Spa is a beauty treatment that not only refreshes and calms the mind. But it also has several healthbenefits. Thispaper discussed the implementation of Spa services refer to the Operational Service Standards (SOP) which will be the main force. The role of the government through four departments, in collaboration with the Indonesian Spa Association together to form Business Standards, Services, National Work Competency Standards (SKKNI), Curriculum Standardization with the Ministry of Education, and Promotion Cooperation Standards withthe Ministry of Tourism.According to the SKKNI employment in the Spa field refers to knowledge, skills, attitudes. The concept of service at Spa refers to excellent service to foster trust in customers. Excellent service must be supported by quality human resources that are reliable, have a vision that is far ahead and can develop strategies and tips for excellent service that has excellence.The Javanese Massage method applies a combination of several body treatments that originate from cultural and technological traditions, with Javanese sorting methods. It is beneficial for the muscles and can be effective in blood circulation, relieving muscle tension, stimulating the rhythmic nerves to achieve a sedative effect, stimulating and calming. In the Spa treatment, there are various body treatments, namely body scrubs, body massages, body masks and aroma therapy.

The bureaucracy arrangement in the government administration process studied in this research is how the role of the bureaucracy in the government administration process and the factors that influence the bureaucracy in the government administration process. This research is an empirical juridical legal research, by looking directly at the legal behavior of bureaucratic officials. Legal materials obtained regarding the structuring of government administration processes in Maros Regency are analyzed to find solutions to the problems faced. The results showed that the bureaucratic arrangement in the government administration process in Maros Regency, can be seen from the administrative management process by looking at the level of ease of service procedures, speed in service, low costs charged to the people, professionalism of officials in providing services. That the Maros Regency government in realizing the governance administration process has been running even though it is still not optimal. This is because there are still irregularities that occur in terms of public services to the community, although this is still in the stage of reforming towards excellent service standards. The influencing factor in the implementation of the bureaucracy in the implementation of public services in Maros Regency in serving the community is the availability of sufficient budget to support the operational implementation of public services. And the inhibiting factor is the service procedure factor, in addition to the lack of facilities and infrastructure

As a part of tourism Industry, Bali has become famous for its best SPA destination in the world. One of its best SPA treatments is the traditional Balinese Massage. Many SPA lovers are fond of the massage since it offers many great things and uniqueness. People can easily spot the treatment as main attraction in both small scale business and also in five stars hotels. Balinese massage itself is a SPA treatment that comes from many combinations as Hindu, Buddhism, and also Chinese culture since ages. Since many SPA industries are selling Balinese massage as its main course and many people are also like to have the treatment, it is deemed necessary to find out the traditional Balinese massage as a SPA brand especially in Sanur beach area. The research is design qualitatively where it is using instruments like observation sheets, questionnaires, and interview to gain research data towards SPA industries, clients, and therapists in Sanur beach area. The data gained shows that traditional Balinese massage has excellent; 1) Brand Favorability of Association, where the treatment can meet the clients’ need and satisfaction, 2) Strength of Brand Association, where the treatment has formed strong associations in the mind of consumers as a result of actively and continuously thinking about certain information on the treatment, 3) Uniqueness of Brand Association, where the treatment have a unique or special characteristic that is hard to duplicate by other products, like the use of oil and aroma therapy, so that imprint in the minds of customers, 4) Loyalty, where the customers are always enjoying the treatment and keep asking for it regularly. It is hoped that the government can see the result this research and keep promoting Balinese massage in the world to attract more visitors to come to Bali, especially Sanur area.

