В статье обоснована необходимость внедрения элементов управленческого учета и контроллинга в организациях бюджетного сектора и в связи с этим предложена дополнительная классификация кодов операций сектора государственного управления, позволяющая сформировать более информативную базу для оптимизации стратегических решений управления в учреждениях госсектора. He article substantiates the need to introduce elements of management accounting and controlling in organizations of the budget sector, and in this regard, an additional classification of codes of operations of the public administration sector is proposed, which allows creating a more informative base for optimizing strategic management decisions in public sector institutions.

Interaction is a necessary and important part of the work of the National Police, including in the field of public safety and order. Due to the interaction we achieve the coordination of actions and joint activities of the National Police with other entities. Existing forms and methods of the interaction between the National Police and the public do not meet the current requirements and need to be refined or finding new forms and methods. Therefore, there is the need to conduct a thorough study of the problems of the interaction of the National Police with other entities of ensuring public safety and order. The author of the article has analyzed the importance and legal principles of the interaction of citizens with the police in the field of public order protection and combating crime. The concepts and forms’ types of the specified interaction have been defined. It has been concluded that there is a lack of scientific research focused on the problems of the interaction of the National Police with the public in the field of public safety and order, in particular on finding its new forms. To achieve this purpose, the author has revealed the essence of the interaction of the National Police with the public in the field of public safety and order, their relations, as well as has defined the classification of forms of the interaction of the National Police with citizens and their associations in the field of public safety and order. The scientific novelty of the study is that it improves the understanding of the nature and types of forms of the interaction between the National Police and the public in the field of public safety and order. Summarizing the above, we can conclude that the effective implementation of the authorities in the field of public safety and order by the National Police of Ukraine requires the establishment of effective interaction with citizens and public associations. The author has offered some new forms of the interaction between the National Police and the public for the implementation, the use of which can improve the state of law enforcement and the fight against crime.

Turkish public administration inherited its’ features from Ottoman Empire. These features continued until today. Turkish public administration resuming the heritage from history, possesses some problems similar to other countries. Therefore, these problems lead to some malfunctions in both service and production. In this sense, police force as a component of public administration also leads to some malfunctions in the services they provide. It is argued that Turkish public adminmistration close to Weberian model has a strictly centralist and hierarchical structure, that has problems in planning and coordination, that has a problematic human resource and that red-tape dominates the public work. It can easily be said that same problems are prevalent in Turkish National Police as well. These features and problems cause some problems in work and procedures. It can be argued that these malfunctions had some effect in Hrant Dink assasination. Therefore it is a must to examine cases such as Hrant Dink assasination and take the inferences of such studies into consideration in preventing the recurrence of such cases. Özet Türk kamu yönetimi özelliklerini Osmanlı Devleti’nden miras olarak almıştır. Bu özellikler genel olarak günümüze kadar devam ede gelmiştir. Tarihten gelen mirasa sahip Türk kamu yönetimi diğer ülkeler gibi birtakım sorunları bünyesinde barındırmaktadır. Dolayısıyla bu sorunlar kamu yönetiminde hizmet ve üretimde bazı aksamalara da neden olmaktadır. Bu bağlamda kamu yönetiminin bir parçası olan Emniyet Teşkilatı da sahip olduğu sorunlar nedeniyle sunduğu hizmetlerde birtakım yanlışlıklara sebebiyet vermektedir. Bu çalışmanın çıkış noktası Weber’yen modele yakın görülen Türk kamu yönetiminin, aşırı merkeziyetçi ve hiyerarşik bir yapıya sahip olması, planlama ve eşgüdümde sorunlar yaşaması, insan kaynaklarında sorunlar yaşanması ve işlerde kırtasiyeciliğin hâkim olmasıdır. Bu sorunların benzerinin Emniyet Teşkilatı özelinde olduğu da söylenebilir. Emiyet Teşikatı’nın sahip olduğu bu özellikler iş ve işleyişte birtakım sorunlara sebep olmaktadır. Bu özelliklerin Hrant Dink suikastına etkisi olduğu söylenebilir. Bu suikastın gerçekleşmesinde emniyetin aşırı merkeziyetçi ve hiyerarşik yapısının, eşgüdümde yaşadığı sorunların etkisi bulunmaktadır. Işte bu çalışma da Türkiye’de bu tür olayların yeniden yaşanmaması için Hrant Dink suikastı gibi örnek olayların iyi incelenmesi ve çıkarımlarının bürokrasideki sorunların düzeltilmesi amacıyla gerçekleştirilmiştir.

