У статті розглянуто сучасні підходи до інтерпретації категорії розвитку, розкрито теоретичні  та методологічні підходи до вивчення категорії розвитку у сучасній психології, визначено її психологічний  зміст,   моделі,   структуру   та   динаміку.   Категорія   розвитку   розглядається   як   епіцентр   наукової  проблематики у психології та як поняття інтегративного типу. Розвиток проаналізовано як категорію,  явище і проблему психології розвитку в різних аспектах аналізу. Розглянуто місце розвитку в системі  споріднених психологічних понять. У статті також аналізуються психологічні аспекти теоретичних та  методологічних  постнекласичних  тенденцій  вивчення  природи,  характеру  та  визначення  психічного  розвитку. Постнекласична парадигма та плюралістична методологія пізнання визначають розмитість  дисциплінарної мови  та  врахування  ролі  соціокультурного  контексту  при  вивченні  психологічних явищ.  Важливими тенденціями сучасного теоретико-методологічного стану психологічних досліджень розвитку  також є визнання неефективності моністичного підходу до його вивчення, взаємозв'язок теоретичних ідей  та   спроби   створення   метатеоретичних   схем,   постнекласичне   розуміння   розвитку   як   принципово  незавершеного   процесу   саморуху,   актуалізація   антропологічного   діапазону   проблем   та   посилення  спрямованості на роль культурного контексту в дослідженні розвитку людини.  The article deals with the modern approaches to the interpretation of the category of development, reveals  the theoretical and methodological approaches to study of development in modern psychology, its psychological  content, patterns, structure and dynamics. Category of development is viewed as an epicenter of scientific issues in  modern  psychology  and  the  concept  of  the  integrative  type.  Category  of  development  is  considered  as  the  phenomenon  and  the  problem  of  developmental  psychology  in  various  aspects  of  the  analysis.  Analyzed  the  development site in the related psychological concepts. The article analyzes the psychological aspects of theoretical  and methodological postnonclassical contemporary trends in the study of nature, character, and determination of  mental  development.  Postnonclassical  paradigm  and  pluralistic  methodology  of  knowledge  determine  the  disciplinary blurring and increase of the role of the analysis of socio-cultural context in the study of psychological  phenomenon. The important tendencies of modern theoretical and methodological state of psychological researches  of development are facts of inefficiency of the monistic approach to its study, interconnection of theoretical ideas  and   attempts   of  creating   metatheoretical   schemes,   postnonclassical   understanding   of   development   as   a  fundamentally  uncompleted  process  of  self-motion,  actualization  of  anthropological  range  of  problems  and  strengthening of focus on the role of cultural context in research of human development.

Currently, when the Ukrainian economy is developing in an unstable, uncertain, aggressive, dynamic external environment, there is an urgent need to increase the level of investment attractiveness of each region of the country and, as a consequence, the need to increase attention to scientific and methodological support for assessing the integral indicator of investment attractiveness region. In connection with the decentralization of public administration in Ukraine, the role of local authorities in improving the socio-economic situation of its regions is increasing. In the context of real limited financial resources in the country, the problem of increasing the level of investment attractiveness of each region is becoming urgent as a characteristic that allows active investors to form an idea of the state of potential investment objects, as well as ensuring the reliability of obtaining the expected results. It should be noted that the choice of assessment indicators is subjective and depends on the goal of the investor. Such a format for solving this problem requires an assessment of the investment attractiveness of regions based on economic and mathematical modeling. Although there are many developments in this area, today there is no single effective method for assessing the investment attractiveness of the region. The work reveals the essence of the concept of investment attractiveness of a region, defines the methodological provisions of its assessment, the implementation of which requires the use of certain data from official regional statistics. Based on the basic local statistical indicators of the Kharkov, Kiev and Odessa regions of the country, a comparative assessment of their investment attractiveness was carried out. The methodological approaches and parameters determining the investment attractiveness of the regions of Ukraine have been analyzed. The information on the level of investment attractiveness of Kharkiv, Kiev and Odessa regions in 2019 has been systematised, the integral indicator of its evaluation has been defined. In the future, it is recommended to calculate the integral indicator of investment attractiveness for all regions of the country in dynamics.

