Regional Regulation number 20 of 2011 concerning vehicle levies requires every vehicle operating in general to be roadworthy in order to provide a sense of security and comfort for the community. This levy is borne by the community because in the current era of regional autonomy, the regions are given greater authority to regulate and manage their own households as stipulated in Law No.23 of 2014 concerning Regional Government. The purpose of this study was to test the effectiveness of collecting motor vehicle test fees in the city of Denpasar from 2015-2018.The results of the study show that from 2015 to 2018 the realization of levies collection of vehicle testing always exceeds the budget target with a percentage above 100% which is very effective even though the achievement is still fluctuating up and down because the number of vehicles decreases and regulations change, but on average collection of motorized vehicle testing fees still shows very effective.

The amount of service discrimination, lack of service certainty and low levels of community satisfaction are important issues that need to be addressed in the delivery of public services after the enactment of the Regional Autonomy policy. Payment of motor vehicle tax that is imaged as a convoluted service, has a very complicated procedure and there is no certainty about the time and openness of the required service costs. As a result of this all makes economic growth and investment in the regions become hampered which also affects national economic growth. This article aims to provide an overview of people's perceptions of motor vehicle tax services in the city of Cilegon. This study uses a quantitative approach with a sample size of 96 respondents who are taxpayers in the city of Cilegon. Based on the calculation of the average interpretation analysis, the results obtained 3.12 included in the interpretation criteria are quite good. But there are some improvements including the language used in serving the community, the completeness of the means of supporting payment services and the use of information technology to support motor vehicle tax services. The management of motor vehicle tax to increase PAD in Lumajang Regency Entering the era of regional autonomy (Otoda) as it is now, the Regional Government is given extensive authority to carry out development programs and at the same time to realize community welfare. Funding for development programs in the area comes from various regional revenues. Among the sources of income are taxes. The tax that is excellent because it has great potential, positive and significant impact on the PAD is motor vehicle tax. The purpose of this study was to determine the development and contribution of motor vehicle tax to PAD in Lumajang Regency over the past two years. This study uses a qualitative descriptive approach, the research method uses interview methods and documentation. Also supported by a literature review that is relevant to the subject matter. From the results of the study, it is known that the management of motor vehicle tax in Lumajang Regency runs well and successfully surpasses the target every year. This is very useful to contribute to the PAD of Lumajang Regency. The strategies and policies pursued by the government to increase motor vehicle tax, among others, by improving the management of motor vehicle tax, both Human Resources (HR) and bureaucracy. Improve services with the use of technology and so on.

Regional autonomy is a law that requires local governments to take care of their own regional needs by utilizing and exploring every potential that exists. One source of regional income is local tax. Local tax is fees paid by society to the state from results of natural resource management and other potential uses for people's welfare. The purpose of this study was to find out about tax effort, effectiveness, contribution and growth of local taxes in the City of Bitung. The research method used is descriptive qualitative. The results of this study indicate that tax efforts by the regional government of Bitung city in 2014-2018 are still in the criteria of "very low", the effectiveness of local tax collection in 2014-2018 is already in the "very effective" criteria and the contribution of the Bitung city tax in 2014 , 2016 and 2018 included in the criteria of "good" while in 2015 and 2017 included in the criteria of "good enough" so that the average percentage of local tax contributions to the original income of the city of Bitung included in the criteria of "good".

