The chapter aims to introduce some considerations with a historical approach related to the evolution of the cultural stances adopted by the leading forces of the worker and socialist movement - particularly those of reformist orientation - towards the policies of social protection. Moreover, it outlines a general scheme of a time period, which allows to view the evolution of social welfare systems into the welfare-state model. The first result of this research program is that the ongoing exchance of views that led to the Welfare State did not follow a straight line. Moreover, even the definition of socialism and social-democracy requires to be dealt with in a more pluralistic view, taking into account the variety and the differences in both doctrines and practices to be found in the European countries, even if inside a common political family. Examining the cultural ideas of the social-democracies which grow towards social protection policies it helps scholars to debunk several generalizations and see gaps and recurring features if a "path dependence" approach is followed. The idea that history of welfare state can be described as a sort of continuous and mechanical process of enlightened conceptions and reform projects which little by little become modern and advanced, is problematic. Since that it appears to be more as the result of a series, sometimes casual, of choices motivated by necessity and contingent situations.

The debate on classification instruments for social security regimes opened by Esping-Andersen (1990) usually neglects the examination of the normative impact of the welfare state. This article focus on this latter through an analysis of systems of protection against unemployment in 11 of the European countries included in the database known as the Mutual Information System on Social Protection (MISSOC).We show in this article that unemployment insurance only recognize legal, authorized and declared salaried employees who have resided in the country for a set period of time, which confirms the close link between social policy and nationality, with some foreign workers being excluded from the circle of beneficiaries because of these norms. Unemployment insurance also always considers jobs as rare social goods - workers are expected to hold on to them, but they are declined differently along a person’s life course. The dominance of the male employment norm and the complete lack of consideration given to domestic labour by unemployment insurance contribute to structuring gendered roles as separate and hierarchically organized. Disparities between countries, whether related to contextual differences or to the history of the local welfare state, do not weaken these arguments since they are not founded upon fundamentally different conceptions of unemployment.

The key characteristic of the ‘Golden Age’ (1945–1970s) is the breakthrough of universal social rights as the normative background for social policy and the responsibility of nation-states to ensure social justice, social protection, and poverty reduction. The expansion phase of the welfare state can be described in five dimensions: (1) self-conception: social policy as a special field of policy was transformed into a new type of statehood: the welfare state; (2) finance: social policy expenditure increased massively and social benefits grew faster than GDP; (3) performance: new programmes, higher benefit levels, and the inclusion of more and more groups, as well as the transition to active employment policies, strengthened the welfare state; (4) governance: the nation-state, the labour movement, and the employers are dominant actors in this period, but new social movements were playing an increasingly important role. Moreover, welfare production in this period was not only based on state institutions; (5) outcomes: the history of social policy until the 1970s is a process of tremendous progress, but accompanied by several ambivalent developments that were also the sources of crises in social policy in the next period. Nevertheless, key features of social protection programmes during the Golden Age have survived the wave of privatization and deregulation.

This chapter contributes to the discussion of public and private social welfare by drawing together recent information on these different ways of providing social benefits. It presents data on public social expenditure for 2015–17 and accounts for the impact of the tax system and private social expenditure to develop indicators on net social expenditure for 2015. The chapter shows that conventional estimates of gross public spending differ significantly from estimates of net public spending and net total social expenditure, leading to an incorrect measurement and ranking of total social welfare effort across countries.Just as importantly, the fact that total social welfare support is incorrectly measured implies that the outcomes of welfare state support may also be incorrectly measured. Thus, the main objectives of the chapter include considering the implications of this more comprehensive definition of welfare state effort for analysis of the distributional impact of the welfare state and for an assessment of the efficiency and incentive effects of different welfare state arrangements.