Abstract Th e article analyzes the historical development of public administration as a discipline in research and study programs situated between legal and administrative sciences in Slovenia as part of the Central European political and legal environment. Public administration in Slovenia was initially, and still is, primarily law-driven, but an integrative and furthermore interdisciplinary approach to public-administration studies is considered to be an inevitable trend due to its complex character. However, as indicated by the presented results of research on Slovene administrative study programs and teachers’ habilitation areas, combined with the classification of researchers’ scientific achievements, carried out in order to establish the state of the art of administrative science, research and study programs are developing rather in the framework of administrative-legal science. Hence, as grounded by historical, comparative and empirical analyses of the present study programs, habilitation and research areas in Slovenia, critical assessment of their design and classification leads us to draw several conclusions. Primarily, law is not sufficient, although, simultaneously, in the CEE area it is an indispensable basis for the study of a law-determined public administration. Both mentioned imperatives should systematically be taken into account in future (supra-) national field classifications as well as in the planning and accreditation of study programs and research in the field.

The purpose of the research. They are considered relevant issues of the administrative and legal situation of subjects of special competence in relation to public administration in the field of intellectual property. Main content. A circle of specific subjects in the public administration system is determined. It identifies the role of subjects of special competence in the performance of the tasks of public administration in the field of intellectual property. The classification of subjects of special competence in the public administration is presented. Methodology: Analysis of documentary sources; the basis is the dialectical method of knowledge of the facts of social reality, on which the comparative formal and legal approaches are largely based. Conclusions. Conclusions are drawn on the place of subjects of special competence in relation to public administration in the field of intellectual property. Proposals are made on the need to improve existing legislation in Ukraine on intellectual property.

The aim of the study is to analyze the existing approaches to the classification of the public services system and to develop an approach that would meet modern domestic requirements. The urgency is due to the insufficient level of theoretical organization of the general array of public services, hence the practical need for the effective functioning of all areas of the system. The results of the study reveal the relationship between the lack of a proper approach to the classification of the public service system and the heterogeneity of changes that occur in different areas of this system. The existing approaches to the concept of "classification" are considered and the author's definition is offered, it is established that classification acts as an important tool of the theory of public administration. The level of complexity of the "service" category as an object of scientific research and the "public service" category is outlined. Modern approaches to classifications of public services are given, among which it is necessary to allocate (by subjects of service rendering, subjects of reception, by groups of services, by types of services, etc.), but it is established that existing approaches do not allow to organize the whole array of public services. Therefore, the author's approach that meets the requirements of this study is proposed. The conclusions are to substantiate the impossibility of establishing a modern system of public services without the development of adequate approaches to classification. The study clarifies the concept of classification, reveals that existing approaches to the classification of public services do not allow them to properly systematize and organize, resulting in the proposed author's approach to the classification of public services by area of provision, but deserves special attention to the criterion of delegation possibility of public service.