Penelitian ini berjudul Persepsi Pengurus Jogoboyo dan Perpat Terhadap Pelaksanaan Fungsi DPRD Kota Batam Tahun 2009-2014. Tujuan umum penelitian ini adalah untuk mengkaji dan menganalisis bagaimana persepsi dua Lembaga Swadaya Masyarakat terbesar di Kota Batam yakni Jogoboyo dan Perpat.. Tujuan khusus penelitian adalah mengetahui lebih spesifik persepsi dari tiap-tiap kepengurusan pada struktur LSM, hal ini dikarenakan selain pengurus yang secara administrasi mengurus LSM, secara politik juga lebih aktif dalam menanggapi isu-isu kekinian yang salah satunya adalah mengenai legislatif yang mewakili aspirasi masyarakat khususnya di Kota Batam. Manfaat yang diharapkan dari penelitian ini antara lain dapat memberi masukan bagi DPRD dalam pelaksanaan fungsinya sebagai lembaga perwakilan yang mampu mengartikulasikan kepentingan masyarakat yang diwakilinya. Selain itu, penelitian ini juga diharapkan bertujuan dapat menambah pemahaman tentang pelaksanaan fungsi perwakilan di masa otonomi daerah sebagai sarana meningkatkan partisipasi masyarakat. Penelitian yang mengambil lokasi di Kota Batam ini menggunakan jenis penelitian deskriptif analisis. Berdasarkan pendapat di atas, penelitian ini diajukan untuk mempelajari kasus atau fenomena yang terjadi pada lembaga DPRD sebagai salah satu unsur Pemerintah Daerah merupakan fungsi legislatif yang mewakili kepentingan atau aspirasi masyarakat. Luaran dalam penelitian ini antara lain : karya tulis yang dipublikasi pada Jurnal Politik dan Kebijakan Publik Fisipol Universitas Riau Kepulauan, Jurnal Dimensi Unrika, Buku ajar Legislasi Indonesia, serta bentuk evaluasi kerja yang dapat dimanfaatkan oleh DPRD Kota Batam.  Kata Kunci : Persepsi, LSM, Fungsi DPRD, LegislatifThis study entitled Perception Management of Jogoboyo and Perpat of Implementation Function DPRD Batam 2009-2014. The general objective of this study is to examine and analyze how perceptions of the two largest NGOs in Batam namely Jogoboyo and Perpat. The specific objectives of the study was to determine more specifically the perception of each management on the structure of the NGO, this is because in addition to the board of administration care of the NGO, politically also more active in responding to the issues contemporary, one of which is the legislature that represents the aspirations of the people especially in Batam.The expected benefits of this research are able to inform Parliament in the exercise of its functions as a representative institution that is able to articulate the interests of the people they represent. In addition, this study is also expected to be aimed at increasing understanding about the implementation of the representative function in times of regional autonomy as a means of increasing public participation. Research that took place in the city of Batam's use descriptive research analysis. ABSTRACTThis study aims to determine the level of independence and effectiveness of local revenue in the City / Regency Government in East Java Province from 2012 to 2016. The sample of this study was 38 City / Regency Governments. This research data comes from the 2012-2016 budget realization report obtained from the Central Bureau of Statistics website. The analytical method used is the ratio of independence and effectiveness ratio of local revenue. The results show that: From the analysis of the Independence Ratio it can be said that it is very low, it is known that 33 Cities / Regencies are in a ratio between 0% -25% this happens because the Regional Government still depends on the Central Government. It is known that only the city of Surabaya is truly independent in implementing regional autonomy with a ratio of 180.84%. 4 Other cities / regencies are known to be low and moderate with a ratio between 25% -75%. Judging from the PAD Effectiveness Ratio, there are still many that are said to be quite effective, which means that the City / Regency have not been able to achieve the PAD target set, it is known that there are 19 Cities / Regencies. However, almost half of them have a very effective ratio, it is known that there are 16 cities / regencies showing that the government is able to achieve more than the target set. 3 Other cities / regencies are known to be ineffective and have not maximized the potential of the region.

Regional autonomy in Indonesia came into force on 1 January 2001. Regional Government Law 28 of 2009 on Regional Tax and Retribution, is set to be one source of revenue that comes from inside the area. Bitung is one of the autonomous regions. With the availability of a variety of entertainment, receipt Pemerintahpun revenue increase due to impose a tax on organizing entertainment such entertainment. The objective of this study is to determine the application of tax collection systems and procedures of entertainment in the city of Bitung. The object of research is the Regional Revenue Office Bitung. This type of research, namely, qualitative research and analysis method used is descriptive analysis method. The results showed that the systems and procedures for the collection of entertainment tax imposed by the Regional Revenue Office Bitung as the tax authorities have been implemented properly, because in accordance with the Regional Regulation No. 1 in 2013, Mayor Regulation No. 21 in 2013, and Regulation No. 13 Year 2006. Regional Revenue Office Bitung City should continue to maintain the systems and procedures in accordance with the entertainment tax collection regulations.

