Debate is a common learning method used in the classroom at the secondary and tertiary levels. A lot has changed in the last several years, with learning approaches transitioning from traditional face-to-face to virtual methods. Virtual learning can be dull, unexciting, and monotonous if the instructors don’t know how. Therefore, the virtual classroom debate tutorial (VCDT) approach is introduced to foster two-way participation during the online sessions. Even during the new norm, the practice of virtual classroom discussion improves self-confidence, critical thinking, communication skills and teamwork. The VCDT approach promotes a brilliant way of online discussion in which students are encouraged to speak spontaneously on the subject matters. The nature of debate activities helps sharpen rhetorical skills in a fast-paced virtual environment and enriching the students ability to solve problems. Therefore via VCDT exercises, students practice generating ideas under pressure within timeframe. This study employed 100 administrative science students as respondents, and the sampling technique used is purposive. The students participated in the VCDT session during a class tutorial, and a set of effectiveness scales was distributed after the session. SPSS was used to code the data collected from the respondents, and the students result reveal a good sign.

The “Handbook of Research Methods in Public Administration, Management and Policy”, edited by Eran Vigoda-Gadot and Dana R. Vashdi and published by Edward Elgar in 2020, offers researchers, students, and practitioners a comprehensive and application-oriented insight into established and newer research designs and analytical methods in empirical administrative science. With this approach, the handbook fills a gap in the existing literature on methods in administrative science. The handbook chapters follow a two-part structure, in which the respective method is, first, presented and discussed theoretically and conceptually. The second part of the chapter provides an example of how the specific research design or method is applied to an administrative science research question. Therefore, the handbook can be used both in methods courses and as an aid for doctoral students who want to familiarize themselves with current and innovative methods in empirical administrative science in a short time.

The article analyzes the opinions presented in scientific sources regarding the definition of political positions in the executive branch and the administrative and legal status of employees holding these positions. Instead, the specifics of the implementation of the administrative-legal status of employees holding political positions in the executive branch are studied in administrative science piece by piece. Particular attention is paid to the fact that administrative law consistently and persistently considers all aspects of the acquisition and implementation of the administrative and legal status of civil servants and employees of local self-government bodies. A terminological distinction is made between the terms «professionalism» and «qualifications». Professionalism means that a position in the executive branch is associated with a specific profession. For a candidate applying for the relevant position, additional requirements are imposed regarding his professional abilities. On the other hand, professionalism means that the person applying for the position must be qualified enough to carry out their duties effectively. Thus, “professionalism” is characteristic of all employees holding administrative positions in the system of executive bodies, and “professionalism”, in our opinion, is a common criterion for all categories of civil servants. It is proposed to highlight the following features of the civil service performed by persons holding political positions in executive bodies: 1) provides for the constitutional and legal procedure for entering and passing political service (constitutional and legal status of employees holding political positions); 2) the powers assigned to political positions in executive bodies require the availability of appropriate administrative and legal forms and mechanisms for their implementation (administrative and legal status of employees holding political positions); 3) employees holding political positions are not subject to disciplinary responsibility, and therefore the structure of their administrative and legal status does not provide for legal responsibility; 4) the professionalism of political figures in the system of executive authorities is manifested in a harmonious combination of their political and administrative activities.

