Analyzed are principal issues of the process of formation of vocational and value orientations of cadets and students of educational institutions of the Ministry of Internal Affairs of Russia under modern conditions. Researched are regularities of that process and highlighted are problems in the course of its realization. Also presented is the survey of existing scientific literature, connected with examining problem.

Higher education is one of the conditions of independent life for disabled people, a condition of their social and labor rehabilitation. Health problems are not the only serious obstacles to vocational education. No less important are the barriers in the educational environment of the University and barriers in relationships with others. It is noted that most of the difficulties in the learning process of students with disabilities are associated with their psychological characteristics - the presence of negative experiences and attitudes, the level of self-esteem, the features of life orientations. Depending on the severity of psychological characteristics, different variants of the relationship of students with disabilities with other students are possible: from full integration to disintegration and opposition behavior. It was suggested that the nature of the relationship and especially value-semantic readiness for vocational education in higher inclusive education can largely determine the prospects of personal and professional development of students with disabilities. An empirical study of peculiarities of value orientations of students with disabilities (N = 50) and students without disabilities (N = 50) was conducted using the technique of G. N. Kuznetsova on the General self-identity, self-esteem scale of Rosenberg and test of life-meaningful orientations D. A. Leontiev.

The need for scientific and theoretical comprehension and normative registration of definitions and provisions related to the scientific support of the activities of internal affairs bodies, the importance of creating a sound system of organizational and methodological foundations of scientific activity of a teaching employee working in an educational organization of the system of the Ministry of Internal Affairs of Russia, taking into account the requirements of the time and current legislation (order The Ministry of Internal Affairs of Russia dated November 13, 2020 No. 767 approved the Concept of scientific support for the activities of the internal affairs bodies of the Russian Federation for the period until 2030) determines the relevance of the research topic both in theoretical and practical terms. The challenge of the research lies in the contradiction between the need to fulfill the requirements of the “Concept of scientific support for the activities of the internal affairs bodies of the Russian Federation for the period up to 2030” and the absence of a section that provides training in the organizational and methodological foundations of scientific activity in the programs of supplementary vocational education for pedagogical staff of educational organizations of the Ministry of Internal Affairs of Russia. The purpose of the study is to substantiate the didactic content of the section «Fundamentals of Scientific Activity» of the programs of supplementary vocational education for teachers of educational organizations of the Ministry of Internal Affairs of Russia. Research methodology – analysis of modern regulatory legal acts, scientific and methodological literature. Against the background of social changes in the last decade, the increasing priority of the role of a child in relation to the role of an adult, modern adolescents are faced with a choice of growing-up strategies, which is accompanied by an internal conflict of this process, a contradiction between the laws of development, including social and modern cultural imperatives. This urgent problem is in the focus of the presented research. The process of modern Russian adolescents growing-up in the context of their professional self-determination is analyzed. Professional self-determination is considered as a factor of positive growing-up acceptance due to certain value orientations. It is assumed that the choice of a future profession made by adolescents (i.e., their professional self-determination) increases their self-assessment of adulthood, and value orientations can act as its predictors as determining the meaning of growing up for them. The study involved 302 male teenagers aged 14-17 years, including: 148 cadets of the Suvorov School of the Ministry of Internal Affairs of Russia and 154 students of secondary schools. The study used the questionnaire method, modified Dembo - Rubinstein Self-Assessment Methods and Schwartz Value Survey. Statistical processing was based on a comparative ( F -tests and the Mann -Whitney U test), variance ( F ), and regression ( B ) analyses. The results of the study show that the professional self-determination of adolescents increases their self-assessment of adulthood. The professional self-determination of adolescents is associated with the factor of primary professional socialization, namely, the conditions of the educational environment in which they grow up. The value orientations of adolescents are predictors of their self-assessment of adulthood, and are mediated by group, gender, and social stereotypes in the image of an adult and the role of an adult.

Abstract. The relevance of the study of the topic under consideration is a result of the need to improve the quality of profile pre-university training carried out on the basis of the Suvorov military schools of the Ministry of Internal Affairs of Russia. The priority direction of pre-university training is the formation and development of the motivational and personal orientation of Suvorov cadets for future educational and service-professional activities in the positions of cadets of departmental universities of the Ministry of Internal Affairs of Russia, and after graduation - in the positions of officer-specialists with higher education. The implementation of this training direction requires a scientific and methodological definition of a relevant research subject that determines its success. It seems expedient to study as such a subject the cadets’ value orientations and associated self-structural personal formations rooted in the unconscious. As a result of the study, the value-orientational hierarchy of Suvorov school cadets of different years of training was determined, as well as the relationship of the value orientations of the cadets with the resource of their psychological health, reflecting the ratio of constructive and destructive-deficient central (unconscious) personality functions, was established. The data obtained allow us to come to the conclusion about the determinative influence of unconscious mechanisms on the formation of values at the stage of pre-university training of the Suvorov school cadets. The article analyzes the current status of student counselling in vocational education institutions, contextualizes findings on this problem and discloses contradictory points of counselling. It is justified that vocational education institutions normally view professional career counselling as the processes of dealing with and solving students’ internal conflicts within professional self-determination. Career centres are positioned to be the implementers of the ideas of student career counselling. However, such research methods as theoretical analysis, comparison, pedagogical observations and logical generalization made it possible to specify some typical problematic aspects of career counselling within professional development of the modern personality, which are mostly reduced to the inconsistencies of the ideal and real images of the chosen career, subjective perception and ignoring of value orientations in relation to professional success and career growth in a market environment, irrelevant self-assessment of individual and personal qualities, etc. The authors of the research suggest some promising ways of solving the problematic aspects of student counselling in vocational education institutions, which are conceptualized in the mechanisms of a productive innovative interaction between scholars from the Institute for Vocational Education of the National Academy of Pedagogical Sciences (NAPS) of Ukraine and the teaching staff and are implemented in the framework of introducing the system of professional career counselling in vocational education.

