The article analyzes the current status of student counselling in vocational education institutions, contextualizes findings on this problem and discloses contradictory points of counselling. It is justified that vocational education institutions normally view professional career counselling as the processes of dealing with and solving students’ internal conflicts within professional self-determination. Career centres are positioned to be the implementers of the ideas of student career counselling. However, such research methods as theoretical analysis, comparison, pedagogical observations and logical generalization made it possible to specify some typical problematic aspects of career counselling within professional development of the modern personality, which are mostly reduced to the inconsistencies of the ideal and real images of the chosen career, subjective perception and ignoring of value orientations in relation to professional success and career growth in a market environment, irrelevant self-assessment of individual and personal qualities, etc. The authors of the research suggest some promising ways of solving the problematic aspects of student counselling in vocational education institutions, which are conceptualized in the mechanisms of a productive innovative interaction between scholars from the Institute for Vocational Education of the National Academy of Pedagogical Sciences (NAPS) of Ukraine and the teaching staff and are implemented in the framework of introducing the system of professional career counselling in vocational education.

The purpose of this study was to test the model of diagnostic assessment of the level of formedness of the competency of pedagogical staff to use teaching technologies when applied in the settings of formal and non-formal education and to see whether the model creates opportunities for designing a strategy for professional lifelong development of teaching staff. A convergent (computer-oriented and traditional) methodology was used in this study including: the methodology for examination of the motivation drivers of professional activity (K. Zamfir); “Square of Values” methodology by O. Murzina; methodology of self-assessment of vocational and pedagogical motivation, Bass’s questionnaire on orientations entitled “Personality orientations”, Henning’s methodology called “Structure of Interests”, Criteria Cognitive Aptitude Test. It has been proved that the majority of teaching staff demonstrated the imitative and reproductive level of formedness of the professional competency consistent with all criteria. It seems that educators strive for self-improvement and self-development in using teaching technology in formal and non-formal education settings. This study results can be well used either to develop the structure and content of the professional development or post-graduation programs for the teaching personnel at the instructional institutions or to assess of the level of formedness of the professional competence of pedagogical staff to use teaching technologies in the settings of formal and non-formal education. The study attempts for the first time ever to assess professionalism-related competency in using teaching technology in formal and non-formal education settings and to specify the value orientations, motives, needs, spectrum of knowledge, skills, and abilities comprising the level of proficiency in this area as it is viewed through the needs of the labour market.

The way to solve rural problems is connected not only with the rights and interests of farmers, but also with the coordinated progress and development of the whole economy and society. Thanks to the widespread development of high-quality vocational education in rural areas, this can not only increase cultural literacy, skills and incomes of farmers, but also contribute to overall social and economic growth. Vocational education can help farmers improve their professional skills and find effective ways to solve existing problems by improving their own skills and quality. The main problems of sustainable development in rural vocational education at the policy level, management problems in vocational schools at the operational level, farmers' ideology does not meet the needs of modern social and economic development, low overall quality of rural population, unreasonable human resources structure and serious outflow population in rural areas. Reasoned solutions and countermeasures are proposed by studying the main problems of rural vocational education development, namely: to solve the problem of sustainable development of rural vocational education, the government must carefully plan the structure of rural vocational education, increase capital investment, actively implement funding for one student, guarantee the well-being of teachers, seek to narrow the gap between urban and rural education and reflect the fairness of education; organize smart teaching methods to improve the learning effect, strengthen the teaching staff, through "dual qualifications", i.e. have the knowledge and technology; to solve the ideological problems of students and parents is the use of the media for the ideological promotion of "precious skills and glorious work" throughout society. Effectively and qualitatively improve the economic development of rural areas is possible through the modernization of rural areas and the interest of farmers in scientific knowledge and technical skills, increase professional skills to improve the quality of production and labor efficiency.

Higher education is one of the conditions of independent life for disabled people, a condition of their social and labor rehabilitation. Health problems are not the only serious obstacles to vocational education. No less important are the barriers in the educational environment of the University and barriers in relationships with others. It is noted that most of the difficulties in the learning process of students with disabilities are associated with their psychological characteristics - the presence of negative experiences and attitudes, the level of self-esteem, the features of life orientations. Depending on the severity of psychological characteristics, different variants of the relationship of students with disabilities with other students are possible: from full integration to disintegration and opposition behavior. It was suggested that the nature of the relationship and especially value-semantic readiness for vocational education in higher inclusive education can largely determine the prospects of personal and professional development of students with disabilities. An empirical study of peculiarities of value orientations of students with disabilities (N = 50) and students without disabilities (N = 50) was conducted using the technique of G. N. Kuznetsova on the General self-identity, self-esteem scale of Rosenberg and test of life-meaningful orientations D. A. Leontiev.
