entities. Defects in corporate governance lead to: - distortion of information due to the low level of transparency of business entities; - the emergence of a conflict of interest of management and the subjects of management of state property, due to the non-transparent process of appointment of management and inefficient remuneration system; - Lack of corporate governance structures such as supervisory boards and independent directors, who should effectively supervise the activities of business entities; - inconsistencies between the goals set for business entities and the lack of a clear distinction between commercial and non-commercial (socio-political) functions of business entities. This fully applies to state-owned machine-building enterprises. After all, in modern conditions, these enterprises function as government units. In the conditions of transformation of the domestic market of the machine-building enterprises the use of resources uniting the software of foreign manufacturers with domestic becomes important. Therefore, the formation of enterprise development strategy is inextricably linked with modeling the behavior of certain models with specified parameters for further effective operation of the system as a whole.

The utilisation of organisations technological capability contributes generally to national economic development, while its lack prevents such development, and the identification of attractive business opportunities. This study examines current management practices in capability building and business development processes in public R&D organisations in Nigeria using a questionnaire technique. The questionnaire was administered to 144 respondents in 18 public R&D organisations in the country. Some management practices rate poorly when compared with those of similar organisations in developed countries.  Research facilities, buildings and other infrastructure are also found to be at various levels of disrepair. Better management practices and an effective system of funding for R&D organisations from excess crude oil proceeds are recommended for increased organisations productivity.

Machine building is one of the leading industries. A modern man cannot exist without mechanical production. Nevertheless, the volume of manufactured products is large, and each part of it requires normative and technical documentation. Standards are introduced at enterprises to meet the demand of consumers in mechanical production. The standards also allow mechanical production to compete in domestic and foreign marketplaces. This paper analyzes the machine-building industry. The features and leading centres of machine-building placement are given. The main standardization problem in the field of machine-building was also considered, and the issue of harmonization of national and international standards for mechanical production was touched. The application of standards at machine-building enterprises was analyzed.

The article is devoted to the study of trade missions as a tool of economic diplomacy. The purpose of the article is to study the Ukrainian practice of using the mechanism of trade missions abroad and to develop proposals for improving the system of trade and economic representation of the country abroad.The paper presents global examples of the implementation of economic diplomacy, as well as models that can be borrowed from Ukraine. The authors give examples not only of forms of trade representations, but also of coordination methods of activity of such foreign bodies of foreign relations. The relevance of the study is due to a number of reasons, including: increased competition from global markets, as well as the need to expand opportunities of Ukrainian exports after the forced abandonment of the Russian market in 2013-2014. Trade offices are an effective form of trade presence in foreign markets thus ensuring not only the development of the national economy, but also protecting the interests of business entities. Given that currently the institution of trade missions in Ukraine does not have a mechanism that would meet modern needs, there is a need to explore appropriate models of developed countries to adapt the system of public administration in Ukraine to the challenges of international economic relations.Particular attention was paid to the evolution of the system of trade and economic missions (TEM) of Ukraine. The authors assessed the consequences of the liquidation of TEM in 2010 and the introduction of new forms of representations of Ukraine abroad to ensure national economic interests and the implementation of economic diplomacy, as well as the feasibility of such changes. It is established that the Ukrainian model of economic diplomacy needs significant reforms in order to effectively ensure the function of representation in the economic sphere outside the country. Having studied the similar experience of foreign countries, the authors offer a number of successful cases for borrowing these approaches in Ukrainian practice.

