This article systematizes the legal framework, forms, and volumes of support for agriculture from the federal budget of Russia and the regional budget (on the example of the Tyumen Region). The authors have performed a detailed analysis of the directions of such support for 2016-2019. The historical, economic and social features of the relationship between the state and agriculture are shown. State support for agriculture is objectively necessary, and competent budget planning makes it possible to develop. However, the dominance of direct forms of spending support does not stimulate cost-effective and innovative activities, which in the future can bring the industry to a competitive level. There is very little and irregular support for social forms, the development of farming and other forms of private farming in rural areas. The authors conclude that the policy of state support is sufficiently provided by legislative acts, resolutions and state programs. Many programs are updated, and new versions are adopted even before the previous ones expire. Such strong volatility hurts strategic projects and agricultural initiatives. Less expensive forms of activity-mediation and trade turn profitable. Living conditions in the villages significantly stay behind in quality and opportunities, which leads to the human capital leaving rural areas. The authors propose to pay more attention to the development of indirect forms of support, to stimulate economic activity and small businesses.

Subject. The article investigates trends and prospects for poultry farming development at the regional level. Objectives. The purpose is to study the condition of poultry farming in the region, identify development trends, design mechanisms for government support for poultry farming. Methods. The study employs monographic, abstract-logical, statistical, and analytical methods. Results. In the Republic of Dagestan, the poultry production is concentrated in private farm households. This fact reduces the competitiveness of the sub-sector. The study establishes that there is a significant potential for increasing the production volumes of the industry. The bank capital practically does not participate in the modernization of poultry farming in the region, in part because of unfavorable credit history of most economic entities and insufficient collateral. Against the background of low rates of attracting private investment, there is an urgent need for State support for the industry. Conclusions. We propose a set of reasonable measures to stimulate State support for poultry farming in the region, including through improving the forms and methods of scientific and innovative support, linking the forms of the support with the achievement of established development indicators. The paper determines the need for introducing State support to stimulate the industry’s transfer of industrial basis.

This chapter considers how the Children Act 1989 provided a legal framework within which the state can support children to remain with their families through difficult situations and intervene to protect them when they face unacceptable risks. The chapter starts by giving a brief history of child protection law. The chapter then looks at the inherent tension in protecting children while aspiring to support their life with their families, before considering local authorities' powers and duties, resources, and the ever-increasing numbers of children who are involved with social services, whether as c hildren in need, looked after children, or as subjects of child protection investigations or applications.

Abstract The contribution explains the financing system of the German railway sector. Market players like infrastructure managers, railway undertakings, the federal and the regional level (“Länder”) and the Bundesnetzagentur are interrelated due to the institutional setting, especially due to the control- and supervision duties of Bundesnetzagentur. This also concerns the financial flows related interconnections of market players and the government level. Bundesnetzagentur is under the new rail regulation law in charge of controlling the charging system of infrastructure managers. The new legal framework allows for the first time an incentive regulation related to infrastructure charges and sets incentives for the infrastructure manager to decrease costs and increase the traffic on the network.

In current business environment we need to search new tools of state industrial policy. World and domestic experience, as well as theoretical studies confirm that the use of cluster approach to promoting the development of integrated economic systems contributes to improving the competitiveness of industries, regions and country as a whole. The aim of this study is to analyze the conceptual foundations of cluster creation in the forest sector of economy of Sverdlovsk region taking into account of the essential features of economic and technological reality, and the current state of the state of cluster policy. The analysis of the legal framework helped to identify the forms of state support for cluster formations and their requirements and their specialized institutions to obtain official status. The study identified six currently existing regional forestry clusters. Formed clusters will contribute to the development of the industry, but their number is insufficient to improve the competitiveness and innovative development of forest sector economy as a whole. Timber industry complex of Sverdlovsk region has significant potential to increase its contribution to economic development of the region. Development opportunities of the forestry sector are explained by the presence of established infrastructure, logging and timber processing, and significant resource base of the industry. There are enterprises of forestry, pulp and paper, wood processing, wood chemical industry in the region. Sverdlovsk region has a number of problems that would be mitigated and partially solved through the establishment of timber industry cluster. In this work, the structure of the regional wood industry cluster is suggested, the assumptions and risks of its creation are analyzed, the composition of the participants of the "core" of the cluster is substantiated. The most appropriate mechanisms of state support and quantitative performance indicators of the cluster are offered to ensure the efficient operation and further development of the cluster.

This article is taken from the research to study local democracy dynamic in regional autonomy transition, especially after the enactment of Law No. 32 of 2004 concerning on Regional Government and Law No 10 of 2004 concerning on Legislation Making. These laws have influenced the process of public policy making at field. This research analyse the implementation the word ’berhak’ (right to) as stipulated under article 53 of Law No. 10 of 2004. From this point of view, this continues by mapping the development strategy in making legislation at regional level, mainly by searching to what extend public participation processes would contribute at that level. In local political context, the research aims to study how political participation at local level fully involves citizen to take decision, especially connected to: First, economic democracy which is a participatory magement all citizen in productive assets and collective property rights. Second, politic pluralism democracy which is an understanding and sensitivity over pluralistic and locality aspects of the needs and aspirations any citizen in public policy making. The research method uses a non-doctrinal legal research, especially by emplying sociology of law and political economy of law. The result is written in descriptive-analytic model. The research only limits on the development of public participatory method, so then it would have critical points in reforming law and institution, especially to guarantee public participation rights. The recommendations are: First, the needs of key action and more participative for reforming all policies at regional level, by emphasizing through (1) state institution reconstruction which more guarantees citizen political participation; (2) the shifting from ‘top-down’ to ‘bottom up’ processes; (3) the empowerment of people (capacity building) and local institutional strengthening. Second, strengthening legal framework for public participation, either at legislation or regulation levels. The public participation initiative through regional regulation or to improve parliament mechanism order are important to develop public participation methods in local regulation making. Furthermore, The research needs to be followed up by studying deeply about how the legal framework to secure better should be formulated, especialy in responding public participation, either better procedural control or substantial control from public. This research contributes partly in providing possible models and [legal] formulations which are more responsive to the people needs and justice, also to strengthen democratization processes in local governance system.Keywords : Public Participations, Local Autonomy, Local Regulations

The purpose of the article is to develop conceptual foundations for the formation of a state mechanism to stimulate the development of environmentally sensitive agribusiness in Ukraine. It is emphasized that organic production in other countries receives significant state support. In addition, farmers view growing organic products as a factor that reduces risks and stabilizes prices for end products. Still, every country has its own specific features of providing state support. In some regions of France, subsidies can be obtained to cover the costs for certification and inspection, whose volume also varies from region to region. In addition to subsidies, producers of organic agricultural products can also apply for a tax credit. France has a method that compensates for the farmers’ losses from their transition to organic production, both in terms of individual costs and the profit margin. In the United States, the Agricultural Services Agency (FSA) funds the conversion of a farm to organic production and reimburses all the expenses associated with that production. Specific examples of state support for organic production in China, Thailand, Sri Lanka are given. In Ukraine, state support for environmentally friendly production is suggested to be grounded on three key blocks. Firstly, it should expand the demand and thus support consumers. Secondly, the state should design a support mechanism for producers. Thirdly, a separate set of issues should include strategic measures to shape the image of organic products in the market. For each set, specific measures have been identified that can be implemented by the government. It is suggested to divide ecologically oriented products into two groups: green products, which are produced without using chemicals; and certified organic products. The necessity to develop green tourism in Ukraine is also emphasized.
