The bureaucracy arrangement in the government administration process studied in this research is how the role of the bureaucracy in the government administration process and the factors that influence the bureaucracy in the government administration process. This research is an empirical juridical legal research, by looking directly at the legal behavior of bureaucratic officials. Legal materials obtained regarding the structuring of government administration processes in Maros Regency are analyzed to find solutions to the problems faced. The results showed that the bureaucratic arrangement in the government administration process in Maros Regency, can be seen from the administrative management process by looking at the level of ease of service procedures, speed in service, low costs charged to the people, professionalism of officials in providing services. That the Maros Regency government in realizing the governance administration process has been running even though it is still not optimal. This is because there are still irregularities that occur in terms of public services to the community, although this is still in the stage of reforming towards excellent service standards. The influencing factor in the implementation of the bureaucracy in the implementation of public services in Maros Regency in serving the community is the availability of sufficient budget to support the operational implementation of public services. And the inhibiting factor is the service procedure factor, in addition to the lack of facilities and infrastructure

District XIII Kampar City is one of the districts in Kampar regency. The number of sub-districts in Kabupaten Kampar reaches 21 districts. District XIII Koto Kampar consists of 13 villages that have various potentials that can be developed and economic value. Like Muara Takus temple located in Muara Takus village, Salai Patin processing in Desa Mosque and Pulo Simo Waterfall in Tanjung Alai Village.All these potentials are very proud for the Government and the people of District XIII Kampar City. It's just that this has not been managed with the maximum. This is evidenced by inadequate road access to reach the site.Therefore, the role of leaders needed to overcome them. According Sinambela (2014), the role of leaders in public services is to provide motivation, create a pleasant atmosphere, coordinate and implement the policy.               From the results of the research, the District Leader XIII Koto Kampar has performed its role well. Where Sub District as a Local Government Apparatus District is the spearhead of the implementation of government. Whereas the sub-district with the number of apparatus that has not been complete and supported with the existing agency. The Camat office is a government, development and community administrator supported by the agency office, the sub-district administration is led by a subdistrict head who is in charge of the government with the help of the staff of the Kecamatan Office and the existing department in the sub-district and the village administration.

Merit System is the placement of someone with a high leadership position based on their competency. The government as the holder of power always makes new regulations or policies and also changes existing policies, to improve the quality of life of the people and the government institution itself. This article aims to analyze the merit system policy in the implementation of the government in Indonesia in implementing the principles of good governance and to see how the role of Baperjakat in making the mutation decision letter has caused problems between ASN and the Regent of Simeulue. The research method uses descriptive qualitative through literature review and research information. Sources of data obtained through journals, news, and documents. Data analysis techniques using Nvivo plus 12 analysis in the form of the crosstab. The results showed that the procedure for the policy of the position of the State Civil Apparatus (ASN) issued by the Regent of Simeulue was not based on established rules. In the process of mutation, the basic foundation of its implementation is still to use the seniority system and the spoil system where this system is not well used in the mutation process. In this mutation, the application is not by the principles of good governance.

Abstrak         Dalam era Revolusi Industri 4.0 terjadi perubahan cepat disebabkan  Perkembangan Teknologi berbasis internet. Dalam perubahan yang cepat tersebut, Pemerintah perlu mampu memanfaatkan era serba digital (‘masyarakat online’). Dalam meningkatkan pelayanan Publik yang baik peran pemerintah diuji. Peneltian ini menjadi sangat penting karena sebenarnya ada permasalahan, pertanyaan dan sekaligus tantangan dasar yang perlu dijawab terkait Pelayanan Publik agar menjadi pelayanan Publik Profesional, dan Komunikatif. Penelitian ini merupakan Penelitian kualitatif (deskriptif naturalistik) dengan mengunakan analisis pendekatan induktif (dari khusus ke umum). Proses dan makna prespektif subjektif dimana peran peneliti sangat menentukan. Penelitian akan dianggab selesai bila Tujuan Penelitian sudah terjawab. Unit analisis dalam penelitian ini adalah Pelayanan Publik yang profesional dan komunikatif. Perkembanga Teknologi Komunikasi berbasis Internet begitu cepat. Pelayanan Publik yang baik akan sejalan dengan prinsip Goodgovernement dan tujuan bernegara Indonesia. Pelayanan Publik yang profesional menjadi kunci, menyelesaikan masalah dengan hati dan sesuai dengan keinginan masyarakat. In this rapid change, the Government needs to take advantage of the all-digital era ('online society'). In improving public services this Research becomes very important because there are questions, and to be challenges related to Public Services in order to become a Professional and Communicative. This research is a qualitative (descriptive naturalistic) study using inductive research analysis (from specific to general). The process and meaning of subjective perspective in which the role of researchers is crucial. The research will be considered complete if the Research Objectives have been answered. The unit of analysis in this study is a professional and communicative in public service. The development of Internet-based Communication Technology is so fast. Good public services will be in accordance with the principles of good governance and the objectives of the state of Indonesia. Professional public service is the key, solving problems with heart and in accordance with the wishes of the community. Accountability and transparency are key principles to fight corruption and achieve good governance in any country, especially in a democratic setting. Accountability and transparency are the criteria for goof governance which bring about legitimacy and popular support from the people. The economy of the country cannot develop when its members lack a sense of duty and accountability. In create an administration that will be responsive to the yearnings and aspiration of the people by the government, the role of accountability and transparency cannot be over stressed. This paper examines the concept of accountability, transparency and corruption in decentralized governance. It highlights the types of accountability and identify that the process of accountability should increase the pressure for more transparent local governance.