The article examines the factors influencing the growth of the economic potential of machine-building enterprises through an in-depth analysis of industry trends. The volumes of sold products of machine-building enterprises are analyzed. It was found that business leaders skillfully set up production with a long production cycle, which allows businesses in the machine-building industry to ensure the stability of production processes and continuity in the supply of finished products, as the industry is mainly large stages of the product life cycle. The necessity of managing the economic potential of machine-building enterprises by analyzing the indicators of production costs of their products is established. The influence of inflationary processes taking place in the country is taken into account and studied. In the context of macroeconomic preconditions of economic potential management the assets of enterprises of the branch were considered, which characterize its production possibilities and allow estimating the production component of economic potential of machine-building enterprises, and their structure and dynamics reflect spatially oriented nature of enterprise management. The importance of ensuring the processes of digitalization of production potential for the formation of spatial-oriented management of the economic potential of machine-building enterprises is emphasized. The dynamics of capital investment in the acquisition of software by machine-building enterprises indicates the growing role of digital technologies and digital data in the industry, and is one of the main prerequisites for the formation of information potential of enterprises as part of the economic potential. The necessity of taking into account the financial potential as a basis for resource provision of the activity of machine-building enterprises in the management of their economic potential is argued. It was found that the average wage in industry is slightly higher than in Ukraine as a whole, which is due to the knowledge-intensive industry and special working conditions that require the formation of specific human resources, and appropriate pay.

The issues of failure risk diagnosing were actualized in Ukraine against the background of transformation processes in the economy. Enterprises are particularly vulnerable due to the forced reorientation to new markets and changes in permanent business relations. Therefore, it is now important to identify in insolvency problems and the risk of enterprises’ failure of this industry. The purpose of the research is to substantiate the method of selection and form a system of indicators that will provide diagnostics of the failure risk based on the financial statements of the company. The subject of the research is the Ukrainian machine-building enterprises and the process of forming a system of indicators, which will determine the failure risk of business entities. The methods of the research: methods of scientific knowledge, such as analysis and synthesis, induction, measurement, observation, formalization, logical and analytical techniques, as well as the methodological apparatus of financial analysis and mathematical statistics. The hypothesis of the research is the assumption that the process of selecting indicators based on the methods of mathematical statistics will avoid bias of other shortcomings that reduce the quality of enterprises’ failure diagnosing. The statement of basic materials. The existing models of failure diagnostics have serious shortcomings in terms of the approach to the selection of indicators and the number of classes, which the enterprise may belong to, depending on the existing risk of bankruptcy. Therefore, the authors proposed their own approach to the selection of diagnostically significant financial ratios based on the Student's t-test, the Mann-Whitney U-test and the correlation coefficient. A system of indicators of failure diagnosing has formed based on this approach. The originality and practical significance of the research is that a system of indicators is mathematically substantiated, what corresponds to the modern principles of evidence-based research and maximally emphasizes that the machine-building enterprise belongs to a particular failure risk class. Conclusions and perspectives of further research: the researchers are going to build a failure diagnostic model for Ukrainian machine-building enterprises based on the determined system of indicators.

The article explores the processes of integration of scientific, innovative, investment and production sectors that are involved in the innovative renewal of enterprises in the engineering industry.The reasons for the technological backwardness of domestic engineering enterprises in Ukraine as a whole compared to developed countries of the world have been identified. The importance of innovative renewal of the engineering industry, as abasis for technological re-equipment of other leading branches of thenational economyis shown. The role of financial support for the innovative renewal of machine-building enterprises has been identified, and the most efficient use of investment resources has been identified. The significance of the process of investment interaction of participants in innovative renewal of machine-building enterprises is shown.It has been proved that the strengthening of investment interaction, which leads to stable economic and institutional ties, is contributing to the intensification of integration processes and the formation of systemic structures in the reconstruction of the national economy.Considerable attention is paid to investment cooperation, which is a defining factor in the process of innovative renewal of machine-building enterprises. Investment collaboration is shown to be a motivational and incentive driver of innovation change, contributing to effective decision-making in the areas of innovation priorities, resourcing of innovation, and innovation performanceinvestment process.A number of factors that determine the integration processes of entities in the innovation, investment and manufacturing sectors of the engineering industryhave been identified. The processes of formation of innovation and investment production complexes that are at different stages of their life cycle and their structure are investigated. The possibilities of the above-mentioned complexes in accelerating the rate of innovative renewal of machine-building enterprises are described