Em boa parte do território brasileiro há uma escassez de gestores para as organizações culturais e artísticas. Tal problema é acarretado, em parte, pela deficiência na formação dos gestores e, também, dos artistas, bem como pelas dificuldades em formar profissionais numa lógica interdisciplinar. Neste contexto, esta pesquisa exploratória e explicativa visa discutir os obstáculos e os desafios a serem enfrentados pelos gestores e pelos artistas para a inserção no mercado de trabalho, a partir de uma revisão bibliográfica, documental e entrevistas com acadêmicos, gestores e artistas. Os resultados preliminares apontam que a oferta de ensino de administração e de artes no Brasil é ampla. Contudo, na área de administração, seu foco na maioria das vezes é formar pessoas capacitadas para ocupar cargos de gestão como funcionários em áreas de conhecimento mais voltadas a atender às necessidades de grandes organizações. E na área de artes, qualificar profissionais que possam se expressar nas diversas linguagens artísticas. Desta forma, há uma carência de cursos que contemplem conhecimentos de gestão, produção cultural e arte para contribuir na formação de profissionais de carreiras artísticas e gestores. Conclui-se que os conhecimentos de produção e gestão de organizações culturais e artísticas, por também contribuírem com a noção de “organização” presente na ciência administrativa, proporcionam aos profissionais das carreiras artísticas ferramentas para estruturar e gerenciar suas atividades laborais.   In much of Brazil there is a shortage of managers for cultural and artistic organizations. This problem is caused, in part, by the deficiency in the training of managers and also by artists, as well as by the difficulties in training professionals in an interdisciplinary logic. In this context, this exploratory and explanatory research aims at discussing the obstacles and challenges to be faced by managers and artists for insertion in the labor market, based on a bibliographical review, documentary and interviews with academics, managers and artists. The preliminary results indicate that the offer of teaching of administration and arts in Brazil is ample. However, in the area of ​​management, the focus is most often on training people to hold management positions as employees in knowledge areas that are more geared to meeting the needs of large organizations. And in the area of ​​arts, qualify professionals who can express themselves in the various artistic languages. In this way, there is a lack of courses that contemplate knowledge of management, cultural production and art to contribute in the formation of professionals of artistic careers and managers. It is concluded that the knowledge of production and management of cultural and artistic organizations, as they also contribute to the notion of "organization" present in the administrative science, provide professionals of the artistic careers with tools to structure and manage their work activities.

In the Constitution of the Republic of Indonesia 1945 it was stated that the election of regional heads was conducted democratically. As the implementation of the provision has been applied various laws and regulations but until now there are still various problems. Therefore, it is necessary to conduct research on the problems in the regional head election. Research was conducted on legislation and decisions. Based on the research can be known that in the Regional Head Election found also administrative violations. In resolving administrative violations, the role of administrative science is very important especially regarding evidence and evidence. Therefore, election organizers need to be equipped with administrative capabilities in order to prevent and resolve violations appropriately.

The disciplinary problem in school has become one of the popular issues in Malaysia. The purpose of this study is to describe youth perceptions and the effects of disciplinary action implemented in school. It intends to achieve three main objectives which are to identify the perceptions of youth towards disciplinary action practice in school, to examine the effects of disciplinary action practice, and to make comparisons between gender and its acceptance towards disciplinary action in school. Data collection had been carried out using a quantitative approach through convenient sampling. There were 260 questionnaires distributed to respondents from the diploma and degree students under the Faculty of Administrative Science & Policy Studies at MARA University of Technology (UiTM) in Kota Samarahan.  Findings showed that most youths agreed on the good perception of the disciplinary action implemented in school. However, there were also respondents who had given some opinions and recommendations. Nevertheless, only some of the students tend to access aggressive solutions. This study also did a comparison between gender and its acceptance toward disciplinary action in school.  However, finding indicated there was no difference of acceptance between genders.

This article analyses the emergence of administrative science in France in the wake of the Second World War. The birth of this discipline is examined through the history of its founders, a group of comparatist aiming at developing universal administrative principles. The post-war context prompted the creation of checks and balances against administrative power (through oversight of the legality of administrative action) and against the powers of nation states (through human rights and international organizations). Administrative science and comparative law were meant to rebuild international relations. The history of this discipline highlights a legal project to redefine the role and limits of executive power at the dawn of the construction of a new world order. Points for practitioners Looking at long-term developments in the science of administration helps to inform administrative practice by providing a historical and reflective perspective. This article shows how a new understanding of the administrative reality emerged after the fall of the totalitarian regimes of the first half of the 20th century. It highlights the different ways in which administrative power was controlled after the Second World War through greater oversight over administrative legality, the establishment of universal administrative principles and the proclamation of human rights. Questions of administrative legitimacy and the limitation of administrative power are still very much part of the daily practice of executive power, and represent a central aspect of administrative thinking.

As a result of the Corona pandemic, far-reaching regulations and laws intervened in the shaping of people's lives, the economy and social life in 2020. A variety of legal, economic and sociological questions arise concerning the political-administrative crisis management of the Corona crisis. These concern, for example, fundamental aspects of the separation of powers and legal control by means of ordinances, or questions of public procurement law concerning the procurement of protected goods. In this work, researchers from the University of Police and Public Administration NRW analyze the corona management of the first months of the pandemic in Germany from an administrative science perspective.