The Regional People's Legislative Assembly (DPRD) is a form of representative institution of the people of provinces, districts, or cities in Indonesia which is located as an element of local government administration together with the Regional Government. The existence of the Regional People's Legislative Assembly is regulated, among others, in Law Number 27 Year 2009 concerning the People's Consultative Assembly, the People's Legislative Assembly, the Regional Representative Council, and the Regional People's Legislative Assembly. Article 342 of Law Number 27 Year 2009 stipulates that "Regency / Municipal DPRD shall be a regional representative body domiciled as the element of the regional administration of a regency / municipality. In formal juridical, DPRD is the working partner of Regional Head either Governor, Regent, or Mayor. Since the enactment of Law Number 32 Year 2004 regarding Regional Government, the Regional Head shall no longer be responsible to the Regional People's Legislative Assembly, since it shall be elected directly by the people through the election of the Regional Head and Deputy Regional Head. Article 27 Paragraph (2) of Law Number 32 Year 2004 stipulates, among other things, that "the Regional Head has an obligation also to provide reports on the implementation of regional government to the Government, and to give accountability report to the DPRD". Nevertheless, the role of DPRD is enormous in determining regional policy.This study uses the normative juridical method, which is the approach done by examining the legislation relevant to the problem under study or looking from the normative legal aspects. AbstractTo promote good governance, citizens can inform governments directly and routinely about the implementation of policies and the delivery of public services. Yet citizens lack incentives to provide information when they do not expect governments to be responsive, and citizen disengagement in turn often prevents governments from providing public goods effectively. In two field experiments, we studied potential remedies to this dilemma related to solid waste services in Uganda. We randomly assigned reporters to be recruited by community nomination and to be recognized by community leaders in an attempt to select for and motivate information sharing. We also randomly assigned reporters to hear from the government about how their reports were used to make real improvements to waste services. Community nominations and public announcements did not increase reporting. However, responsiveness boosted participation over several months for reporters who had been recruited earliest and had been reporting longest, highlighting the critical role of timely government responsiveness in sustaining information flows from citizens.

The main problem with the Indonesian government is the behavior of deviant acts of corruption that harm the nation and state. This research is shown to prevent acts of corruption by implementing the principles of public administration in state officials. The research method used, namely the type of quantitative research is comparative experimental. There are various policies taken by the government to prevent corrupt behavior, namely the application of the principles of public administration in state officials, ethical development and bureaucratic governance through the development of good governance, enforcement and application of public administration law, public awareness, and participation, efforts to improve the system. more effective and efficient public services, and the establishment of an independent institution to prevent corruption. However, this study found irregularities in the efforts to strengthen the KPK institution by re-doing the national insight test on employees, which led to irregularities in the weakening of the KPK due to the dismissal of competent employees.

Land acquisition for public purposes, including for the construction of railroad infrastructure, is a matter that is proposed by all countries in the world. The Indonesian government or the Malaysian royal government needs land for railroad infrastructure development. To realize this, a regulation was made that became the legal umbrella for the government or royal government. The people must agree to regulations that require it. Land acquisition for public use in Malaysia can be completed quickly in Indonesia. The influencing factor is the different perceptions of the understanding of what are in the public interest, history and legal systems of the two countries as well as the people's reaction from the two countries

To the dismay of today's social progressives, the Argentine Catholic church addresses the moral situation of its people but also shies away from specific political positions or other hint of secular involvement. At the beginning of the twentieth century, the church set out to secure its place in national leadership by strengthening religious institutions and withdrawing clergy from politics. The church struggled to overcome a heritage of organizational weakness in order to promote evangelization, that is, to extend its spiritual influence within Argentina. The bishop of the central city of Córdoba, Franciscan Friar Zenón Bustos y Ferreyra (1905-1925), reinforced pastoral care, catechesis, and education. After 1912, as politics became more heated, Bustos insisted that priests abstain from partisan activities and dedicate themselves to ministry. The church casts itself in the role of national guardian, not of the government, but of the faith and morals of the people.

Purpose This paper aims to examine the role of electronic governance (e-governance) in enabling asylum seekers’ access to public services in the city of Durban, South Africa. Because of COVID-19, the government scaled down its operations, limiting access to public services, including among migrants. Design/methodology/approach Because of COVID-19-related restrictions, a systematic review was conducted of the relevant academic literature as well as the information portals of relevant government departments, municipalities and research reports on migration and refugees in South Africa. A total of 320 peer-reviewed research articles were identified. These were filtered and 68 relevant articles were selected. Findings The study found that asylum seekers have limited access to public services via information communication technology-enabled mechanisms. Whilst the city government has embraced e-governance, it is still in its nascent stages. Research limitations/implications This study was limited to a desktop one because of COVID-19 restrictions and it focused exclusively on asylum seekers. Therefore, its findings can only be generalised to this category of people. Practical implications Future studies on this subject should gather data from all categories of migrants to gain in-depth perspectives. Social implications All spheres of governance in South Africa should recognise asylum seekers as a constituency that deserves access to public services. E-governance can facilitate easier access to these services, and policies need to be aligned with this reality. Originality/value This study examined the efficacy of e-governance in enabling access to government services by asylum seekers during COVID-19. To the best of the authors’ knowledge, no other study on this subject was conducted during this period.