The independence of the Regional Government is very important because in Indonesia since 1999 regional autonomy has been applied. However, the achievement of good performance still cannot be fulfilled by all Cities/Regency. The purpose of this study was to determine the interrelationships and comparisons between various financial performance indicators in City/Regency Local Governments. All Cities/Regency on the island of Java are the population in this study. A sample of 113 Cities/Regency was taken based on predetermined criteria. A quantitative approach and descriptive analysis of all indicators were used to answer the research questions. The results of this study indicate that the comparison of PAD based on the type of region and regional potential in the five provinces on the island of Java is not evenly distributed. It was also found that the high PAD owned by the City/Regency became a factor supporting the high or increasing the value of other factors such as Total Assets and Total Capital Expenditure. This research is expected to reveal the performance of the City/Regency in terms of PAD and other related factors as an illustration of regional financial independence in the City/Regency.

Penelitian ini bertujuan untuk mengetahui: (1) peran DUDI dalam mendorong produk kebijakan pendidikan Pemda Kota Mataram dalam mengembangkan SMK berbasis kearifan lokal; (2) implementasi penyelenggaraan kebijakan pendidikan SMK yang sesuai dengan kearifan lokal; dan (3) peran DUDI dalam pengembangan SMK. Informan kunci pada penelitian adalah Kepala Dinas Dikmen sub-bagian kepala seksi kurikulum, Kepala Sekolah, Wakasek Humas Industri, Pembimbing Industri, dan Siswa. Teknik pengumpulan data melalui observasi, wawancara mendalam dan dokumentasi. Teknik analisis data meliputi reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa: (1) peran DUDI dalam mendorong kebijakan Pemda terkait pengembangan SMK berbasis kearifan lokal belum memadai; (2) implementasi kebijakan Pemda, antara lain: (a) monitoring dan evaluasi, (b) menyediakan unit gedung baru, (c) membuka kompetensi keahlian baru, (d) pemberian dana, (e) mengadakan Gebyar SMK se-Kota Mataram; dan (3) peran DUDI dalam pengembangan SMK antara lain: (a) penyelenggaraan prakerin siswa berjalan dengan baik. b) industri sebagai tempat pemagangan guru, c) industri terlibat dalam uji kompetensi siswa tingkat akhir dan tempat menyalurkan lulusan, d) belum ada kerja sama terkait penyediaan sarana dan prasarana, dan e) pengembangan kurikulum dalam bentuk workshop kurikulum. Kata kunci: peran DUDI, penyelenggaraan SMK, kearifan lokal THE ROLE OF BUSINESS AND INDUSTRY IN THE IMPLEMENTATION OF VOCATIONAL HIGH SCHOOL (VHS) BASED ON LOCAL WISDOM IN THE CITY OF MATARAM Abstract This research aims to know: (1) the role of business and industry in encouraging the product education policy of the local government in Mataram City for developing vocaational high school (VHS) based on local wisdom; (2) the implementation of VHS education policy with an appropriate local wisdom; and (3) the role of business and industry in developing VHS. The key informants in this research were the Head of Secondary Education Curriculum Sub-section, Principal, Vice Principal of Industry Public Relations, Industry Counsellors, and students. The data were collected by observation, in-depth interviews and documentation. The data analysis technique included data reduction, data display and conclusion drawing. The results showed that: (1) the role of business and industry in encouraging the regional government policy related to VHS development based on local wisdom had not been adequate; (2) the implementation of regional government policy were among others: (a) monitoring and evaluation, (b) providing a new building unit, (c) opening new expertise competencies, (d) providing funds, (e) conducting Gebyar SMK in the city of Mataram; and (3) the roles of business and industry in the development of VHS were among others: (a) the implementation of the students’ industrial practice ran well, (b) the industry as the place for teachers’ apprenticeship, (c) the industry was involved in students’ competency test at the end of the students’ study and as an institute which would recruit the graduates, d) there had not been any cooperation related to the provision of facilities and infrastructure, and e) curriculum development in the form of a curriculum workshop.