The relevance of the topic under study is due to the fact that at present, the requirements imposed by society and the state to the level of cultural development of an employee of the internal affairs bodies have indicated the need to develop his aesthetic culture. Analysis of the results of research in the field of legal education, is devoted to the study of the phenomenon of the educational environment ATS as a subsystem of vocational service environment showed that it is aesthetically developing enabling incentives and substantial procedural opportunities for the development of aesthetic culture of police officers and has not only normative, but also ethical and aesthetic properties: meaning-generating and value-oriented context of professional and service (educational) activities, empathic relationships and hermeneutic communication of employees. Based on the situational-environmental approach (N. V. Khodyakova), 4 types of aesthetic-developing situations and the corresponding levels of aesthetic culture of employees are identified: 1) the situation of aesthetic perception (adaptive level); 2) the aesthetic-praxeological situation (selective level); 3) the situation of aesthetic communication and the formation of personal aesthetic assessment (reflexive level); 4) the situation of aesthetic creativity and self-change (creative level). Situational and environmental design is defined as the selection and combination of components of the professional and service environment (incentives and opportunities for the development of aesthetic culture), corresponding to the progressive change in the types of aesthetically developing situations. A consistent change in the type of situation determines the dynamic model of the process of developing the aesthetic culture of the Department of Internal Affairs employees. In accordance with the structural model of the aesthetic culture of the officials and the dynamic model of the process of its formation is defined five groups of criteria and indicators to differentiate officers at different levels of development of aesthetic culture. The process of development of aesthetic culture of police officers during the formative experiment was designed in the form of sequential development officers of educational situations. The study was conducted using a questionnaire (the author's questionnaire), testing (the test "Value orientations" M.Rokich), the method of expert assessments. The data obtained as a result of the study confirm the model of situational and environmental development of the aesthetic culture of police officers.

The constituent process as a kind of legal process has been researched. Its specific features in the activity of the Ministry of Internal Affairs of Ukraine include the fact that it is the result of legal regulation, not related to the existence of a dispute about the right; consists of a certain sequence of proceedings (in regard to agencies and units – creation, reorganization and liquidation, in regard to officials – appointment and removal); aimed at the formation, development and improvement of the institutional and personnel basis of the Ministry of Internal Affairs; acts as a special regulatory procedure for carrying out management activity of the implementation of the relevant legal norms; ensures the effective functioning of the state administration mechanism in the relevant field. On the basis of theoretical analysis of legal literature, the author has determined that the regime of the constituent process in the activity of the Ministry of Internal Affairs first in its general theoretical aspect distinguishes, first of all the specificity of the formation of the corresponding agencies and units of the state or the appointment of officials depending on their subordinate position within the structure of the Ministry, in particular, and the mechanism of the state in general. It has been argued that the purpose of the constituent process is the formation, development and improvement of the relevant agencies and units, the appointment of officials, as well as their management. It has been determined that the reasons for the origin of this type of legal process in the activity of the Ministry of Internal Affairs are the relevant legal facts or legal status. One can study the main elements of the procedural form in the constituent process in the activities of the Ministry of Internal Affairs, which combine the specific features and characteristics of each type of legal process.

Introduction. The article examines the results of the study of the problem of professional training of police officers (militia) in the historical and pedagogical aspect.Materials and Methods. The study is based on an analysis of various sources: regulatory legal acts of different years, dissertation research, scientific articles, memoirs of leaders and officers of the police (militia), historical periodicals, monographs. The leading methods were: periodization method, comparative-historical method, logical-historical analysis of sources.Results. The analysis of historical sources made it possible to identify the reasons and conditions that had a qualitative impact on the formation and development of the system of departmental education of the police (militia): political, economic, social, cultural, operational and service. The interdependence of the conditions noted made it possible to determine four historical stages in the formation and development of professional education of the police (militia): the first stage (I quarter of the 18th - I half of the 19th centuries), the second stage (II half of the 19th – the beginning of the 20th centuries), the third stage (the beginning of the 20th – the beginning of the XXI centuries), the fourth stage (2011 – present). Each historical stage is determined by the socio-economic and political conditions for the development of the Ministry of Internal Affairs of Russia as a state law enforcement agency, characterized by certain professional requirements for the personality of a policeman (policeman), and the directions of development of departmental education of the Ministry of Internal Affairs of Russia.Discussion and Conclusions. Based on the historical analysis, it is concluded that the modern development of departmental education of the Ministry of Internal Affairs of Russia has retained the essence of the historical concept of law enforcement training and education.Scientific novelty. The paper presents the results of the historical and pedagogical analysis of the development of the system of departmental law enforcement education, identifies the stages of development of this system, taking into account the requirements put forward for the professional and personal qualities of a police officer in different historical eras; features of vocational training, including in the system of additional vocational education; educational and target tasks implemented in the process of teaching and upbringing. The proposed description of the stages allows us to correlate the historical aspects of the formation of professional training of police officers with the modern goals and objectives of vocational education; the requirements put forward for the professional and personal qualities of the employees of the Ministry of Internal Affairs of Russia, as well as determine the further prospects for the development of this system.Practical significance. The results of the study can be used in the professional training of future bachelors, specialists of the Ministry of Internal Affairs of Russia, in teaching educational disciplines of a pedagogical and legal profile, in the development of methodological materials for advanced training and retraining courses for police personnel, in carrying out activities in extracurricular activities (scientific circles).