Transportasi tidak dapat dipisahkan dari kehidupan umat manusia selama hal itu dibutuhkan dalam pendistribusian bahan, pergerakan aktifitas manusia maupun barang sebagai komponen mikro suatu perekonomian. Angkutan merupakan elemen penting dalam perekonomian karena berkaitan dengan distribusi barang, jasa, dan tenaga kerja, serta merupakan inti dari pergerakan ekonomi di kota, berbagai bentuk moda angkutan umum dengan karakteristik dan tingkat pelayanan yang diberikan mewarnai perkembangan sistem angkutan umum kota. Penelitian ini bertujuan untuk menganalisis kinerja operasional angkutan umum  saat melayani para penumpangnya dengan pelayanan standar yang telah ditentukan. Dalam survei ini, diharapkan dapat bermanfaat bagi Pemerintah khususnya yang mengelola angkutan umum kota Pare-Pare,. Ketersediaan jumlah armada trayek Lakessi - Lumpue lebih besar dari kebutuhan pergerakan penumpang, yang dapat ditunjukkan dari waktu antara (headway) dan lama perjalanan (waktu sirkulasi), untuk Trayek Lakessi-Lumpue ini adalah sebesar 20,45 menit, lama perjalanan dari Lakessi menuju Lumpue dan kembali ke Lakessi memerlukan waktu 108,30 menit atau 1:48 jam. Jadi Standar Kinerja Operasional Angkutan Umum kota Pare – Pare dapat dikatakan bahwa Angkutan Umum tersebut masih memenuhi standar.Transportation can’t be separated from human life as long as it is needed in the distribution of materials, movement of human activities and goods as micro components of an economy. Transportation is an important element in the economy because it relates to the distribution of goods, services, and labor, and is the core of the economic movements in the city, various forms of public transport mode with the characteristics and level of service Given the development of the city's public transport system. This research aims to analyse the operational performance of public transport when serving its passengers with predefined service standards. In this survey,it is expected to benefit the Government, especially those who manage the public transportation of Pare-Pare city. The availability of a fleet of Lakessi-Lumpue routes is greater than the need for passenger movements, which can be demonstrated from the headway and length of travel (circulation time), for the Lakessi-Lumpue route is 20.45 minutes long, The journey from Lakessi to Lumpue and back to Lakessi takes 108.30 minutes or 1:48 hours. So, the public transport operational Performance standard of Pare-Pare can be said that the public transport still meets the standards.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

This study aims to analyze the relevance of the �health emergency� status to the existing legal theory and condition as well as to identify the validity of the Circular Letter of the Rector of State Universities. To this end, this study applied the statute and conceptual approach. The study was conducted by inventorying primary and secondary legal materials to obtain a proper and critical review of the legal issues under study. The results showed that the determination of the �health emergency� status by the government was inappropriate due to the uncertainty of the regulations issued by the government to determine the current condition. Thus, the status of the COVID-19 pandemic is a �legal emergency� status. Further, the Rector�s policy through the Circular Letter is valid judicially, sociologically, and philosophically. The determination of the �legal emergency� status can be done by issuing a Perppu without a �state of emergency� from the President. Finally, it is suggested to firstly get an approval from the Ministry of Education and Culture regarding the issuance of the Rector�s Circular Letter. Besides, further study is needed as this study was conducted during the COVID-19 pandemic.�Keabsahan Surat Edaran Rektor Perguruan Tinggi dalam Pandemi Covid-19Tujuan dari penelitian ini adalah untuk menganalisa relevansi status �darurat kesehatan� dengan teori hukum dan kondisi yang ada dan keabsahan atas Surat Edaran Rektor Perguruan Tinggi Negeri. Metode yang digunakan dalam penelitian ini adalah statute approach dan conseptual approach. Penelitian dilakukan dengan menginventarisasi bahan hukum primer dan sekunder, guna mendapatkan kajian yang seyogianya dan telaah kritis terkait isu hukum. Hasil penelitian menyatakan penetapan status darurat kesehatan oleh pemerintah kurang tepat, dikarenakan tidak menentu-nya peraturan yang dikeluarkan oleh pemerintah untuk menetapkan kondisi saat ini. Sehingga, status pandemi COVID-19 merupakan status darurat hukum. Kebijakan rektor melalui Surat Edaran adalah absah secara aspek yuridis, sosiologis, dan filosofis. Penetapan darurat hukum cukup dilakukan dengan menerbitkan Perppu tanpa pernyataan darurat dari Presiden. Saran peneliti adalah di perlukan persetujuan pada Kementerian Pendidikan dan Kebudayaan terkait terbitnya Surat Edaran Rektor, dan dibutuhkan penelitian lebih lanjut dikarenakan penelitian ini dilakukan pada masa COVID-19 yang bersifat temporal.�

This research was taken in Ambon (Latuhalat and Laha) and in Central Maluku Regency (Waai) in May – July 2018. It was aimed at mapping the value chain of small pelagic fish in Ambon through: 1) mapping of product, financial and information flows and 2). analysis of percentage distribution of small pelagic fish caught. The data used in this study was primary and secondary data, and analyzed by using value chain analysis. The results show that small pelagic fish marketing chain in Ambon consisted of six models with five actors. Each chain is formed due to the conditions and situation of market, resulted by the influencing of catches of fishermen and traders' capital. The broker plays an important role in marketing small pelagic fish in the market and obtaining 10% of the fishermen's catch that can be distributed, both to retailers and cold storage. Fish caught by the fishermen is still fresh in general when arrives in the consumers, because the fishing area is not too far, the market distance with the production centers is also quite close and in general fishermen and traders have understood the importance of maintaining product quality. Even so, the role of the Government in providing marketing facilities and infrastructure is needed so that modern market conditions can be applied in marketing fresh fish in Ambon.

This paper does not necessarily reflect the views of the International Commission on Radiological Protection. This article describes the institutional structure established for decommissioning Fukushima Daiichi nuclear power plant. To deal with the aftermath of the unprecedented nuclear accident in Fukushima, several responsible institutions such as Ministry of Economy, Trade and Industry (METI), Ministry of Education, Culture, Sports, Science and Technology (MEXT) have worked together at the initiative of the Government of Japan. In this structure, Tokyo Electric Power Company Holdings (TEPCO) implements the decommissioning due to its legal responsibility, while the essential direction and milestones are set by the Nuclear Emergency Response Headquarters of the Government of Japan. Nuclear Damage Compensation and Decommissioning Facilitation Corporation, a government-affiliated organisation, oversees and facilitates the decommissioning by TEPCO, and the Nuclear Regulatory Authority regulates safety from an independent standpoint. The main basic elements essential for the success of this long-term project have been developed, such as the technical strategy, financial system, and organisational capability. Decommissioning is making progress.

Purpose – The purpose of this paper is to link the multifarious problems of the elderly in a socio-economic and psychological framework. Design/methodology/approach – The universe of the sample is elderly left behind in emigrant households in Kerala. In total, 600 samples were mustered using multistage stratified random sampling method. The paper, with the aid of factor analysis, χ2 and correspondence analysis, blemish the principal factors responsible for the migration-induced exclusion of the elderly. Findings – The empirical result derived from the study shows that migration-induced exclusion is all pervasive in Kerala. The elderly left behind yearn for the presence of their children rather than the emigration and concomitant remittances. Research limitations/implications – The findings of the study are helpful to the policy makers to understand the issues faced by the elderly and include all stakeholders concerned to find a solution to tackle these problems faced by the elderly due to emigration of their children. Practical implications – The study is practically relevant in developing appropriate policy framework in Kerala as it illumines the role of the government to overcome the exclusionary trend and other manifold problems of the elderly. Social implications – The study sheds light to a new social problem developing in the state in the form of elderly exclusion owing to emigration of the young working groups in regional dimensions, demographic levels, community angles and the emerging culture of old age home in the Kerala economy and society. Originality/value – The study is a unique one and tries to situate the principal factors responsible for the emigration-induced exclusion of the elderly in Kerala with empirical evidence.

This paper examines the tension between centralizing and decentralizing forces in systems of land use planning. Its thesis, drawn from the LaHaye Report, is that the degree of centralization of the system is directly proportional to the breadth of jurisdiction of the planning authority. While Quebec's system of land use planning is reputed to be decentralized and political, the author questions whether this assessment is correct. The role of the government under the Land Use Planning and Development Act and other specialized legislation is more in accordance with the centralized and technocratic systems advocated in earlier Quebec proposals for land use planning. This conclusion is reinforced by a consideration of the suggestions put forward in Le Choix des régions and their present-day application.