A austeridade permanente e a disputa de quem ganha o quê, quando e como, lógica intrínseca às políticas públicas, colocam as políticas sociais brasileiras em constantes testes. O universalismo tentativo iniciado com a Constituição de 1988 pareceu caminhar para uma ampliação da cidadania social no país, mas tem sofrido constantes ataques por falta de um compromisso de classes em torno de um projeto de país mais ou menos homogêneo. Diante dessa falta de precisão no estabelecimento Estado de Bem-estar brasileiro, em especial, pelo encolhimento no investimento público previsto para os próximos anos e com os governos mais alinhados a maior mercadorização dos serviços sociais, torna-se importante revisitar a trajetória do Welfare State em suas origens e objetivos, a fim de compreender como chegamos até aqui, o que podemos esperar do futuro e quais a intervenções necessárias para que nos aproximemos de uma inclusão sensível do grande contingente de pessoas ainda sujeitas a uma cidadania de segunda classe no Brasil. Para atender a esse objetivo, este trabalho realizou uma revisão bibliográfica convencional sobre o Estado de Bem-Estar Social, elencando a partir dela as razões históricas de seu surgimento, a tipologia de Esping-Andersen, a noção de funcionamentos e capacitações de Amartya Sen e os períodos constitutivos do bem-estar no Brasil.   PALAVRAS-CHAVE: Proteção social. Direitos sociais.     ABSTRACT The permanent austerity and the dispute over who wins what, when and how, logic intrinsic to public policies, puts Brazilian social policies in constant tests. The tentative universalism that began with the 1988 Constitution seemed to be heading for a broadening of social citizenship in the country, but it has been under constant attack for the lack of a class compromise around a homogeneous country project. Given this lack of precision in the establishment of the Brazilian Welfare State due to the shrinking public investment expected in the coming years and with the governments most aligned to the greater commodification of social services, it is important to revisit the trajectory of the Welfare State in its origins and objectives, in order to understand how far we have come, what we can expect from the future and what interventions are needed to bring us closer to a sensitive inclusion of the large contingent of people still subject to second class citizenship in Brazil. To meet this objective, this paper has carried out a conventional bibliographical review of the Welfare State, listing from it the historical reasons for its emergence, Esping-Andersen's typology, Amartya Sen's notion of functioning and capabilities and the constitutive periods of welfare in Brazil.   KEYWORDS: Social protection. Social rights.     RESUMEN La austeridad permanente y la disputa sobre quién gana qué, cuándo y cómo, la lógica intrínseca a las políticas públicas, pone a las políticas sociales brasileñas en pruebas constantes. El tentativo universalismo que comenzó con la Constitución de 1988 parecía dirigirse a una ampliación de la ciudadanía social en el país, pero ha estado bajo ataque constante por la falta de un compromiso de clase en torno a un proyecto de país más o menos homogéneo. Dada esta falta de precisión en el establecimiento del Estado de bienestar brasileño, en particular, debido a la reducción de la inversión pública esperada en los próximos años y con los gobiernos más alineados con la mayor mercantilización de los servicios sociales, es importante revisar la trayectoria del Estado de bienestar en sus orígenes y objetivos, para comprender cómo hemos llegado hasta ahora, qué podemos esperar del futuro y qué intervenciones son necesarias para acercarnos a una inclusión sensible del gran contingente de personas aún sujetas a una ciudadanía de segunda clase en Brasil. Para cumplir con este objetivo, este documento ha llevado a cabo una revisión bibliográfica convencional del Estado del Bienestar, enumerando de él las razones históricas de su surgimiento, la tipología de Esping-Andersen, la noción de funcionamiento y capacidadess de Amartya Sen, y períodos constitutivos de bienestar en Brasil.   PALABRAS CLAVE: Protección social. The reforms of social protection and employment policies that took place in Greece over the past three decades were dictated mainly by domestic priorities and needs. Contrary to international tendencies, social protection reforms in Greece obeyed mainly to the need for expansion of the welfare state in new areas, in order to fill the structural and historical social deficits. Policies and initiatives of European inspiration were succesfull only in so far as they pointed towards a direction of further strengthening of the welfare state

The focus of this paper is the interaction between social innovation and restructuring welfare state. Modern welfare states have been reconfiguring their welfare mixes through social innovation. This includes a productive integration of formal and informal actors with support and leading role of the state. This collaboration becomes significantly important since it means the integration of not only the actors, but also their capabilities and resources in today’s world where new social risks and new social challenges have emerged and no actor can overcome these by its own. Therefore, social innovation is a useful tool in the new role sharing within the welfare mix in order to reach higher levels of satisfaction and success in welfare provision. The main point here is that this is not a zero-sum competition; gaining more power of the actors other than the state – the market, civil society organisations and the family – does not necessarily mean that the state lost its leading role and power. This is rather a new type of cooperation among actors and their capabilities as well as their resources in welfare provision. In this sense, social innovation may contribute well to the debates over the financial crisis of the welfare state since it may lead to the more wisely use of existing resources of welfare actors. Thanks to social innovative programs, not only the NGOs, but also market forces as well as citizens are more active to access welfare provisions and social protection in the broadest sense. Thus, social innovative strategies are definitely a solid step taken towards “enabling” or “active” welfare state.

Social protection in India is segmented with multiple programmes applying different targeting methods to design and implementation, providing varied benefits and covering different groups of the population. Such approach to social protection has policy implications for not only India but also for other emerging countries following similar path. A shift to a systems approach to social protection is required to provide comprehensive coverage over the life course of an individual while improving equity and efficiency. In this article, we introduce the welfare state in India, provide a comparative analysis of various programmes, challenges posed by the segmented approach to social protection including barrier to emergency responses and some reforms to consider to move to a systems approach to social protection. We highlight how integrating and consolidation of programmes in the same area, leveraging digital technology and unique identification number, creation of a single database, etc., can speedup progressive universalism.

This chapter traces the history of philanthropy and shows the extent to which it is woven into the very fabric of the American entrepreneurial experiment. In order to understand philanthropy as a viable system for recycling wealth and creating opportunity, it is worth probing the dynamics that have sustained philanthropic giving and the conditions under which it has prospered and wavered. After providing a historical background on philanthropy in the United States, the chapter considers the Giving Pledge, an idea put forth by Bill Gates and Warren Buffett that commits billionaires to give away one-half of their wealth in their lifetimes. It then looks at the origins of American generosity, along with volunteerism, associations, and self-reliance. It also discusses mass philanthropy, the welfare state and the persistence of philanthropy, political philanthropy, and the rationale behind philanthropy and charity.