It is proved that in formulating proposals for institutional change in Ukraine an important task is to determine the strategy, tactics and specific measures for the full application of the Constitution of Ukraine and the basic laws governing the institutional development of management subsystems. The basis of institutional change is the sectoral direction of modern public administration, improvement of legislation, dissemination of public positive perception of such changes and the formation of public and personal needs for change. It is established that the effectiveness of Ukraine’s reforms in the sectoral dimension, in addition to the presence of a political program, requires legal support, the formation of an effective system of state bodies to implement such changes, ensuring coordination of government efforts on sectoral reforms. New theoretical and methodological approaches to practical tasks in the field of institutional support of reforms are substantiated. It is substantiated that in the socio-political plan public administration reforms are conditioned by the need to resolve or minimize the contradictions of institutional interaction, which are formalized by the principles of governance. It is established that public administration reforms should implement the tasks of state building on the basis of value principles, aimed at improving the organization of state power, subordinated to the goals of social development. The process of constitutional changes and the impact of such changes on the system of public administration is studied. Methodological bases and practical aspects of development and implementation of constitutional changes in public administration activity are determined. The basis of constitutional changes is the improvement of legislation, the spread of public positive perception of such changes and the formation of public and personal needs for change. It is established that the effectiveness of constitutional changes in Ukraine, in addition to having the appropriate political will, requires proper legal support, the formation of an effective system of state bodies to implement such changes, ensuring proper coordination of government efforts to implement constitutional changes. New theoretical and methodological approaches to practical tasks in the field of reforming the provisions of the Constitution of Ukraine are substantiated. Recommendations and proposals for solving the problem of implementing constitutional changes at both the state and regional levels are provided. It is established that public administration reforms should implement the tasks of state building on the basis of the values of the constitutional order within the process of amending the Constitution of Ukraine, aimed at improving the organization of state power, subject to the goals of social development.

AbstractThe study of the bureaucracy in Latin America, within the study of politics, has long been little more than an afterthought. It is assumed to lie in the realm of public administration, distinct from other regional subfields that have increasingly gained the attention of political scientists. As a result, scholars' understanding of Latin American bureaucratic politics is limited. Here, we conduct a comprehensive survey of peer-reviewed articles to evaluate the state of this subfield. We find a thematically, analytically, and methodologically splintered discipline, but a prime one for exploitation and new avenues of research. This article summarizes salient trends in the literature, describes advances in the study of bureaucracy in Latin America, and discusses limitations in this scholarship. It suggests a roadmap for scholars by proposing a series of research questions and recommends a series of analytical and methodological approaches to address those questions.

Language equality is not public policy in Denmark or Germany, and neither country has adopted an official state language constitutionally. Both countries protect minority languages through regional and local statutes on culture and education and have signed relevant international standards on linguistic rights for minorities and protection of regional or minority languages. Neither system is very transparent, nor comprehensive. This has created consternation and dissatisfaction among the national minorities residing in the Danish-German border region resulting in recent tensions in the municipalities in Southern Denmark, whereas the government of Schleswig-Holstein decided in 2015 to address the issue with policy reforms for public administration. This article focuses on linguistic minority rights in the Danish-German border region with specific attention to minority languages in public administration and specifically to the on-going reforms in Schleswig-Holstein.

Abstract This article presents a systematic review of entrepreneurship research published in the Top six Brazilian Journals of Administration (TBJA) - Revista de Administração de Empresas, Revista de Administração, Revista de Administração Contemporânea, Brazilian Journal of Public Administration, Brazilian Administration Review, and Organização & Sociedade, during the period 2000-2014. It aims to identify gaps and directions for Brazilian entrepreneurship research to become a relevant area within the field of Administration. The results highlighted the following gaps: (i) few entrepreneurship publications within the TBJA; (ii) impact of the TBJA production is low compared to international journals focused exclusively on entrepreneurship; (iii) prevalence of qualitative methodological approaches. As directions, the results show: (i) to give preference to empirical studies carried out by rigorous methodologies (longitudinal, secondary data and experimental design); (ii) realization of empirical studies extending the theoretical basis of the existing literature; (iii) establishment of entrepreneurship research lines in Master/Doctoral Programs. This article contributes theoretically by identifying research gaps and directions, and by conducting a critical analysis of the entrepreneurship research and practice to give a perspective to researchers and first time authors to produce high impact papers.

The article presents the results of a comprehensive analysis of methodological documents on assessing the effectiveness of state and municipal property management, adopted in 2020. The purpose of this study was to consider innovations in the field of state (municipal) property management, and to identify some potential risks, in order to minimize them at the stage of  implementation of new mechanisms by public administration.

The analysis of the prospects for improving the efficiency of public administration in education is conducted in the article. First of all, the concept of “public administration” was analyzed, its differences and similarities with the concept of public governance were determined. It was decided to determine the perspective of the study of public administration processes by the educational process, taking into account its orientation to public needs and a human-centered approach. The concept of public administration is theoretically designated as a set of processes for managing public systems in order to ensure the goals of sustainable development through the implementation of the functions of organization, execution, order and control. These functions are schematically presented and described in the article. To continue the analysis, trends in the development of the education system in Ukraine and abroad were identified. The problematic aspects have been analysed and prospects for their correction have been identified. Having analyzed, it was determined that the basic processes that require improvement in the public administration system in education are organizational, financial, reputation, and digitalization processes. An algorithm was developed to increase the implementation of the processes of public administration of educational processes, taking into account the basic requirements of society for the education system