The article shows the study of public participation in the implementation of public administration. It is estab-lished that the public should act as a socially active part of society, which participates in socio-political life of the country on a voluntary basis. It is determined that the public should be characterized by: the need for communica-tion; focus on collective activity; priority of public interests over individual ones; active expression of their social position. The article proved that the establishment of a constructive dialogue between the public and state structures helps the public to inform state authorities about urgent problems of development of various spheres of public life. It is es-tablished that due to cooperation, partnership with the public, public authorities and administrations become better aware of various social problems. Close cooperation of public administration bodies with public structures allows the population to understand better the logic of management decisions and state policy in a given area, provides its trust and support if necessary. Effective forms of interaction between public authorities and the public and the specifics of the mechanism of public participation in public administration are substantiated and its characteristic features are determined. The article proposes the introduction of a mechanism for public participation in public administration. It is noted that the mechanism of public participation in public administration should be understood as a system of legal and public administration mechanisms that create legitimate conditions and means of real participation of socially active citizens in public administration, in particular, through their involvement in public administration. All mechanisms must be interconnected. The expediency of forming normative-legal mechanisms of public participation in public administration in Ukraine, which should be represented by a hierarchical system of normative-legal acts and consolidate the right of citizens to participate in the management of public affairs, has been proved; to determine the legal status of civil society institutions, in particular, in terms of their legal personality in relation to participation in public administration; to determine the procedural mechanisms of interaction between civil society and the rule of law and the influence of the public on public administration. It is noted that the formation of a civil society, which insufficient level of development in today’s Ukraine hin-ders the dynamics of democratic change, will contribute to the achievement of a corresponding standard of living like in European countries. It is determined that without a developed civil society it is impossible to improve public administration, which requires real public participation in the discussion and management decisions. It is noted that high-quality and effective interaction of public authorities with civil society should be formed under the condition of three basic principles: creation of a state agency, institution, department and division in the system of state power, which will be directly responsible for cooperation with the public; development and adoption of a state program to promote the development of interaction between government agencies and structures with civil society; formation of written agreements between public authorities and non-governmental organizations on their joint activities.

In modern conditions of formation of civil society in Ukraine, more and more opportunities are created for the emergence of new forms, methods and other tools for public control over the activities of public administration bodies, including the police. Today, the police play an extremely important role in the state and public life of the country. After all, the police are the structure that has the ability to legally use coercion, and therefore can respond quickly to violations of human rights and freedoms, compared to other bodies. The article reveals the features of public control over the functioning of the National Police in Ukraine. The public and authoritative nature of the administrative activity of the National Police bodies, which is always under the purposeful public supervision and consists in the implementation of the administrative and legal powers assigned to the National Police in the interests of society, is analyzed. Citizens’ appeals are considered as a tool of public control over police activities and also one of the key tools by which the public responds to police activities.

In the context of the development of new digital public administration and the transition from workstations to digital platforms, the task of systematizing knowledge about professional software (ProSW) used in state and municipal institutions is becoming urgent. One of the approaches to the systematization of information about software is its typification and classification. To solve this problem, the author chose from open Internet sources and analyzed the main characteristics of leading Russian vendors that supply their software products for public finance management, including such well-known brands as Firma 1C, Parus Corporation, NPO Krista and a number of others. Based on the analysis of the data submitted by the vendors of the descriptions of their ProSW, the article first proposed its typification and various classification, including with respect to the ownership of ProSW. The proposed structuring of information on the software for financial management can be used for registering software in the Unified Register of Russian Programs and in standardized lists of goods, works and services that are purchased by customers in order to meet state and municipal needs, including the comparative assessment of the cost of the same type of software. The author concludes that the architecture of the universally used ProSW is not sufficiently effective due to the use of outdated approaches to system design. The results of the study can be used to expand the knowledge of students in higher educational institutions in areas related to public administration, IT management and software development.

The purpose of the study was to identify the reasons why there was a need to form a new model of public sector finance and develop an algorithm for organizing public sector finance. The article compares the provisions of the guidelines developed by the international monetary fund on public finance statistics. The authors proceeded from the guidelines that the starting point for the organization of public sector Finance was the identification of institutional units and activities that relate to the public sector. This made it possible to determine the composition of public sector finances. The purpose of the organization of public sector finance is to meet the socio-economic needs of society, ensuring compliance with the appropriate level of national security. The need for the functioning of institutional units in the public sector is related to the fact that it would be impossible to meet public needs on a purely entrepreneurial basis. It is determined that the practical application of the principles of classification of sectors will be required in cases where it is necessary to find out whether a particular entity belongs to institutional units and, if so, to which sector (either to the public administration sector or to state corporations). The paper shows that from the point of view of the impact on fiscal policy, public sector finances include the finances of the public administration sector, which in turn consists of institutional units that are mainly engaged in non-market activities, and the finances of state corporations (organizations). The proposed approach to the organization of public sector Finance based on the concept of institutional units will increase the availability of key statistical data. This is certainly in line with the desire of most countries to increase transparency and accountability in the public sector. In addition, it helps to identify shortcomings at the early stages of the deterioration of the financial situation in the country and to take timely corrective measures
